Current NCAA boss Charlie Baker: “Ced was instrumental in shaping the NCAA as it moved into the new century, overseeing a restructuring of the organization, and strengthening the foundation of college sports for years that followed his tenure. His impact on the lives of student-athletes and administrators across the nation will be felt for years to come.” (link)

NCAA President Charlie Baker does not expect U.S. District Judge Claudia Wilken to formally approve the House settlement during tomorrow’s hearing: “She may give us some guidance with respect (to) what direction she's leaning. My guess is she's going to have the hearing and she'll [approve it] after that.” Baker continued at the Men’s Basketball Final Four yesterday: “One of the things I like about the settlement is that it puts a process in place that doesn't say there is one style, one answer, one solution. I also think it will be rocky and bumpy because it's the biggest change in 40 years. … Let's set it up. Let's see how it goes. Kennyhertz Perry attorney Mit Winter points to a lawsuit filed by former Villanova Men’s Basketball standout Kris Jenkins “(who opted out of House) has sued the NCAA in federal court in New York, seeking damages for the NIL $ he was unable to receive. He’s also seeking a judgment that voids all NCAA rules that limit payment for NIL rights & athletic services. If successful, the limits in the House settlement (salary cap and restrictions on collectives) would potentially be void. This is an example of the lawsuits that are going to continue even if the House settlement is approved.” (link - post, link - full filing)

Arizona State AD Graham Rossini is in line for a three-year contract extension that could come with an increased base pay rate of $950K annually (up from $650K) with $100K increases each year of the deal. There’s also a slew of academic & athletic bonus opportunities for Rossini that you can check out in the post. SunDevilSource.com’s Chris Karpman notes: “FWIW, Ray Anderson is still making $950k/year until next summer. So Rossini would be paid the same as Anderson.” (link)

Hawaii will pay Parker Executive Search $70K for its help hiring a new AD. The Honolulu Civil Beat also notes the search is likely to be subject to public records transparency: “‘One of the objectives of the search process is to give the UNIVERSITY, candidates, and general public a substantial comfort level that the search has been conducted professionally and efficiently,’ the new contract says. Under a section called ‘Ownership Rights,’ this contract clearly states: ‘The UNIVERSITY shall have complete ownership of all reports, plans, evaluations, applications, resume data, and related material, both finished and unfinished, which are received, developed, prepared, assembled, or conceived by the CONTRACTOR pursuant to this Agreement. All such material shall be provided to the UNIVERSITY upon request and/or upon expiration or termination of this Agreement.’” (link)

Pittsburgh AD Allen Greene says the Panthers need to “invest with precision” in order to win championships in a post-House settlement world. Greene to the Pittsburgh Post-Gazette’s Stephen Thompson: “It's important to understand Pitt athletics’ relevance in the university context and in the community context. It's important for our institution, and it's important for our community to have successful athletics. [...] Resources have always been a differentiator. For the past 20 years, the race for elite facilities has dominated spending, all in the name of recruiting. In the current landscape, talent acquisition has become heavily transactional through NIL and the looming reality of revenue sharing. What coach (Men’s Basketball HC Jason) Capel, and all our coaches for that matter, want is for their programs to be positioned for success. [...] I would say our path to success is a little bit different. There are programs out there that have more financial resources to throw at it. We don't have those financial resources that the SEC and the Big Ten do, but that doesn't mean that we can't find success.” (link)

