Front Office Sports’ Amanda Christovich reports on The Collective Association’s trip to Capitol Hill & meetings with upwards of 40 lawmakers. Here’s the key takeaway: “The majority of congressional offices TCA spoke with appear uninterested in granting the NCAA its coveted antitrust exemption, regardless of their political affiliation.” Christovich gets this from an attendee in the meetings: “What’s radical [to lawmakers] is not that athletes are being paid. What’s radical is that the traditional members of college sports need an antitrust exemption. … That’s the biggest hang-up.” (link)

North Carolina System President Peter Hans, in a memo to North Carolina Board of Trustees Chair John Preyer and UNC Chancellor Lee Roberts, wrote that “instances continue to occur where members of the board appear to act independently of their campus’s administration in matters squarely within the responsibility of the chancellor.” Such actions, Hans continued, “create substantial legal risk to the University—jeopardizing the North Carolina taxpayers’ money by blurring the lines of actual and apparent authority when these athletic departments negotiate business transactions with third parties.” Hans said he was temporarily suspending parts of “the delegations of authority” that system policy gives to the Board of Trustees. Going forward, he or his designee must approve any hiring or salary adjustment related to athletic department employees other than administrative assistants. For Tar Heels AD Bubba Cunningham and head coaches whose contracts must be approved by trustees, Hans said his sign-off will be needed first, and trustees shouldn’t “play any role in negotiation of such actions.” UNC System Director of Media Relations Andy Wallace: “President Hans took this action as a matter of good governance. He will not reference specific individuals or incidents and hopes to restore the delegated authority in the near future.” (link)

UTSA AD Lisa Campos joins the Andy Everett Show to discuss several topics, including how Title IX might impact the implementation of the House settlement and explains: “What we know is there’s a lot of attorneys out there giving counsel about how this could be compliant with Title IX, whether it's using those percentages with the past settlement damages, using what revenue of those eight categories, what sports are generating revenue and doing it as a percentage by that. So, there's a lot of different interpretations out there and nothing consistent right now.” Campos also talks about the completion of new suites in the Alamodome: “The companies love being there. It’s a way to entertain your clients, entertain your employees. It’s a great opportunity to just come in and break bread with folks and then watch a really great football team right. And to your point we have multiple new suites available…and we anticipate being able to sell those as well.” (link)

JohnCanzano.com’s namesake takes a look at what Washington State President-Elect Elizabeth Cantwell’s hire means for WSU athletics, particularly after the relationship between President Kirk Schulz and the WSU Board of Trustees has grown tense. One board member tells Canzano: “The guy has gone through a lot of sh-t. Let’s face it. He dealt with Covid, the Nick Rolovich fiasco, enrollment declines, and the Pac-12 imploding. Kirk has had to deal with that stuff, but we’re trying to help athletics. He was directed to find the money, and the guy stonewalled us.” Another board member says: “There’s been tension since August of 2023 when the Pac-12 broke up. We’ve got to do what’s best for the university, but I can not separate athletics from the challenges we have with enrollment. We need to enroll students and build the brand, and part of the brand is to invest in athletics.” Will things be different under Cantwell? One regent says: “She walked into the announcement wearing crimson sneakers.” Canzano is “encouraged by the Cantwell hire,” noting her background reminds him of that of Oregon State President Jayanthi Murthy. “The lawyers involved in the Pac-12’s initial fight for survival told me once that Murthy was the biggest driving force in refusing to accept several ‘lowball’ settlement offers from the 10 departing schools. Murthy was ticked off, wanted every dime, and was willing to go to the mattresses fighting for it.” (link)

Georgia’s total operating revenue set another school record at $241.8M for FY24, during which operating expenses came in at $194.3M. The revenue jumped $31.7M YoY, while expenses increased by $7.7M. The $47.5M operating surplus is up $24M. The school notes that if $46.3M in expenses for capital projects funded by contributions to the Magill Society were included as well as $4.5M contributed to the university, Georgia's surplus would be about $1.8M after accounting for $5.1M in investment income. UGA’s football recruiting expenses decreased by $1.18M in FY24 to $4.09M. According to the Athens Banner-Herald’s Marc Weiszer, at least three other football programs topped the Bulldogs in recruiting expenses for FY24, including Tennessee at $5.38M, Alabama at $5.27M and Texas A&M at $4.13M. Also from Weiszer: “Georgia reported $101.4M in contributions, up from $75.9M in the previous fiscal year with women’s team contributions going from $6.6M to $30.7M — including $14.4M for softball and $11.5M for tennis. Georgia’s total revenue trails Texas ($331.9M), Texas A&M ($266.4M) and Ohio State ($254.9M) among schools whose fiscal year reports have been released publicly. Georgia is just ahead of Michigan ($238.9M).” (link)

