The Power 4, plus the Pac-12, have announced the House Settlement Implementation Committee, which will be responsible for executing the go forward plan post-approval by U.S. District Court Judge Claudia Wilken. The committee consists of 10 ADs: Texas A&M’s Trev Alberts, Oregon State’s Scott Barnes, Kentucky’s Mitch Barnhart, Georgia Tech’s J Batt, Ohio State’s Ross Bjork, Washington’s Pat Chun, Cincinnati’s John Cunningham, Washington State’s Anne McCoy, Clemson’s Graham Neff & Arizona’s Desiree Reed-Francois. Within the 10 there are four working groups dedicated to specific challenges: 1) “Drafting new and clarifying existing rules”; 2) “Developing a digital platform for the reporting and measurement of payments”; 3) “Creating a system to ensure that third-party” NIL deals are legit; and, 4) “Forming a new entity to enforce these rules.” As has been widely reported over the last couple of months, LBi Software is building the software & Deloitte is the fair market value evaluator. Lastly: “If the settlement is approved, the committee and members of the new enforcement entity, alongside Deloitte and LBi, will launch robust educational efforts to ensure that coaches, student-athletes, administrators and relevant third parties all fully understand the new model and are prepared to comply with the new rules and leverage these new opportunities.” (link); More from Yahoo’s Ross Dellenger: “Per sources, House implementation team has determined: (1) Third party NIL deals that pay athletes after July 1 House effective date are subject to the clearinghouse. SEC Commissioner Greg Sankey caught up with The Post & Courier’s Scott Hamilton on a number of topics as today marks Sankey’s 10th anniversary of leading the conference. On being “villainized” alongside Big Ten Commissioner Tony Pettiti as the “bad guys of college athletics:” “I think I represent our conference well. I can go back though and point to things now and in the past where I do understand the big picture and I'm trying to balance the challenges that we have as a league, the challenges that we have at the highest competitive end, with the responsibility for leading in a significant role across college athletics. I hope others accept that responsibility. So I block out that noise. I think people who want to portray something, they make their own decisions. Most of them haven't called me directly. Some will listen to a radio interview and pull a piece rather than think about the developed thought that was presented, and that's their choice. I'm humble in what I do, but I'm proud of the work that we do and the accomplishments we've achieved.” Sankey goes on to say he can’t envision the SEC implementing an unbalanced revenue-sharing arrangement, like the ACC just announced, due to there being “a history of unequal revenue sharing, and those conferences, it just hasn't worked well for a long-term situation. In fact, the conferences that have chosen to do so have generally, either they don't exist at a high level, or they've gone a different direction.” Lots more. (link)

“We have the funds to pay the coach over the next two years. We have been working with our donors to assist with philanthropic dollars. We have one that has already paid their commitment, and that money is in an unrestricted line and that will be utilized in the future to help with the salaries.” That’s UNLV AD Erick Harper to university regent Joseph Arrascada when asked how the Rebels plan to pay new Football HC Dan Mullen’s comp package beyond the initial two years that Harper says the department can currently handle. As for other revenue sources, since Mullen’s hire UNLV has generated 970 new football season tickets, increasing the overall base to 5,031 accounts & adding $700K more to coffers than this time last year ($2.5M vs. $1.8M). Further from the Las Vegas Review-Journal’s Mick Akers: “UNLV also is expected to receive between $19 million and $24.8 million from the Mountain West for agreeing to stay in the conference when five other schools left for the Pac-12 beginning in the 2026 academic year. The money would come from exit/poaching fees, but is the subject of litigation.” (link)

U.S. Senators Marsha Blackburn (R-TN) and Cory Booker (D-NJ) re-introduced the NCAA Accountability Act on Wednesday seeking to establish a due process with investigations while enabling enforcement. Per On3’s Pete Nakos, the bill has been introduced twice previously, most recently back in February 2024, after the NCAA launched an investigation into multiple alleged potential NIL violations within Tennessee athletics. The bill “would require the NCAA to complete any investigation no later than one year after it begins and authorize the U.S. Department of Justice to order the removal of any member on the governing body’s board of governors.” It would “prohibit the NCAA from using ‘confidential sources’ as evidence for a decision. Member institutions would have the right to resolve disputes with the NCAA through arbitration with a three-person arbitration panel.” The NCAA would be required to summarize enforcement proceedings, investigations and punishment issuances into an annual report to be submitted to the U.S. Attorney General and each state’s attorney general. The DOJ would also be granted the authority to fine the NCAA between $10K and $15M and order the removal of any member of the governing body. Sen. Booker: “College athletes, coaches, and universities deserve clear, consistent procedures during investigations of potential rule violations. This legislation is an important step toward ensuring fairness, transparency, and due process — and will help strengthen trust in college athletics.” (link)

