NCAA President Charlie Baker met with the media at the Women’s Basketball Final Four in Tampa, says despite public pushback from the likes of UConn WBB HC Geno Auriemma on having just two regional sites, others like it: “Talk to everybody. There are a lot of coaches who do [like it]. Ask [South Carolina's] Dawn Staley. See what she says.” Baker also indicated changes to the format won’t happen before 2028: “Keep in mind that when the sites in the future were booked, they were booked with an assumption about the number of teams that would be playing there. It will be really hard to change it at this point without rebidding the whole thing. I think the [women's basketball] committee talks about this issue on a pretty regular basis. That's the reason they made the decision to go to the two sites in the first place. I'm sure it'll be one of the things they talk about because they always have a big download after the tournament's over. If they believe there's an option that would create the same fan and student-athlete experience, I'm sure they'll take that under consideration.” As for Auriemma, he doubled down after the Huskies win last night over UCLA: “I'm just telling you, the student-athletes, their experience sucks compared to the men's experience. So they want to do it on the cheap and then say how much money we're making, isn't the NCAA great. Look at the new TV package we got. And you know how much money we're making? As for if the NCAA Women’s Basketball Tournament could go fully neutral, instead of first & second round games tipping on campuses, VP for Women’s Basketball Lynn Holzman tells Front Office Sports: “As we continue to look to grow our fan base … having those campus-hosted sites has been a means for us to do that. Is that the model for the future? We have to do some very diligent, comprehensive business analysis around all of that.” (link)

SEC Commissioner Greg Sankey was on The Paul Finebaum Show yesterday from Tampa: “We need national standards for college athletics. Whether it's state legislative action that you’ve heard me talk about that’s been adopted, some that’s being introduced yet again or legal activity, we have lost the ability through the NCAA to establish those standards. That is something that Congress can do. That’s not about being a commissioner or being a conference, that’s about the interaction of young people. Our student-athletes tell us that they just want to know that when we tip off people on both sides of lines are held to the same standards. [...] We do great work doing medical care, mental wellness support, nutritional support. I’ve asked people to tell us what you want us to do more, we’ll even enshrine those (positions) if that’s the kind of oversight that Congress asks to develop the trust that I think we deserve. [...] I think the challenge at a Congressional or Federal Government level, is it goes without saying that there’s a lot happening. Be it international issues, economic issues, domestic issues. Sometimes, it seems those matters of college athletics might pale by comparison, yet college athletics is uniquely American. [...] It needs to be addressed. Among all the issues that Congress and the Federal Government faces, there is a need now to address some of these changes and create protections for young people to make sure we continue the American tradition of college sports.” Lots more. Northwestern AD Mark Jackson tells the Chicago Tribune’s Colleen Kane: “Certainly everybody’s a little bit on edge. This is all new. So it doesn’t feel comfortable, but our attitude and our approach to this is we’re going to embrace it. We’re going to find a way to adapt and change. And that’s not always easy. I get it, but it doesn’t make any sense to complain about it. It’s just like any problem. You want to get as much information as you can to find a strategic solution that, for us at Northwestern, benefits us for the long term. So that’s the message I tell myself, I tell our teams, our coaches, our student-athletes. That we’re going to be OK.” Meanwhile, Illinois AD Josh Whitman points to performance bonuses as part of student-athletes contracts that could be interesting: “Ultimately we think performance bonuses have a place. Whether institutions ultimately choose to use them or not is a different question. One of the intentions of this process is to allow each school a lot of autonomy to determine for itself how best to structure its contracts and its relationships with student-athletes to make their institution as appealing as possible.” Lots more. Boise State AD Jeramiah Dickey on the BroncoPro podcast: “This is the new era of college athletics, whether some people like it or not, and we've chosen to embrace it, and we're really consistent with our messaging. I think our vision, the 'what's next mentality' and defining our own expectations, or they're going to be defined for you. We are really embracing what's ahead of us, and choosing to see it as an opportunity. [...] It doesn't mean we're always going to win; it doesn't mean that we're always going to win championships, etc., but we are going to position ourselves. We are going to do everything in our power to support our coaches, our student-athletes, support our staff, and to serve Bronco Nation and that holds true. [...] I think this program is being watched. I've taken a lot of calls from a number of AD's and just curiously questioned what we're doing, why we're doing it, how we're doing it. And so that's a point of pride. We hold ourselves to a high standard in terms of being innovative. That blue turf that we see every day is a good reminder that we need to stay ahead of the curve and do things a little bit differently than others.” Broncos Deputy AD for External Affairs/BroncoPro Chief Administrative Officer Cody Gougler: “We've actually been working with our head coaches on a timeline and a progression that has us ready in real time right now today, having conversations with our student-athletes and their parents and at times with their agents to where we have been working with our inside and out and members of outside council to develop our specific and unique agreement that we will have our contract template for BroncoPRO and we will be prepared to put that in front of our student-athletes immediately. We think our competitive advantage here at Boise State will be making BroncoPRO more than just revenue sharing, but about the holistic student-athlete.” More. (link)

