The Big East could be uniquely positioned to focus more rev share dollars with basketball programs than the SEC, Big Ten and others, which will likely focus on football. One General Manager told On3’s Pete Nakos “Mid-majors are shooting for anywhere between $3 and $6 million. I’m very aware of Big East schools that are shooting for $8 million, but the rest of them are looking at somewhere in the $5 to $6 million range. This is the sport where I’ve just seen the number exponentially grow.” A Big East source to Nakos: “The new minimum to compete is $5M.” Nakos believes most SEC and Big Ten schools will disperse between $2M-$3M to hoops, while UConn’s basketball roster could get $7M next year. St. John’s roster cost $4M this year, Xavier spent $4M-$5M this year and Butler is expected to reach $5M next year. (link)

With the higher ed enrollment cliff looming (2025 is expected to be the peak for high school graduates), the Western Interstate Commission for Higher Education (WICHE) described a more gradual drop over the next 15 years than the cliff metaphor suggests, though it also projected a slightly larger decline overall than previously expected. VP of Policy Analysis and Research Patrick Lane: “The decline is coming. Whether it looks like a cliff or sort of a slowly sliding downward trend … that’s the really big question.” Regardless, Lane emphasizes it’s time for institutions to make sure they have plans in place. “The reason that we’re pretty confident about this is because you can’t create 18-year-olds out of nothing. There just aren’t the bodies anymore.” Meanwhile, outcomes by state can vary widely, with some states, including Texas, Florida, Idaho, North Dakota, Tennessee and South Carolina, actually expected to see increases in the number of high school graduates. Others, including California, New York and Illinois, are looking at decreases of at least 20%. While the cost of college has increased at a slower rate in the past few years, it can still be cost-prohibitive for many, and Husch Blackwell Senior Education Consultant Chuck Ambrose says: “College costs too much. It takes too long. At the end of the day, you’ve got to borrow to pay, which leverages all that potential over a longer span” before benefits are realized. More from Higher Ed Dive’s Ben Unglesbee. Football Oversight Moves…
+ The FBS Oversight Committee has opposed the waiver request from Colorado and Syracuse to host a joint practice, citing that most teams have already begun spring practice, the “competitive and recruiting advantage” gained should a waiver be granted and the impact on missed class time. The group will discuss the matter again at a later meeting to permit joint practices in the future. (link)
+ The FCS Oversight Committee is discussing allowing FCS teams to begin competition two Thursdays prior to Labor Day and play 12 regular season games per year. (link)

UConn Women’s Basketball HC Geno Auriemma reiterated his disdain for the two-host regional system for the NCAA Tournament: “whoever came up with this super regional stuff -- and I know who they are -- ruined the game. Half the country has no chance to get to a game in person. But you're making billions off of TV. Well, actually you're not; that would be the men's tournament. So yeah, there's a lot of issues that they need to fix. And again, we could get our ass beat tomorrow and that won't change my feelings.” South Carolina HC Dawn Staley does not share Auriemma’s sentiments, “[Juggling practice schedules] is probably [the complication]. You don't get a shootaround time at a reasonable hour. Other than that, I mean, I actually like the two regions. I like having seven other teams that's trying to advance to the Elite Eight and advance to the Final Four right in one place. I do think it allows our fans, fans of women's basketball, to gravitate to one spot. I know the attendance will be up because of it. So bottom line, we need to drive revenue as much as possible.” The women’s tournament is slated to have two regional sites through 2028. (link)

Norfolk State extends Men’s Basketball HC Robert Jones through the 2031-32 season. Meanwhile, Spartans guard Brian Moore Jr. announced he was entering the transfer portal this week and Jones tells WAVY News’ James Kattato: “This is now a glorified JUCO. This is like Norfolk State Community College. And when I say that, not because of the people or anything like that — but it’s just the way it is. JUCO coaches, I have so much more respect for them these days, because they have to get a new team every year/every two years. Now we gotta get a new team every year/every two so we’re basically a glorified JUCO.” (link, link)

