SWAC Commissioner Charles McClelland, MEAC Commissioner Sonja Stills, SIAC (DII) Commissioner Anthony Holloman and CIAA (DII) Commissioner Jacqie McWilliams sent a letter to the members of the Congressional Black Caucus urging them to take action to protect the future of HBCU athletics. A primary concern involves student-athlete employment, and the commissioners argue that, unlike major athletic programs, most HBCUs do not generate significant revenue from sports and rely on institutional funding. If student-athletes were reclassified as employees, it could force many HBCU programs to cut sports entirely, eliminating opportunities for student-athletes. The commissioners also highlight the disparities caused by varying state laws affecting NIL. From the letter: “While there have been historic changes recently in collegiate sports to support student-athletes overall, opportunities for our predominantly Black students at our institutions are at risk. Pending regulatory decisions and litigation threaten to change the face of college sports devoid of our input and, more importantly, without the voices of our student athletes, administrators and us as commissioners leading our conferences being considered. To ensure that college sports broadly – and HBCU sports especially – can continue to thrive, it’s essential that Congress allow for consistent and nimble national governance and affirm that student-athletes are not designated as employees of their universities.” Full letter. A group of 120 active women’s basketball student-athletes have formed a players association and joined the United College Athletes Association, a non-profit organization that the Washington Post’s Jesse Dougherty points out is not a union. In late January, the players sent separate letters to SEC Commissioner Greg Sankey and Big Ten Commissioner Tony Petitti requesting a meeting to discuss a potential partnership for rulemaking and related matters, and Dougherty notes both leagues refused to meet. Petitti in his response wrote: “Given the personal relationships on campus, we encourage athletes to communicate directly with their coaches and athletic staff, who then coordinate on issues of concern with the Conference.” USC student-athlete Dominique Darius found the response unsatisfactory: “My issue with that is my coach does not have the power to negotiate on revenue-sharing, for example, with the whole institution of the NCAA. … So telling us to talk to our coaches is just a misdirect of like, ‘Okay, just go ahead and go over there while we make all this money and you sit over there and try to get ran in circles by your coach,’ thinking that’s productive when it’s really not. And I think that’s scary because they are trying to say that we’re not valued.” Oklahoma student-athlete Raegan Beers adds: “Obviously there are a lot of issues we could address: safety, academics, compensation, all those things. But in the end, it comes down to that we just want to have a voice. We don’t have that right now. That’s the first step, and those things can be addressed when that happens.” (link)

ESPN’s Heather Dinich previews what’s likely to occur during next week’s College Football Playoff Management Committee meeting and is told by one source: "I would imagine that coming out of that Big Ten-SEC meeting that they will come to the table with proposed governance, proposed format – all of that. I think that's everybody's expectation, but I don't expect anything radical that hasn't already been discussed." A Big Ten source adds: "We've got to figure out a way to get to 14 or 16. We've got to get four automatics. We've got to get the Big 12 and ACC to join in. That's the goal." On that topic, an ACC source remarks: "It does become a little bit of an invitational. Will there be circumstances where a Big 12 or ACC might have three really good and deserving teams to come in and all of a sudden these spots are taken up through other teams from the SEC or the Big Ten? That's a difficult one. I also understand that who has the gold makes a little bit of the rules, right?" Regarding the possibility of having more on-campus CFP games, an SEC source tells Dinich: "I don't think anybody wants to kill the major bowls on their watch, especially when they've not only been good for college football historically, but think about what they've had to accept and embrace when it is so different from what they are used to." In discussing the overall power dynamic with the SEC and Big Ten charting the course, a Big 12 source says: "It's so unfortunate that we believe we have to continue to look out for our self-interests. Who is looking out for the greater good of college athletics and college football in particular? If the discussions between the Big Ten and the SEC can bring ideas to the table that are going to look out for the greater good, then that's great. They should be discussed and brought forward. But is that what's really happening?" (link)

Richmond is expected to opt into the House settlement’s revenue-sharing component, according to the Richmond Times-Dispatch’s John O’Connor, who adds: “UR has invested too much in its flagship sport to proceed in any other direction, which would essentially equate to de-emphasis. Richmond's determination to remain in the Atlantic 10 Conference may not apply to league membership across the board, this year or in future years. The composition of the 14-school league (Massachusetts, currently the 15th school, leaves in July for the MAC) could change in response to revenue sharing, which at the A-10 level may be too expensive for some members.” (link)

