Army West Point is set to promote Deputy AD for External Operations/Chief Revenue Officer Tom Theodorakis to become the next AD, per ESPN's Pete Thamel. (link)

CollegeAD reports Milwaukee AD Amanda Braun inked an extension to continue leading the Panthers through June of 2028 at a base pay rate of $238K annually. Various athletic & academic incentives range from $1K to $5K. If the university were to make a change without cause with more than six months left on the deal, Braun would receive six months of pay. If there’s less than six months left on the agreement, Braun would receive whatever remains. No details on a buyout if Braun were to make the decision to exit. (link)

NCAA President Charlie Baker on President Donald Trump’s “No Men in Women’s Sports Executive Order” : “The NCAA is an organization made up of 1,100 colleges and universities in all 50 states that collectively enroll more than 530,000 student-athletes. We strongly believe that clear, consistent, and uniform eligibility standards would best serve today's student-athletes instead of a patchwork of conflicting state laws and court decisions. To that end, President Trump's order provides a clear, national standard. The NCAA Board of Governors is reviewing the executive order and will take necessary steps to align NCAA policy in the coming days, subject to further guidance from the administration. The Association will continue to help foster welcoming environments on campuses for all student-athletes. We stand ready to assist schools as they look for ways to support any student-athletes affected by changes in the policy.” (link)

SEC Commissioner Greg Sankey was on The Paul Finebaum Show late yesterday afternoon, commenting on the state of NIL: “We need a name, image and likeness system that has a level of transparency, where there is protection for young people. There [are] a lot of reports about promises made that weren’t fulfilled, deals that were struck that were never authorized and problems that come. Collectives are out there, but I hear about collectives that are struggling to pay bills for promises made. That is not a healthy system. The way we’re functioning can’t go on.” More Sankey: “What we need to do is stay laser-focused on implementation. The universities involved in this endeavor need to make a commitment that this will work. That our duty is not to go find workarounds all the time, but to sustain college football, college basketball, college sports broadly – that we talked about at the beginning and our success – that opportunity for everyone. And every court decision that extends eligibility means there’s a high school competitor who lost an opportunity to participate. That shouldn’t be missed here.” (link)

Extra Points purveyor Matt Brown writes on the Big West’s interest in Utah Valley & Cal Baptist as the league looks to replace UC Davis. Brown says a press conference on the matter is not imminent with a predicted timeline of by the end of hoops conference tournaments. Brown also notes other leagues, like the Summit & ASUN, have made inquiries about other WAC members. As for where Northern Illinois will house the rest of its sport programs, all signs point to the Horizon League. (link)

Missouri State is among the schools that will participate in revenue sharing and AD Patrick Ransdell observes: “People need to go buy rosters, and I know a lot of people may cringe at that. If we're not going to call it what it is, we're not being honest. The other part of this is that it's not going to be equal. We've got to make sure that we prioritize things. We're going into this expecting some change, and we're gonna try to maneuver the best we can.” Ransdell, who penned a letter to fans in January asking for everyone to contribute, explains: “The way I look at it, the way I can help is by generating revenue. At the end of the day, we need to provide our coaches with the resources to go out and improve their program, and that's going to take money on the front end, and hopefully, we can have a product that's worth everybody coming out and watching. Then, we generate money on the backend. That's the way I see the process and the way it needs to happen." A bit more. (link)

New Mexico State Football HC Tony Sanchez on acting AD Amber Burdge: “She's a really knowledgeable person. She's been working in the NIL space for well over 5 years, way back to when she was at Louisiana Tech. She's really knowledgeable of it, and obviously knowledgeable of the entire program. She's seen the growth.” (link); If the five years comment rings a bell, it could be because earlier this week New Mexico lawmakers introduced a bill making $2.5M appropriations available to New Mexico and New Mexico State to fund athletics for FY26, but attorney/SUNY Cortland professor Daniel Greene noted “But NMSU's $ is contingent on hiring an athletic director with min. 5 yrs NIL policy experience.” (link)

On3’s Pete Nakos gets feedback from around the NIL marketplace, starting with which football program has spent the most money on its roster to date. Those mentioned by player personnel staffers & collective operators: Auburn, Ohio State, Oregon, Texas, Texas A&M, Tennessee & Nebraska. Who spent their money the smartest? Georgia, Ohio State, Florida, Miami (FL), South Carolina & Notre Dame. How is revenue sharing impacting NIL deals? A Big 12 collective operators: “Schools are dipping into that revenue-sharing bucket and using a lot of that, which will present an interesting scenario come next December. The schools that spent their 2025 and 2026 revenue-sharing budget on their 2025 roster are going to struggle come next December. And the schools, who were a little bit more measured in how they spent, are going to have more money left over for next December’s portal cycle. The other thing that has supercharged the market is you’ve got this six-month period where you have an ability to kind of finish out the Wild Wild West. A lot of schools are frontloading their NIL budgets to get guys paid a lot of money pre-revenue sharing.” More. (link)