James Madison AD Matt Roan says the Dukes have yet to finalize their rev-share figure, but that could change following this month’s Board of Visitors meeting: “April’s board meeting is where tuition is set, and is largely focused on budget. That times up well with the House settlement’s anticipated date.” Roan also notes JMU still expects student-athletes who participate in revenue-sharing to take part in “quantifiable” activities: “It would be sharing revenue in exchange for revenue-generating activities, above and beyond just participating in that respective sport.” As for the future of collectives, Roan submits that “unless you’re going to be at that $20.5M cap, I don’t see the value in collectives as much as they were once there. A collective will really exist for those at that 20.5. … For those of us that have relied on a collective, in our case the Montpelier Collective, as much as we have, we’re really going to stand as an institution and as a department in the place of the collective. We’re shifting some of that burden and opportunity internal to the department instead of relying on that group of volunteers. Phenomenal group of people, but they’ll support us as opposed to us supporting them moving forward.” (link)

Washington State is “navigating the challenge of upgrading in-game elements such as the videoboard, sound system, and lights, and project the costs to exceed $12M,” according to Cougars AD Anne McCoy, who adds: “Though we are committed to this effort, these funds take time to generate and the process comes on the heels of the completion of over $35M in major facility upgrades.” McCoy goes on to write in a letter to fans: “With the collegiate landscape continuing to be very fluid, we are adapting to best situate Cougar Athletics for the future. SEC Assoc. Commissioner of Communications Herb Vincent confirms that an NIL contract template that surfaced last year was authentic but tells USA Today’s Steve Berkowitz: “After discussion several months ago about whether we should consider adopting a conference-wide NIL agreement template, this document was submitted to our schools as a draft for review but no action was taken to adopt it." Berkowitz notes that a presumptive amicus brief from Athletes.org “says — and the supporting exhibits indicate — that schools already have been putting agreements in place with athletes, with a proviso that they would become void if the proposed settlement does not receive final approval. The presumptive brief says that Athletes.org, Inc., ‘supports this proposed settlement as an initial step in the right direction of addressing long-standing injustices that have existed within college athletics ... but that does not mean, from AO’s perspective, that the proposed settlement should be approved’ because the group has ‘grave concerns,’ including about NIL contract provisions that it says ‘prevent athletes from objecting to this settlement.’ The document that the group’s lawyers said is from Arizona is specific on this point, stating: ‘To the extent Student Athlete objects to the Settlement, the Agreement shall become null and void.’” Berkowitz goes on to list some of the commonalities among the agreements that have surfaced the last several months, including confidentiality, the ability for schools to alter pay and prohibiting student-athletes’ outside NIL deals from conflicting with the schools’, among others. Boise State Asst. Professor Sam Ehrlich updates on the Schroeder v. Oregon case: “In an opinion issued this afternoon, Judge McShane of the U.S. District Court for the District of Oregon largely preserves the University of Oregon beach volleyball and rowing teams' Title IX claims against three UO's dispositive motions. 2/3 of UO's motions were largely based on procedural issues (standing/statute of limitations), so most of the opinion focuses there. Indeed, UO's only win here is on the question of whether the plaintiffs who were not at UO when the case was filed could claim equitable relief. On the merits, the court didn't seem convinced by the plaintiffs' strategy of mainly comparing the beach volleyball team to Oregon's football team, but found that such a comparison is not irrelevant and is sufficient for this stage of the proceedings. … Even if the comparison to football is ‘apples-to-oranges’, Judge McShane found that the plaintiffs did enough to show broader program-wide discrimination to survive a motion for judgment on the pleadings. Now, this case has been widely reported as a first test on whether NIL benefits need to be equal under Title IX. The court doesn't really get into that question (as, despite reporting, it's not a huge part of the complaint), but does find that the question is ‘not irrelevant’. So the takeaway here is that this case will continue into discovery and towards trial. Given how other Title IX cases have gone, especially recently -- and given the awful treatment of the UO beach team as alleged in the complaint -- not terribly surprising. But big news.” (link)

