Ohio State AD Ross Bjork, who’s on the new House Settlement Implementation Committee, recently talked to The Fan about enforcement dynamics in the new framework: “We all want this governance, we all want this enforcement, until it happens to us. So there needs to be agreement on the front end that, ‘OK, we're signing up for this entity. We agreed to the House case rules of engagement. We agreed to revenue share.’ You need to follow the rules. Whatever the rules are going to be, you have to follow. And if there's enforcement and if you go against those rules, OK, here can be the penalties. And we need to live with that. Now, can you negotiate that? Absolutely. You need to be able to negotiate. But who decides that? It can't really be our peers anymore. We would sit in front of these committee on infractions and you'd have an AD judging another program; we've got to get away from those kind of models. ... If we don't all agree to this and agree that we're not going to sue and we're not going to take it to the Attorney General's office and we're not going to go to federal court because we don't like an outcome, because this is what we signed up for, absolutely we have to agree to that. And that's part of it. There will be agreements that we have to sign that say ‘We're going to follow this.’” (link)

Cal Poly AD Don Oberhelman talks to KSBY’s Dylan Foreman about the impact of the House settlement, which recently included the Mustangs discontinuing its Swim & Dive programs: “Cal Poly is having to pay for the transgressions of others. [...] I think we're going to eliminate people from the (beach volleyball) roster just because somebody told us we had to do that. I don't think that's right. I don't think that's fair.” Beach Volleyball HC Todd Rogers: “I think it's not a good thing for mid-majors particularly. Former Department of Education Office of Civil Rights senior program analyst Valerie Bonnette, “who authored the agency’s 1990 Title IX Athletics Investigator’s Manual,” per Sportico’s Daniel Libit, pushes back on the recent interpretation by the current OCR on the impact of NIL deals & revenue sharing on Title IX laws. Bonnette via a letter: “OCR’s policy on revenues and outside funding—including compensation paid directly to students—has been abundantly clear for 50 years. This approach represents a fundamental principle that is central to all civil rights laws, not just Title IX. Allowing outside funding to circumvent an institution’s obligation to ensure equity is nothing less than condoning rampant discrimination, financed by the highest bidder.” More from Libit: “Bonnette’s letter is co-signed by two other key OCR officials with significant experience in Title IX: Jeanette Lim Esbrook, who played a pivotal role in implementing the 1979 Title IX intercollegiate athletics policy interpretation, and Jean Peelen, who oversaw some of the Department of Education’s first major Title IX athletics cases as OCR’s principal negotiator.” (link)

Northwestern Men’s Basketball HC Chris Collins claims the Wildcats’ hotel at the Big Ten Tournament in Indianapolis doesn’t have air conditioning: “We’re used to being treated like that by this league. The rooms were a thousand degrees. There was no AC in the hotel, and our guys’ rooms were 85 degrees, and that’s where the league puts you. Every way they turn, they’re trying to get us. [...] They said they’ve had this issue for the past 10 days at that hotel. [...] There’s been a lot of stuff happening to this team on and off the floor. They just keep showing up and fighting. If they’ve got to sleep in 85-degree weather and that’s what the league wants us to do, we’ll figure it out.” Collins’ comments came after his team’s win over Minnesota yesterday in the tourney’s first round. ESPN’s Chris Low dives into “how the SEC became college basketball’s most dominant conference.” In 2013 the league received just three bids in the NCAA Tournament and only Florida advanced past the first weekend. One of Commissioner Greg Sankey's first calls after taking over the conference in 2016 was to former Big East commissioner Mike Tranghese. Sankey hired Tranghese as a consultant and three months later brought in former college and NBA coach Dan Leibovitz as associate commissioner of men's basketball. Tranghese said of his initial meetings with athletic directors and coaches in 2016: “They were just totally beaten down. The coaches felt nobody cared. I'm not certain if all the ADs in that room believed they could win. I found it ludicrous, to be honest with you. I told the ADs, 'This is the most unbelievably nonsensical thing I've ever heard.' I even had one AD tell me that you couldn't win in basketball because the league was so good in football. My response: 'Why not? You have the resources, the fan bases, great athletes in your backyards. Use football to your advantage.' Most of all, I told them to quit whining and quit making excuses. … I looked at the coaches and just said, 'You could have Humpty Dumpty as your athletic director. That's not an excuse for not winning.’ Maybe they don't hold your hand. Maybe they don't pay as much attention to you as they do football, but who cares as long as you have the tools to succeed?” Auburn HC Bruce Pearl on the league’s dominance this year: “I really mean this. It's going to be interesting to see how many coaches want to stay in this league. In other words, we've got some coaches that are doing great jobs, coaches who've really elevated their programs, and they're still in the middle or lower half of this league because of how tough it is. Some of those guys are going to say, 'You know what? You can have it,' and go elsewhere.” More. (link)