Army West Point AD Tom Theodorakis covers several topics on the Bold American podcast, including the Michie Stadium renovation and points out the $170M project will include “upgraded seating, suites, hospitality areas, loge boxes, but also new seating for the Corps of Cadets end zone to end zone. … It’s going to take what is an iconic venue already and just take it to another level.” Theodorakis also notes it was the superintendent’s top priority because “it’s not just a football stadium. As you know, our day starts there, graduation’s there, so I think it’s an experience for the whole Corps of Cadets and all of our fans and all of the West Point community.” Theodorakis also says joining the American wasn’t an easy decision, but “there’s a lot of reasons why I love it. Number one is even being on the road we are around a lot of military communities and a lot of bases. We’re in Florida, we’re in Texas, we’re in North Carolina. There’s different pockets where I think it really speaks well to where our alumni base is. So, aside from West Point, there’s a lot of engagement opportunities for us when we’re on the road every single year now. Delaware State President Tony Allen says of the university’s $125M state budget request, some of which is earmarked for athletics facility upgrades: “It’s a new era for DSU Athletics. People ask me all the time ‘why should we be focused on athletics?’ It’s because it’s the front porch of the university.” A new indoor football practice space is part of the vision for the Hornets, as is a new baseball venue & “a state-of-the-art convocation center, combining an indoor arena and conference space in one venue, similar to what is in place inside the Bob Carpenter Center at the University of Delaware.” (link)

+ New Arizona State Women’s Basketball HC Molly Miller’s five-year deal will pay her a base salary of $750K in year one, rising to $900K in 2029-30, pending approval by the Board of Regents April 10. It also includes annual retention bonuses of $100K, $25K for winning the regular season conference tournament, $10K for appearing in the league’s championship game and $35K for winning it. As for the NCAA Tournament, she’ll get one payment for the highest achievement based on the following: $50K for participating in it, and $60K, $70K or $80K, for the round of 32, Sweet 16 and Elite Eight, respectively, $100K for the Final Four, $200K for playing in the national championship game and $350K for winning it all. Women’s Sports Foundation CEO Danette Leighton pens an op-ed for USA Today in which she argues that while the women’s basketball Final Four shows the tide is turning for equality in women’s sports, there’s still work to be done. For example, Leighton submits that “more than 50 years after the passage of Title IX, research has shown that women athletes still miss out on scholarships and participation opportunities. A majority of NCAA institutions – 86% – do not offer athletic opportunities to women athletes in proportion to their enrollment, which is a key option in Title IX compliance. Additionally, if schools were to provide proportional participation opportunities, NCAA Division I and Division II schools would need to offer an additional $741M in athletic scholarships to even the scales.” Even if the House settlement is approved, Leighton contends that “without congressional intervention and data transparency requirements to sort out the interplay in the college sports world of antitrust, labor and tax law and Title IX, we fear that schools will apply different operational and investment standards to their men’s and women’s programs, which will in turn halt the progress women’s sports have made or, at worst, leave programs on the chopping block. The new era of women’s sports has demonstrated that investment matters. The NCAA basketball tournament reinforces all the benefits college sports bring to women, men and our society. … We are at the cusp of monumental change in collegiate athletics, and for the sake of future generations, it is time to invest more in women’s sports, not less.” (link)

Alabama sport management professor/U.S. Professional Diving Coaches Association President Chelsea Ale pens an op-ed for SBJ about the challenges facing diving as a sport, particularly at the collegiate level in light of the House settlement. While diving may be an “easy” sport to cut, Ale contends that doesn’t make it the right choice. “Collegiate diving programs serve as a critical link in the U.S. Olympic development pipeline. Most elite divers who compete on the world stage come through NCAA programs. Cut those programs, and you cut off the training, competition and scholarship opportunities that make Olympic dreams viable. The U.S. doesn’t have a centralized government-supported Olympic training system – our Olympic hopefuls train at universities.” Shrinking and/or eliminating collegiate diving will also have an impact on the grassroots level because “when young athletes see their sport disappearing from colleges, they stop believing it’s a future worth pursuing. Why train 20 hours a week in high school for a sport that won’t help you get into college? Why pay for private club training, travel and coaching when there’s no long-term pathway? … Diving has long been a pathway for students, particularly women, to earn scholarships and degrees they might not otherwise afford. With each program that’s cut, another door slams shut.” Ale suggests several steps that could help preserve the sport: create protected Olympic development programs within college athletics, supported by national governing bodies and the USOPC; seek corporate partnerships for Olympic pipeline sports, tying brands to the development of future U.S. athletes; encourage universities to build “Olympic legacy” branding around non-revenue sports that have international reach and prestige; and rethink how value is measured. “Just because a sport doesn’t bring in TV money doesn’t mean it’s not valuable.” More. A State Department ruling announced Saturday could affect Duke Men’s Basketball student-athlete Khaman Maluach, who was born in South Sudan. Secretary of State Marco Rubio indicated in a social media post that he is “taking actions to revoke all visas held by South Sudanese passport holders,” attributing the decision to “the failure of South Sudan’s transitional government to accept the return of its repatriated citizens in a timely manner.” A State Department spokesperson last night said the decision would “impact all those who have a U.S. visa in a South Sudanese passport and anyone with a South Sudanese passport who is applying for a U.S. visa. We will provide further information and instructions to affected visa holders and applicants as it is available.” (link)