New Louisville President Gerry Bradley says he’ll be “very involved” with the athletic department as the industry continues to evolve: “It’s an amazingly challenging environment we’re living in now. I was on an ACC president’s call on Tuesday discussing these very things around [NIL]. I expect to be very, very involved in [athletics] because it’s an important part of our brand. Athletics is one of the things that people identify with the cardinal and the amazing successes our programs have had, particularly this past year. Knowing that the NIL landscape and what the cost will be is changing the business model, clearly. [Cards AD] Josh Heird and I will be working very closely together as we look forward to not only a [NIL] settlement but to develop a business model that is sustainable for the athletics program. “This is an area that we are really going to have to give a lot of attention to and it’s an important part of our overall budget. I support athletics. It’s an amazing part of our brand. It’s what brings students, quite frankly, from other states that see our brand and the fact that we have an exciting program … I’ll be working hard to support athletics during this transition.” (link)

NCAA SVP of Legal Affairs and General Counsel Scott Bearby sent an email to schools this week clarifying that student-athletes who are cut from their teams due to roster limits should not lose their scholarships, even if they enter the transfer portal but end up staying. “As we have discussed, the settlement provides that the new roster limits cannot cause any current scholarship student-athlete to lose his or her scholarship. This provision of the settlement also means that a current scholarship student-athlete who enters the transfer portal after being told that they will lose their roster spot cannot lose their scholarship based on the decision to enter the portal if they ultimately decide not to transfer. While we do not have information to suggest that any program has informed a student-athlete that he or she will lose a scholarship because of the new roster limits, we are sending this communication to remind you of this important settlement protection. We encourage you to remind your coaching staffs of this issue and ask that they be mindful of it in communicating with student-athletes about roster management decisions.” Venable LLP Partner Philip Sheng notes the “email does not address other benefits and money lost.” (link)

Missouri AD Laird Veatch talks about how the Tigers are preparing for the House settlement, which has included a rebranding of the Mizzou Athletics Funds and the restructuring of the sales and fundraising teams. “There’s been a clear recognition of our need to raise prices, and that’s been evidenced by really strong renewal rates and an early wait list of well over a thousand new season ticket holders. So, a lot of good momentum there. There’s been a real appreciation for our need to simplify and modernize our fundraising structure. That’s been evidenced in particular by a real interest in being a part of the Missouri Leadership Circle and that, the Missouri Leadership Circle, is really what’s going to ultimately drive our ability to share those revenues at the highest level and drive our ability to compete.” Veatch also says the Tigers are doing a “real deep dive” into the budget process to reduce expenses and reallocate them to rev-share funds. “We're going to reinvest our resources into what really drives winning and we are going to continue to ask more of our people. We’re going to have to continue to ask more and more of the Missouri fan base and ask them to be a part of this, and I'm convinced more and more that that desire is there.” (link)

SBJ’s Ben Portnoy wonders if mid-major programs will be able to retain basketball student-athletes once revenue-sharing begins, and FAU AD Brian White says: “You know, I sure hope so. I don’t think that we’re in the final iteration [of college sports]. … My hope is we end up in a new world that will be better for the student-athletes, better for the schools, better for the fans and better for the sport to have a little bit more stability and security on both sides. I’m an optimist and I’m hopeful there is a better way.” Southland Commissioner Chris Grant says that to create a pool of cash to incentivize March Madness success, his league’s basketball advisory subcommittee is considering assigning point values for certain metrics, including final NET rankings, hosting three nonconference DI opponents, competing in one neutral-site game, participating in a multiple team event, schedule strength and conference standings. Grant: “Equal distribution is good, but it’s not rewarding the ones who are truly carrying the weight of men’s basketball for us and having success.” (link)

Kennesaw State AD Milton Overton explains that the Owls’ goal is to share over $1M in revenue with student-athletes and can only do so by “identifying new revenue streams and maximizing those already available to us. … We are closely examining all our budgets, exploring sponsorship opportunities, discussing the Owls Fund structure, and more. As part of this effort, beginning with the 2025 football season, we are incorporating an Owl Enhancement Fee as part of our season ticket structures. This fee on all ticket purchases ensures that each time a ticket is purchased by one of our fans, it includes a direct benefit to our student-athletes. This additional investment will directly support our student-athletes, providing greater financial stability while enhancing their experience at Kennesaw State. Universities across the country are making similar adjustments, and we must take bold steps to secure the future of Owl Athletics. Continuing to grow our revenue-sharing budget will help us to be more competitive on a national scale.” (link)