On3’s Jamie Shaw gets insight from coaches on NIL and the transfer portal, answering the question of how much does it cost to build a top-25 college basketball roster. One ACC coach: “In this portal, I think you’ll need a minimum of 4.5 million. And that’s if you do a hell of a job evaluating. To be safe, it’ll be about 6 million to be a top-25 team.” An SEC coach: “To be a top-25 caliber team, you’re going to have to be around 4 to 5 million.” A former coach in the Big 12 shared the same thought, “It’ll be no less than 5 million to be in the top 25.” while a current Big 12 coach offered: “It will take nothing less than 5 million after rev share.” (link)

A California federal judge has “certified a class of potentially thousands of former NCAA Division I volunteer coaches who allege the athletic organization’s now-repealed bylaw illegally suppressed their wages in violation of antitrust laws, and the judge also refused to exclude the class’s damages report by a Princeton University professor.” More behind the Law360 fortress. Under Secretary of Education during the Biden administration James Kvaal reacts to the recently announced layoffs in the education department: “These are the people who make sure federal dollars are spent according to the rules and as effectively as possible. Eliminating that capacity is not going to reduce government waste; it’s going to create more confusion.” Cato Institute Center for Educational Freedom Director Neal McCluskey does not share the same opinion: “We don’t know how many people are actually needed to execute [the department’s] jobs, and it’s time to find out if it’s been a bloated bureaucracy all along.” Of the nearly 970 unionized employees affected by the reductions, 326 were at the Office of Federal Student Aid. Before the layoffs, the FSA had about 1,400 staffers. Another agency hit hard was the Office for Civil Rights - at least 243 of the division’s about 550 staff members were let go Tuesday. The Power 4, plus the Pac-12, have announced the House Settlement Implementation Committee, which will be responsible for executing the go forward plan post-approval by U.S. District Court Judge Claudia Wilken. The committee consists of 10 ADs: Texas A&M’s Trev Alberts, Oregon State’s Scott Barnes, Kentucky’s Mitch Barnhart, Georgia Tech’s J Batt, Ohio State’s Ross Bjork, Washington’s Pat Chun, Cincinnati’s John Cunningham, Washington State’s Anne McCoy, Clemson’s Graham Neff & Arizona’s Desiree Reed-Francois. Within the 10 there are four working groups dedicated to specific challenges: 1) “Drafting new and clarifying existing rules”; 2) “Developing a digital platform for the reporting and measurement of payments”; 3) “Creating a system to ensure that third-party” NIL deals are legit; and, 4) “Forming a new entity to enforce these rules.” As has been widely reported over the last couple of months, LBi Software is building the software & Deloitte is the fair market value evaluator. Lastly: “If the settlement is approved, the committee and members of the new enforcement entity, alongside Deloitte and LBi, will launch robust educational efforts to ensure that coaches, student-athletes, administrators and relevant third parties all fully understand the new model and are prepared to comply with the new rules and leverage these new opportunities.” (link); More from Yahoo’s Ross Dellenger: “Per sources, House implementation team has determined: (1) Third party NIL deals that pay athletes after July 1 House effective date are subject to the clearinghouse. SEC Commissioner Greg Sankey caught up with The Post & Courier’s Scott Hamilton on a number of topics as today marks Sankey’s 10th anniversary of leading the conference. On being “villainized” alongside Big Ten Commissioner Tony Petitti as the “bad guys of college athletics:” “I think I represent our conference well. I can go back though and point to things now and in the past where I do understand the big picture and I'm trying to balance the challenges that we have as a league, the challenges that we have at the highest competitive end, with the responsibility for leading in a significant role across college athletics. I hope others accept that responsibility. So I block out that noise. I think people who want to portray something, they make their own decisions. Most of them haven't called me directly. Some will listen to a radio interview and pull a piece rather than think about the developed thought that was presented, and that's their choice. I'm humble in what I do, but I'm proud of the work that we do and the accomplishments we've achieved.” Sankey goes on to say he can’t envision the SEC implementing an unbalanced revenue-sharing arrangement, like the ACC just announced, due to there being “a history of unequal revenue sharing, and those conferences, it just hasn't worked well for a long-term situation. In fact, the conferences that have chosen to do so have generally, either they don't exist at a high level, or they've gone a different direction.” Lots more. (link)

