+ Sportico's Daniel Libit: "In a nine-page 'fact sheet' released Thursday, Office Civil Rights clarified that, under Title IX, NIL money paid to college athletes should be held to the same gender-equity standards as athletic scholarships. Specifically, it stated that the amounts paid to athletes through NIL deals should be considered part of a school's athletic financial assistance, just as grants-in-aid and cost-of-attendance funds are. [...] OCR further stressed that even when NIL payments are made by third parties, such as booster clubs or collectives, schools remain responsible for ensuring that these funds do not create sex-based disparities." Sports Illustrated’s Pat Forde examines the potential impact of the Power 4’s recent working document which included a proposal to take control of NCAA championships and gets this from one administrator: “We can’t kill the golden goose, the national treasure. Do. Not. Mess. With. The. Tournament.” Yet, there are other ways for the Power 4 leagues to get what they want, and Forde advises the remaining 28 conferences to be on the lookout for “a push to expand the men’s and women’s basketball tournaments past the current 68, to 72 or 76 (for starters). … At this point, it seems close to inevitable. And guess who the power leagues would expect to see inhaling those extra bids? Themselves, of course.” Additionally, “how the teams are selected and seeded—and by whom—could also be up for review. The administrator I spoke to favors leaning more on metrics, putting all the Top 50 teams in the NCAA NET ratings in the field. Using the NET ratings for this season as of Wednesday, this would be the breakdown by conference for the men’s tournament: 14 from the SEC, 11 from the Big Ten, nine from the Big 12, six from the ACC, three from the Big East, three from the Mountain West, two from the WCC, one from the American and one from the Big West. That’s nine leagues. To make that math work and still include the champions of every conference, the bracket would have to expand to at least 76.” Lots more. (link)

More from the NCAA Convention as Yahoo’s Ross Dellenger dives into the possibility of five seasons of eligibility for student-athletes in five years. SEC Commissioner Greg Sankey: “It is an interesting conversation, but there is a lot that needs to be understood. Why is this the right idea? Can the NCAA actually escape its waiver-granting behavior? Will schools stop seeking waivers? What is the relationship of this proposed change to the current legal environment—does it resolve issues or create more concerns? How does a five-year eligibility model change access to college athletics opportunities for students entering from high school? These and other questions need to be answered during a continuing conversation on the five-year eligibility idea.” ACC Commissioner Jim Phillips: “Is this good for student-athletes? Will our institutions have the discipline not to seek waivers, legal measures? What does it do to high school seniors and the roster compression they have felt throughout COVID? Certainly, we should discuss as we look to the future but I am certainly not ready to endorse at this moment.” (link)

On Thursday, the NCAA Division I Council approved legislation allowing college baseball programs to ramp up their preparation time to 27 practices over a 35-day period leading up to Opening Day. This marks an increase over the previous rule in place, which was essentially 18 practices over 21 days. The adopted legislation will go into effect on August 1 of this year. (link)

Florida Men’s Basketball AC Taurean Green is alleged to have sexually assaulted a woman who is an athletics department employee in March of last year during “a meeting with her in the athletic facilities,” per ESPN’s Paula Lavigne. The allegation was brought forward as part of the university’s Title IX investigation into claims surrounding Gators HC Todd Golden: “She said that inquiry made her realize there could be concerns about a pattern of behavior and other women could be affected.” More. Nevada Sports Net’s Chris Murray has obtained a “heavily redacted” copy of UC Davis’ agreement to join the Mountain West. Among the deal points that are included is UC Davis’ first right of consideration/application if the MW elevates a football program from the FCS level. Murray notes that “could complicate the MW attempting to add a different FCS school like North Dakota State, South Dakota State, Montana, Montana State or Sacramento State, although the MW is under no obligation to select UC Davis for elevation for full-member status, including football.” Additionally, UC Davis will get a phased-in share of the MW's NCAA Tournament units, starting with one-sixth share of those units in 2026-27, a two-sixth share in 2027-28 and so on by a one-sixth share each year until getting full-share status in 2031-32. For each NCAA Tournament unit earned by UC Davis, it will increase its share by one-sixth. UC Davis would owe the MW $3M if it does not join the conference in 2026. The Aggies also agreed to increase the annual men's basketball expenses to certain financial levels in 2026-27, 2027-28 and 2028-29; those specific benchmarks were redacted. Tulsa World’s Michael Peters takes a look at the Tulsa football personnel operation under new HC Tre Lamb and GM Mason Behiel. Peters notes Behiel is “managing a budget of somewhere between $2.5M and $3M that TU has to compensate its football roster. That figure is a combination of money the school provides for NCAA allowable payments like revenue-sharing, scholarships, cost of attendance and academic achievement awards, as well as money from the independent NIL collective.” Lamb says Golden Hurricane AD Justin Moore “has implemented all this, and he’s got a great plan. This is very similar to what the big boys do at the Southeastern Conference and the Big Ten. That’s what we want this to look like.” Lamb estimates as much as 80% of the TU roster will still rely on the standard athletic scholarship as its main source of compensation. He plans to pay starters who stuck through the coaching change and likely some transfers because “North Texas, Memphis, Tulane, UTSA and UAB are the schools we’re seeing the most in recruiting, and those guys are throwing $60K, $70K at these guys, so we’ve got to be able to compete.” As for Behiel’s role, Lamb explains: “He’s like the guy playing moneyball, trying to fit the pieces to the puzzle in the right spots. But he’s a separator and the liaison with the collective, with the administration for revenue-sharing and the head coach and staff. So we wanted there to be a clear separation there so it doesn’t get dirty and cloudy.” (link)