Seton Hall has an NIL budget of about $1.5M for men’s basketball “while the top schools in the Big East have a budget closer to between $3M and $4M,” according to NJ Advance Media’s Adam Zagoria, who points out that St. John’s HC Rick Pitino last month remarked: “I’m hoping that revenue [sharing] comes in for Seton Hall and everybody basically gets the same, and then you’ll see Seton Hall just as good as every team in the league. Right now, they don’t have the revenue that most of the other teams have. Probably it’s the lowest in the league.” Asked about Pitino’s comments, Pirates HC Shaheen Holloway said: “I’m just playing the hand I was dealt. I can’t get into that. ... This is the hand I was dealt. I’m not going to complain, I’m not going to argue. I’m still going to coach, and keep coaching and keep trying to fight and fight and get better. What we have is what we have.” Without having to dedicate the lion’s share of revenue to football, Zagoria notes Seton Hall expects to spend 90% of its NIL money on men’s basketball and the remainder on women’s basketball. “So in that world, Seton Hall essentially would double its NIL budget and be able to pay players more money. … So for Seton Hall fans despairing over the current situation, there is hope.” (link)

Kennyhertz Perry attorney Mit Winter highlights two newly filed NIL bills. In Texas, a new bill would prohibit agreements that grant exclusive rights to an athlete’s NIL and the right to a percentage of earnings from use or sale of the athlete’s NIL up to a predetermined amount of earnings. Winter notes that some collective agreements are structured that way. A new bill in Colorado has three main components: It would allow schools and the NCAA to pay NIL compensation to athletes, remove language prohibiting athletes from entering into NIL deals that conflict with team contracts, and exempt athlete NIL agreements from public record requests. After racking up fines totaling $750K for court-storming events following men’s basketball wins over Tennessee and Kentucky, Vanderbilt has instituted a new policy. A one-minute countdown clock will appear on the video board after the conclusion of men's and women's basketball games at Memorial Gymnasium. “Once the countdown expires and the court is clear, students and fans are welcome to access the court for up to 30 minutes. Commodores HC Mark Byington: "I think our new storming policy is needed. And I think we get the best of both worlds if we're fortunate enough to win a big game or win a game that feels worthy of that, we want to celebrate with them, but at the same time the safety concerns. ... It's illegal, so it's illegal for a reason, and we don't want the fines, but it is a nice compromise to be able to celebrate with them." (link)

Domestic programming and production costs at ESPN were up 9% to $3.71B in the quarter ended Dec. 28, according to Sportico’s Anthony Crupi, who notes the increase “reflected the additional outlay associated with the expanded [College Football Playoff] format and the first season of the network’s new SEC deal. And while higher rights fees impacted operating income (OI) in the near term—ESPN’s stateside OI fell 9% to $231M—the segment’s performance on the advertising and distribution fronts remained encouraging. ESPN’s domestic operations saw a $6M bump in affiliate revenue, as payments from operators added up to $2.35B on the quarter. Higher rates were effectively offset by subscriber declines; at last count, some 66M households subscribed to the flagship network, down 7% from the year-ago 71M and off 21% versus the 84M subs ESPN reached five years ago. Ad revenue grew 15% to $1.29B in the period, thanks in large part to higher rates negotiated for ESPN’s live sports coverage. All told, stateside revenue was up 9% to $4.42B.” Disney CEO Bob Iger explained during this week’s earnings call that “Venu basically looked redundant to us, and so this was a great opportunity for us to make ESPN available in multiple skinny bundles, and then to actually merge” the Hulu live-TV product with Fubo. “Frankly, while we like being in that business, it wasn’t a core business to Hulu.” Flagship remains on target to launch in the fall, and Iger says the new offering “is not really designed to preserve a business. It’s designed to grow a business in a market that’s evolving or changing right before our eyes.” (link, link)

