Lincoln (PA) brings back former AD Stinson III to lead the Lions. Stinson exited Oxford in 2020 to be the Deputy AD for Internal Operations/COO at Delaware (DI). Stinson: "We accomplished a tremendous amount in my first stint, but during my time away, I felt there was more we could accomplish and I wanted to see it through. I learned a lot during my time away and, with this evolved perspective, I know we can remain focused on our quest to become a premier NCAA Division II program and continue to provide the best experience in college athletics for our student-athletes, coaches, alumni and supporters. I am eager to be a Lion once again and Learn, Liberate and Lead us into more success in the years to come." NCAA President Baker has tabbed management consulting firm Bain & Company for a “top to bottom” review of the association, per CBS’ Dodd. Big East (DI) Commissioner Ackerman tells Dodd she would like to see a “clearly defined commercial unit within the national office. [...] The NCAA is a billion-dollar concern because of the money they bring in from March Madness. I think we would all benefit from a clearly defined structure, business unit that would be run by a chief marketing officer and a chief commercial officer who would be entrusted with oversight over television with a dedicated broadcast person underneath them.” Ackerman also points to the possibilities of a partnership with student-athletes on NIL, the need for a dedicated leader to oversee all women’s sports & streamlining FBS football. More Ackerman: “Every time there is a lawsuit about football, the NCAA gets sued, all 350 [Division I] schools. Because these lawsuits are about them, when the NCAA gets sued, we're all sharing in the risk and legal liabilities.” Lots here to unpack. (link)

On3’s Prisbell gets comments from experts around the industry about the NCAA’s public messaging problem. Athliance CEO Schoenthal on Board of Governors Chair/Baylor President Livingstone’s calls for federal legislation from the NCAA Convention: “This is the NCAA’s biggest problem and why they can’t get out of their own way. And they don’t understand why no one gets it. What she [Livingstone] meant was, ‘Based on what’s going on right now, we need a limited antitrust exemption because we want to be able to protect Title IX athletes, Division II and Division III. And we understand we’re going to have to share revenue with revenue-generating athletes, but if we don’t get the limited antitrust exemption, we’re going to hurt the whole model.’ If she would have just said that, it is a totally different story.” Prisbell also gets this from Kennyhertz Perry attorney Winter: “The broader point, Winter said, is it is time for the NCAA to acknowledge reality and publicly discuss practical solutions that entail sharing more revenue with athletes. Continuing to spend millions of dollars fighting the athlete compensation issue in court isn’t a prudent strategy, he said, and neither is asking for a federal law that seeks to enshrine the current rapidly eroding model. Until the NCAA realizes this, Winter said, it will continue to drop the ball on public messaging.” (link)

After the decision to eliminate seven sports, Upper Iowa AD Hartzell talks to The Gazette’s Ogden about the decision. Hartzell, who was responsible for bringing several of the sport programs during his tenure that were ultimately discontinued, felt a personal investment in those programs. Hartzell adding: “It’s a really big deal because we need students on this campus. We need students who are paying a share of their tuition costs so we can have revenue. […] We all have to figure out what the right size of program is and how to compete. […] We know we’re not alone. I don’t think this is going to go away.” (link)

Newman will add Esports for 2023-24. AD Pryor: “We've spent three years researching the feasibility of adding Esports to our department. With the new academic offerings and the growing popularity of Esports across Wichita and the greater state of Kansas, we feel now is the time to capitalize on our efforts.” (link)

A notable proposed rule changes from Men’s Basketball Rules Committee: Defenders must have established position when an offensive player plants his foot to go airborne to draw a charge. Previously, a defender could establish position as an opponent goes airborne. Among other recommendations: Student-athletes can wear numbers 0 - 99, airborne timeouts can be called by players with possession of the ball, nonstudent bench personnel would be allowed to serve as peacekeepers when an altercation occurs, more. The NCAA Playing Rules Oversight Panel will review the proposals on June 8. (link); On the Women’s Basketball front, the Women's Basketball Rules Committee proposed that “players judged to have flopped would be issued a warning on the first offense, with a technical foul being charged for any subsequent infractions. Under the recommendation, the second and any subsequent flop calls would count toward the team foul count but would not count toward a player's five fouls leading to disqualification.” Also notable, the Committee suggested moving the restricted arc to directly under the basket.
