Yahoo’s Ross Dellenger reports that during a two-day summit in Washington, D.C., a “‘transition team’ charged with operationalizing concepts of the House settlement inched closer to establishing a new structure to oversee, manage and enforce the settlement-related athlete compensation system for all of NCAA Division I. The newly created LLC, overseen by a CEO or executive director, is centered on a new enforcement arm to police violators of the industry’s new salary cap and is expected to feature revenue-sharing policies and a corresponding penalty structure for violators.” The transition team for the “nameless entity” consists of two ADs from each Power 4 conference, including Ohio State AD Ross Bjork, Clemson AD Graham Neff and Texas A&M AD Trev Alberts. Dellenger notes that “others represented include Arizona, Cincinnati, Washington, Georgia Tech and Kentucky. Commissioners, compliance officers and general counsels of the four power conferences are leading the group. … At least two NCAA representatives were part of the meeting this week along with officials from LBi and Deloitte. LBi, a software company that maintains the NBA’s player contract management system, is serving as the cap management company.” Dellenger goes on to report that multiple penalties for rulebreakers are under discussion, including school fines, revenue-share pool reductions and coach/administrator suspensions, and the “LLC is expected to employ a head investigator as well as a CEO or director who, perhaps with a small team of people, will be charged with being the ultimate decision-maker(s) on infractions cases using a more timely process than the one currently existing.” (link)

The NCAA Board of Governors have updated the transgender student-athlete participation policy following President Donald Trump’s recent executive order. Effective immediately, the new policy will limit women’s sport competition to individuals assigned female at birth and leave men’s sport participation open to all eligible student-athletes. Also, the latest policy overrides any previous eligibility reviews and does allow “student-athletes assigned male at birth to practice with women's teams and receive benefits such as medical care while practicing.” President Charlie Baker: “We strongly believe that clear, consistent, and uniform eligibility standards would best serve today's student-athletes instead of a patchwork of conflicting state laws and court decisions. To that end, President Trump's order provides a clear, national standard. […] The updated policy combined with these resources follows through on the NCAA's constitutional commitment to deliver intercollegiate athletics competition and to protect, support and enhance the mental and physical health of student-athletes. This national standard brings much needed clarity as we modernize college sports for today's student-athletes.” (link)

Following President Donald Trump’s executive order indicating that schools who allow trans athletes to play women’s sports are violating Title IX, the Department of Education has announced Title IX investigations into three entities, including Penn and San Jose State. (link)

The SEC distributed $808.4M in revenue to its 16 members in 2023-24, with 14 members receiving an average of $52.5M, up from $51.3M in 2022-23, and Oklahoma and Texas each receiving $27.5M. Programs that competed in Football bowl games retained $17.7M tied to those events. Total revenue for the SEC neared $840M, down from $853M in FY23, with the conference finishing the year with a $59M deficit, as USA Today’s Steve Berkowitz writes: “The conference attributed the $59 million deficit primarily to accounting procedures and the timing of its receipts of certain revenues, compared to the timing of payments.” More from Berkowitz: “The distributions to Oklahoma and Texas were a combination of the schools getting back the refundable application fees that they paid to the SEC in August 2021 and receiving transition payments that were funded by ESPN. […] Oklahoma and Texas athletics departments spokespeople said in respective statements to USA Today Sports that their application fee was $15 million and the transition payment was $12.5 million.” Commissioner Greg Sankey earned close to $4.3M in total compensation, a $675K+ increase over last year. Wisconsin AD Chris McIntosh tells the UW Board of Regents he’s “really optimistic” the House settlement could stabilize the industry and provide a more sustainable path forward. "As I look inward into our organization, I'm continually impressed by our staff, our team, our coaches, everyone throughout the organization and their willingness to embrace the changes. It's an entire change management exercise, and I feel like we've been going through it the last almost four years. I think we're well positioned.” McIntosh also told the regents' audit committee that expanded revenue sources already put in place include raising ticket prices, selling alcohol in general seating areas at Wisconsin's main venues and hosting more concerts. Additionally, McIntosh reported that fundraising for the indoor practice facility under construction where the Camp Randall Sports Center formerly stood has surpassed the original $75M goal, and the Badgers have set a new goal of $100M. Colorado AD Rick George made the case to state lawmakers that CU student-athletes’ mental health would be compromised if the financial terms of their NIL deals were made public. According to Sportico’s Daniel Libit, George told legislators last week that “we are the most visible program, one of the most visible programs in the country. There’s already a ton of scrutiny on our student-athletes, where it impacts their mental health and their financial well-being. And I think it’s important to note that if we put this out there about exactly what they’re making and all of that, it puts them under a lot more scrutiny if they have a bad game, if they have a bad season, why are you paying this student athlete this much money?” Through the state’s House Bill 25-1041, submitted by Representative Lesley Smith (D-49), redacted versions of NIL agreements and aggregated data would be made publicly available, but specific payment amounts for individual athletes would remain concealed, including funds which come directly from the school. CU associate counsel Katie Gleeson contends that FERPA does not apply to records between the university and prospective students, such as NIL or revenue-sharing agreements tendered to athlete recruits, but adds: “We strive to respond in a timely, open and transparent manner. So we do not take lightly that we’re here today asking for an exemption from the open records act for student-athlete NIL agreements. But the reason we’re doing so is to protect student privacy.” (link)

