The U.S. House Committee on Education and Workforce announces it will hold a subcommittee hearing on college sports titled “Game Changer: the NLRB, Student-Athletes and the Future of College Sports.” The hearing is slated for April 8. (link)

Sportico’s Michael McCann observes that “one of the great sports law misunderstandings in college sports is that the U.S. Supreme Court made NIL possible through its ruling in NCAA v. Alston (2021). The reality is that Alston had nothing to do with NIL or even compensation for playing sports. The Supreme Court held that the NCAA and its member institutions violated federal antitrust law by agreeing to limit each member’s opportunities to compensate college athletes for education-related expenses. Those expenses included costs related to study abroad programs, postgraduate scholarships, vocational school scholarships, technology fees and other costs that are connected to education. Given that a core mission of the NCAA and its members is to provide quality education to college athletes, rules that make it harder for schools to defray education costs are conceptually problematic. The antitrust hook was that colleges and conferences are competing businesses. When competitors join hands to price fix—whether it be coordinating how much to charge consumers for a product or service or how much a college can reimburse athletes for their costs of education—that’s a potential antitrust law problem.” McCann goes on to submit that it’s far from a given that SCOTUS’ Alston decision “served as a warning to the NCAA that it could not restrict athletes’ economic rights, be they about playing sports or NIL. … Even if Alston could be expansively read as lending support to college athletes using NIL, that support would only relate to antitrust scrutiny of NIL rules. If the NCAA legally challenges NIL statutes, the challenge wouldn’t occur under antitrust law. It would take place under constitutional law, specifically the Commerce Clause and the Contract Clause. The gist of that legal attack…would be to portray state NIL laws as unconstitutionally preventing the NCAA from enforcing rules nationally and as interfering with compliance of rules member schools contractually accepted.” More. Penn State Football HC James Franklin tells On3’s Andy Staples and Ari Wasserman that “I’m in a situation now where, for really the first time here at Penn State, we have the alignment that I’ve been pounding on the table for for 12 years.” Specifically, Franklin explains the Nittany Lions have invested in football in the same way that Michigan, Ohio State and Oregon have in the conference: “You’ve seen that type of commitment with some of the things we’ve been able to do.’ Staples notes that “the most glaring example is something that would have seemed sacrilegious a few years ago: taking millions of dollars to name the field at Beaver Stadium. West Shore Home, a remodeling company founded by Penn State alumnus B.J. Werzyn, is paying $50M over 15 years to name the field.” All that said, Franklin asserts: “I’m not going to allow people to not recognize the consistent level of success that we’ve had, that 99% of the programs in the country would die to have. … We’ve been one of the most consistent programs in the country and, to be honest with you, probably the most consistent Penn State’s been since joining the Big Ten.” But, Franklin adds: “I also totally recognize and own that we have to take that next step in our biggest games, in our biggest moments.” (link); Full interview. Sportico’s Daniel Libit points out Coastal Carolina, on paper at least, “has quite literally nothing to lose” by offering free concessions at football games next season. “That’s because the school has for several years reported $0 in revenue from concessions, programs, novelties and parking on its annual athletics revenue and expense disclosures to the NCAA. In 2022-23, it was one of only two FBS public universities to throw up the goose egg on this line item, according to Sportico’s college sports finances database.” Chanticleers Senior Assoc. AD/Chief Revenue and Business Intelligence Officer Matt Harman tells Libit that stems from the Chants’ concessions deal with Aramark. CCU signed a $43.4M dining services contract with the company in 2020 that runs through July 2027. The deal includes student dining as well as athletics concessions, meaning the athletics department has never directly collected revenue from game-day food sales. Libit adds: “As athletic departments nationwide look to squeeze every dollar from existing revenue streams, CCU’s arrangement with Aramark makes this one of the easiest financial sacrifices a school can make in the name of fan appreciation. That said, Harman insisted that as an auxiliary unit of the university, athletics still was mindful of its financial impact.” (link)