Legal Matters…
+ Another update on the proposed bill in Georgia that would eliminate income tax on student-athlete NIL deals. From Sportico: “The legislator (Senator Brandon Beach) expressed uncertainty about whether the bill would apply to revenue-sharing payments made directly by schools to athletes, as provided for in the House v. NCAA settlement, but suggested that it was only his intent to address the current kinds of NIL money athletes are receiving. (According to the House settlement, the payments would be for the use of athletes’ NIL.)” (link)
+ “A college baseball player on Wednesday asked a Massachusetts federal court to temporarily pause the NCAA’s five-year rule that the organization cited in denying him one more year of eligibility, in yet another lawsuit challenging the regulation.” More behind the Law360 fortress. (link)
+ Also from Law360: “A Utah federal judge has dismissed a trademark complaint from a Park City soccer organization seeking declaratory relief against Arkansas State University over its ‘Red Wolves’ mark, saying the court lacked jurisdiction over the matter.” (link)
+ Kennyhertz Perry attorney Mit Winter digs into the various state legislative sessions and their new college sports or NIL-related bills. In Arizona, the bill says the NCAA can’t prevent schools from paying athletes NIL compensation or sharing revenue generated from the use of athlete NILs with athletes. There is no mention of a cap on the payments. (link)

Grand Canyon AD Jamie Boggs announces via X the Lopes new campaign for women’s athletics: “Our vision is to be the premier university for Women’s Sports. @GCU_Lopes women athletes compete fiercely with GRIT, play for the GLORY of God, and have a humility and GRACE that defines our women’s teams. More than a campaign, this is our mission.” The department is “seeking partnerships with businesses, and support from donors and fans who believe in our mission and want to invest in our outstanding women student-athletes.” More (link, link, link)

National Coordinator of Officials and Committee Rules Editor Steve Shaw says college football can’t “kick the can down the road again” on rules surrounding the faking of injuries as the NCAA Football Rules Committee is set to meet later this month. Shaw: “I really thought coming into this season that maybe it was getting better, but after tracking it and putting the video together, it’s not. It goes against everything the game stands for. … You get a lot of chuckles, but it’s not a funny thing.” There’s still disagreement around a student-athlete having to sit out the rest of a drive once they go down, but AFCA Executive Director Craig Bohl notes: “If somebody’s got a better idea, I’m all for it. Coaches have created this albatross around our neck as far as the good of the game. Coaches have created this, and the coaches have come up with a solution for a remedy here.” (link)

Iowa AD Beth Goetz discussed revenue sharing with student-athletes against the comparative of facility upgrades with the Presidential Committee on Athletics yesterday: “You’re going to see, I think, here at Iowa and across the country that people will be more thoughtful about projects that aren’t necessities in the moment and that don’t help you drive revenue. To be candid, we wish this wasn’t the moment in time that we needed to focus on that project (upgrades to Carver-Hawkeye Arena) as well. But this building is a revenue-generator, and it’s also 42 years old. [...] At this moment in time, I think the prudent, responsible thing to do from a fiscal standpoint is to ensure that we have a solid financial plan. So my approach to this project is that we will complete what is philanthropically possible. But our intent is certainly not to take on additional debt to do the project.” Goetz went on to say she’s confident in the plan the Hawkeyes have created for revenue sharing, but wouldn’t be providing any information publicly about the percentage allocation per sport. (link)

Kansas State AD Gene Taylor begins a three-part series dissecting the future for the Wildcats amid constant industry change. In the first segment, Taylor says KSU will fully participate in revenue sharing with student-athletes & goes on to add, “...we are looking at ticket increases for basketball. We’re looking at other increases across the board for next year in football, but we have to be very careful not to drive our market away, yet really have them understand we need to dive deep into every single revenue source we have. [...] Where are we missing dollars that we could recoup that can help us get to that $20M? (link)

