NCAA President Charlie Baker sat down with Hoops HQ headliner Seth Davis as the college basketball seasons gets underway, says he spends 40 to 50 percent of his time on legal issues, points to what comes next on the legal front, “Once we get the settlement in place, we’ll really be looking for some way to deal with the 35-plus states that have different standards, which makes it hard to create a level playing field. The other thing is the employment issue. When I talk to people in Congress, it always sounded to me like the employment piece was more about a means to an end as opposed to an end. One of the things we’ve tried to do with this settlement is create a mechanism that makes it possible for schools with the resources, with the high resources, to be able to support and compensate student-athletes for their time and their participation in their name, image and likeness. That was the primary objective of a lot of those conversations.” Also of note from Baker: “I think the whole question about how and where enforcement takes place and what it looks like is going to go through a massive reconsideration. There’s a lot of architecture that’s associated with the current model that, just by definition, goes away the minute this new settlement becomes an injunction. But I don’t disagree with you. I think the enforcement piece is absolutely up for grabs in terms of what makes the most sense going forward.” How about March Madness expansion? “I think there’s a real opportunity there to do something modest. Remember, the calendar is really defined, right? We have to finish before the Masters, and we can’t start until after the conference tournaments are over. So there’s not a lot of extra days in there. And I think for both the men’s and the women’s tournament, whatever we do here would have to be done within the frame that’s already available. Do I think it’s possible to come up with something where we could make this work? I think it certainly is possible. Arizona AD Desireé Reed-Francois has “almost totally rebuilt the UA’s departmental structure,” according to the Arizona Daily Star’s Greg Hansen, who notes the restructuring includes a seven-person staff for the "purpose of corporate sponsorships, stadium naming rights and brand management." Hansen goes on to posit that the rebuild suggests the administrative model used by previous Arizona ADs was either “inefficient or outdated, or both, and that the UA needed new blood.” Moving forward, Reed-Francois is now "advertising three key positions for her financial staff." With all of the changes being made by Reed-Francois, Arizona “now sounds more like a Power 4 athletic department of the 2020s, rather than the good-old-boy network of a previous generation, drowning in debt and doing little about it.” More from Hansen. Meanwhile, Arizona has trimmed its campus budget shortfall from $177M last year to $65M “largely through restrictions on hiring, procurement and capital projects and across-the-board cuts that included hundreds of layoffs but managed to avoid severe reductions in any academic departments,” according to Inside Higher Ed’s Josh Moody. Interim CFO/former Arizona Board of Regents Chair John Arnold explains the initial work on the deficit focused on improving financial reporting. “Once we had a good understanding of what the nature of the problem was, we systematically worked with our deans, our department heads and other senior leaders in the university to identify areas where they could make some changes in their spending. … We asked everybody to come in with a plan to reduce spending between 5% and 10% , and the president’s office led the way with that. So we were able to work with those individual decision-makers to come up with the right budget cuts for their programs.” While the athletic department was “largely spared the ax,” Arnold tells Moody it is now going through a restructuring and incurring additional costs as a result of UA’s move from the Pac-12 to the Big 12. As a result of the changes, he expects more savings in the future. (link)

Temple AD Arthur Johnson acknowledged during a panel discussion hosted by the Temple Alumni Office that he did not do enough to build an NIL infrastructure when it became legal in 2021. “We gotta do better. I’ll admit and I said to people, I didn’t do enough on the front end to really push because of all of the uncertainty, the uncertainty with where the rules were, how it was going to work, the lawsuits have just continued to come. While it hasn’t gone like we wanted to go, [TUFF FUND Executive Director] Andy [Carl] has done a great job finding our niche and we still need that support.” Carl remarked during the event that “we came up with a concept of The TUFF Fund where it was a NIL collective that we started to see popping up all over the place, but we knew that we didn’t want to get into the pay-to-play space. So we tried to utilize our student-athletes and their name, image and likeness to further initiatives that we were really passionate about and some of our alumni and our fans and alumni were passionate about that maybe we couldn’t go about performing.” Owls Executive Assoc. AD/Chief of Staff Justin Miller also weighed in: “Our vision for Temple Athletics is to cultivate the greatness within our student-athletes as they pursue academic, athletic, personal and professional life. We need to work with and we’re working hard to work with the NIL space in still staying true to that. But it’s really important, as this world is evolving and constantly evolving, that we stay nimble and we’re able to respond to the changes in the marketplace.” (link)