Sportico’s Daniel Libit takes a look at how Colorado and Syracuse went about petitioning the NCAA to play a joint spring football scrimmage and explains that on “March 19, Colorado formally requested legislative relief from the NCAA through its Requests/Self-Reports Online (R/SRO) portal. The request specifically sought an exemption from NCAA Bylaw 17, which restricts schools to intra-squad scrimmages or spring games against teams composed of ‘bona fide alumni or students.’ Colorado instead sought permission to scrimmage against another Division I program.” CU Assoc. AD for Compliance Rob Rosner wrote to the NCAA: “If this waiver is granted, our institution would be able to follow a similar pattern that has been used at the highest level of football, in which NFL teams engage in joint practice sessions during the pre-season. The waiver would intentionally provide an opportunity for our football coaching staff and sports medicine staff to limit the total repetitions for football [athletes] in live scrimmage situations.” Rosner also referenced a 2019-20 NCAA proposal that would have allowed joint preseason football engagements but was tabled because of the COVID-19 pandemic. “Our institution feels that circumstances in college athletics have drastically changed since the original proposal was put forth in 2019. This legislative relief waiver seeks to provide a meaningful opportunity to safeguard the well-being of our football student-athletes, as well as those of our opponent.” More from Libit. (link)

The women’s hoops Sweet 16 averaged 1.7M viewers, per Front Office Sports’ Colin Salao, who notes that figure is down 29% vs. 2024 but up 39% over 2023. The most-watched games were Texas vs. Tennessee (2.9M) and Notre Dame vs. TCU (2.5M) (both on ABC), followed by Connecticut vs. Oklahoma (1.9M) and Maryland vs. South Carolina (1.7M), both of which were on ESPN. According to SBJ’s Austin Karp, viewership for the NCAA Men's Basketball Tournament “is flat headed into Final Four, but that may not be a bad thing for Final 4 numbers with big teams this year. Tourney +3% vs same period 2023. Elite 8 down 10%, but 2024 had benefit of Easter Sunday window (Elite 8 was +4% from 2023). When looking at ‘windows,’ which is how CBS Sports/TNT Sports sell ads for the men's tourney, the event is averaging a combined 9.4M viewers heading into the Final Four (4 networks) When looking at a per-game average, men's tourney games are averaging 3.7M viewers.” (link)

Tariff Talk…
+ President Donald Trump says he’s settled on a plan for his latest batch of tariffs expected to take effect tomorrow but declined to reveal what he’s decided. The Wall Street Journal notes: “All eyes will be on what Trump has decided: whether to apply a universal tariff, of up to 20% on all imports, to virtually all U.S. trade partners, or levy individual tariff rates for all countries that could be subject to negotiation—the so-called reciprocal tariff approach. (link)
+ Rebar, structural steel, piping and ductwork are all facing price volatility due to expected tariffs from the Trump administration, according to Skanska USA Building EVP of Project Planning Steve Stouthamer. While reports indicate the Trump could roll back the ultimate scope of this action, contractors say just the threat of tariffs can have an immediate impact on material costs, according to Construction Dive’s Sebastian Obando, and Stouthamer tells him: “Steel prices have increased 15% to 25% since the beginning of January and aluminum is also up 8% to 10% from the beginning of January. The Trump administration has indicated Canadian lumber will be included in the reciprocal tariffs which are set to take effect on April 2. Lumber has already seen a significant increase, 10% to 15% in cost, in anticipation of this tariff.” Stouthamer also explains that “at present, we are not expecting a near-term impact on project timelines. If there is a considerable shift to onshoring manufacturing, supply chain schedules could be constrained, but this is not like the situation we experienced during the pandemic where the supply chains were impacted by global shutdowns. … Projects can benefit by investing additional time into the mapping of the specified materials for the project to determine their source, if those sources are impacted by tariffs and whether alternative products and sources could mitigate financial risk.” (link)

Illinois State AD Jeri Beggs’ four-year contract is slated to go through June 30, 2029, and Beggs will earn a base salary of $245K with the opportunity to take home an additional $20K in bonuses each year, according to CollegeAD. The contract can be terminated without cause by either side at any time with neither party owing a buyout. Should ISU end the contract early, Beggs can return to the faculty at her most recent salary. (link)

The Capital Gazette’s Bill Wagner offers a list of potential candidates to succeed Navy AD Chet Gladchuk that includes Kansas State AD Gene Taylor, Johns Hopkins AD Jennifer Baker, Michigan Football GM Sean Magee, St. Bonaventure AD Bob Beretta, Midshipmen Deputy AD Eric Ruden, and Midshipmen Deputy AD for Administration Robb Dunn. Wagner writes of Taylor: “It is unclear whether the Naval Academy could afford Taylor and he certainly would be considered a dream candidate. Taylor began his career in athletic administration at the Naval Academy and still has great fondness for Annapolis and the institution.” Wagner notes Baker and Magee are both Naval Academy graduates while Ruden and Dunn have spent the last 24 years and 18 years in Annapolis, respectively. Beretta, meanwhile, spent 34 years in athletics at Army West Point. (link)

