U.S. Senators Marsha Blackburn (R-TN) and Cory Booker (D-NJ) reintroduced the NCAA Accountability Act on Wednesday seeking to establish a due process with investigations while enabling enforcement. Per On3’s Pete Nakos, the bill has been introduced twice previously, most recently back in February 2024, after the NCAA launched an investigation into multiple alleged potential NIL violations within Tennessee athletics. The bill “would require the NCAA to complete any investigation no later than one year after it begins and authorize the U.S. Department of Justice to order the removal of any member on the governing body’s board of governors.” It would “prohibit the NCAA from using ‘confidential sources’ as evidence for a decision. Member institutions would have the right to resolve disputes with the NCAA through arbitration with a three-person arbitration panel.” The NCAA would be required to summarize enforcement proceedings, investigations and punishment issuances into an annual report to be submitted to the U.S. Attorney General and each state’s attorney general. The DOJ would also be granted the authority to fine the NCAA between $10K and $15M and order the removal of any member of the governing body. Sen. Booker: “College athletes, coaches, and universities deserve clear, consistent procedures during investigations of potential rule violations. This legislation is an important step toward ensuring fairness, transparency, and due process — and will help strengthen trust in college athletics.” (link)

Extra Points purveyor Matt Brown: “Hearing from multiple industry people I trust that several D1 schools are having SERIOUS internal talks about reclassifying out of D1 before July/House. I’d be a little surprised if nobody ends up doing it this year. Budget cuts may force some hands. Not sure what schools end up going through with it or not…nobody wants to be first. And to be fair, some of these situations are more about the SCHOOL being in very rough shape than just House/Rev Share/athletic expenses. Not much you can do in an enrollment/revenue crisis.” (link)

West Texas A&M AD Doug Lipinski sits down with D2.ticker’s Anthony Grassi at the 2025 NCAA Convention to discuss his early tenure in Canyon, how his time at Grand Valley State prepared him to step into the chair and more. After 22 years at GVSU, Lipinski enjoyed his role as Deputy AD for External Relations the last eight years, but “as a former student-athlete and coach, you're competitive. You want to take that next step. For me, I have that continuous improvement philosophy, so every day I'm trying to get better. I don't know how I'm going to get better tomorrow, but I'm going to try to get better. So I think with that you get to a point in your career and you're like, ‘Okay, let's do this.’” In evaluating the opportunity at WT, first, the move was right for his family, second, the needs of WT matched his skill set; and third, there was vertical alignment of the institution. His focus now is modernizing the athletic department as it relates to the structure and personnel, technology to be efficient and effective, and the Buffaloes’ competitive advantage. “Our job is to showcase and create the greatest value we can for the athletic department to the institution so when they view us they say, ‘Listen, they bring over 100,000 people to campus through camps and clinics, we win, our social media accounts are doing well,' and so we need to be able to showcase that value. You can't expect an institution or a president or whoever to invest in athletics if you can't showcase your worth.” More on BOSCA. (link)

The Power 4, plus the Pac-12, have announced the 10-person House Settlement Implementation Committee, which will be responsible for executing the go forward plan post-approval by U.S. District Court Judge Claudia Wilken. Within the committee, there are four working groups dedicated to specific challenges: 1) “Drafting new and clarifying existing rules”; 2) “Developing a digital platform for the reporting and measurement of payments”; 3) “Creating a system to ensure that third-party” NIL deals are legit; and, 4) “Forming a new entity to enforce these rules.” As has been widely reported over the last couple of months, LBi Software is building the software & Deloitte is the fair market value evaluator. Lastly: “If the settlement is approved, the committee and members of the new enforcement entity, alongside Deloitte and LBi, will launch robust educational efforts to ensure that coaches, student-athletes, administrators and relevant third parties all fully understand the new model and are prepared to comply with the new rules and leverage these new opportunities.” (link); More from Yahoo’s Ross Dellenger: “Per sources, House implementation team has determined: (1) Third party NIL deals that pay athletes after July 1 House effective date are subject to the clearinghouse. (2) Third party NIL deals signed after settlement approval (presumably in April) are subject to the clearinghouse.” (link)

Sixteen coaches associations, headed by NFCA CEO Carol Bruggeman, have penned a letter to the DI Board of Governors calling for immediate change regarding “inexplicably more stringent” eligibility standards for junior college student-athletes. Specific “different standards” include scholarships for the entire five years, similar to four-year transfers; a 2.5 GPA for JUCO transfers when four-year transfers need a 2.0; limits on scrimmages counting against seasons of competition; and more. The letter goes on to read: “Student-athletes should not be punished or treated adversely because they have enrolled in a two-year institution before transferring to an NCAA institution.” NJCAA President/CEO Christopher Parker tells CBS’ Dennis Dodd he has tried to connect with NCAA President Charlie Baker about enacting these changes “but we haven't received any indication of Charlie's willingness to do so collaboratively.” (link)

After major gifts from First United Bank and the Massey Family Foundation, Southeastern Oklahoma State rolls out its plans for the new Spend Life Wisely Stadium with a new structure to be build on the west side of Paul Laird Field. Construction is scheduled to begin following the 2026 season to provide “sufficient lead time for procurement of materials for the facility,” with a new turf playing surface going in this offseason. The new structure will include expanded seating, a three-level tower with premium seating and a press box, plus other enhancements, with the new facility to be ready for the 2027 season. (link)

The Department of Education has laid off nearly half its workforce, impacting 1,300 people, per The Chronicle of Higher Ed. Notably: “The department did not detail how many employees from each division were losing their jobs, but said that all units — including Federal Student Aid and the Office for Civil Rights — would be affected, and that the ‘reduction in force’ will require some areas to undergo a ‘significant reorganization.’ [...] At the same time, the department will ‘continue to deliver on all statutory programs that fall under the agency’s purview, including formula funding, student loans, Pell Grants, funding for special needs students, and competitive grantmaking.’” Lots more.