Wisconsin Football student-athlete/former Grand Valley State (DII) student-athlete Nyzier Fourqurean has had his preliminary injunction granted, thus giving him an extra year of eligibility. U.S. District Court Judge William Conley took issue with the NCAA waiver process, specifically the waiver Fourqurean sought for his 2021 season at GVSU following his father’s passing, writing that the NCAA is enjoined from enforcing the Five-Year Rule “as to plaintiff absent a more meaningful demonstration that exceptions to that rule should not apply to plaintiff’s requested, additional season of eligibility given the unique circumstances surrounding his 2021-2022 season at Division II GVSU.” Also of note, Conley did not agree with the premise non-DI eligibility should be exempt and an individual’s eligibility should begin when one enrolls at a DI institution, writing such a move would result in: “largely destroying defendant’s differentiated product to the point that college football programs would likely become nothing more than a minor league feeder system for the NFL where players develop for years (or even a decade) until they have optimized their chances of being drafted and sticking on an NFL roster. As concerning is the prospect that Division II and Division III football programs would become nothing more than minor league teams for the most powerful Division I football programs.” (link, link - full decision)

The NCAA responded to the Fourqurean decision: “The NCAA supports all student-athletes maximizing their name, image and likeness, but today’s ruling creates even more uncertainty and may lead to countless high school students losing opportunities to compete in college athletics. Altering the enforcement of foundational eligibility rules - approved and supported by membership leaders - that are designed to help ensure competition is safe and fair for current and future student-athletes makes a shifting environment even more unsettled. The NCAA and its member schools are making changes to deliver more benefits to student-athletes, but the recent patchwork of state laws and court opinions continue to make clear partnering with Congress is essential to provide stability for the future of all college athletes.” (link)

New Cal Chancellor Rich Lyons catches up with The Mercury News’ Jon Wilner: “If there is a super league — and I am not predicting it — but if there is a super league, will it be 40 or 60 teams? Cal has not been in the top quartile (nationally) lately. We need to be competitive, so if there is a reshuffling around football, we can make sure we aren’t relegated. If you don’t invest, you aren’t going to be competitive in an average year.” More from Lyons: “The benchmark of break-even is wrong. If the English department is 1 and a pure auxiliary is 0, then athletics is .7 or .8. And we have been (treating it like) 0 or .1. A lot of people view it as a two-dimensional problem: ‘If you’re spending on sports, you aren’t spending on other things.’ But this is actually three-dimensional. What is the principal device for driving alumni engagement? When you invest in athletics, you are investing in alumni engagement, and when you invest in alumni engagement, you advance your mission. [...] Our revenue sports need to be competitive, like so many of our other sports. Another six-win regular season (in football) will be disappointing given how much we are investing. We can’t keep investing and not deliver in our revenue sports.” (link)

Athletes.org Co-Founder Jim Cavale doubles down on his call for administrators to acknowledge that NIL is tantamount to pay-for-play, telling Yahoo’s Joe Pompliano the “reason there’s no rules is because the leaders in college athletics are finite-minded leaders. They're thinking one to three years out. They have been for over a century. That’s because their contracts, whether they're a commissioner or an AD happens to be – how many years? – one to three years. So that's how they're thinking and when Ed O’Bannon beat the NCAA in court about NIL over a decade ago, the college athletics leaders had a chance to create some structures and actually be proactive in figuring out how NIL would work and they didn’t. Instead, they waited for it to happen and be forced to do it and we had no rules. Because of that, yes, donors are laundering money through shell companies called collectives to pay players instead of the schools paying them.” Because they’re classified as NIL deals, Cavale explains agents are charging up to 20%, which is what pro agents charge for endorsement NIL deals. “But really we know these are pay-for-play deals and if there was structure around it and it was admitted that these were pay-for-play deals and they were papered up that way, agents probably would charge 1-3% like pro agents do when they do a contract. … If the leaders in college sports, many of which I look at it as integral people, they have integrity…if they would apply integrity to what's happening and admit, look in the mirror and say, ‘This is really pay-for-play, that would be the beginning of putting structure around all this, but they just won’t do it.” Full interview. Through Clemson’s partnership with Everett Sports Marketing, Tigers student-athletes will not have to pay the firm for its role in securing NIL deals. ESM Partner for NFL/NIL Strategy Jeff Hoffman: "You come to Clemson, you're represented by the best sports agency in America for free. Nobody's taking 20%. You don't have to break anything off of your commercial opportunities for anybody else. That is a tremendous recruiting advantage.” The Post & Courier’s Jon Blau notes that the partnership with Clemson “comes with a promise of exclusivity; the agency can't enter into similar partnerships with schools in Georgia or South Carolina, though individual athletes at those schools can still pay ESM (located in nearby Greenville) for representation. … Clemson can extract more dollars from sponsors – for example, Coca-Cola or Nike – because the university not only has direct control of advertising space in its venues but can also offer ‘talent’ represented in-house.” Hoffman explains that NIL arrangements could be negotiated into corporate sponsorship deals, adding: "In the talent-brand partnership ecosystem, speed is a mitigating factor in getting deals done. You get to manage the value, you get to negotiate the points, you get to determine what expressions that brand will be provided for (advertising on) property, what they get for (using) logos. At the same time, you can say, 'Oh, I want to include these five players (for NIL promotions).' It's one voice. It's one conversation." (link)