“We have the funds to pay the coach over the next two years. We have been working with our donors to assist with philanthropic dollars. We have one that has already paid their commitment, and that money is in an unrestricted line and that will be utilized in the future to help with the salaries.” That’s UNLV AD Erick Harper to university regent Joseph Arrascada when asked how the Rebels plan to pay new Football HC Dan Mullen’s comp package beyond the initial two years that Harper says the department can currently handle. As for other revenue sources, since Mullen’s hire UNLV has generated 970 new football season tickets, increasing the overall base to 5,031 accounts & adding $700K more to coffers than this time last year ($2.5M vs. $1.8M). Further from the Las Vegas Review-Journal’s Mick Akers: “UNLV also is expected to receive between $19 million and $24.8 million from the Mountain West for agreeing to stay in the conference when five other schools left for the Pac-12 beginning in the 2026 academic year. The money would come from exit/poaching fees, but is the subject of litigation.” (link)

U.S. Senators Marsha Blackburn (R-TN) and Cory Booker (D-NJ) re-introduced the NCAA Accountability Act on Wednesday seeking to establish a due process with investigations while enabling enforcement. Per On3’s Pete Nakos, the bill has been introduced twice previously, most recently back in February 2024, after the NCAA launched an investigation into multiple alleged potential NIL violations within Tennessee athletics. The bill “would require the NCAA to complete any investigation no later than one year after it begins and authorize the U.S. Department of Justice to order the removal of any member on the governing body’s board of governors.” It would “prohibit the NCAA from using ‘confidential sources’ as evidence for a decision. Member institutions would have the right to resolve disputes with the NCAA through arbitration with a three-person arbitration panel.” The NCAA would be required to summarize enforcement proceedings, investigations and punishment issuances into an annual report to be submitted to the U.S. Attorney General and each state’s attorney general. The DOJ would also be granted the authority to fine the NCAA between $10K and $15M and order the removal of any member of the governing body. Sen. Booker: “College athletes, coaches, and universities deserve clear, consistent procedures during investigations of potential rule violations. This legislation is an important step toward ensuring fairness, transparency, and due process — and will help strengthen trust in college athletics.” (link)

The Arizona Board of Regents on Wednesday officially approved a strategic partnership with WME Sports to have the company assist Arizona, Arizona State and Northern Arizona with NIL development, revenue generation and media strategies while also providing counsel on brand positioning per On3’s Nick Schultz. Commissioner for Men’s Basketball Garth Glissman on a number of topics surrounding the league’s expanding growth and the overall potential of the sport. On changes needed to bring more early visibility: “We have to do more to capture the attention of fans earlier in the season, and we have to do it at a time and in windows where we’re not going to get swallowed up by football. Recognizing that football is an event-driven sport, from a ratings standpoint, you can’t win those matchups head-on. So we have to be strategic in our positioning. And my view is not to try to compete with football, but instead to try to do what we can to get our fans to think about college basketball or their favorite college basketball team just a little bit earlier in the season than they might otherwise through a more impactful opening night, a more impactful opening week.” Talking SEC MBB potential: “The way I look at the SEC is it’s this incredibly iconic, tradition-rich conference. And within the context of all of that tradition, men’s basketball is still very much a growth opportunity. It’s this unique contrast. On one hand, we have all of the tradition and passion that makes the SEC special, but yet this unique growth opportunity that exists within men’s basketball. That’s the beauty of the opportunity in front of us is that the SEC has been around longer than the NBA, so the tradition and the fans and the passion is all there. But yet, there’s this widespread recognition that there’s still a lot of upside in basketball.” (link)