The Arizona Board of Regents on Wednesday officially approved a strategic partnership with WME Sports to have the company assist Arizona, Arizona State and Northern Arizona with NIL development, revenue generation and media strategies while also providing counsel on brand positioning per On3’s Nick Schultz. WME Sports Partner/Executive VP Mike Zavodsky: “From national championships and All-American athletes to some of the most passionate fan bases in college sports, this is an incredible opportunity for WME Sports, alongside strategic advisors that intimately know the marketplace like (former Arizona Executive Assoc. AD) Erika Barnes, to collaborate with these programs to help elevate and enhance their position and offering even further.” Regent/Co-Chair of the ABOR Gregg Brewster: “In today’s landscape of higher education, athletics play a pivotal role like never before. More from the SEC as SBJ’s Ben Portnoy visits with Assoc. Commissioner for Men’s Basketball Garth Glissman on a number of topics surrounding the league’s expanding growth and the overall potential of the sport. On changes needed to bring more early visibility: “We have to do more to capture the attention of fans earlier in the season, and we have to do it at a time and in windows where we’re not going to get swallowed up by football. Recognizing that football is an event-driven sport, from a ratings standpoint, you can’t win those matchups head-on. So we have to be strategic in our positioning. And my view is not to try to compete with football, but instead to try to do what we can to get our fans to think about college basketball or their favorite college basketball team just a little bit earlier in the season than they might otherwise through a more impactful opening night, a more impactful opening week.” Talking SEC MBB potential: “The way I look at the SEC is it’s this incredibly iconic, tradition-rich conference. And within the context of all of that tradition, men’s basketball is still very much a growth opportunity. It’s this unique contrast. On one hand, we have all of the tradition and passion that makes the SEC special, but yet this unique growth opportunity that exists within men’s basketball. That’s the beauty of the opportunity in front of us is that the SEC has been around longer than the NBA, so the tradition and the fans and the passion is all there. But yet, there’s this widespread recognition that there’s still a lot of upside in basketball.” (link)

Also more on the Big 12’s unique hoops court design at the Men’s Basketball Tournament via conference CMO Tyrel Kirkham: “We’ve been looking at an opportunity to rebrand our basketball court. Undefeated, being a very popular streetwear brand, a global brand based out of Los Angeles, and one that really resonates with the youth, we decided to bring them on as a collaborator for this court, and ultimately, between their logo on the baselines and the camo, which is very much part of their DNA, coupled with a design on the court, as we looked at sort of figuring out ways to creatively integrate our XII pattern, there was sort of the marriage of the two that created the court that we’re playing on today.” As for any financial terms of the collab: “We’re strategic partners in this. There’s brand equity in both. They want to be in sports. We want to be in lifestyle and culture. We want to provide a platform and a canvas for our student athletes to be proud of, which we’re really thrilled (with) feedback that our student athletes and coaches, etc. have had with respect to the court, and Bathing Apes, the Undefeateds of the world help to legitimize it. (It) becomes somewhat of a recruiting tool and other just ways to create conversation within the younger community, and the Big 12 brand can resonate within those subsections.” (link)

Count Georgia Football HC Kirby Smart out of the growing list of those seeking to add a GM position to assist with player retention and recruiting in the approaching era of revenue sharing according to On3’s Nick Schultz. Smart remains involved in all aspects of building out the Bulldogs’ roster, citing the need for balance between roles with recruiting at the high school level and with the transfer portal & NIL. When asked on Tuesday about the potential of changing up UGA football’s organizational structure, Smart commented: “We’ve got a lot of people in charge of roster management – including myself, including our football ops staff is involved, our operations/player development, player personnel staff. Everybody gets involved in that. It’s a team effort. We’ve reorganized and restructured some things in terms of what falls under whose duty and whose aspects. But at the end of the day, I’m not ready to run off and go hire somebody that’s just going to make all the decisions for what goes on on the football field. I think I’ve got to stay involved in that heavily. We’ve got the capacity and the quality of people in the areas that I think we need. So I think we’ll be fine in that world as it changes.” (link)

