U.S. District Judge Claudia Wilken has “staked her claim as the most influential single force in dismantling the NCAA’s foundational principle of amateurism, issuing a series of rulings addressing college athletes’ rights that were cautious and methodical in their approach but, ultimately, transformative in their impact,” according to Sportico’s Daniel Libit and Michael McCann, who note that Wilken’s first college-sports related case came in 2009, at which point she’d already spent 25 on the federal bench. Former U.S. District Judge Jeremy Fogel: “I remember thinking when she started doing these cases that it’s great she doesn’t come into it with any pre-existing leaning, for or against the NCAA. Because [she did not] come in with a lot of familiarity of the college sports culture, or the downstream consequences of some of her rulings. And I don’t mean this as a criticism, just as sort of an objective observation that she probably didn’t know what might happen with them.” Jon T. King, who served as lead counsel for the O’Bannon case, recalls that Wilken “made it very clear, right from the get-go, that this wasn’t an industry she claimed to have any prior knowledge of—and that was a good thing. That meant everything would be above board, with full transparency. The discussion would be based entirely on the evidence, not on some personal viewpoint the judge might have formed from watching college football for 30 years.” Now 16 years removed from the case, King tells Libit and McCann: “The issues with college sports often carry potential political ramifications, and I think incremental change has been the right approach. She may have seen it this way—though I can’t speak for her—but there was a much greater risk of reversal, retrial or political intervention that could have undermined the lawsuits’ (O’Bannon’s and those that followed) impact. The way things have moved forward, though slowly, seems to be the most sustainable path.” (link)

