More from last month’s Championships Committee meeting as the committee recommended a $10 per diem increase in 2025-26, with $5 annual increases thereafter. The group will also continue to discuss implementing a high-cost city per diem. The Gulf South has received a Football AQ waiver for 2025-26 as it will have only four football-playing members this upcoming season, with the league having to apply for another waiver should it need one for 2026-27. Also: “The committee acknowledged that as a compelling circumstance that did not offer the conference the time necessary to rectify the situation.” The committee did not support the addition of video review requirements for Women’s Volleyball regional hosts, pointing to the financial burden and a “lack of data to support whether these enhancements are necessary and/or would be effective.” Also, the championship bench size for Men’s and Women’s Soccer has increased from 32 to 36, noting the move has no budget impact and improves the overall student-athlete experience. With the higher ed enrollment cliff looming (2025 is expected to be the peak for high school graduates), the Western Interstate Commission for Higher Education (WICHE) described a more gradual drop over the next 15 years than the cliff metaphor suggests, though it also projected a slightly larger decline overall than previously expected. VP of Policy Analysis and Research Patrick Lane: “The decline is coming. Whether it looks like a cliff or sort of a slowly sliding downward trend … that’s the really big question.” Regardless, Lane emphasizes it’s time for institutions to make sure they have plans in place. “The reason that we’re pretty confident about this is because you can’t create 18-year-olds out of nothing. There just aren’t the bodies anymore.” Meanwhile, outcomes by state can vary widely, with some states, including Texas, Florida, Idaho, North Dakota, Tennessee and South Carolina, actually expected to see increases in the number of high school graduates. Others, including California, New York and Illinois, are looking at decreases of at least 20%. While the cost of college has increased at a slower rate in the past few years, it can still be cost-prohibitive for many, and Husch Blackwell Senior Education Consultant Chuck Ambrose says: “College costs too much. It takes too long. At the end of the day, you’ve got to borrow to pay, which leverages all that potential over a longer span” before benefits are realized. More from Higher Ed Dive’s Ben Unglesbee. U.S. District Court Judge Karen E. Schreier has ruled that South Dakota’s lawsuit against the NCAA should proceed in state court after the association previously sought to have the case moved to federal jurisdiction, in which Sportico’s Daniel Libit notes it would be easier to dismiss. Libit adds that Schreier “remanded South Dakota’s case back to the state circuit court, where it had originally been filed. In turn, [South Dakota AG Marty] Jackley filed a motion Monday for a preliminary injunction in Brookings County, seeking to block the NCAA from withholding funds from the state’s two Division I schools to cover the settlement costs.” Jackley argued in the filing that “having profited handsomely from their student athletes for decades, the Power 4 schools can better afford their proportionate share of the damages than publicly funded state universities like the University of South Dakota, South Dakota State University and hundreds of other state schools.” Jackley in a statement: “We intend to stop the NCAA from forcing South Dakota’s Universities and students to be responsible for $8M in the NCAA’s mistake." Cal State East Bay, San Francisco State and Sonoma State are reportedly considering merging operational services, including all finance and administrative services and more, as the Cal State University System faces a $375M budget cut in the proposed 2025-26 budget. Cal State East Bay President Cathy Sandeen writes the San Francisco Bay Region Network proposal is in no way a merger of the institutions, adding that more information will be presented later this spring. CSU System Chancellor Mildred García on the budget and enrollment cliff: “The state's fiscal challenges are real. The legislature and administration will have to make difficult choices to balance the budget. We must continue to prepare for contingencies, all of them. […] This shift is unlikely to change, and will increasingly diminish the impact of improvements in marketing, recruitment, admissions, and outreach to new segments of the population. The fact is that significantly smaller and decreasing populations will be available to attend these three universities for the foreseeable future.” (link, link)

The Trump administration is planning to move the nation’s $1.7T federal student-loan portfolio from the U.S. Department of Education to the Small Business Administration, “whose staff is simultaneously being cut by 43%,” according to The Chronicle of Higher Education’s Katherine Mangan. Institute for College Access and Success SVP Jessica Thompson criticized the move, saying in a written statement: “With no clear strategy, the administration has decimated staffing and oversight capabilities at both agencies while simultaneously announcing its intent to immediately transfer a more than $1.5-trillion loan portfolio between them. This can only result in borrowers experiencing erratic and inconsistent management of their federal student loans. Errors will prove costly to borrowers and ultimately, to taxpayers.” The SBA said the reorganization “is targeted to reverse the broad and costly expansion of the SBA under the Biden Administration.” (link)