Former Central Michigan Men’s Basketball student-athlete Damarion Brooks filed a lawsuit against the school on Monday and CMU parted ways with MBB HC Tony Barbee on Thursday. Bonds was dismissed in early February after CMU’s Office of Student Conduct charged him with violating its Code of Student Rights, Responsibilities and Disciplinary Procedures by providing a false response to a transfer applications question. After graduating from Waterford Mott High School in 2022 Bonds attended Rochester University (DIII) on an athletic scholarship in 2022-23. From there he transferred to Henry Ford College (NJCAA) in 2023 before transferring to CMU in 2024. The lawsuit alleges Bonds’ due process rights were violated under the Fourteenth Amendment and additional state law violations under the Michigan Compiled Laws. Further, the complaint alleges Bonds’ dismissal has caused him irreparable harm and has jeopardized his ability to complete his undergraduate academic courses for 2024-25, resulting in his failure to meet his percentage to degree as required by the NCAA. It also alleges his dismissal further jeopardizes his ability to transfer to another Division I basketball program as a student-athlete. Bonds is seeking a jury trial and is being represented by Hammoud, Dakhlallah and Associates and the Salem Law Firm. The defendants in the lawsuit are Central Michigan University, Rochester University, Rochester VP of Student Life, Admissions and Marketing/Title IX Coordinator Scott Samuels, CMU Dir. of Student Conduct Thomas Idema Jr. and CMU Title IX Coordinator/Asst. to the President of the Office of Civil Rights and Institutional Equity Mary Martinez. NCAA President Charlie Baker met with the media at the Women’s Basketball Final Four in Tampa, says despite public pushback from the likes of UConn WBB HC Geno Auriemma on having just two regional sites, others like it: “Talk to everybody. There are a lot of coaches who do [like it]. Ask [South Carolina's] Dawn Staley. See what she says.” Baker also indicated changes to the format won’t happen before 2028: “Keep in mind that when the sites in the future were booked, they were booked with an assumption about the number of teams that would be playing there. It will be really hard to change it at this point without rebidding the whole thing. I think the [women's basketball] committee talks about this issue on a pretty regular basis. That's the reason they made the decision to go to the two sites in the first place. I'm sure it'll be one of the things they talk about because they always have a big download after the tournament's over. If they believe there's an option that would create the same fan and student-athlete experience, I'm sure they'll take that under consideration.” As for Auriemma, he doubled down after the Huskies win last night over UCLA: “I'm just telling you, the student-athletes, their experience sucks compared to the men's experience. So they want to do it on the cheap and then say how much money we're making, isn't the NCAA great. Look at the new TV package we got. And you know how much money we're making? As for if the NCAA Women’s Basketball Tournament could go fully neutral, instead of first & second round games tipping on campuses, VP for Women’s Basketball Lynn Holzman tells Front Office Sports: “As we continue to look to grow our fan base … having those campus-hosted sites has been a means for us to do that. Is that the model for the future? We have to do some very diligent, comprehensive business analysis around all of that.” (link)