Sports Illustrated’s Pat Forde writes on alternative industry models that are grabbing headlines, but here’s what really matters: “Industry sources tell Sports Illustrated they believe the SEC and broadcast partner ESPN are ‘honing in on’ talks that would alter the conference’s scheduling while potentially enhancing its media-rights revenue. Specifically, the alleged plan revolves around an SEC–Big Ten scheduling agreement that would produce annual matchups between the two leagues. The presumptive accompanying piece of such a move would be the Big Ten and broadcast partner Fox sharing some of that game inventory and producing more money for that conference as well.” One source tells Forde: “The timing seems to indicate they’re trying real hard to get extensions done soon. I would say even before the end of the year.” However, another close to ESPN says there’s “no truth” to the potential renegotiation. More from sources: “I think much of the timing, and now seemingly urgency, has likely arisen over the last couple of months since groups like College Sports Tomorrow have gotten out there, as well as private equity groups like Smash Capital and others looking to invest in the college space. If you’re the two main conferences and you’re the media companies, the sooner you could extend your media deals and cut off any centralized approach to football, the better.” (link)

Kansas will debut the $50M in renovations undertaken at Phog Allen Fieldhouse when the Jayhawks host North Carolina tonight. In addition to previously reported Daktronics video board additions, SBJ’s Bret McCormick points out: “Multistudio designed several premium areas for alums and key stakeholders, including the new Banners Pub that offers lower-tier donors a vibrant gathering space with food and drink options. Existing donor spaces were also modernized, including the Naismith Room, and 1,100 chairbacks were added to the seating bowl. The renovation – built by Turner Construction – incorporated new wayfinding throughout expanded concourses that united the historic facility with the updated renovation. The bigger concourses feature new concessions, as well as interactive seating zones, lounges, and merchandise retail locations. Tributes to KU’s basketball history include glass walls etched with the fieldhouse’s original blueprints and graphics showcasing the evolution of the Jayhawk mascot.” (link)

Federal Bankruptcy Judge Michael Romero heard arguments yesterday in the bankruptcy case of Colorado Football student-athlete Shilo Sanders but issued no rulings. Romero to Sanders’ attorney: “If I deny the motion for summary judgment and we have a trial, don’t you agree it’s only on the mental state that existed at the time? Is that the only issue I would have before me? I’m not going to try the whole bloomin’ thing again.” Sanders, who filed for bankruptcy in October 2023 after being sued for $11M+ by a security guard with whom he had an altercation, so far has turned over about $210K to the bankruptcy estate along with his tax returns, bank statements and copies of endorsement deals. South Florida Beach Volleyball will join Conference USA as an affiliate member in the sport, effective July 1, 2025. The Bulls' first official competitive season is slated for the spring of 2026. C-USA’s beach volleyball lineup also includes Tulane, Florida Atlantic, Sam Houston, UAB, Jacksonville State, FIU, Missouri State, Tarleton State and UTEP. (link)

South Alabama extends its partnership with adidas as the exclusive apparel provider of the Jaguars through June of 2030. The Jags have worn the three stripes since 2018. San Diego State is offering two complimentary tickets to season-ticket holders for upcoming football matchups against Air Force and New Mexico. The San Diego Union-Tribune’s Kirk Kenney notes the promotion "parallels an early push to get season-ticket holders to renew for the 2025 season." As prices for next season will remain the same as this season, Kenney notes new season-ticket holders would also be “on the hook for a ‘stadium enhancement gift’” that ranges from $100 to $1,500, depending on the season ticket package. Snapdragon Stadium has averaged 59% capacity for football games since it opened two-plus years ago. (link)

Texas Women’s Soccer student-athlete Trinity Byars signs with the NWSL San Diego Wave, making her the first player to choose her pro team directly out of college without the draft. Byars’ deal runs through the 2026 season with a mutual option to extend through 2027. The NWSL and its players’ union agreed to a new collective bargaining agreement in August that abolished its draft, making all amateur players true free agents. (link)