Bowling Green AD Derek van der Merwe talks with BG Falcon Media about his first two-plus years on the job and says: “Working on the enterprise of a university first (as Austin Peay’s VP for Advancement) and understanding the importance of how you develop culture and a sense of community with faculty and staff, working on the broader mission of growing enrollment is something I did throughout my career that had nothing to do with athletics. But it gave me a perspective of the other side of campus, how it’s built, why it’s built that way, how do they build mission and purpose and how do we best support the development of that mission and purpose.” In looking toward the future, van der Merwe says: “If I can sit there and say there’s a sort of finite box of goals, my mind doesn’t live in a box. I look at the entire enterprise and go there’s so many different ways we can continue to enhance and support our growth. Obviously, my hunger and passion for success is I want championships; I see that as the absolute metric of the outcomes. It really does galvanize people together; it creates a great sense of community and purpose, and I feel a great sense of responsibility to be a person that is a catalyst for that on this campus.” (link)

As part of ACC Success Initiative, football teams that reached bowl games in 2024 will receive $1.8M and teams in the top 25 will get another $1.8M, according to WRAL’s Brian Murphy, who also notes basketball units will be worth approx. $350K (men) and $60K (women). Additionally, each existing team will get $1.6M from an "expansion surplus." Murphy indicates the funding will largely offset additional travel costs related to expansion. (link)

The $1M matching campaign announced in December by LSU Football HC Brian Kelly and his wife, Paqui, was met and resulted in $3.2M being raised for the Bayou Traditions collective. Kelly pledged to match all donations to the collective up to $1M with an equal donation to the Tiger Athletics Foundation. (link)

The NC State Board of Trustees is set to consider a proposal Friday that would sell naming rights to the AD position for $5M, of which $3M will be dedicated to the endowment for the AD post while $2M will support the existing athletics enhancement fund, WRAL’s Brian Murphy reports. (link)

Mississippi State has received a $1.5M gift from a family of longtime Bulldogs supporters who live in Starkville but are not otherwise identified. The gift will support MSU’s State Excellence Fund. (link)

The inaugural College Basketball Crown postseason college hoops tournament will be held March 31-April 6 at the MGM Grand & T-Mobile Arena, in Las Vegas, according to the Las Vegas Review-Journal’s Mick Akers, who notes the CBC is a single-elimination 16-team tournament. Arizona State intends to “go all-in on the scholarship front in college baseball, and is expected to offer 34 full scholarships beginning in 2026,” according to D1Baseball’s Kendall Rogers, who notes the Sun Devils will also “participate in revenue-sharing for baseball, and will do millions in improvements to PHX Muni in the offseason.” (link)

CollegeAD reports Milwaukee AD Amanda Braun inked an extension to continue leading the Panthers through June of 2028 at a base pay rate of $238K annually. Various athletic & academic incentives range from $1K to $5K. If the university were to make a change without cause with more than six months left on the deal, Braun would receive six months of pay. If there’s less than six months left on the agreement, Braun would receive whatever remains. No details on a buyout if Braun were to make the decision to exit. (link)