JohnCanzano.com’s eponymous publisher expects the Pac-12 to have its media rights deal finished in the next couple weeks but adds: “If April 15 arrives and there’s no deal announced, I’ll start to ask more pressing questions. On the expansion front, the list of schools hasn’t changed. But some tiers are becoming clear within the list. For example, I think the top three candidates are obvious and any of them could come as a standalone. Beyond that, there are a few schools (Tier 2 and 3) that would only be considered by the Pac-12 if they came in conjunction with some others. Tier 1 (not in order): UNLV, Memphis, Texas State. Tier 2: Tulane, UTSA. Tier 3: Nevada, Rice, South Florida, North Texas.” Canzano also shares a “dirty little secret” that “when San Diego State and SMU were on standby and ready to enter the Pac-12 in 2023, they were both willing to come at a zero media-rights distribution in the first year. I suspect Texas State would be willing to do the same with the Pac-12 given that they’d be theoretically stepping into a conference that will distribute more in postseason revenue (football and basketball). A willingness to take a zero distribution pushes Texas State up the list of expansion candidates in my mind. I still value geography. I had one Pac-12 athletic director tell me he wasn’t interested in shipping athletes in Olympic sports to multiple time zones. That recent comment cooled me on the South Florida, Memphis, and Tulane possibilities,” but the possibility of adding them for football and basketball only could address that concern. Asked whether the Mountain West or Pac-12 could best withstand a lengthy legal proceeding, Canzano notes the Mountain West is “eager to settle the case and needs cash to honor its commitments to the remaining schools. … I reached out to some lawyers who specialize in antitrust cases. One of them told me: ‘It is very difficult to convince a judge to dismiss a case this early, so the Pac-12 knows they are in a stronger position.’ That’s why the Pac-12 publicly says it’s interested in talking about a settlement with the MW, but isn’t jumping up and down and eager to get mediation scheduled.” (link)

With the NCAA rewarding conferences financially for their performance in the Women’s Basketball Tournament for the first time this year, each conference will eventually be paid about $252K for every game its teams play in the 2025 event before the final. Here is a breakdown of the “units” for each conference, per Sportico’s Eben Novy-Williams and Lev Akabas: The SEC, which placed 10 teams in the tournament, will play 30 games before the final and therefore earn 30 units, good for an eventual $7.6M. The Big Ten is next at 28 units for $7.1 M, followed by the ACC with 19 units for $4.8M, the Big 12 with 15 units for $3.8M, Big East with six units for $1.5M, Ivy League with four units for $1M, Atlantic 10 with three units for $757,500, the Summit, CAA and SWAC with two units each for $505K and 21 conferences with one unit each, for $252,500 per league. (link); William & Mary picked a good year to make its first NCAA Women’s Basketball Tournament, according to Front Office Sports’ Alex Schiffer, who reports the CAA will receive two units totaling ~$226K for the Tribe’s two games. The conference has yet to determine how it will distribute the revenue, but Tribe AD Brian Mann quips: “I think my vote just shifted to 100% going to the school that secured the unit.” Beyond the tournament units, Mann explains the department is already seeing a payoff for the women’s performance: “I think there’s a lot more impact to be realized. In a typical year we have somewhere between 50 and 60 people that donate to our women’s basketball program and we’re already up to over 200. And that’s from all over our alumni base who want to support what happened.” (link)

Houston Men’s Basketball HC Kelvin Sampson says conversations about the House settlement have been unavoidable, telling On3’s Nick Schultz: “We’ve all had to have those conversations. The real conversations had to [be between] the athletic directors and the presidents. That’s where the conversation started. … But the conversations between the ADs and presidents, the football coach and basketball coach are right behind them. What are we doing here? How are we going to handle this number? What’s the disbursement like? What percentages are we looking at? We have to know because we have to recruit a roster.” As for how much rev-share the Cougars will allocate for hoops, Sampson remarks: “This game is going to tell us what they’re going to do. … We used to be in control of this game. No. Nobody controls college basketball. We just sit and figure out what to do next. So right now, here’s what we’re dealing with. Next year, who knows where it’s going to take us. It’s been 25 years since a Big Ten team won the men’s basketball national championship, and The Inside Zone’s Matt Fortuna looks back over the years to determine how many times the league had a legitimate contender and concludes there were only six: last year’s Purdue team, the Wisconsin teams in 2014 and 2015, Michigan in 2013, Ohio State in 2007 and Illinois in 2005. “This year’s SEC alone had seven teams make the Sweet 16. There have been other national runners-up — 2018 Michigan, 2009 MSU, 2002 Indiana — but each got blown out by far superior teams. How does this happen in a megaconference with more money to spend than anyone? The ACC and Big East each has eight national titles from four different schools during this stretch. The Big 12 and SEC each has three national titles from two different schools.” Former Maryland HC Kevin Willard’s decision to leave for Villanova is further evidence the conference is trending in the wrong direction, per Fortuna, who writes: “Chalk it up to one disgruntled coach at a school with a leadership vacuum, if you wish. But history — generational history, at this point — says that something needs to change if the Big Ten wants to be taken seriously as a national contender in men’s basketball.” (link)