Texas AD Chris Del Conte covers several topics with the Austin American-Statesman’s Cedric Golden and the Houston Chronicle’s Kirk Bohls, including the hire of Men’s Basketball HC Sean Miller, the women’s basketball team’s run at a national title and how the industry is evolving via NIL and revenue-sharing, and more. Del Conte explains that “I firmly believe what is getting lost in this argument is the ability to educate young people, to change your life through education. We’re talking about, ‘Oh, we’ve got to have publicity rights’ – the reality is only 2% of our young people go pro. Doing a yeoman’s job of getting young people to come to the University of Texas, get an incredible degree and get a job and become productive citizens is the basis of what we do. And when they went from a scholarship limit to a roster limit, we decided that we were going to focus on fully funding those roster limits to their fullest.” Del Conte also points out that “college athletics – outside the GI Bill – provides more free education for young people in this country, and with only 35% of the United States population having a college degree, our responsibility is to educate young people to go maybe sit in your chair, sit in my chair, become a lawyer, a doctor, whatever it may be.” Del Conte goes on to say that by moving from one school to the next while “chasing a bag,” student-athletes are “devaluing [their] long-term opportunities…and sometimes it’s the lowest denominator you’re trying to go to because ‘they have a bag,’ and that’s so wrong.” More from Del Conte. Montana State AD Leon Costello joins the FCS Football Talk podcast to talk about several topics, including opting into the House settlement, roster limits, realignment in the West, the overall football landscape and more. Costello explains that as it relates to roster limits, the Bobcats, unlike many FCS schools, didn’t have an issue. “Our football number hovered between 107 and probably 109, so through natural attrition of graduation and kids leaving the program, that 105 number for us was not hard to get to. And really the only other sport that we had a little bit of an issue was women's track and we were three over. And again, through natural attrition that number for us wasn't going to be hard to meet.” From a recruiting and operational standpoint, Costello believes opting into the House settlement now gives the Bobcats an advantage. “I think being able to say we're opting in and we're going to participate and being able to give student-athletes some more benefits – obviously limited with what our resources are – but to say that we're doing that, I think, will help us earlier in recruiting than the schools that don't. I think that is a definite advantage, but it also allows us to get our mechanisms in place on, ‘Hey, how do we do this?’ So we're dealing with all of that now to be ready for the settlement update on April 7, but also hopefully the July 1 implementation date. We’re going to have all that stuff ready to go and then as more people are opting in a year from now, our systems are already set up. … Then we can focus on generating the resources to be able to share with the student-athletes.” Was there any communication between Montana State and the Mountain West regarding potential membership? “Zero. Men’s and women’s basketball teams, including those still playing in their respective NCAA Tournaments, are scrambling to spend money and sign players before Monday’s House settlement hearing, and Auburn HC Bruce Pearl tells Yahoo’s Ross Dellenger: “Everybody is playing, ‘Beat the clock.’ It’s obviously really challenging. It presents even more challenges for us because of what our focus is. … I have personally looked at the kids we really want, but my staff, in between watching games, has taken a lot of it. We are focused on two to three guys [in the portal]. The rest, we are reaching out and saying, ‘Look, we are busy right now. If you’re still available come Tuesday, we have some interest.’” One basketball agent says the situation is “f***ing bananas,” and a hoops GM calls it a “pre-settlement cash dump.” And there’s this from an athletics administrator for a team who is competing in the Final Four: “Everyone has been calling it The Wild West. Well, the next seven days, it will be the Wildest of the West. Monday is D-Day.” South Carolina Men’s Basketball HC Lamont Paris, as well as many stakeholders in the sport, believe that a power conference starter is valued at seven figures, and one agent tells Dellenger his client just transferred for an annual salary of $2M starting next year. + The Big Sky has reportedly increased its buyout from $250K to $1M, per CollegeAD, which adds Sacramento State’s push for FBS membership played a role in the increase. (link)
+ The LSU athletic department is not subject to the cost-cutting measures the university announced for all departments last week. The school will withhold 2% of each department’s budget, with 75% of that money going to a fund to support academic and research initiatives. LSU Faculty Senate President Dan Tirone says he “would certainly hope that, moving forward, if they do have surplus in their budget that they would want to support the academic side of campus as they have in the past; however, he acknowledges that “I think that athletics has some questions about their own financial status at the moment, given some of the changes with the NCAA and some of the obligations they may be taking on.” (link)
+ ULM students voted in favor of an athletics fee, and Warhawks AD John Hartwell says: “We don’t take this lightly. We know that a lot of our students have to pay their own way through school or work or their parents don’t have a ton of means to pay for them. We understand that. Church Church Hittle and Antrim Partner Todd Shumaker outlines what comes next for NCAA enforcement if/when the House settlement is approved, and writes in an SBJ guest column: “First, any new process must meaningfully incorporate experienced decision-makers who understand college sports violations and their impact on the world of college sports. … Second, any new process cannot be adversarial. This seems nonsensical, but it is also mostly where NCAA infractions processes have gone wrong in the past. In fact, much of the discussion around reforming college sports investigations has focused on the exact opposite, touting the need for subpoena powers in college sports. These powers are great…when the stakes are extremely high and the circumstances call for thorough investigations, even if it takes a lot of time. While subpoenas certainly allow for investigators to collect more information less voluntarily, it also invites the legal process into investigations. Subpoenas can be challenged – or ignored – which takes courts to resolve.” Shumaker goes on to posit that a new process must have “truly collective ownership. … The NCAA has always been an easy place to lay the blame for poorly policing violations, but it is not the cause of ineffectiveness. The expectation that a membership association’s investigation can simultaneously provide fair process with timely results and harsh penalties, all while the members challenge the process when they are actually in it, is the underlying problem. Replacing investigation with dispute resolution, putting the responsibility to timely produce and cooperate on the shoulders of all parties, and attaching agreed-upon penalties for both failures in the process and violations of underlying rules might get closer to those goals.” (link)