On3’s Pete Nakos talks to industry sources about dynamics involved in replacing a football coaching staff or sitting tight with the likes of Florida, Oklahoma & Auburn deciding to do the latter after last season. Per a source: “It’s a better tactic to reinvest in your program versus going back to ground zero. And like using Oklahoma. They obviously hired an OC in Ben Arbuckle, they’re paying $1.5 million per year. You’re paying Jim Nagy $750,000 per year. I mean, these are drops in the bucket compared to what it would cost to reset your staff for 2025 or 2026. Also of particular note from the article: “Sources have told On3 that LSU’s (NIL) budget has more than doubled in recent months, now north of $18 million. It’s partially the reason why the Tigers were able to put together an elite portal class, and that’s carried over into the 2026 recruiting cycle.” (link)

ESPN’s Max Olson, Heather Dinich and Kyle Bonagura catch up with several Football HCs to get their thoughts on spring games, and Missouri HC Eli Drinkwitz, whose team is forgoing the spring game due to stadium construction, says: "It's an opportunity for you to get recruits on campus and get the feel of what a game day experience is similar to. You get to promote your fan base, so by not having that this year, it puts us in a little bit of a bind from not being able to sell that. Especially with recruiting being as sped up as it is. That's one of the downsides. One of the positives is you're not putting your players at risk for further injury – especially when you're investing in these guys the amounts of money that we are, that's one of those risk-reward benefits you have to weigh. That to me weighs way more into my mind than tampering or any of that stuff." As such, he believes Texas HC Steve Sarkisian is right in backing off this year’s spring game. “He's played 30 games in two years. There's only so many hits each person's body has." Arizona State HC Kenny Dillingham says the Sun Devils will make a determination on an annual basis. "We have a veteran team, so I don't need to see a lot of our guys play under pressure. When you don't know who a lot of your guys are, playing in a spring game under pressure, you really get to see them in as close to a game environment as you can create." Dillingham also says he’s unconcerned about potential poaching: "If a kid doesn't want to be here, I don't want to trick him to be here.” South Carolina HC Shane Beamer shares a similar outlook. “They don't need to watch a spring game to figure out who's on our team if they are trying to tamper with them and get them.” (link)

CollegeAD reports on contract details of Iowa State AD Jamie Pollard’s extension that could keep him in Ames through June of 2030. Starting on July 1, Pollard’s compensation is set to increase to $900K with annual $25K jumps. There’s also biannual payments to Pollard via the university’s excess benefits plan that range from $250K to $728K. (link)

WCC Commissioner Stu Jackson met with the media as part of his league’s post-season Men’s & Women’s Basketball Tournaments, starts by indicating the events will return to Orleans Arena in Las Vegas next year, adds: “Beyond that, we will continue to talk with the Orleans Arena as well as go through discovery and discussions with potentially other arenas. I can tell you we are very happy here.” As for where conference expansion possibilities stand: “Those discussions are only ongoing every day. It is no secret that in this collegiate landscape in realignment, it is like a food chain. As one conference loses a member, or a few, that conference, it is incumbent upon them, they have to go get new members and we are no different. Certainly, we have said publicly before that our presidents are committed to continue to expand this conference upwards to an additional one or three members. There is no timetable on that, but we are committed in doing so. [...] I’d love to get to 12, but I don’t want to imply that we would go out and get three all at once. I think it's important for the WCC that we be very strategic about who we add.” On the potential for scheduling alliances with other conferences: “I will tell you there have been discussions with other conferences. It’s my own personal view, getting those scheduling alliances in basketball and for the WCC along with others like ours, is the only vehicle we have to stabilize in realignment. Otherwise, we are going to continue in this world of adding and losing members. The advantage that a scheduling alliance affords you is, without actually merging, it affords you the ability to strengthen schedules, strengthen resumes, and enhance each other's ability to access the NCAA Tournament. While it’s something that I’d like to do, I have to think it is something that other conferences have to be entertaining that type of structure given the environment we are in.” Jackson goes on to detail two key areas of focus for the league: 1) Better storytelling to “tell people nationally our story and understand our strength and value of this conference”; and, 2) “...we’ve got to understand what our scheduling is going to look like and what our media rights are going to be in one to two years with Gonzaga departing, which is a major loss for us, and what our media rights will look like.” (link)