SEC Commissioner Greg Sankey was on The Paul Finebaum Show yesterday from Tampa: “We need national standards for college athletics. Whether it's state legislative action that you’ve heard me talk about that’s been adopted, some that’s being introduced yet again or legal activity, we have lost the ability through the NCAA to establish those standards. That is something that Congress can do. That’s not about being a commissioner or being a conference, that’s about the interaction of young people. Our student-athletes tell us that they just want to know that when we tip off people on both sides of lines are held to the same standards. [...] We do great work doing medical care, mental wellness support, nutritional support. I’ve asked people to tell us what you want us to do more, we’ll even enshrine those (positions) if that’s the kind of oversight that Congress asks to develop the trust that I think we deserve. [...] I think the challenge at a Congressional or Federal Government level, is it goes without saying that there’s a lot happening. Be it international issues, economic issues, domestic issues. Sometimes, it seems those matters of college athletics might pale by comparison, yet college athletics is uniquely American. [...] It needs to be addressed. Among all the issues that Congress and the Federal Government faces, there is a need now to address some of these changes and create protections for young people to make sure we continue the American tradition of college sports.” Lots more. Northwestern AD Mark Jackson tells the Chicago Tribune’s Colleen Kane: “Certainly everybody’s a little bit on edge. This is all new. So it doesn’t feel comfortable, but our attitude and our approach to this is we’re going to embrace it. We’re going to find a way to adapt and change. And that’s not always easy. I get it, but it doesn’t make any sense to complain about it. It’s just like any problem. You want to get as much information as you can to find a strategic solution that, for us at Northwestern, benefits us for the long term. So that’s the message I tell myself, I tell our teams, our coaches, our student-athletes. That we’re going to be OK.” Meanwhile, Illinois AD Josh Whitman points to performance bonuses as part of student-athletes contracts that could be interesting: “Ultimately we think performance bonuses have a place. Whether institutions ultimately choose to use them or not is a different question. One of the intentions of this process is to allow each school a lot of autonomy to determine for itself how best to structure its contracts and its relationships with student-athletes to make their institution as appealing as possible.” Lots more. Boise State AD Jeramiah Dickey on the BroncoPro podcast: “This is the new era of college athletics, whether some people like it or not, and we've chosen to embrace it, and we're really consistent with our messaging. I think our vision, the 'what's next mentality' and defining our own expectations, or they're going to be defined for you. We are really embracing what's ahead of us, and choosing to see it as an opportunity. [...] It doesn't mean we're always going to win; it doesn't mean that we're always going to win championships, etc., but we are going to position ourselves. We are going to do everything in our power to support our coaches, our student-athletes, support our staff, and to serve Bronco Nation and that holds true. [...] I think this program is being watched. I've taken a lot of calls from a number of AD's and just curiously questioned what we're doing, why we're doing it, how we're doing it. And so that's a point of pride. We hold ourselves to a high standard in terms of being innovative. That blue turf that we see every day is a good reminder that we need to stay ahead of the curve and do things a little bit differently than others.” Broncos Deputy AD for External Affairs/BroncoPro Chief Administrative Officer Cody Gougler: “We've actually been working with our head coaches on a timeline and a progression that has us ready in real time right now today, having conversations with our student-athletes and their parents and at times with their agents to where we have been working with our inside and out and members of outside council to develop our specific and unique agreement that we will have our contract template for BroncoPRO and we will be prepared to put that in front of our student-athletes immediately. We think our competitive advantage here at Boise State will be making BroncoPRO more than just revenue sharing, but about the holistic student-athlete.” More. (link)

James Madison AD Matt Roan says the Dukes have yet to finalize their rev-share figure, but that could change following this month’s Board of Visitors meeting: “April’s board meeting is where tuition is set, and is largely focused on budget. That times up well with the House settlement’s anticipated date.” Roan also notes JMU still expects student-athletes who participate in revenue-sharing to take part in “quantifiable” activities: “It would be sharing revenue in exchange for revenue-generating activities, above and beyond just participating in that respective sport.” As for the future of collectives, Roan submits that “unless you’re going to be at that $20.5M cap, I don’t see the value in collectives as much as they were once there. A collective will really exist for those at that 20.5. … For those of us that have relied on a collective, in our case the Montpelier Collective, as much as we have, we’re really going to stand as an institution and as a department in the place of the collective. We’re shifting some of that burden and opportunity internal to the department instead of relying on that group of volunteers. Phenomenal group of people, but they’ll support us as opposed to us supporting them moving forward.” (link)