South Carolina Women’s Basketball HC Dawn Staley believes GMs for women’s hoops are “necessary” to navigate the transfer portal, especially for teams who are still playing. “I don’t know if we’ll call it GM, but it will be some of the duties of a GM. It’s a lot of money in the space. … We need somebody singularly focused on that movement and ways in which we need to navigate in that space, so that if we’re here at a Final Four, the GM can be taking care of some of the stuff that we have to take on now.” UCLA HC Cori Close observes that “there’s two sides to this. One is what is best for the student-athletes and what is best for our game. The part that concerned me a little bit about the game part is how quickly athletic departments were trying to fill coaching positions so that they had people in place during the transfer portal opening.” Staley goes on to remark: “We’re in the Final Four. We’re talking to parents. I’m talking to people in the transfer portal. I’m talking to agents. It’s a lot, but if you’re not someone that can easily pivot, this thing will swallow you up. We’re fortunate that we’ve been working in chaos for a long time.” (link)

How does Kansas State Football HC Chris Klieman feel about the state of college athletics as an industry? “I still think the industry of college athletics is a disaster. It just is." Klieman adds that “during this month of April – it's not our decision as coaches and not our decision at Kansas State – but the industry-wide decision because of the House settlement and because of different legality things and litigation, we've got to remove a lot of kids from the program and it sucks. … I’ll be honest with you. There's a lot of kids that want to be here, want to stay here, that we can't have in the program. There are kids that are paying their way, that have put a lot of blood, sweat and tears into this place. Kids that are invested academically. Now those kids have to make a choice. It's frustrating to me because I don't understand why the number came about of 105. Why can't we slowly bring it down? I don't even know who decided it, but as a lot of us coaches talk about it, we're not in those meetings. We're not in the rooms. The practitioners and the guys that have their boots on the ground everyday aren't in the meetings that decide some of these things. I'm sure it happens in other sports as well, but in football in particular. Make no mistake, I'm not in favor of this at all. We have a lot of kids that want to be in the program that are not going to be able to be in the program. Then we also have the transfer portal happening in the month of April. There are some positives with that, in kids that maybe won't make your 105 will have the opportunity to go on and play somewhere. I think that's great. The negative, which you all know and can assume, is our best players are getting contacted every day right now." (link)

A crime ring is traveling around the nation and inviting student-athletes to parties where there's gambling with the goal of putting the student-athletes in debt and compromising them for future exploitation, according to Southland Commissioner Chris Grant, who tells ESPN: "What we found out is they're going into towns, throwing parties and having events, getting guys to come. And when they come to these parties, they get [players] to gamble on site and [then say], 'OK, well you owe me X amount of dollars on the back end.' … For us, it seems to point back to an organized crime ring that's not just localized in the Southland footprint. It is going on around the country." Grant notes the league has hired IC360 and explains that “from a president and commissioner standpoint, I want that preventive care on what to look out for before getting in compromising situations, ending your eligibility, ending the season for a team and mistakenly doing it.” NCAA Managing Director of Enforcement Mark Hicks says the system overall is “fragile” and “in terms of educating athletes, we [constantly repeat that] you don't have to be the star player in order to be at risk. That is something that is a key message point in every delivery session on campus. That's why they go to Divisions I, II and III and speak to all high-profile athletes and also nonrevenue-generating sports to drive home that message. You know it can affect everyone in every sport regardless of your competition level." (link)

