Northern Illinois’ non-football sports will join the Horizon League in 2026 pending board approval on Thursday, Action Network’s Brett McMurphy reports, adding: “Only exceptions are wrestling & gymnastics, not offered by Horizon. Count LSU Football HC Brian Kelly among those who believe the post-House enforcement mechanism will be effective. He tells Yahoo’s Ross Dellenger: “There will be real enforcement. It will be an across-the-board, consistent [power conference] enforcement with severe sanctions. They will be quick. They will be swift. I think everybody is on board with that. … Suspensions are on the table. Fines. It is not a slap on the wrist. That was made clear.” Dellenger hears from other coaches and administrators who have been briefed on the specifics of the enforcement LLC and explains: “Those exceeding the cap will endure financial fines of three to five times the amount that has been exceeded and could see their following year’s total rev-share pool reduced by the exceeded amount. For example, if a school exceeds the cap by $1M in 2025-26, it could be fined as much as $5M, plus its pool for 2026-27 would be reduced by $1M. But, perhaps, there is even a stiffer penalty under discussion: The new enforcement arm may reduce the amount of transfer players that a school could add to its roster.” Dellenger also reports that to determine fair market value, Deloitte is using “thousands of previously struck NIL deals of college and NFL players in developing a ‘compensation range’ to determine if deals are authentic. Deloitte is expected to approve or disapprove deals in as little as one day, and, in a plan under discussion, athletes can resubmit rejected deals at least once with alterations suggested by the clearinghouse.” Kelly believes this is a “fair process. Deloitte has thousands of NIL deals, from the smallest of deals like representing a health club to national Powerade commercials, with ranges of compensation for all.” More from Dellenger. (link)

ESPN’s Heather Dinich previews this week’s College Football Playoff Management Committee meeting and points out that when it comes to removing the first-round byes for conference champions “reaching unanimity is not insurmountable, [but] those who benefited from the current system the most -- Boise State and the Mountain West and Arizona State and the Big 12 -- would have to relinquish the possibility of a first-round bye or ask for something in return like a guaranteed home game for their conference champion. There's a $4M payout that comes with advancing to a quarterfinal -- that's on top of $4M for reaching the playoff for a total of $8M earned by a team's respective leagues.” One source tells Dinich: "I don't see a willingness to do that. I don't see the incentive for the G5 schools to agree to do away with the current seeding -- just a self-interest thing -- unless there's something else that's being committed to them for next year." In regards to awarding the Big Ten and SEC four AQs each, Dinich notes: “Even with automatic qualifiers, multiple sources agreed a committee would still be needed because its ranking would determine the seeding and any at-large bids.” Another source tells Dinich: "If we're going to try to have some uniformity and standardization, everyone's got to move to nine conference games because you're never going to get strength of schedule right if some are playing eight and some are playing nine." As far as expansion goes, the 14-team model is still the most popular, with a source indicating that "I don't think we're going to 16. I think 14 will be the magic number." More. (link)

Rutgers Interim AD Ryan Pisarri tells NJ Advance Media’s Steve Politi the Scarlet Knights plan to share the full $20.5M in revenue with student-athletes. Politi notes the “money will come from the university, which means a $70M deficit last year could soar toward a nine-digit figure in the future. Rutgers will not follow the lead of universities like Maryland and Tennessee and add a ‘talent tax’ to its ticket prices next year to offset the rising costs. It also will not cut sports, although Pisarri does expect a necessary belt-tightening to accompany the changes.” Pisarri goes on to tell Politi: “This is a new starting point. This is a new world, literally and figuratively. And if we start kind of slow out of the gate and just try to get a sense of what everybody else is doing, you’re going to start behind. And we can’t do that. We’ve got to come out of the gate flying 100 miles an hour. I look at it as a huge opportunity. But we have to change the way we think and we have to change the way we’ve done things before. There’s no reason to believe that we can’t position ourselves to be successful and be successful at a really high level.” Regarding the search for a permanent AD, Politi notes there appears to be no rush as the school plans to hire a new president first. For his part, Pisarri hopes “to be part of that process” and adds: “My job is to roll up my sleeves every day and go to work and block out the unknowns, because that takes away from the job at hand and we’re at too important of a time to worry about. I’ll worry about whatever this means for me at a later time.” More. (link)