Oklahoma AD Joe Castiglione is calling on fans to help the Sooners reckon with revenue-sharing and writes: "Oklahoma is planning to share the maximum allowed annual revenue, amounting to $20.5M beginning July 1, 2025. … The reality of a new $20.5M expense that will increase annually requires us to make thoughtful decisions around how we drive new revenue while considering changes to our current investments. Like our peers across the country, we're looking at everything from reallocating existing funds for the purpose of revenue sharing, to evaluating future ticket pricing and premium offerings across all sports." Iowa State AD Jamie Pollard shares the first preview of what the CyTown project will look like and notes the 94-acre site already has five “entertainment-type buildings.” ISU will add eight additional buildings encompassing roughly 575K square feet of vertical space, including a 200-room hotel, 60 resident suites that donors can lease from the university, 70K square feet of retail space, 90K square feet of office space and the 3K-seat Cylo amphitheater. Construction will begin this year and the goal is to have CyTown “up and running” by the fall of 2027. More from Pollard, including renderings for each facility. (link)

Arizona State AD Graham Rossini says ASU is “prepared to make an announcement in a couple months” about a significant renovation to Desert Financial Arena. “We’ve heard a lot of feedback from our fans and I've said this since day one: we're going to make decisions driven by fan feedback and driven by the things that allow us to enhance a game day in football and basketball and all of our sports, for that matter. And I think there's ways that we can improve Desert Financial Arena. There’s some infrastructure improvements that need to be made but we're also looking at game day and fan experience. … There are some creature comforts, there are some conveniences that it’s lacking. … We’re looking hard at how do we use several offseasons to get this thing up to code and have a great, unbelievable college basketball experience right there on the Tempe campus.” (link)

In addition to adding two football fields, Georgia’s football facility project will also include a new parking lot and a building to house a sports medicine treatment area, hydration station and another for field storage and support spaces for practice equipment. Bulldogs AD Josh Brooks tells the Athens Banner-Herald’s Marc Weiszer: “It’s really going to be a massive improvement — not only for the way we practice and operate, but being able to add roughly 150 parking spots dedicated to football which will really be a big bonus for them. Every parking spot is so crucial on this campus.” UGA is currently in the design phase of the project, whose cost is yet to be disclosed. Plans for a new videoboard at Stegeman Coliseum have been delayed until likely the spring of 2027, and Brooks says: “It’s the next big project. As we’re entering this new world related to expenses related to NIL, we are in a great position facility-wise.” That project is expected to cost $15-20M. Regarding further upgrades to Sanford Stadium, Brooks explains: “We’re looking at that being a 5, 10, 15, 20-year plan. It may be done in small chunks, but it’s all going to build off of each other where everything is going to be part of a coordinated plan.” (link)

Also from Athens, Georgia baseball student-athlete Dylan Goldstein has filed a lawsuit against the NCAA seeking an additional year of eligibility on the grounds that his year at a junior college should not count towards his eligibility. Goldstein is seeking a preliminary injunction and a hearing so he can return to playing for Georgia this weekend. From the suit: “Dylan and multiple representatives, on his behalf, have contacted the NCAA. The NCAA will not take or return calls or other communications. The NCAA has intentionally failed and refused to approve or disapprove the request. They lacked the courage, character, professionalism, or even common courtesy to respond.” (link)

The New Mexico Senate Education Committee gave an 8-1 “do-pass” recommendation to move forward on Senate Bill 268 on Monday, which would allocate $2.5M each to the New Mexico and New Mexico State athletic departments. The bill, which was amended to change its original purpose of funding NIL, now goes to the Senate Finance Committee, where it will be discussed then tabled and forgotten or added to House Bill 2, the state budget. Northern Illinois has launched the new Huskie Athletic Fund (HAF) annual membership and 2025 football season ticket sales. Prices remain unchanged from last year and the new HAF membership structure provides a package of benefits to each donor based on their annual donation level. Huskies AD Sean Frazier: "This is a critical time for NIU Athletics as we navigate the changes in college athletics while continuing to provide Huskie student-athletes with support needed to succeed athletically and academically. Building UP the annual fund and growing our revenue base while ensuring that our donors and season ticket members enjoy a great gameday experience at NIU remains a priority. We firmly believe this new benefit structure will help us to accomplish those goals." (link)