CSU will have a pool of $1.2M for assistant coach and support staff compensation. If Farokhmanesh leaves before the contract expires, he would owe the Rams 33% of the remaining contract value. Legal Matters…
+ U.S. District Court Judge James R. Sweeney II has ruled that neither Butler nor Senior Assoc. AD for Student-Athlete Health, Performance and Wellbeing Ralph Reiff had a legal duty to protect four current and former women’s soccer student-athletes from the alleged abuse perpetrated by former Asst. Athletic Trainer Michael Howell. Additionally, any claims falling outside the statute of limitations, which is two years in Indiana, were also dismissed. Sweeney has allowed the vicarious liability claims against Butler to proceed, meaning the university could still be held responsible for the alleged misconduct committed by Howell. Unless the plaintiffs settle, a jury will decide whether Howell’s actions occurred within the scope of his employment, which could result in Butler being held liable for his conduct. However, a jury trial will not commence until Howell’s bankruptcy proceedings, which he filed on Jan. 14 of this year, are resolved. (link)
+ Tulane has suspended QB T.J. Finley after he was arrested for possession of stolen property over $25K. Court records show the case revolves around a Dodge Ram that was reported stolen in Atlanta. Tulane officials say they are aware of the incident and that Finley “has been suspended from the football program pending the outcome of the case." (link)
+ The parents of former Bucknell football student-athlete Calvin "CJ" Dickey Jr. have filed a lawsuit against the university after Dickey collapsed on the field last summer and eventually passed away. Dickey’s collapse was due to sickle-cell related rhabdomyolysis, and the family, which says it made Bucknell aware of Dickey’s condition, wants to know what happened leading up to the collapse. The university declined a request to comment. (link)
+ The Philadelphia Phillies’ motion to block rival teams from accessing analytics platform Zelus Analytics and its parent company, Teamworks, was denied Monday by the Common Pleas Court of Philadelphia County, which found that the Phillies “failed to meet the standard for relief or satisfy all elements to obtain the extraordinary restrictions that they sought to impose.” (link)

College Football Playoff leaders are meeting in Dallas today, and multiple sources indicate to ESPN’s Heather Dinich that “there's strong support to move to a straight seeding model this fall while continuing to include the five highest ranked conference champs. There are some, though, who want to tie that discussion into 2026, as the commissioners are expected to have more substantive talks about the format in 2026 and beyond. How that conversation unfolds will determine if they can reach the unanimity required – and if it happens today.” (link); ESPN’s Adam Rittenberg reports the “CFP meeting in Dallas has wrapped and, as expected, no votes/decisions were made on seeding and format for 2025 and beyond. Executive Director Rich Clark called today ‘an extension’ of the annual meeting later this month” and noted CFP leaders are “walking down the path of some decisions.” (link)

According to Sports Illustrated’s Bryan Fischer, Power 5 conference commissioners “are expected to pick up the pace after the Final Four in leading a process to hire a CEO to oversee” the joint LLC that will focus on post-House enforcement. “Executive search firm Egon Zehnder has been retained as part of the search process for the position, a notable move given the European-based firm is not heavily involved in the college athletics space compared to some of its peers. The thinking is that this CEO, alongside a small team of investigators and lawyers, would operate like how NFL commissioner Roger Goodell does with regard to doling out punishments to schools who try to circumvent the hard cap when it comes to compensating players. The wide variety of potential penalties have not been finalized, but early concepts range anywhere from a fine for the school involved to suspensions for coaches or administrators involved in the rule breaches.” Meanwhile, Fischer reports that “momentum is also fading when it comes to getting a crucial antitrust exception…from Congress, a key factor in stemming the tide of court orders that popped up in recent years. The House Subcommittee on Health, Employment, Labor and Pensions is holding a hearing Tuesday. On Wednesday, over 100 conference commissioners, athletic directors, coaches and student-athletes are set to visit Washington, D.C., to lobby lawmakers in what is being labeled ‘College Sports Day on the Hill.’ Despite such meetings, however, there has been little actual movement toward getting a bill to the floor.” (link)

Front Office Sports’ Amanda Christovich notes the Big 12 sent seven teams to the NCAA Men’s Basketball Tournament, “four of which made the Sweet 16 (tying a record), and two of which made the Elite Eight,” and one of which made the Final Four. While the SEC’s success has dominated the headlines, Big 12 Commissioner Brett Yormark tells Christovich: “I would say we’ve been a little overlooked. In college basketball, you’ve gotta do it over a period of time. And it’s going to be an extended period of time—and that’s what we’ve done.” Yormark also notes that three of the four Sweet 16 schools (BYU, Arizona and Houston) joined the league in the latest round of realignment. “We as a conference got a lot deeper and, in fact, stronger through expansion specifically in the area of men’s basketball. Which has been a wonderful positive for the conference itself.” While Yormark did not comment specifically on schools' plans to distribute revenue, he did note: “Our schools have made the appropriate investments to date to get us where we are. I anticipate that continuing.” (link)