Coastal Carolina is partnering with Aramark to allow fans to eat free at Chanticleers football games inside Brooks Stadium this fall. Specialty items, food from outside vendors and alcoholic beverages will remain available for fans to purchase. Chanticleers AD Chance Miller: “We’re always looking for ways to elevate (fans’) game day experience. We’re excited to offer free concessions this fall as a way to say thank you for the energy, passion and support they bring to Brooks Stadium every game. This is one thing we can offer back to fans that show up every weekend when there are a million other options for things for people to go do with their families.” As for the logistics, Miller tells The Athletic’s David Ubben that "people might think the lines will be packed, but you avoid the time lost paying for it and ringing it up. You save the time, and it’s a grab-and-go type of feel.” Miller expects spikes in group tickets and single-game tickets sales will cover the losses from free concessions, adding: “We need to continue to build the fan base. We’re just in a different spot than other schools. That doesn’t mean we don’t need additional help to try and compete and play in the revenue space or the revenue share space and additional scholarships, but there are different ways to do that. I think if you treat your fans right and you build that base correctly from the ground up, those people are going to get back to you.” (link, link)

Dollars and Cents…
+ Chattanooga has received a seven-figure gift from the Steiner family to support a women’s athletic complex that will include new competition and practice facilities for women’s soccer, new locker rooms for women’s beach volleyball, and new practice facilities and locker rooms for softball. (link)
+ The WNBA is in the final year of its CBA, which complicates the picture for women’s hoops student-athletes contemplating whether to enter the draft, according to Front Office Sports’ Colin Salao, who explains: “Players are expected to ask for significant salary increases in the next CBA. Next season, the minimum salary for a WNBA player is $66,079, per Spotrac, while the max is only about $250K. The expected salary increase in 2026 is why every single WNBA player who is not on a rookie contract will be a free agent next offseason. While it’s possible the CBA negotiations include an adjustment for players under contract, there is no assurance. That could be a deciding factor in NCAA prospects returning to college instead of going to the WNBA and locking into a multi-year rookie deal in 2025. There have already been indications that the WNBPA would be willing to reach a work stoppage with the WNBA if both sides can’t agree on a new CBA.” (link)
+ Massachusetts Chancellor Javier Reyes announces the university is instituting tighter oversight on spending as it relates to salaries, capital projects and non-personnel expenditures. The school is also reducing graduate admissions in some departments and notifying some prospective graduate students that they will not be able to study in Amherst. Reyes insists these measures do not represent budget cuts or a hiring freeze, but are about using care in and limiting discretionary spending, including on travel to conferences and purchases of equipment. All non-personnel expenditures that are more than $50K will require approval from a department head, including Minutemen AD Ryan Bamford and UMass Lowell AD Lynn Coutts. Reyes: “With more than $150M in annual federal funding now potentially uncertain, we have asked our schools and colleges to take action to ensure their graduate admissions plans are financially sustainable.” (link)

Legal Matters…
+ Longtime Indiana men’s basketball trainer Tim Garl will not be retained after 44 years with the Hoosiers. Garl was added as a defendant in the federal class action lawsuit filed against the school by former basketball players including Haris Mujezinovic and Charlie Miller over the conduct of former team physician Dr. Brad Bomba Sr. According to the complaint, Bomba subjected the players to “medically unnecessary, invasive, harassing, and demeaning digital rectal examinations” during their required annual physical examinations. The complaint states that as Bomba’s direct supervisor, Garl had “actual knowledge of and participated in Dr. Bomba Sr.’s constitutional violations by continuing to assign IU’s student athletes to Dr. Bomba Sr." Garl was reportedly told by Hoosiers AD Scott Dolson the change was being made because new Men’s Basketball HC Darian DeVries wants a “fresh start” for the training staff. + Former UCF Football AC Ted Roof’s breach of contract lawsuit against the school has been moved to June 22, 2026. It was previously set for Jan. 19, 2027, according to the Orlando Sentinel’s Matt Murschel, who notes a hearing is set for May 22 to discuss a motion to dismiss by UCF. (link)