UTSA announces a new football season ticket pricing model by which all seating areas will see an average 8% increase. New season tickets start at $105. Additionally, UTSA is introducing two new exclusive benefits for season-ticket holders. For the first time, there will be a designated season-ticket-holder-only entrance through Gate 3 of the Alamodome. There will also be dedicated concession stands on the plaza level that will provide priority access to season-ticket holders. (link)

Per a source: ‘Is it going to be perfect? No. But it sounds 100x better than what currently have.’” (link)

More from SEC Commissioner Greg Sankey’s conversation with What Drives Winning’s Brett Ledbetter during which Sankey discusses a time when he’s had to publicly support something he didn’t privately align with. Sankey explains that “I’m living it now with the kind of money flowing through collectives and the value reshaping that I think it creates for young people. That’s a hard one for me right now. … I don't think we understand yet what's going on and so I look at that and say, ‘Okay, I accept the economic benefit. It’s unregulated, uncontrolled. That's a problem. It creates a different set of values. You're already challenged with the performance-based values, but I have a responsibility to keep trying to reset this and get it right.’ And I think long-term the educational and personal impact that we're creating now are not understood and I would like to try to work through these issues to the extent it’s possible. So that's my reconciliation. That conflicts with my values – the Lamborghini displays versus the bigger picture of how do you help someone move from adolescence to adulthood on a college campus? With the prospect of revenue-sharing approaching, Toledo AD Bryan Blair tells The Toledo Blade: “We’ve always been a school that’s invested in cost-of-attendance. When Alston came around and Rocket Achievement Awards, we were able to do some things there to help our student-athletes. I think this is one more element of that student-athlete benefit equation, and we’ve got to be really thoughtful and mindful of how we lay it out but also play a little bit of moneyball in terms of how we get a better bang for our buck and more efficiency out of our spin than everybody else. Our equivalency sports have always done that [with scholarships]. … That world is just now facing our football, men’s and women’s basketball, and volleyball programs.” With Massachusetts announcing it would spend around $3M in revenue-sharing for football alone and Memphis receiving $5M in support from FedEx, Blair explains he wants to “make sure Toledo is positioned in the top 10 of the Group of 5 in terms of what we try to do here. But that’s going to require a lot of hard decisions. … We’re looking at some really creative things for revenue generation to try and make sure we don’t fall behind. … Our campus, our board, and our supporters understand that and are willing to make that investment.” Naming rights for the Glass Bowl are coming “hopefully soon,” and Blair emphasizes it’s about finding the right partner. James Moore & Co.’s Katie Davis, Ken Kurdziel and Jim Booz recap a Group of 5 AD panel with USF AD Michael Kelly, Northern Illinois AD Sean Frazier and Nevada AD Stephanie Rempe. Davis and Kurdziel both note that Power 4 programs could learn from G5 schools and Kurdziel explains: “[For] most of the Power 4, understandably so, the main strategy is, okay, how do we create room to have $20.5M to participate fully in the rev-share versus the strategies [in the G5] are really like how do we maximize every dollar that we spend, whatever that amount might be, $2M, $5M, $10M, whatever the number is? … And so obviously more through outside collectives, then you've got to distinguish between, okay, how do I spend my $20.5M in a more effective manner maybe than my school we're competing with? So really thinking about the good use of those dollars, that's a slight difference, but it seems like it's a difference between maybe the mindset of what we heard yesterday versus the people mindset of how do I get to $20.5M?” Booz credits Frazier’s approach, noting that NIU “went back a number of years and really started studying the landscape and began to try to figure out specifically what is best for their institution. And I think he's really hit, I'd say a home run, right now. They don't join the league and compete in football in the Mountain West until 2026, but at least the model makes sense to me. Traveling a little bit further or a lot further in the sport of football is more manageable. It's not the easiest thing in the world, but traveling cross-country or long distances is more manageable in the sport of football where you're playing once a week. … And so I think it's a really good financial decision.” Full podcast. Oklahoma recorded over $208.8M in revenue and $206.18M in total operating expenses during FY24, though The Oklahoman’s Ryan Aber notes the expense total does not include nearly $6.3M transferred back to the institution from athletics. Of the slightly more than $6M OU spent on recruiting expenses, $3.85M was for football, $700K was on men’s basketball and $250K was on women’s basketball. Softball ticket sales ticked up to over $2.6M, outpacing men’s basketball ticket sales by roughly $600K. Football ticket sales accounted for $41M in revenue. Overall, softball reported expenses of just under $7M and revenue of $4M. (link)