Two board members of the Cal-focused California Legends Collective have announced they will no longer personally donate to the organization they oversee until the school meets their singular demand: Put newly hired GM/longtime NFL HC Ron Rivera fully in charge of Cal football the way Stanford has with Andrew Luck. California Legends President Kevin Kennedy: “We all have to acknowledge that we haven’t achieved everything we wanted to achieve. So the story is still being written. We’re still working to kind of create the most competitive team possible — and teams possible — and, honestly, have Cal’s athletic success match academic excellence.” Kennedy goes on to ask: “You don't hire Mario Andretti and ask him to sit in the passenger seat, right? … Until I know the answers to the questions I posed above, I won’t personally invest more money in this enterprise. More importantly, I cannot in good conscience ask any of you to do the same. I simply do not believe that Cal football can possibly succeed without some significant changes to how we have operated to date.” A second message came from Bear Insider publisher Greg Richardson, who is also a member of California Legends, and reads, in part: “For now, we will be refraining from donating to the program and further will not encourage any of you to do so. Instead, regardless of your feelings, we strongly suggest you reach out to Chancellor Lyons and share how you feel about the state of Cal Athletics, Jim Knowlton as your Athletic Director and how you believe he can best support Ron Rivera as the Cal Football General Manager.” (link)

Wichita State AD Kevin Saal, in an update on the men’s basketball program, notes that “since January of 2023, privately funded NIL/Revenue Share resources to support men's basketball have grown 518% and Wichita State has developed a reputation of character and integrity in the NIL/Revenue Share environment.” That said, Saal explains: “Analyzing NIL/revenue-share data for the programs participating in the 2025 NCAA Sweet 16, it is reasonable to conclude that while we've witnessed substantial short-term growth in our resources, our current 2025-26 NIL/revenue-share allocation needs an additional $1M to elevate overall roster talent/depth and compete at the national level of excellence we've all come to expect.” (link)

Grambling State Football HC Mickey Joseph suggests a creative solution to make the transfer portal more tractable: “We understand. I think the kids understand if they’re here and if they’re sophomores and they have a big year, and a Group of 5 or Power 5 [team] approaches them and they have the finances to pull them out of there, and I can't match the finances, then you know what? They’re going to go. That’s part of it. The coach has been doing it for years, so we shouldn't get mad as coaches when these kids make decisions to take care of their family. It’s like I said, I'm going to say it again, coaches have been doing it for years. But I also think there needs to be a buyout if they move up. If they move up from me and go to a Group of 5 or Power 5, I should get some kind of compensation for that. So, NCAA, if you’re listening to me, I need a buy out.” (link)

The U.S. will host the 2031 FIFA Women’s World Cup, while the United Kingdom will host the 2035 event. FIFA President Gianni Infantino: "As part of the bidding process, we received one bid for '31 and one bid, valid bid, I should add for '35. The '31 bid is from the United States of America and potentially some other Concacaf members together and the '36 bid is from Europe from the Home Nations so the path is there for the Women's World Cup to be taking place in '31 and '35 in some great countries and some great nations to boost even more the women's football movement." Nike shares fell 14% as stocks across the board plummeted Thursday, “sending the S&P 500 back into correction territory for its biggest one-day loss since 2020,” according to CNBC’s Brian Evans, Jon Melloy and Pia Singh, who add: “The broad market index dropped 4.84% and settled at 5,396.52, posting its worst day since June 2020. During both the Great Recession of 2008 and the more recent COVID-19 pandemic, franchise valuations continued their upward growth.” Novy-Williams goes on to explain, however, that “the new tariffs threaten to buck a strong tailwind for in-person sporting attendance,” and “Vivid’s entire business is inextricably linked to demand for live events, either as a resale marketplace or as a broker. The first item listed in the risks section of its most recent 10-K filing is, ‘We are adversely affected by decreases in the supply of and/or demand for live concert, sporting and theater events.’” (link)