Penn State AD Pat Kraft explains that as renovations continue at Beaver Stadium there will be temporary seating in place. “To give you an example, kind of think of Northwestern a little bit, how they built that stadium on the lake. Or, like, if you go to the [PGA’s] Waste Management [Open], they build that stadium [seating] around the 16th [hole]. Like, [the company that did those] are doing the production. There’s that lip that we took the top part off [where the press box was on the west side]. There will be bleachers. I think it’s 7,400 or so on that space. We’re looking even at seeing if we can add more seats to that. It’ll look very temporary.” Kraft adds that even with the temp seating, the Nittany Lions will be “very, very close” to 107K capacity. On the topic of NIL, Kraft seeks to reframe the conversation: “So how about we change the narrative. It’s marketing now. It’s marketing dollars, I think, with the new rev-share in the $20.5M, and it increases 4% every single year after that. … What people think about the traditional NIL piece, I think we’re where we need to be. Look, you’ve got to continue to do what you’ve got to do. But in this new system, you’re going to have to show fair market value, and this is where the power of Penn State is a huge asset. Because fair market value for the quarterback at Penn State is pretty good.” Kraft is open to bringing in a GM to help with roster construction, but says: “A lot of these general managers that you’re seeing hired have full roster discretion…meaning they’re choosing the players much like the pros. The Congressional Budget Office has projected a $2.7B budget shortfall for the Pell Grant program next fiscal year, its first shortfall in over a decade. By fiscal year 2026–27, the CBO projects that the program will be short $10B unless Congress earmarks more money toward the grants. Inside Higher Ed’s Liam Knox reports: “Last time Pell faced a shortfall, in 2012, it led to cuts that have hobbled the program’s impact ever since. Congress lowered the number of semesters a student is eligible for the grant from 18 to 12, a particularly rough outcome for community college students, adult learners and part-time stop-outs. They also changed Pell Grants from year-round payouts to strictly focus on the traditional academic year, cutting off aid for summer classes. Year-round Pell was restored in 2017, under the first Trump administration, after a significant push from lobbyists and advocates. Mounting that kind of fight may prove a more difficult challenge now. This cycle, the federal government’s appetite for spending cuts seems larger than ever, especially in the Education Department.” (link)

More on the IU Indy bus that caught fire over the weekend, as Jaguars Senior Assoc. AD for External Affairs Ed Holdaway tells Yahoo’s Jeff Eisenberg: "[The fire] quickly spread, engulfing the entire bus.” Most players and staff members "were only able to get out with what was on their person," Holdaway adds, noting there was "considerable loss of personal items," including cell phones, wallets and gear. Jaguars AD Luke Bosso called the moment “scary and chaotic” and notes the only information IU Indy has right now is that the fire was caused by a mechanical issue. (link)

The U.S. Department of Agriculture has initiated a compliance review of Maine following the state’s “disregard for President Trump’s Executive Order (EO) 14201, to keep men out of women's sports,” according to Maine Public Radio’s Carol Bousquet. USDA Secretary Brooke Rollins: “President Trump has made it abundantly clear: taxpayers’ hard-earned dollars will not support institutions that discriminate against women. USDA is committed to upholding the President’s executive order, meaning any institution that chooses to disregard it can count on losing future funding.” Bousquet notes the university receives over $100M in funding from the USDA each year. Missouri will not hold a spring football game this season or next, according to the St. Louis Post-Dispatch’s Eli Hoff, who reports that “ongoing stadium renovations would need to be paused to a degree (to allow fans safely in the stadium) that the program doesn't feel is worth it for an event that is rapidly becoming antiquated around the country. Other programs have canned spring games due to concerns over tampering, and this explicitly isn't that. Purely stadium-related.” (link)