Clemson became the first college baseball team to take on the Harlem Globetrotter-esque Savannah Bananas in a tilt last night that included plenty of dancing, trick plays & Tigers HC Eric Bakich ripping his jersey off. More importantly from Bakich: “If you’re a recruit, we do fun stuff like this all the time. Come to Clemson, baby. Nobody else is doing this. We're the first. That’s a win all by itself. Under Armour’s revenue for the quarter fell 11% to $1.4B, which was in line with company expectations. Additionally, the company reported an increase in gross margin to nearly 50% – “meaningfully ahead” of Wall Street’s expectation of 48.2%, according to a Truist note. UA subsequently lifted its guidance for the year and now projects an operating loss of $176M to $196M, compared with a prior forecast of $220M to $240M, per Front Office Sports’ Amanda Christovich. CEO Kevin Plank: “Our second quarter fiscal 2025 performance demonstrates that our strategy to reconstitute the Under Armour brand and establish a more premium position in the marketplace is gaining traction.” (link)

The SEC has set a football scholarship limit of 85 for 2025, according to Yahoo’s Ross Dellenger, who notes schools can still have rosters up to 105 and adds: “The SEC is exploring its own scholarship limits for other sports as well, though those are not finalized. Discussions in baseball, for instance, have centered on a scholarship limit of around 25 within the settlement-related roster of 34.” (link)

The Athletic’s Matt Baker reports that in a court filing this week, Florida State argued the exit fee to leave the ACC is up to $165M from $140M “when this whole thing got started. This prong, remember, is 3x the ACC's operating budget and separate from TV rights money (another nine-figure amount). FSU refers to the $165M as a "cartoonish amount." (link)

Texas A&M-Commerce is officially changing its name to East Texas A&M, following board of regents approval. Chancellor John Sharp: “We have corrected a decades-long mistake when the name A&M-Commerce was adapted. It always should have been ET. ‘East Texas A&M’ restores the historic pride to a great university.” Also, the A&M System “has provided generous funding to cover many of the expenses associated with this name change.” (link)

North Dakota State AD Matt Larsen says of the Bison’s future conference affiliation: “NDSU aspires to compete for championships at the highest level possible. As changes happen throughout college athletics, we continue to monitor the landscape of Division I membership. At this time, NDSU has not been invited to any other conferences, and we believe we are well-positioned for the future." According to Inforum’s Mike McFeely, Larsen and NDSU President David Cook have been “working behind the scenes the last couple months during the latest round of conference realignment. NDSU has grown disillusioned with the future of FCS with the likes of subdivision powers like Appalachian State, Georgia Southern, James Madison and Sam Houston leaving for FBS. The hope is to reunite with their old playoff rivals and other schools that value football at a higher level. … While a move to FBS would add millions of dollars to NDSU's athletic budget, it's believed donors are ready to make a move happen.” (link)

Extra Points publisher Matt Brown unpacks how expensive it is to move from FCS to FBS and notes that in addition to the $5M fee to the NCAA, schools must significantly increase their budgets. For example, North Dakota State in FY23 reported $31.8M in total operating expenses with roughly $6.4M earmarked for the football team. “That’s on the higher side for FCS football programs. But it isn’t in the ballpark compared to their new aspirational peers in the Mountain West. The smallest operating budget of an MWC athletic department in FY23 was San Jose State, who reported $44.5M in total operating expenses. At the high end of the current MWC, schools like Air Force are reporting department expenses north of $65M, more than double what NDSU spends. To be in the ballpark of most MWC institutions would require a jump to around $50M in spending every year.” While the move would open up new revenue opportunities, Brown has “not talked to any college sports industry professional who believes there is enough of a built-in revenue increase for North Dakota State…or South Dakota State, or Sacramento State, or North Dakota, or Montana, or anybody else, to pay for a reclassification from new TV and MMR alone.” Brown goes on to note that “if there was a pathway for programs like NDSU, SDSU and the Montanas to play Mountain West Football while keeping the rest of their athletic programs in the Big Sky and Summit, I have been repeatedly told by folks with direct knowledge that those schools would seek to do exactly that. But my current understanding is that is not a scenario currently on the table.” (link)