Texas Tech’s 20-year stadium naming-rights agreement with AT&T runs through June 2026 and the next rights will be open for bidding. Red Raiders AD Kirby Hocutt: “We have started initial conversations on naming rights to Jones AT&T Stadium. We've had initial conversations with AT&T and look forward to ongoing conversation there, so that will be an ongoing, or you could say, a new revenue stream, because AT&T's sponsorship payment was all done up front. So it's been 15-plus years since we've had a revenue stream there, so that'll be a new revenue stream for us.” The stadium name switched from Jones SBC Stadium to Jones AT&T Stadium in April 2006 after SBC acquired AT&T in 2005. The original agreement with SBC in 2000 was a 20-year naming for $20M, paid out over 10 years and an extension with AT&T, finalized in 2007, was a 20-year naming for $21M, paid out over six years. Deputy AD Jonathan Botros notes that “In addition to the naming of the stadium. They also have a sponsorship package that includes exclusivity, so no other telecom partner can partner with us, so there's a lot of value there.” (link)

Virginia AD Carla Williams has signed a five-year contract extension that will increase her compensation by 29% to $1.45M per year, according to the Virginian-Pilot’s David Teel, who notes Williams’ yearly pay breaks down into four categories: $650,907 in base salary; $495,563 in licensing payments; $250K in deferred compensation and a $9K automobile allowance. Williams is also eligible for annual performance bonuses up to $300K, and Teel reports other bonuses include $250K if she completes the contract term and 3.5% of her base salary and licensing payments ($40,126) if the UVA football team makes a bowl. Williams can earn an additional 3.5% if the Hoos finish among the top 10 nationally in the Learfield Directors’ Cup. Williams is, per Teel, “not subject to a financial penalty/buyout if she resigns prior to its expiration. If the university dismisses Williams without cause, she is due all guaranteed compensation through the contract’s term, offset any salary she earns from subsequent employment. (link)

NCAA VP of Division I Jenn Fraser joins Sports Illustrated/Connect's Bryan Fischer at the 2025 NCAA Convention to discuss how changes from the House settlement would be implemented, updates to the DI rulebook, changes to the membership process and more. Upon final approval of the House settlement, Fraser explains: “The plan currently – everything's written in pencil – is it'll be an action by the division one board of directors, so a package of proposals – legislation consistent with what the settlement requires – will be presented to the Division I board, and the board will ultimately take that action. We do hope that the effective dates are such that we can have it implemented this summer, so work is being done to craft the details associated with those settlement requirements, and the action by the governance structure, by the Division I Board, that will not happen until final approval is provided.” On where DI will be in three to five years, Fraser says: “If I had the keys to the kingdom, Division I would be in a position to govern itself. It would be organized in a way to manage a policy agenda nimbly and efficiently, it would be organized in a way that was representative of the conferences and institutions and student-athletes that it serves in a way different than we have today. ESPN’s Heather Dinich examines what changes to the College Football Playoff could be discussed or acted on when decision-makers meet on Sunday and is told by one high-ranking official: "It's not impossible to change something for [the 2025] season, but I don't see it happening in January, and if you wait until April, I don't know how you do that for this calendar year. And I don't know that there's unanimous support to do something substantively different. I would say highly unlikely – could – but highly unlikely we see a significant change for this upcoming season." CFP Executive Director Richard Clark adds: "I don't know where the changes might be. We just have our first meeting, where we get everything out on the table at the championship game, then we'll start fleshing out the things that we need to decide on later in the winter and into the spring. There could be several issues that we're going to look at, but they are going to look at everything – selection committee, format, just all of it – and determine what they want us to put on the table and prepare for them.” Opinions vary as to whether the seeding structure should change, as Oklahoma AD Joe Castiglione calls the current setup a “big flaw” and believes the seeding should be based on the ranking. However, Boise State AD Jeramiah Dickey remarks: "Ultimately, they may change the system on us because of us getting a bye, but I feel we earned it. And just like everyone else, we had to win each week and compete. I think it's awesome, and I hope it does stay the same." As for the future of conference championship games, ACC Commissioner Jim Phillips asks: "Will the teams that play in a championship game have some kind of protection? I don't want to read into that. I'd like to hear from the committee after it's over about what some of those conversations were, and I think I'm not the only one." More from Dinich. (link)