Big East Commissioner Val Ackerman tells Puck’s John Ourand that comments about a potential basketball merger with the ACC by St. John’s HC Rick Pitino and former Duke HC Mike Krzyzewski have not fallen on deaf ears. “When you’ve got two hall of famers opining about, not only the history of college basketball but the future of college basketball, you have to listen. I take very seriously any idea around the future of college basketball, what it means for the Big East, what the Big East should be doing. I’m not sure I can opine right now what that sort of combination would look like. But we’ve got some related ideas that we’re hatching here about alliances, about who we should be working with as we look to secure not only the future of the Big East, but the future of college basketball. I have great relationships with other commissioners, great respect for [ACC commissioner] Jim Phillips in particular. I would say, I can’t really comment on it, but there’s been some conversations about what we could all be doing together, again, not only to secure our own futures, but to make sure that college basketball stays strong and relevant as football interests continue to dominate much of the headlines and much of the bandwidth of the leagues that we consider peer conferences.” (link)

San Diego State AD John David Wicker shares some info on the Pac-12’s timeline: “At the end of next month, we will have the [MOU] done for our television deal. So we will know what our TV deal is going to be, who our partners are going to be. I will say this, they’re entities you are familiar with, that you would recognize. We’re going to get great exposure, and the really good thing is we’re going to get more exposure. It’s not just going to be football and men’s basketball, but…all of our sports are going to have the opportunity for this increased exposure. It’s going to be increased revenue, which is a big thing for us. “That’s really the next big piece. Once we know that, then we can go recruit that eighth football-playing member. … And then after that, we’ll figure out if we’re adding one, two or three more schools, and whether they’re coming in in all of their sports. They might be coming in some of their sports.” (link)

Nebraska AD Troy Dannen tells the Omaha World-Herald’s Tom Shatel he’s received minimal fan reaction to the cancellation of the Tennessee football game. Specifically, Dannen says he’s received five emails, four of which were positive. Also from Shatel: “[Dannen] said he spoke with several members of the CFP committee. All told him Tennessee game would not help NU, could only hurt.” (link)

The ACC and Big Ten have been in discussions with the U.S. Soccer Federation about launching a pilot program for a year-round men’s college soccer model. According to Sportico’s Daniel Libit and Luke Cyphers, the conversations have been about “initially inviting 32 schools to participate in a two-semester trial run, seeking to bypass the traditional NCAA legislative process that has halted previous attempts to put the year-round model into play.” Big Ten SVP for Policy and Compliance Chad Hawley: “Historically, for whatever the reasons, there hasn’t been a great deal of integration between the NCAA and national governing bodies. So, this is a new thing for everybody. But I think we are at a point in time where it behooves everybody to be open-minded about opportunities that make sense on a sport-by-sport basis.” Hawley also tells Sportico that “notwithstanding the challenges of getting the legislation voted on, I don’t think there is an affirmative desire to move soccer outside the NCAA.” Hawley points out the choice doesn’t have to be a binary one, noting how NCAA tennis also falls under the purview of the Intercollegiate Tennis Association. Libit and Cyphers also report the “two-semester soccer model has not garnered the same kind of interest on the women’s side,” and Texas A&M Women’s Soccer HC G Guerrieri cites the significant differences in the talent pool demographics and the number of DI programs as key reasons why. Guerrieri adds: “One of the hard details to get over—but what the women are firmly aware of—is that (this is) an academic model. We have to fit what we do into an academic program. And as cool as it could be to do something else, we are still bound by the fact we work for universities.” Lots more. (link)