Also more on the Big 12’s unique hoops court design at the Men’s Basketball Tournament via conference CMO Tyrel Kirkham: “We’ve been looking at an opportunity to rebrand our basketball court. Undefeated, being a very popular streetwear brand, a global brand based out of Los Angeles, and one that really resonates with the youth, we decided to bring them on as a collaborator for this court, and ultimately, between their logo on the baselines and the camo, which is very much part of their DNA, coupled with a design on the court, as we looked at sort of figuring out ways to creatively integrate our XII pattern, there was sort of the marriage of the two that created the court that we’re playing on today.” As for any financial terms of the collab: “We’re strategic partners in this. There’s brand equity in both. They want to be in sports. We want to be in lifestyle and culture. We want to provide a platform and a canvas for our student athletes to be proud of, which we’re really thrilled (with) feedback that our student athletes and coaches, etc. have had with respect to the court, and Bathing Apes, the Undefeateds of the world help to legitimize it. (It) becomes somewhat of a recruiting tool and other just ways to create conversation within the younger community, and the Big 12 brand can resonate within those subsections.” (link)

Count Georgia Football HC Kirby Smart out of the growing list of those seeking to add a GM position to assist with player retention and recruiting in the approaching era of revenue sharing according to On3’s Nick Schultz. Smart remains involved in all aspects of building out the Bulldogs’ roster, citing the need for balance between roles with recruiting at the high school level and with the transfer portal & NIL. When asked on Tuesday about the potential of changing up UGA football’s organizational structure, Smart commented: “We’ve got a lot of people in charge of roster management – including myself, including our football ops staff is involved, our operations/player development, player personnel staff. Everybody gets involved in that. It’s a team effort. We’ve reorganized and restructured some things in terms of what falls under whose duty and whose aspects. But at the end of the day, I’m not ready to run off and go hire somebody that’s just going to make all the decisions for what goes on on the football field. I think I’ve got to stay involved in that heavily. We’ve got the capacity and the quality of people in the areas that I think we need. So I think we’ll be fine in that world as it changes.” (link)

On3’s Pete Nakos talks to industry sources about dynamics involved in replacing a football coaching staff or sitting tight with the likes of Florida, Oklahoma & Auburn deciding to do the latter after last season. Per a source: “It’s a better tactic to reinvest in your program versus going back to ground zero. And like using Oklahoma. They obviously hired an OC in Ben Arbuckle, they’re paying $1.5 million per year. You’re paying Jim Nagy $750,000 per year. I mean, these are drops in the bucket compared to what it would cost to reset your staff for 2025 or 2026. Also of particular note from the article: “Sources have told On3 that LSU’s (NIL) budget has more than doubled in recent months, now north of $18 million. It’s partially the reason why the Tigers were able to put together an elite portal class, and that’s carried over into the 2026 recruiting cycle.” (link)

ESPN’s Max Olson, Heather Dinich and Kyle Bonagura catch up with several Football HCs to get their thoughts on spring games, and Missouri HC Eli Drinkwitz, whose team is forgoing the spring game due to stadium construction, says: "It's an opportunity for you to get recruits on campus and get the feel of what a game day experience is similar to. You get to promote your fan base, so by not having that this year, it puts us in a little bit of a bind from not being able to sell that. Especially with recruiting being as sped up as it is. That's one of the downsides. One of the positives is you're not putting your players at risk for further injury – especially when you're investing in these guys the amounts of money that we are, that's one of those risk-reward benefits you have to weigh. That to me weighs way more into my mind than tampering or any of that stuff." As such, he believes Texas HC Steve Sarkisian is right in backing off this year’s spring game. “He's played 30 games in two years. There's only so many hits each person's body has." Arizona State HC Kenny Dillingham says the Sun Devils will make a determination on an annual basis. "We have a veteran team, so I don't need to see a lot of our guys play under pressure. When you don't know who a lot of your guys are, playing in a spring game under pressure, you really get to see them in as close to a game environment as you can create." Dillingham also says he’s unconcerned about potential poaching: "If a kid doesn't want to be here, I don't want to trick him to be here.” South Carolina HC Shane Beamer shares a similar outlook. “They don't need to watch a spring game to figure out who's on our team if they are trying to tamper with them and get them.” (link)