Puck’s John Ourand pens on the prevalence of replay reviews during the end of Men’s Basketball games, noting: “I wouldn’t be surprised to see changes made by next season. Collegiate administrators and media executives alike agree that replay reviews are siphoning drama from the final minutes of close games.” On possible solutions: “One possibility is to offer a coach’s challenge system, similar to the one that exists in the NBA, which limits the number of times replays are used. Not surprisingly, coaches tend to resist that idea on the theory that it’s more important to get the calls correct rather than overrule them. But the administrators and executives want to make sure the final moments of games are actually entertaining, and this seems like the most promising way forward. Another possibility: A centralized HQ that can quickly and efficiently complete a replay review.” (link)

NIL News Today…
+ Colorado Gov. Jared Polis (D) signed legislation Friday that allows public universities to pay student athletes directly for their NIL, marking a significant shift in college athletics compensation in the state. The new law, House Bill 10-41, permits public universities to pay athletes from revenue generated by things like ticket and merchandise sales, while also removing restrictions on athletes signing endorsement deals with companies that compete with their university's sponsors. + Oregon legislators are HB 3694, introduced by state Rep. John Lively (D-Springfield), that would modify existing Oregon law to ensure college athletes can receive NIL payments directly from institutions once the "House v. NCAA" settlement is concluded. The bill could prevent the NCAA and other college sports institutions from enforcing limits on (NIL) payments to student-athletes in the state. While HB 3694 has the support of Oregon's athletic department, Oregon State AD Scott Barnes believes aspects of the bill could hinder widespread efforts to create a more level NIL playing field. The Cincinnati Business Courier’s Steve Watkins checks in to see what Xavier has planned to increase revenue in anticipation of revenue-sharing and notes that along with “adjusting annual membership levels for its All For One Fund to support Musketeer athletics,” Xavier is “focusing on three key strategies to improve revenue, including raising prices.” Musketeers AD Greg Christopher indicates that “market-based increases” could be “one of Xavier’s strategies.” Watkins explains that involves “looking closely at game-day revenues, such as tickets and premium experiences,” and notes that Xavier is also “focusing its efforts on fundraising and new business opportunities.” Christopher remarked that the department is “doubling down” on the financial support Xavier has received from its supporters and through business partnerships. The Musketeers will also “reallocate athletic department resources,” though Christopher doesn’t specify how the department would do so. (link)

Seton Hall has officially opened the $55M, 13K-sq-ft Basketball Performance Center, which includes a players’ lounge and dining room, a steam room and sauna. Following the ribbon-cutting ceremony, Pirates AD Bryan Felt noted the men’s basketball program would receive a further boost via revenue-sharing under the House settlement: “For us, automatically it’s a help. Your supporters, your donors, your most loyal people can give those monies, those funds to the athletic department and get their tax deductions. … The university is stepping up and saying, ‘We know how important basketball is. Basketball is certainly a massive part of the identity of Seton Hall University and we want to see that be successful.’ So the school has stepped up and they’re going to be contributing to the revenue share number that we can utilize for our programs.” Felt goes on to remark that “there’s been a narrative out there that the Big East is in a great position because it’s basketball-only. I think that’s an incredibly optimistic view and I don’t think it’s the wrong one – it certainly sounds nice. But in my opinion, it would be a bit foolish for us to think automatically we’ll be in a better position. … The SEC, think they’re going to sit there and say, ‘The Big East has an advantage over us?’ And allow that to happen? That’s where the collectives are going to kick in. That’s why the collectives are going to be incredibly important at that level." Regarding the departure of Deputy AD for Revenue Generation, NIL & Strategic Initiatives Mike McBride, Felt says the Pirates are working with coaches to determine what that role looks like moving forward: “Is the next thing the general manager? It’s certainly the sexy thing; everybody is hiring one. I’m not saying we’re not doing it. I know what we do need – we need someone who can help with these negotiations and also can help when it comes to salary cap management.” More, including a look inside the new facility. (link)

+ East Texas A&M has broken ground on a new $70M Event Center that will include a ~2,500-seat arena with four locker rooms, two suites, a 40-guest loge box, video boards and more to serve as home for the Lions Men’s and Women’s Basketball teams. Further: “The area surrounding the Event Center will include a plaza, an outdoor entertainment space with a stage, a Buffalo Wild Wings restaurant and more than 800 new parking spaces. The master development plan—which will be fully developed later—adds additional retail and entertainment space, including an auxiliary gym, restaurant spaces, and a hotel—all designed to create a high-energy, student-friendly environment.” AD Jim Curry: “In developing this event center—the premier event center in Northeast Texas—we know this can be a catalyst for growth, not just within our university community, but this region, the city of Commerce, Hunt County and beyond.” (link)