Queens Charlotte AD Cherie Swarthout talks about her cancer battle and says she doesn’t have a family history with the disease, so “it was really hard for me to acknowledge and say the word that, indeed, I did have cancer.” Swarthout is in the middle of her seventh round of chemotherapy and notes the first six rounds included an IV infusion. “The infusions would really sideline me anywhere from seven to 14 days, so that was really hard. I’ve had to give myself grace and I’ve had to have patience and I’ve had to give myself permission to say, ‘It’s okay, you can’t show up today.’” Atrium Health Carolinas oncologist Jimmy Hwang calls Swarthout an “easy patient” and notes that while the tumor that was discovered is rare, “at least at that point we had a sense that she had a cancer that was curable.” Swarthout says: “It’s hard to say this, but it's been quite honestly a great experience for me. No one ever wants to go through this, but the perspective that it has allowed me to see, it gave me a chance to be home with my 13-year-old at a time that she really needed me. It has really helped, I think, position me and helped me grow to be a better parent, better friend, a better boss, a better colleague, all the things that matter.” We offer Swarthout our sincerest wishes for a full and speedy recovery. Thankfully no one was injured when the bus carrying the IU Indy men’s basketball team caught fire on the way back from the Jaguars’ matchup with Northern Kentucky. The Virginian-Pilot’s David Teel profiles Tom Perrin Consulting’s namesake and his relationship with basketball coaches throughout the industry, including Connecticut Women’s Basketball HC Geno Auriemma and Marquette Men’s Basketball HC Shaka Smart, among several others. Smart says the twice-monthly Zoom call with Perrin is not the “most fun hour of my week, but I’ll tell you what, without fail, when I get off the Zoom and I review my notes, I’m more organized, I’m more clear in my thinking and I have some good direction. It’s not that Tom is necessarily telling me exactly what to do. He’s just helping me with my thinking and helping me organize my thinking, and he’s challenging certain assumptions that those of us who are inside our program can fall into or have just by virtue of being around it every day. There’s real power in having someone look at you from 10,000 feet.” Auriemma, who met Perrin in 1985, calls Perrin “boring” but adds: “To Tom’s credit, he’s been the same since the day I met him. He hasn’t changed one bit, who he is, and I really appreciate that. My relationship with him over the last 45, 44 years has helped me in a lot of ways. … Players will play great and then, all of a sudden, through no fault of anyone’s, they just lose it, and they don’t know why. Or they do know why and don’t want to admit it. So getting people mentally into the right place, that’s huge. Tom has a way.” Perrin has identified 12 blind spots that leaders, especially coaches can fail to realize. They include: “If you’re too committed to your own system, the answer will always be to do the same thing better;” “if you’re too strong, they won’t be;” “if you’re too positive, you won’t see the train coming;” and “If you’re too internal, they won’t know what you want.” Lots more. The NFL, MLB, NCAA and NASCAR support a bill in Congress that would give state and local law enforcement the ability to disable drones during sporting events, which the leagues say have become an increasing threat. The Disabling Enemy Flight Entry and Neutralizing Suspect Equipment (DEFENSE) Act, sponsored by U.S. Senators Tom Cotton (R-AR) and Jacky Rosen (D-NV), would provide "the tools for local and state law enforcement to protect citizens," Cotton tells ESPN’s Tisha Thompson, adding: “Local law enforcement already protects the perimeter of these events. We already expect them to stop a dump truck that would cause harm, so we need to also give them the tools to protect the airspace from weapons and biological threats." NCAA SVP of External Affairs Tim Buckley adds: "For several years, the NCAA has expressed concern for the threat that unauthorized drones pose at NCAA championships and college sporting events. The safety of the competitors, fans, and staff that work at NCAA events is our top priority." NFL Chief Security Officer Cathy Lanier in December told Congress that “earlier this year, Islamic State propaganda specifically encouraged attacks on stadiums, including referencing the Paris Summer Olympics. Social media posts recently threatened drone attacks at the Cricket World Cup on Long Island." (link)

With ESPN and MLB going their separate ways after the 2025 season, the Worldwide Leader could turn to the NCAA Women’s Basketball Tournament to fill some of the vacant spots left by Sunday Night Baseball, according to Sports Media Watch’s Jon Lewis. Awful Announcing’s Ben Axelrod adds that, per Lewis, the “championship game could be trickier, as it is contractually obligated to air on ABC and does so in the afternoon to avoid preempting primetime network programming. However, having Sunday night available for an ESPN simulcast could help change that calculus, especially considering the growing nature of the women’s game.” Further Sunday night vacancies could be filled by the Stanley Cup Playoffs, College World Series, WNBA and The Golf League, and Axelrod submits: “It’s hard to view anyone as a bigger winner of MLB’s split with ESPN than the WNBA, which could help fill programming from mid-May until late October. How the network chooses to leverage that partnership will ultimately determine how it fills out the rest of its schedule.” (link)
