NCAA President Charlie Baker does not expect U.S. District Judge Claudia Wilken to formally approve the House settlement during today’s hearing: “She may give us some guidance with respect (to) what direction she's leaning. My guess is she's going to have the hearing and she'll [approve it] after that.” Baker continued at the Men’s Basketball Final Four: “One of the things I like about the settlement is that it puts a process in place that doesn't say there is one style, one answer, one solution. I also think it will be rocky and bumpy because it's the biggest change in 40 years. … Let's set it up. Let's see how it goes. The DIII FY25 budget is $6M more than FY24 due to increased NCAA TV revenue. During last month’s Strategic Planning and Finance Committee, the group recommended the increase in the Football live streaming stipend from $1K to $2K. The committee also recommended retaining the captive insurance coverage for lost DI Men’s Basketball ticket revenue and radio rights. Full report. (link)

The Department of Education and Department of Justice are creating a special Title IX investigations team that will include OCR investigators and attorneys as well as attorneys from the DOJ’s civil rights division and the Education Department’s general counsel’s office. Officials say the team will allow OCR investigators to more rapidly resolve investigations and ensure that cases are “fully prepared for ultimate DOJ enforcement. Education Secretary Linda McMahon: “From day one, the Trump Administration has prioritized enforcing Title IX to protect female students and athletes. Traditionally, our Office for Civil Rights takes months, even years, to complete Title IX investigations. OCR under this Administration has moved faster than it ever has, and the Title IX SIT will ensure even more rapid and consistent investigations.” (link)

According to Sports Illustrated’s Bryan Fischer, Power 5 conference commissioners “are expected to pick up the pace after the Final Four in leading a process to hire a CEO to oversee” the joint LLC that will focus on post-House enforcement. “Executive search firm Egon Zehnder has been retained as part of the search process for the position, a notable move given the European-based firm is not heavily involved in the college athletics space compared to some of its peers. The thinking is that this CEO, alongside a small team of investigators and lawyers, would operate like how NFL commissioner Roger Goodell does with regard to doling out punishments to schools who try to circumvent the hard cap when it comes to compensating players. The wide variety of potential penalties have not been finalized, but early concepts range anywhere from a fine for the school involved to suspensions for coaches or administrators involved in the rule breaches.” Meanwhile, Fischer reports that “momentum is also fading when it comes to getting a crucial antitrust exception…from Congress, a key factor in stemming the tide of court orders that popped up in recent years. The House Subcommittee on Health, Employment, Labor and Pensions is holding a hearing Tuesday. On Wednesday, over 100 conference commissioners, athletic directors, coaches and student-athletes are set to visit Washington, D.C., to lobby lawmakers in what is being labeled ‘College Sports Day on the Hill.’ Despite such meetings, however, there has been little actual movement toward getting a bill to the floor.” (link)

A crime ring is traveling around the nation and inviting student-athletes to parties where there's gambling with the goal of putting the student-athletes in debt and compromising them for future exploitation, according to Southland (DI) Commissioner Chris Grant, who tells ESPN: "What we found out is they're going into towns, throwing parties and having events, getting guys to come. And when they come to these parties, they get [players] to gamble on site and [then say], 'OK, well you owe me X amount of dollars on the back end.' … For us, it seems to point back to an organized crime ring that's not just localized in the Southland footprint. It is going on around the country." Grant notes the league has hired IC360 and explains that “from a president and commissioner standpoint, I want that preventive care on what to look out for before getting in compromising situations, ending your eligibility, ending the season for a team and mistakenly doing it.” NCAA Managing Director of Enforcement Mark Hicks says the system overall is “fragile” and “in terms of educating athletes, we [constantly repeat that] you don't have to be the star player in order to be at risk. That is something that is a key message point in every delivery session on campus. That's why they go to Divisions I, II and III and speak to all high-profile athletes and also nonrevenue-generating sports to drive home that message. You know it can affect everyone in every sport regardless of your competition level." (link)