More from Sportico’s Daniel Libit on the embattled Winthrop Intelligence and WIN AD, as tax attorney Dennis Scott Robinson asserts: “I deny the allegations contained in the amended complaint, most especially the notion that anything that I did in furtherance of my obligations to Winthrop caused the death of Drue Moore, and I intend to vigorously defend against all allegations.” Robinson adds that Winthrop is currently “engaging independent experts and consultants” to maintain continuity of the company’s operations. Winthrop, which is also named as a defendant in the suit, is being represented by Gary Shipman, the “North Carolina-based lawyer and sports agent who recently sued the NCAA on behalf of an NC State football player seeking a fifth year of eligibility,” per Libit, and Shipman tells him: “Our job is to undertake the independent representation of Winthrop, which will include a proper investigation of the allegations made in the amended complaint, including, but not limited to, whether funds have been diverted from Winthrop by anyone. We are also in the process of engaging others that will be called upon to exercise independent judgment about all of these matters and to insure [sic] the continued operation of the Company. We regret the tragic death of Drue Moore who, as the Complaint and Amended Complaint make abundantly clear, left more questions than answers.” Shipman declined to say who was responsible for retaining him on Winthrop’s behalf but confirmed the company is his only client in the matter. Colorado Football HC Deion Sanders has agreed to a five-year, $54M contract extension. Coach Prime will earn $10M in 2025 and 2026, $11M in 2027 and 2028, and $12M in 2029. Buyout numbers, should Sanders leave before the contract expires, look like this: $12M before December 31, 2025; $10M before December 31, 2026, $6M before December 31, 2027, $4M before December 31, 2028, and $3M before December 31, 2029. Under the terms of the previous deal, Sanders’ buyout totals were $5M for leaving before December 31, 2026, and $2M for leaving before December 31, 2027. Sportico’s Daniel Libit and Kurt Badenhausen add that the contract removes a commitment of at least $5M annually for ACs and keeps the verbal accounting provision for outside income that was notably included in his previous deal. (link, link, link); Of note from the university, “Due in part to Coach Prime's engagement and the visibility he's created, applications to attend CU Boulder increased 20% from a year ago to over 67,000, including an 18% increase in applications from out-of-state. College Athletic Management President Pat Flynn advocates for non-exclusive apparel contracts, telling Extra Points publisher Matt Brown that “all of these athletic apparel companies, they’re also trying to compete in the NIL arms race, you know? By splitting these up, the brands have a chance to do something really different and add storytelling to their NIL conversation.” Therefore, Flynn posits that it could make sense for, say, Nike to secure the apparel and uniform rights but not the footwear rights. Brown subsequently notes: “For a mid-major, athletes being able to hypothetically secure their own shoe deals could be a recruiting advantage, giving athletes an additional chance to earn money, as well as make a fashion or comfort statement on the court. If a player wanted to wear the Nike product he was getting originally, he (or the department) could still purchase those at the discounted rate, or perhaps Nike, Adidas and others would want to create an athlete influencer program to get their shoes on as many feet as possible. In a world where almost every school outside the P4 will be unable to fully fund revenue-sharing up to the House limit, finding new market-based opportunities becomes even more important. If an athlete is able to wear the shoes he or she wants to wear, and can make a little extra scratch doing it, that’s just more money the school doesn’t need to fork over from their own revenue sharing bucket.” Flynn also believes this would create a more open market, similar to the NBA, where players’ shoe endorsements run the gamut beyond just a handful of brands. Lawmakers in Nevada are considering SB 293, which is sponsored by Senator Roberta Lange (D-Las Vegas) and would remove language from existing state laws NIL that prohibit direct payments from post-secondary institutions or a national college athletic associations. The bill has been heard in committee but has yet to receive a vote as it awaits an amendment from the Nevada System of Higher Education. (link)