Washington State is “navigating the challenge of upgrading in-game elements such as the videoboard, sound system, and lights, and project the costs to exceed $12M,” according to Cougars AD Anne McCoy, who adds: “Though we are committed to this effort, these funds take time to generate and the process comes on the heels of the completion of over $35M in major facility upgrades.” McCoy goes on to write in a letter to fans: “With the collegiate landscape continuing to be very fluid, we are adapting to best situate Cougar Athletics for the future. We will not deviate from our mission of providing a world-class education, ensuring our student-athletes are cared for as students, athletes, and people, leaving Pullman prepared for life after graduation. SEC Assoc. Commissioner of Communications Herb Vincent confirms that an NIL contract template that surfaced last year was authentic but tells USA Today’s Steve Berkowitz: “After discussion several months ago about whether we should consider adopting a conference-wide NIL agreement template, this document was submitted to our schools as a draft for review but no action was taken to adopt it." Berkowitz notes that a presumptive amicus brief from Athletes.org “says — and the supporting exhibits indicate — that schools already have been putting agreements in place with athletes, with a proviso that they would become void if the proposed settlement does not receive final approval. The presumptive brief says that Athletes.org, Inc., ‘supports this proposed settlement as an initial step in the right direction of addressing long-standing injustices that have existed within college athletics ... but that does not mean, from AO’s perspective, that the proposed settlement should be approved’ because the group has ‘grave concerns,’ including about NIL contract provisions that it says ‘prevent athletes from objecting to this settlement.’ The document that the group’s lawyers said is from Arizona is specific on this point, stating: ‘To the extent Student Athlete objects to the Settlement, the Agreement shall become null and void.’” Berkowitz goes on to list some of the commonalities among the agreements that have surfaced the last several months, including confidentiality, the ability for schools to alter pay and prohibiting student-athletes’ outside NIL deals from conflicting with the schools’, among others. Boise State Asst. Professor Sam Ehrlich updates on the Schroeder v. Oregon case: “In an opinion issued this afternoon, Judge McShane of the U.S. District Court for the District of Oregon largely preserves the University of Oregon beach volleyball and rowing teams' Title IX claims against three UO's dispositive motions. 2/3 of UO's motions were largely based on procedural issues (standing/statute of limitations), so most of the opinion focuses there. Indeed, UO's only win here is on the question of whether the plaintiffs who were not at UO when the case was filed could claim equitable relief. On the merits, the court didn't seem convinced by the plaintiffs' strategy of mainly comparing the beach volleyball team to Oregon's football team, but found that such a comparison is not irrelevant and is sufficient for this stage of the proceedings. … Even if the comparison to football is ‘apples-to-oranges’, Judge McShane found that the plaintiffs did enough to show broader program-wide discrimination to survive a motion for judgment on the pleadings. Now, this case has been widely reported as a first test on whether NIL benefits need to be equal under Title IX. The court doesn't really get into that question (as, despite reporting, it's not a huge part of the complaint), but does find that the question is ‘not irrelevant’. So the takeaway here is that this case will continue into discovery and towards trial. Given how other Title IX cases have gone, especially recently -- and given the awful treatment of the UO beach team as alleged in the complaint -- not terribly surprising. But big news.” (link)

New Louisville President Gerry Bradley says he’ll be “very involved” with the athletic department as the industry continues to evolve: “It’s an amazingly challenging environment we’re living in now. I was on an ACC president’s call on Tuesday discussing these very things around [NIL]. I expect to be very, very involved in [athletics] because it’s an important part of our brand. Athletics is one of the things that people identify with the cardinal and the amazing successes our programs have had, particularly this past year. Knowing that the NIL landscape and what the cost will be is changing the business model, clearly. [Cards AD] Josh Heird and I will be working very closely together as we look forward to not only a [NIL] settlement but to develop a business model that is sustainable for the athletics program. “This is an area that we are really going to have to give a lot of attention to and it’s an important part of our overall budget. I support athletics. It’s an amazing part of our brand. It’s what brings students, quite frankly, from other states that see our brand and the fact that we have an exciting program … I’ll be working hard to support athletics during this transition.” (link)