Florida Football HC Billy Napier “will continue as head football coach,” according to Gators AD Scott Stricklin, who adds: “I am confident that Billy will meet the challenges and opportunities ahead. We will work alongside him to support any changes needed to elevate Gator football. As college athletics evolves, UF is committed to embracing innovation and strategy, ensuring the Gators thrive in today’s competitive landscape.” Full statement. (link); ESPN’s Pete Thamel notes the “buyout for Napier alone would have been more than $26M, which would have been the second biggest in college football history. (Behind Texas A&M last year.) The estimated entire transition of Napier, staff and buying out a coach was estimated internally as $40M. This decision comes with the backdrop of the expected passage of revenue share for the 2025 season, which portends a quieter year than normal for college coaching changes.” (link); Additionally, sources tell Thamel that “70% of Florida's [NIL] money is tied to freshmen and sophomores, and there is a sense that losing Napier would also mean losing [QB DJ] Lagway, who chose the Gators to play for Napier.” ESPN’s Andrea Adelson adds: “There are other factors at play as well. + Oklahoma and its NIL partner 1Oklahoma announce the latter’s $2M matching gift challenge has been achieved. An anonymous donor extended the challenge, which was set to go through the end of the 2024 calendar year, and to celebrate the milestone being achieved early, the donor has extended an additional $1M matching gift challenge. Every contribution made to 1Oklahoma will be met dollar for dollar up to $1M if the stretch goal is attained by Dec. 31, 2024. (link)
+ South Carolina football standout Dylan Stewart’s representation is in talks with South Carolina and the The Garnet Trust collective about a one-year deal worth upwards of seven figures, according to The State’s Jordan Kaye, who reports Stewart is making less than $500K this season. The agreement is expected to be the most lucrative on the Gamecocks’ roster heading into 2025. (link)

The Washington Post’s Jesse Dougherty examines Mount St. Mary’s decision to add women’s flag football as a varsity sport and notes the move is due in part to the decision to opt into revenue-sharing. By doing so, Mount St. Mary’s “would have to adhere to new roster caps outlined for certain sports in the settlement, which are replacing scholarship limits. That means some roster spots in certain existing sports could vanish, which means the number of athletes enrolled at the school could drop, which is far from ideal for a college that relies on every tuition dollar that funnels from sports. At the moment, Mount St. Mary’s has about 140 athletes competing in men’s and women’s track and field. The settlement caps those rosters at 45 for each gender, plus 17 for cross-country. Because few, if any, track athletes are on full scholarships to begin with, slashing those roster spots would result in lost tuition money. In order to opt into revenue sharing, then, [Mountaineers AD Brad] Davis and his staff needed front-end solutions.” Flag football, however, does not have roster caps, at least not yet, and Davis tells Dougherty: “If I turn around to my university and say, ‘Hey, we’re going into this revenue-sharing system, but we’re going to have 40 fewer student-athletes,’ that’s a significant amount of revenue that’s going to hurt us in the future. Now instead of investing in our bigger programs, I’m just scrambling to balance the budget. So adding a sport like flag football, it will help offset that." To start, there will be no scholarships for flag football, but Davis hopes to build up to that. (link)

When LSU takes on Alabama this weekend, a caged, live tiger will be in attendance, but it won’t be Mike VII, LSU’s current eight-year-old mascot, who will be kept in his 15K-square-foot habitat across the street from Tiger Stadium. Louisiana Governor Jeff Landry, who has publicly advocated for the return of the tradition of having a live tiger at games, has instead facilitated the delivery of a tiger from an out-of-state refuge to assume the role for Saturday night’s game. According to LouisianaSports.net, Landry “has received some push back from LSU. The university has concerns about the potential trauma a tiger could undergo being driven around the stadium in front of over 100K screaming fans. In the past, cheerleaders have induced the live tiger to roar by stomping or beating on the mobile cage repeatedly. In more recent years, a stuffed tiger was waved in front of the cage to provoke the live animal.” LouisianaSports.net reached out to the Governor’s office but did not receive a comment. Efforts to contact LSU Veterinary Medicine and LSU’s Office of Communications & University Relations were not immediately successful. (link)