Louisville Women’s Basketball HC Jeff Walz acknowledges to CBS’ John Talty that he worries about how the House settlement will impact schools’ investment in the sport. "We've worked so hard in the 30 years I've been involved in getting parity in the game. When I first got in everybody played it but you had only eight, nine schools that truly had a chance to get to a Final Four. Now, I truly believe it's 20, 25 depending on the year. I just wonder if it's going to be like, 'Hey the ones who can afford this are going to be the ones who get the players.'” Duke AD Nina King says that Men’s Basketball HC Jon Scheyer, Women’s Basketball HC Kara Lawson and Football HC Manny Diaz all asked for more in rev-share than the Blue Devils could give them, so “they all three didn't get what they wanted.” Those internal battles, Talty notes, are happening all across the country, and South Carolina AD Jeremiah Donati tells Talty: "It's a zero-sum, and not everyone is going to be happy. I've been very candid with our coaches that it starts with football. It starts with football at this level, it starts with football in the SEC and it's going to start with football at South Carolina. It is not possible in this era to keep all your coaches perfectly happy within the parameters of the rev-share. "Rather than try to accomplish that, I think [for] any athletic director who is really being honest with themselves a better goal to strive for is to keep your coaches content and as competitive as possible." Walz goes on to ask when deciding to fund sports that don’t generate revenue: “At what point does an AD say I'm already losing $5M, why am I going to lose another $2M?" More from Talty. (link)

The Illinois men’s basketball team reported just $9,100 in NIL deals during the 2023-24 season, according to the Chicago Tribune’s Stacy St. Clair and ProPublica’s Jodi Cohen, who point out that the “average earnings reported for a male basketball player in the Big Ten and the three other biggest college conferences were more than $145K during that school year.” Despite a state law requirement to do so, the players reported very few deals to the university, and St. Clair and Cohen write: “The Illini basketball team’s missing disclosures reflect an indifference to documenting NIL deals across the athletic department, the news organizations found. Athletes from 20 sports combined have reported earning only about $1.2M in three-plus years, compared with the $20M Ohio State University’s football team reportedly received in a single year. … By shrugging its shoulders at Illinois’ reporting requirements, the university is failing to compile a complete picture of how its students — some of them still teenagers — are navigating a relatively new terrain rife with legal, moral and financial pitfalls.” St. Clair and Cohen go on to explain that “the athletic department acknowledged students are underreporting their earnings and did not dispute any of the figures in this story. The statement noted it is students’ responsibility to report NIL agreements and said the university has fulfilled its obligations under the law by paying for an app that allows athletes to do so. It called the state’s disclosure rules — which the university had advocated for — ‘ineffective,’ noting the law carries no penalties and arguing that punishing players internally would harm the institution’s reputation.” Meanwhile, UI professor Michael LeRoy says: “There is nothing in the Illinois law that would be difficult for any Big Ten athletic program to follow. But they’re clearly choosing not to do it. You have to wonder why.” Lots more. (link)

The Ohio House Republican budget proposal includes $1.6M over two years for Cleveland State's wrestling program, which school officials recently said would end this year. Signal Cleveland’s Amy Morona reports the bill states that $400K in each fiscal year be used to support the Vikings’ men's wrestling program with the other $400K to be used to establish and maintain a women's wrestling program. However, a Cleveland State spokesperson tells Morona the university's board is standing by the decision to cut three sports, including men's wrestling, women’s golf and softball. (link, link)

A recently filed North Carolina bill states that schools can’t compensate athletes “for athletic performance or participation,” but Kennyhertz Perry attorney Mit Winter notes that it then says schools may compensate athletes “for participating in interscholastic athletics at that institution.” Next, it gives tax credits (up to $500K per year) for businesses that enter into NIL agreements with NC athletes. The credit is equal to 50% of the NIL compensation paid. In addition, it creates a state fund that matches funds raised by NIL collectives. So the state would be funding collectives. The author of this bill is bullish on collectives and doesn’t seem worried about the FMV process. Finally, the bill says school NIL agreements can’t condition the receipt of the compensation on enrollment at a specific school. This would actually be bad for schools. And it contradicts how most school NIL agreements are being written.” (link)

FloSports closed a Series D funding round led by Dream Sports, which joins existing investors Causeway Media Partners LP, Warner Bros. Discovery, DCM Ventures, Bertelsmann Digital Media Investments and Fertitta Capital. The funding round brings total funding raised by FloSports to more than $100M to date. The investment “will be used to fuel FloSports’ growth through content acquisitions that will expand the company’s sports portfolio. It will also be allocated toward efforts that elevate the customers’ product experience, scale production and streaming capabilities, and increase the company’s distribution efforts to reach wider audiences.” SportsPro CEO Nick Meacham: “If you don’t know Dream Sports, it’s time to start paying attention. They’re one of India’s biggest digital sports giants, with a portfolio that includes: Dream11 – 230M+ fantasy sports users; FanCode – 150M+ registered users on their digital sports platform; gaming, travel, experiences & even a cricket player trading platform. With their investment in a U.S.-based sports media company, it raises a big question: Are we about to see a wave of Indian capital flowing into Western sports media? Or is this just a one off? So what will Flosports invest in with this new injection of capital? They've set their sights on a greater level of investment in rights, content technology and distribution in a move that will likely allow them to keep up with the fast changing landscape that is global sports media.” (link, link)