The Knight Commission held an informational session at the NCAA Convention this week focused on unpacking the House settlement, and Extra Points’ Matt Brown unpacks some of the major takeaways. In breaking down the actual revenue that can be shared, Brown, via the commission, points out that “only certain types of revenues on the ol’ athletic budget were used in the House settlement in calculating the $20ish million dollar cap. Those revenues are what we might commonly consider to be earned department revenues…the money departments are getting from selling tickets, multimedia rights, conference media rights, post-season football bowl payments, etc. It does not include money from stuff like student fees or internal revenue redistributions. … Your typical FCS institution is only generating around $2.4M a year in that revenue. Your D1 school without a football team, like somebody in the MAAC? Less than that. But a P4 program? They’re typically generating over $90M in those revenues! That gap is large, and it’s only getting larger. If a typical MAAC, ASUN, WAC, etc. school wants to share, say, $5 million in revenue sharing…they’ll almost certainly have to be redistributing money from either students or other university funds to do it.” Meanwhile, Brown heard from a few administrators that “when your department isn’t sharing that much revenue, a school could actually provide more benefits to an athlete if they don’t opt-in, but simply fully fund stuff like Alston awards, COA, and other currently permitted benefits. That helps limit tax exposure to the athlete and preserves roster flexibility for the school. Based on what I’m hearing at the convention, my best guess now is that most schools outside the P4 will still opt-in…but a non-trivial number of schools will not, and several conferences will have a mix of Ins and Outs.” More. Houston recently conducted assessments to determine the value of corporate-sponsorship logos at its athletic facilities, including the homes of the football and men’s basketball programs, Cougars AD Eddie Nuñez told the Houston Chronicle’s Joseph Duarte, who notes UH is also exploring corporate patches on team uniforms. Nuñez: “All those are new inventory that right now we can go out there and sell. When you start thinking about new revenue, there’s the possibility for us to generate some significant money. … We’re moving. I don’t want to wait. I want to get in front of the right people, the right companies that want to be in our facilities.” Nuñez on reupping with Learfield: “We have to have a partner that sees the vision. We have to have a partner in Learfield that sees that it’s not just about doing what we’ve done in the past. We need to look at things totally different. We need to look at the whole landscape of our facilities and everything and say, what do we do differently?” (link)

UCF reported $98.16M in total operating revenue during FY24, up from $84.6M in FY23, and operating expenses of $97.45M, an increase from $88.2M YoY. The Orlando Sentinel’s Matt Murschel notes that some expenses included $11.5M for student aid, including $1.9M for Alston Awards, and $1.8M in recruiting, an increase from $1.57M the previous year. Also included in the report was a $2.5M payment to the AAC, part of the $18M exit fee UCF paid to leave the league to join the Big 12 in 2023. (link)

Texas QB Quinn Ewers turned down an $8M offer to transfer to another school to enter the NFL Draft, according to Horns247’s Chip Brown. For comparison, Brown notes first-round selections in the 2025 NFL Draft are projected to sign four-year deals totaling $42.2M at the top of the first and $13.2M at the bottom. Second-round picks are projected to sign four-year deals ranging from $10.7M at the top of the round to $6.8M at the end. Players selected at the top of the third round are projected to sign four-year deals totaling $6.4M. Riley Dodge, Ewers’ high school coach at Southlake Carroll, on Ewers’ decision: "Texas was the only place he wanted to play college football. He wanted to leave Texas in good standing." (link)

MLV Holdings, a newly formed investment group, announces the launch of Major League Volleyball (MLV), a women’s professional volleyball league supported by over $100M in committed funding. Founding partners include Sacramento Kings owner Vivek Ranadivé, women’s beach volleyball legend Kerri Walsh Jennings, singer Jason Derulo and several others. MLV will launch with teams in Nebraska, Wisconsin, California, Minnesota, Indiana, Tennessee, Kentucky, Florida, Kansas, Ohio and Washington. Franchises will be independently owned and operated, with MLV creating ownership standards and operational playbooks to ensure major league standards are upheld at every level.