SEC Commissioner Greg Sankey was on The Paul Finebaum Show late yesterday afternoon, commenting on the state of NIL: “We need a name, image and likeness system that has a level of transparency, where there is protection for young people. There [are] a lot of reports about promises made that weren’t fulfilled, deals that were struck that were never authorized and problems that come. Collectives are out there, but I hear about collectives that are struggling to pay bills for promises made. That is not a healthy system. The way we’re functioning can’t go on.” More Sankey: “What we need to do is stay laser-focused on implementation. The universities involved in this endeavor need to make a commitment that this will work. That our duty is not to go find workarounds all the time, but to sustain college football, college basketball, college sports broadly – that we talked about at the beginning and our success – that opportunity for everyone. And every court decision that extends eligibility means there’s a high school competitor who lost an opportunity to participate. That shouldn’t be missed here.” (link)

Extra Points purveyor Matt Brown writes on the Big West’s interest in Utah Valley & Cal Baptist as the league looks to replace UC Davis. Brown says a press conference on the matter is not imminent with a predicted timeline of by the end of hoops conference tournaments. Brown also notes other leagues, like the Summit & ASUN, have made inquiries about other WAC members. As for where Northern Illinois will house the rest of its sport programs, all signs point to the Horizon League. (link)

Missouri State is among the schools that will participate in revenue sharing and AD Patrick Ransdell observes: “People need to go buy rosters, and I know a lot of people may cringe at that. If we're not going to call it what it is, we're not being honest. The other part of this is that it's not going to be equal. We've got to make sure that we prioritize things. We're going into this expecting some change, and we're gonna try to maneuver the best we can.” Ransdell, who penned a letter to fans in January asking for everyone to contribute, explains: “The way I look at it, the way I can help is by generating revenue. At the end of the day, we need to provide our coaches with the resources to go out and improve their program, and that's going to take money on the front end, and hopefully, we can have a product that's worth everybody coming out and watching. Then, we generate money on the backend. That's the way I see the process and the way it needs to happen." A bit more. (link)

New Mexico State Football HC Tony Sanchez on acting AD Amber Burdge: “She's a really knowledgeable person. She's been working in the NIL space for well over 5 years, way back to when she was at Louisiana Tech. She's really knowledgeable of it, and obviously knowledgeable of the entire program. Those mentioned by player personnel staffers & collective operators: Auburn, Ohio State, Oregon, Texas, Texas A&M, Tennessee & Nebraska. Who spent their money the smartest? Georgia, Ohio State, Florida, Miami (FL), South Carolina & Notre Dame. How is revenue sharing impacting NIL deals? A Big 12 collective operators: “Schools are dipping into that revenue-sharing bucket and using a lot of that, which will present an interesting scenario come next December. The schools that spent their 2025 and 2026 revenue-sharing budget on their 2025 roster are going to struggle come next December. And the schools, who were a little bit more measured in how they spent, are going to have more money left over for next December’s portal cycle. The other thing that has supercharged the market is you’ve got this six-month period where you have an ability to kind of finish out the Wild Wild West. A lot of schools are frontloading their NIL budgets to get guys paid a lot of money pre-revenue sharing.” More. (link)

+ Another update on the proposed bill in Georgia that would eliminate income tax on student-athlete NIL deals. From Sportico: “The legislator (Senator Brandon Beach) expressed uncertainty about whether the bill would apply to revenue-sharing payments made directly by schools to athletes, as provided for in the House v. NCAA settlement, but suggested that it was only his intent to address the current kinds of NIL money athletes are receiving. National Coordinator of Officials and Committee Rules Editor Steve Shaw says college football can’t “kick the can down the road again” on rules surrounding the faking of injuries as the NCAA Football Rules Committee is set to meet later this month. Shaw: “I really thought coming into this season that maybe it was getting better, but after tracking it and putting the video together, it’s not. It goes against everything the game stands for. … You get a lot of chuckles, but it’s not a funny thing.” There’s still disagreement around a student-athlete having to sit out the rest of a drive once they go down, but AFCA Executive Director Craig Bohl notes: “If somebody’s got a better idea, I’m all for it. Coaches have created this albatross around our neck as far as the good of the game. Coaches have created this, and the coaches have come up with a solution for a remedy here.” (link)

This season, ESPN will air nearly 150 Division I softball games across its linear platforms: ESPN, ESPN2, ESPNU, SEC Network and ACC Network. The remaining 3,100+ games will be streamed on ESPN+, SECN+ and ACCNX.