ACC Commissioner Jim Phillips was on the ACC Network’s Nothing But Net from the Men’s Basketball Tournament in Charlotte yesterday, points to NC State’s run to the Final Four last year of evidence of how the league prepares squads for March Madness: “I think (North) Carolina is an NCAA Tournament team. They have 20 wins. They’ve played a Top 10 schedule. They’ve won six of their last seven and their only loss is to number one Duke.” Phillips goes on to rattle off high points for Wake Forest & SMU, as well, then continues: “The history of the league is the history of the league. We’ve won three of the last nine championships, we’ve had four different Final Four teams the last three years, we’re 33-15 the last three years. Those are the best numbers in the country. So it isn’t about whether our teams can do well in the NCAA Tournament, it’s a matter of being selected.” (link)

The latest from JohnCanzano.com’s namesake on the Pac-12’s potential next move: “The five schools that departed the Mountain West for the Pac-12 were delicate and calculated with their exit. I’m told by multiple sources that there was some concern — albeit overstated, in hindsight — that UNLV would have to consult with the Nevada Board of Regents to make the move and be separated from Nevada. The departing members probably figured they were about to destabilize the MW and could probably circle back and pick up the Rebels later. I’m also told by a source that the campus leadership at UNLV did not have the same appetite for risk that Boise State, San Diego State, Fresno State, Colorado State, and Utah State had. Remember, those five schools ran to the Pac-12 based on media projections from the league’s consultants, and not an actual deal, in hand. Let’s see if UNLV is more interested when the Pac-12 has a deal in hand.” (link)

Illinois State President Aondover Tarhule on AD Jeri Beggs, from whom he removed the interim tag last week: “She is a strong relationship builder that has helped develop a cohesive team of staff and coaches, a strong community of donors and an engaged and growing Redbird fan base to support our student-athletes.” At Beggs’ official introductory press conference yesterday, Tarhule added: “She has my full confidence in helping us elevate not only our athletic programs, but more importantly, what I believe is the main driver for success—a strong student-athletic experience.” Men’s Basketball HC Ryan Pedon on Beggs: “It could have gone a different direction. There’s a lot of question marks at a certain level and she stabilized and solidified [the department] and she’s reaping the benefits of that day. It’s been awesome to watch that play out.” Women’s Basketball HC Kristen Gillespie also sings Beggs’ praises “[Student-athletes] know how much she cares about them. Ultimately, we are here for them and their experience and I think she is great example of always putting their needs and their experience first and foremost.” Beggs, who had just put in her retirement papers to the university from her role as a marketing professor when Tarhule asked her to fill the interim role: “I really hadn’t planned to quit working completely, I thought I just needed a new challenge. I never imagined this would be the new challenge. … My vision has been to win championships, graduate student-athletes and be the best campus and community partner we can possibly be, and that will not change. Bowling Green AD Derek van der Merwe talks to The Blade’s Michael Burwell about the non-stop nature of leading an athletic department on the heels of hiring new Football HC Eddie George: “I would say that the inspiration outpaces the exhaustion at this point. I think when you go through these processes, you truly are inspired by how something makes you better. If you look at what we’ve done this spring with our softball coach [Michelle Gardner], taking Oklahoma to [extra innings], a four-time national champion. I think of our gymnastics coach [Brittney Emmons] and that scoring differential is getting closer and closer, our swim coach [Tanner Barton] digging us out of last place and competing in the championship. Our track and field, all these pieces inspire me. I look at everything that we’ve done. If it makes us better, that inspiration always outpaces the exhaustion. It’s when you lose that inspiration and that vision, I think, is when you’re in trouble, and I’m not there. I’m ready for us to continue to get better.” (link)

