Wilkes selects Shenandoah Assoc. AD/Athletic Communications Director Musa to succeed AD Malatesta who will retire this summer after 34 years with the Colonels. Interim VP of Student Affairs Allen: "Scott is a seasoned athletic administrator whose experience, high level of enthusiasm and creative energy is a great fit to help shape the future of our athletic program as we move into a new conference. The University is certainly grateful for the growth of Wilkes Athletics under the leadership of Addy Malatesta over the years and look forward to continued success as Scott begins his tenure." NCAA President Baker has tabbed management consulting firm Bain & Company for a “top to bottom” review of the association, per CBS’ Dodd. Big East (DI) Commissioner Ackerman tells Dodd she would like to see a “clearly defined commercial unit within the national office. [...] The NCAA is a billion-dollar concern because of the money they bring in from March Madness. I think we would all benefit from a clearly defined structure, business unit that would be run by a chief marketing officer and a chief commercial officer who would be entrusted with oversight over television with a dedicated broadcast person underneath them.” Ackerman also points to the possibilities of a partnership with student-athletes on NIL, the need for a dedicated leader to oversee all women’s sports & streamlining FBS football. More Ackerman: “Every time there is a lawsuit about football, the NCAA gets sued, all 350 [Division I] schools. Because these lawsuits are about them, when the NCAA gets sued, we're all sharing in the risk and legal liabilities.” Lots here to unpack. (link)

More news and notes from the DIII Presidents Council and Management Council meetings last month include both groups discussing the DI Transformation Committee recommendations, namely providing out-of-pocket coverage of expenses for athletic injuries and providing post-participation healthcare, with the report noting: “The councils noted that operationally both concepts are positive but would be cost prohibitive for most Division III institutions without an NCAA subsidy. The councils were reminded that while the Transformation Committee concepts were developed and being recommended only for Division I at this time, it is prudent for Divisions II and III to review the implications and viability for their member institutions given the current environment surrounding intercollegiate athletics.” The Management Council approved creating a DIII Athletic Trainers Working Group to create recommendations to help hire and retain trainers and will sponsor a 2024 Convention proposal to decrease the minimum tennis participant requirements from six to four. Both councils also met with NCAA President Baker who encouraged members to invite legislators to campuses to “best tell the Division III story.” Finally on the NCAA's media rights positioning: "The consultant [Endeavor] will engage with the membership over the next two months to determine priorities and desired outcomes before delivering a preliminary strategy consideration report to the NCAA Board of Governors in April 2024 and a final report by the end of June, with process recommendations and next steps anticipated by the end of July." On3’s Prisbell gets comments from experts around the industry about the NCAA’s public messaging problem. Athliance CEO Schoenthal on Board of Governors Chair/Baylor (DI) President Livingstone’s calls for federal legislation from the NCAA Convention: “This is the NCAA’s biggest problem and why they can’t get out of their own way. And they don’t understand why no one gets it. What she [Livingstone] meant was, ‘Based on what’s going on right now, we need a limited antitrust exemption because we want to be able to protect Title IX athletes, Division II and Division III. And we understand we’re going to have to share revenue with revenue-generating athletes, but if we don’t get the limited antitrust exemption, we’re going to hurt the whole model.’ If she would have just said that, it is a totally different story.” Prisbell also gets this from Kennyhertz Perry attorney Winter: “The broader point, Winter said, is it is time for the NCAA to acknowledge reality and publicly discuss practical solutions that entail sharing more revenue with athletes. Continuing to spend millions of dollars fighting the athlete compensation issue in court isn’t a prudent strategy, he said, and neither is asking for a federal law that seeks to enshrine the current rapidly eroding model. Until the NCAA realizes this, Winter said, it will continue to drop the ball on public messaging.” (link)

A notable proposed rule changes from Men’s Basketball Rules Committee: Defenders must have established position when an offensive player plants his foot to go airborne to draw a charge. Previously, a defender could establish position as an opponent goes airborne. Among other recommendations: Student-athletes can wear numbers 0 - 99, airborne timeouts can be called by players with possession of the ball, nonstudent bench personnel would be allowed to serve as peacekeepers when an altercation occurs, more. The NCAA Playing Rules Oversight Panel will review the proposals on June 8. (link); On the Women’s Basketball front, the Women's Basketball Rules Committee proposed that “players judged to have flopped would be issued a warning on the first offense, with a technical foul being charged for any subsequent infractions. Under the recommendation, the second and any subsequent flop calls would count toward the team foul count but would not count toward a player's five fouls leading to disqualification.” Also notable, the Committee suggested moving the restricted arc to directly under the basket. AD Beard: “Joe has been a vital part of Dutchmen football—as an all-conference player, assistant coach, and head coach—for nearly a quarter century. As a lifelong friend and professional colleague, I am thrilled that he's retiring after posting the program's best conference record since 2017 last fall. He's leaving his alma mater with a lot of talent and laid the foundation for us to build to future success.” (link)

Eastern names Robert Morris (DI) WBB AC Fowler as HC. Eagles AD McNelly: “She was a successful student-athlete, and she has worked at the highest level of Collegiate Women's Basketball. Having successful experience in three outstanding programs, she has a clear vision for taking our program forward. [...] With her focus on player development, character building, and spiritual formation as part of an integral plan for program development. She will hold our program to high standards of excellence that will translate to success on and off the court.” (link)