Financial Results…
+ In FY24, Ole Miss did $149.3M in operating revenues against $157.01M in operating expenses for a deficit of $7.71M. Football ($18.13M) & Baseball ($1.06M) were the two sports that ended the year in the black. Rebels AD Keith Carter: “We've chosen to spend a little more in certain places, and I think that's been good for us. But obviously, we have to be fiscally responsible. That's something that we have to do, and we're expected to do. And I feel like we've done that. Just because we show a deficit there in that report doesn't mean that we don't have the funds to plug those holes in other ways.” On key revenue opportunities: “...we're looking at ways to potentially grow our stadiums and adding premium areas in basketball, doing creative things where we can grow ticket and donation revenue. But overall, as far as just the folks stepping up and our fans stepping up, I think that's been really encouraging.” (link)
+ Out in Corvallis, Oregon State did $120.31M in revenue over $112.88M in expenses for a surplus of $7.43M. It’s the first time since 2013 the Beavers have ended on the plus side of the ledger. Of particular note: “Football had a net profit of $23.2 million, reporting $49.1M in revenue, and $25.9M in expenses. That is a gain of nearly $7 million over 2023, when football profits were $16.51 million.” More from The Oregonian, including OSU’s current debt level of $108.7M. (link)
+ Overall ticket sales were up year-over-year for Memphis as the Tigers generated $9.7M in FY24 compared to $8.79M a year earlier. The Commercial Appeal’s Jonah Dylan indicates the overall budget was balanced at $67M. In its most visible sports: “Football ticket revenue dropped from $4.41M in 2022 to $4.36M in 2023. [...] Men's basketball sales rose from $4.1M to $4.97M.” (link)

Fundraising Files…
+ Butler announces a $12M future estate gift from alumna & Trustee Rebecca Graham Paul with the majority of the funding going towards the creation of the Rebecca Graham Paul Endowed Fund for Women’s Athletics Excellence. As both the largest documented estate commitment in University history and the largest gift ever to Butler Athletics, the fund will provide support for primary initiatives in women’s athletics, including the cheer and dance programs. (link)
+ Denver announces the Pioneer Women's Athletics Endowment with a goal of growing it to $1M with $200K already committed. Pioneers AD Josh Berlo: “This endowment will directly support our women's programs, and the eight women that serve in head coaching roles who help develop our young student-athletes in a holistic environment at Denver. As we enter a new era of women's athletics, we are fully committed to being amongst the best in the nation in empowering women through athletics.” (link)
+ Siena is pushing to raise $4.5M for a new Lacrosse facility with $3.2M already in the bag. Saints Men’s Lacrosse HC Liam Gleason: “There’s a select group of teams in the country that have dedicated lacrosse-only facilities. So for us to be in that mix, you’re talking about some of the higher-end ACC, Big Ten schools. That’s going to be exciting.” (link)

President Donald Trump has signed the “No Men in Women’s Sports Executive Order” prohibiting transgender women from female sports. Trump: “The radical left has waged an all out campaign to erase the very concept of biological sex and replace it with a militant transgender ideology. With this executive order, the war on women’s sports is over.” (link)

A number of NCAA leaders, including NCAA Board of Governors Chair/Baylor President Linda Livingstone, over a dozen DI commissioners and ADs, coaches association CEOs and more, have penned a letter to Congress over concerns around student-athlete employment. The quartet writes, in part: “We are gravely concerned by the looming threat of a sweeping employment mandate, which could potentially turn all student-athletes (regardless of where they compete or what sport they compete in) into employees of their universities. This type of broad employment mandate would be financially untenable for the vast majority of America’s collegiate athletic departments, and would likely result in thousands of shuttered programs. Many of the worst impacts are expected to fall on women's sports. With this in mind, we urge you to cosponsor and pass legislation affirming that student-athletes will not be deemed employees of their universities.” Full letter. (link)

Wisconsin Football student-athlete Nyzier Fourqurean argued in front of a U.S. District Court on Tuesday he could make hundreds of thousands of dollars in NIL monies if he’s ruled eligible to play during the 2025 season. However, Fourqurean indicated there was no signed contract for the projected earnings, as well as stating he made $5,000 in 2023 & $45,000 from deals in 2024. Fourqurean is awaiting a ruling from Judge William Conley & has until Friday to opt out of the NFL Draft. (link)

Missouri State AD Patrick Ransdell on Men’s Basketball’s challenging season under first-year head coach Cuonzo Martin as the Bears sit at 8-15 (1-11 MVC): “This provides us all a lesson in patience. Every situation is different. Coach Martin wasn't coaching last year. You can look at others who were brought in and had a whole bunch of players from their previous team and that's not the case here. I think trying to reinvent a roster when starting in April is an uphill battle. [...] I think they have a really good plan this spring in recruiting. We just need to give him those resources so he can go out and do what he needs to do to sign those kids.” (link)