South Carolina Football HC Shane Beamer on constant student-athlete tampering & the need for multiple transfer windows: “That’s year-round, just because so many of the third parties are involved and people are reaching out to players all over the country. So I don’t think it’s necessarily — I understand what (Nebraska HC) Matt (Rhule) was saying. But I don’t think it’s the spring game. People have a pretty good idea of the people on our roster, whether they watch us on television, on the spring game or not. They know who we are, but certainly, that’s just prevalent — you know it’s going on. You realize that someone’s always in either our players’ ears or someone who is close to their ears. [...] I’m certainly in favor of shortening the portal windows. I’m not anti-portal. We’ve benefited from the portal, but people don’t need two different portal windows that cover around six weeks to decide that they want to transfer from somewhere. You either want to be a part of that program or you don’t.” (link)

DI SAAC Chair/former North Florida swimming student-athlete Ashley Cozad sat down with Connect's Stephanie Garcia Cichosz at the 2025 NCAA Convention to dive into SAAC's areas of focus, including student-athlete employment, amplifying athletes’ voices, a universal 30% redshirt rule and more. Regarding the redshirt rule, Cozad explains that “this is equitable, this is fair, and this is something that we could do. And, yes, it would be a little bit different sport by sport. In football it's games, but it might be matches or meets or something along those lines, but those are all nuances that we can figure out…and although there's not really a proposal right now the eligibility reviews is continuing to be conducted and I’m hoping down the line that it’s something that we see being pushed forward.” Full conversation on Connect. Texas A&M approves a $28.3M player facility to be constructed at Blue Bell Park with work beginning later this year. The space will feature, among other things, locker rooms, player lounges, indoor cages, weight rooms, analytics labs and practice areas. Another $40M-50M in actual stadium renovations could start in 2026, per D1Baseball’s Kendall Rogers. (link)

The NCAA DI Men's Basketball Oversight Committee has approved a blanket waiver regarding MTE criteria for the 2025-26 season. The waiver removes the one team per conference and participation in the same event once in a four-year period MTE criteria for the 2025-26 season. (link)

The Mountain Pacific Sports Federation (MPSF) announces the addition of Florida State, Louisiana State, USC, and Texas to its beach volleyball programs, giving the conference 11 teams beginning with the 2026 season. The Seminoles, Tigers, Gamecocks, and Longhorns are competing in their final season in the Coastal Collegiate Sports Association (CCSA) this year. (link)

Under Armour reported Q3 revenue of $1.4B, down 6%, and marking the company’s seventh straight quarter of YoY revenue declines. Still, the figure beat analyst expectations of a 10% dip, and the sportswear brand raised its FY25 forecast. Earnings per share were $0.08 and ahead of the $0.04 Wall Street consensus. North America revenue was $844M – down 6% – and represented 60% of Under Armour’s revenue. Europe, the Middle East and Africa (EMEA) was the best-performing region, with revenue up 5% to $288M. The company raised its guidance for the year for revenue to be down 10%, versus low double digits, with adjusted earnings per share of $0.28-0.30, compared to $0.24-0.27. (link)