Extra Points purveyor Matt Brown: “Hearing from multiple industry people I trust that several D1 schools are having SERIOUS internal talks about reclassifying out of D1 before July/House. I’d be a little surprised if nobody ends up doing it this year. Budget cuts may force some hands. Not sure what schools end up going through with it or not…nobody wants to be first. And to be fair, some of these situations are more about the SCHOOL being in very rough shape than just House/Rev Share/athletic expenses. Not much you can do in an enrollment/revenue crisis.” (link)

It may be time for Congress to determine whether NCAA rules limiting eligibility to four seasons in five years illegally restrain trade, according to Sportico’s Michael McCann, who breaks down the various ways in which the issue could play out. First, the NCAA could eliminate restrictions on how long student-athletes can compete. “Given that universities offer numerous degree programs, it’s conceivable for a student to remain enrolled at a university for many years and past the point at which their bodies lose a step or two on account of aging and wear-and-tear. The NCAA could go even further by lifting a requirement that the student be full-time. … But this possibility is unrealistic. The college sports brand could take a hit if too many late-twentysomething and early-thirtysomething athletes occupy roster slots that would otherwise go to 18- and 19-year olds.” Second, the NCAA could litigate the issue to the end. “It’s possible the Supreme Court could surmise that NCAA eligibility rules are reasonable restrictions that relate to goals in higher ed and ought to be upheld. The danger for the NCAA with the second possibility is if it loses.” Finally, the NCAA could finally convince Congress to act. “Perhaps the NCAA would have more traction by imploring members of Congress to consider an antitrust exemption narrowly limited to athlete eligibility. … The NCAA’s ‘ask’ wouldn’t be for a far-reaching antitrust exemption or national authority over NIL. It would be to maintain basic control over the character of rosters. The NCAA could also assert there is confusion with conflicting court rulings in regard to eligibility. Congress could end that confusion by exempting the NCAA from antitrust lawsuits over eligibility.” (link)

The strategic alignment, which is expected to be officially announced Wednesday, will center on WME assisting with areas including brand positioning, NIL development, media strategy and revenue generation.” (link)

A new report by TV marketing firm EDO found that TV advertisers spent $244M on women’s sports in 2024, a year-over-year increase of 139%, which corresponded with a 131% YOY increase in women’s sports TV viewership. Basketball, soccer and tennis were among the top sports for ad engagement. EDO SVP/Head of Client Solutions Laura Grover: “What really jumped out to me is that a lot of the brands that are really seeing gains are ones that have had a very minimal presence on TV in the past. They’re leaning into these new opportunities in women’s sports, and they’re really paying off.” More context from CNBC’s Russell Leung: “The top-spending industries on women’s sports in 2024 were autos, pharmaceuticals, internet and telecommunications, financial services, and insurance, according to the report. The highest-spending brands were State Farm, AT&T, Allstate, Nike and AbbVie’s Skyrizi, while the most effective brands for engagement were Skims, Poppi, Oura, Fabletics and Bombas. Overall, the most engaging women’s sports events for advertisers were college lacrosse (25% more effective than the average 2024 women’s sports program), the U.S. Open semifinals and finals (20% more effective), the NCAA Tournament for basketball (19% more effective), college gymnastics and the WNBA Finals (both 18% more effective than the overall category). … ads during the 2024 women’s NCAA Tournament were 18% more effective than the average primetime ad.” (link)

The Duke vs. North Carolina MBB game on Saturday was the most-watched men’s game of the season across ESPN platforms with 3M viewers and a peak of 3.4M. It was the fourth-best game in the past five years and the most-watched regular season game since 2018. (link)

The Department of Education has laid off nearly half its workforce, impacting 1,300 people, per The Chronicle of Higher Ed. Notably: “The department did not detail how many employees from each division were losing their jobs, but said that all units — including Federal Student Aid and the Office for Civil Rights — would be affected, and that the ‘reduction in force’ will require some areas to undergo a ‘significant reorganization.’ [...] At the same time, the department will ‘continue to deliver on all statutory programs that fall under the agency’s purview, including formula funding, student loans, Pell Grants, funding for special needs students, and competitive grantmaking.’” Lots more.