The Indianapolis Star’s Zach Osterman and Michael Niziolek shed some light on how Indiana Men’s Basketball HC Mike Woodson’s decision to step down was made and then relayed to the public. They report Woodson first approached Hoosiers AD Scott Dolson on February 4 about stepping down after the season, and “Indiana made every effort to respect Woodson’s wishes once he made them known. The somewhat piecemeal way in which the news of his eventual departure leaked – coming in waves of rumor and speculation before a Friday afternoon statement from Dolson – reflected the department’s desire to let Woodson dictate the timeline as much as possible. The Herald-Times and IndyStar understand Woodson will receive a compensation package from the university. Terms have yet to be finalized. Woodson would have been owed an $8.4M buyout if he was terminated without cause following the season. He signed an amended contract in August 2023 that gave the university the option to spread that amount out in $1M annual installments.” (link)

Maryland Senior Assoc. AD for External Operations Carrie Blankenship joins Connect’s Kristen Eargle on The Career Hustle to highlight an almost two-decade career with the Terps. Blankenship outlines what’s key to winning the internal interview, why she’s changed her mind on AD aspirations and what skill set is a must for thriving in today’s business-centered culture. On that topic, Blankenship explains: “An important part is the analytics side, whether you’re in marketing, development, really whatever department you are in, this is a business. What are you tracking? What can you show in terms of how that was successful? How are you measuring success? Whether that’s a promotion and views online. Whether that’s ticket promotion and whether it was successful or not, being aware of that and being able to speak about it is super important to be able to advance your career.” Blankenship says she doesn’t know if she has the same desire to lead an athletic department that she once did in part because the “relationship between me and an athletic director now is much different than a relationship generally between an athletic director and a president. I don't know if that dynamic would be something I would like as much. And honestly, I don't want what comes with it in terms of firecarrieblankeship.com. … And maybe that changes, maybe my situation changes and I think differently about that someday. Bills in Georgia and Alabama that would exempt college athletes’ NIL earnings from income taxes could face legal challenges from non-athlete students whose income would continue to be taxed. Sportico’s Michael McCann and Robert Raiola point out The Equal Protection Clause of the Fourteenth Amendment makes it illegal for states to deny “any person within its jurisdiction the equal protection of the laws.” Defenders of the bills, they continue, could argue they “serve a legitimate state interest in recruiting the best athletes, who in turn make state university athletic teams more likely to win games and generate more revenue. The conceptual difficulty with that argument is that NIL is not supposed to be about recruiting inducements. NIL refers to the NCAA lifting the eligibility penalty college athletes previously faced when they used their right of publicity, which forbids the commercial use of another person’s identity without their consent. Contracts with college athletes that are ostensibly labeled ‘NIL’ but are, in reality, pay-to-play arrangements still run afoul of NCAA rules. They also conflict with state laws that authorize NIL deals so long as they are not payments conditioned on athletic performance or attendance at a particular college. To be clear, equal protection challenges often come up short, especially when the state only needs to show a distinction in tax treatment rationally furthers a legitimate state purpose. … There is also a history of tax exemptions for qualified athletes. In 2016, President Barack Obama signed the U.S. Appreciation for Olympians and Paralympians Act into law. The law exempts USOPC prize money, including from medals, from U.S. taxes if the athlete’s annual income is lower than $1M.” (link)

Netflix CCO Bela Bajaria tells Puck’s Matt Belloni she is “definitely” interested in bidding on the NFL’s slate of Sunday afternoon games when the rights come to market at the end of the decade, and Puck’s John Ourand notes: “Bajaria’s comments were the most significant signal of the streamer’s intention to get deeper into sports. Not surprisingly, the pod came up during every meeting I had over the NBA All-Star Weekend.” Ourand also points out that MoffettNathanson Senior Analyst Robert Fishman’s latest note indicates the “streaming paradigm has been established” with Netflix emerging as the champion, followed by Amazon and Disney and everyone else well behind. Fishman added: “The case for consolidation among the subscale platforms is clear, and such an outcome increasingly seems like an inevitability.” Fishman singled out Peacock and Paramount+ as the most subscale and in need of a revitalizing combination of some form or other. “They just might work if the two came together or in combination with Max.” Ourand comments: “The silver lining for sports rights holders is that streamers will increasingly look to sports rights to grow their business. Fishman predicted an 11% increase in the amount streamers spend on sports over the next three years ‘from $32B to nearly $36B…boosted by the new NBA contracts.’” (link)
