President Donald Trump has paused reciprocal tariffs for 90 days on more than 75 trading partners who did not retaliate in the hours after the order went into effect. The pause does not apply to China, which has vowed to escalate the trade war. Trump instead ordered duties against China to increase to a total of 125%, effective immediately. Treasury Secretary Scott Bessent explains that separate tariffs on imported autos, steel and aluminum will remain in place and planned “sectoral” tariffs on items like lumber and pharmaceuticals are still in the works. U.S. Congressman Michael Baumgartner (R-WA) joins JohnCanzano.com’s namesake to discuss his Restore College Sports Act to Bring Sanity and Fairness to College Athletics bill and notes Democrats have “not been receptive to the idea of granting blanket antitrust exemption. They’ve been pushing for unionization of college workers and I've taken a little different approach. I'm trying to put Humpty Dumpty back together again and return – what I call restore – college sports to a competitive balance. … I think NIL, with the meat market of unfettered free agency, will be the death of college sports, so I would like us to create a regime where NIL payments are shared equally amongst all college athletes and that would then take away the incentive to transfer just for a bigger payday. It would then limit NIL to true, true market-based activity. If everybody is sharing in the money, the Shedeur Sanderses of the world may do a little worse, but that would make it so all the Olympic athletes and the athletes at Oregon State and Washington State and Eastern Washington University would do better.” In comparing college sports to pro, Baumgartner supposes LeBron James is worth $500M or more to the NBA, but he doesn’t make $500M a year “because in the name of competitive balance, Congress says, ‘NBA, you can have a salary cap.’ And yet in public universities there’s essentially no salary caps right now. So, what we would like to do is pick some of the elements of how congress treats pro sports and then get college sports back to the way they were, which is fairness, competitive balance.” Baumgartner also says the American Collegiate Sports Association, which would replace the NCAA, would be led by a commissioner appointed by the president and suggests federal funding could be withheld for athletic departments who don’t participate in this model. Extra Points publisher Matt Brown examines why Utah Valley has yet to accept its invitation to the Big West and points to two main reasons: “Astrid Tuminez, the president of Utah Valley University, went on sabbatical after the tragic and unexpected death of her husband earlier in February. She was originally scheduled to be on sabbatical through March 31, but industry sources have told me that sabbatical is now expected to extend through the end of April. Personally, I hope she takes however long she feels is necessary. There are some operational decisions that can be left to other university executives, but I’m told the school didn’t want to make any final conference affiliation decisions until she returns to the office. For other university systems, an interim president and sitting athletic director may be able to make those decisions and execute an agreement. In this particular situation, though, everything is a bit more complicated.” That complication involves UVU’s options with other conferences, particularly the Summit League. While the Big West probably makes more sense from a student and market demographics standpoint, Brown notes the Summit would potentially be interested in also adding Southern Utah and Utah Tech, adding: “If the only options on the table are the Big West and the Summit, my current understanding is that it remains more likely that Utah Valley joins the Summit.” Meanwhile, other options may present themselves, including one to join the Mountain West, which Brown is told is “considering potentially adding even more members, with more of a focus on institutions that do not sponsor football, to help shore up basketball quality and Olympic sport sponsorship numbers.” More. Texas Tech men’s basketball standout JT Toppin will return to Lubbock next season, and CBS’ Matt Norlander reports Toppin is expected to be paid around $4M in NIL earnings at Texas Tech next season. “The latest/biggest piece of evidence that reflects how invested TTU is in basketball—and a positive development for the sport to retain a player as great as Toppin. True NIL figures can be moving targets, but Toppin should rank among the four/five largest NIL earners yet in CBB. Cooper Flagg outpaced everyone—thanks to huge national image + commercial endorsements—while incoming BYU frosh AJ Dybantsa should comfortably cruise past $5M.” (link)

ESPN’s Max Olson breaks down the activity in the football spring transfer portal window and notes that “graduate transfers who are leaning toward testing the portal would be wise to go in now, not later, if they're looking to maximize their value. Power 4 programs know they'll have to pay a steep premium if they're looking to add proven talent this spring, and they planned ahead for this by trying to resolve their roster needs in December and January. As a result, many are not looking to add or spend much in this upcoming spring window unless they encounter unexpected attrition.” One SEC Director of Player Personnel tells him: "If the clearinghouse has any teeth, it's going to be hard to use the money even if you have it. If it doesn't, and the first time they get sued it doesn't hold up, we're back to square one." Olson also expects there to be an increase in the number of players entering the portal as a bluff, and a Big Ten staffer explains: "I think we'll see the beginning of guys testing the market. I think we'll see a lot of guys enter and see a lot of guys go back to their original spot after seeing what else was out there." So far in this 2024-25 portal cycle, 187 FBS scholarship players have entered and eventually decided to withdraw and stay put. THE Media Ohio State beat writers Austin Ward and Jeremy Birmingham, who were let go on March 31, didn’t just mishandle podcast funds, according to an amended lawsuit, which states the two admitted to taking money that was supposed to go directly to players for paid appearances. Specifically, the suit alleges that Ward and Birmingham skimmed money from sponsorships and ad deals that was expressly meant to compensate Ohio State athletes for appearing on THE Podcast. According to Awful Announcing’s Sam Neumann, the filing also alleges the pair “even admitted in writing to pocketing a portion of those funds, with Birmingham specifically stating that after paying players, the leftover revenue was split between himself, Ward, and an unnamed third party. THE Media is now accusing the two of civil theft, breach of contract, unjust enrichment, and, in Birmingham’s case, computer trespass and invasion of privacy. Ward is also facing a defamation claim stemming from his public statements about the company’s alleged contractual failings. The company also claims Ward sent out a rogue invoice to an unauthorized sponsor just 32 minutes after being fired and that Birmingham accessed company email without authorization after his termination. … Despite the legal mess, both men still cover Ohio State for Rivals. It’s unclear which athletes they are accused of skimming money from and whether they are current or former members of the Buckeyes’ roster.” (link)

Ball State is launching several upgrade projects, starting at Schuemann Stadium, where the turf field is scheduled to be replaced following this weekend's spring football game. The turf will be installed in time for summer practices. Football, baseball, and softball are also slated to get turf replacements. This coming offseason, the turf replacement will include other upgrades. Worthen Arena also has a facelift scheduled after the Spring Commencement in May, including a rebrand to the basketball court. Meanwhile, construction on the Eric Foss Champions Performance Center project has begun on the west side of Worthen Arena. The center includes a new training center and a grab-and-go nutrition bar, and Cardinals AD Jeff Mitchell hopes that Ball State athletes will view the center as a laboratory and embrace what the building will offer them. “It is going to enhance their competitive success. It is going to have a ripple effect on how they approach their experience at Ball State.” (link)

More from Knoxville as Tennessee and Georgia Tech have agreed to a home-and-home football series for 2026 (Atlanta) and 2027 (Knoxville). To make room for the series, the Yellow Jackets have canceled the back half of a previously scheduled home-and-home in which they were set to go to Georgia State. Georgia Tech will pay Georgia State $1M for the cancellation, according to 247Sports’ Ben Moore. Panthers AD Charlie Cobb: “We are greatly disappointed in the contract not being fulfilled, especially considering that we played at Bobby Dodd (Stadium) this fall. Moving forward, we will take the cancellation fee and invest significantly in our program." (link, link)

U.S. Representative Michael Baumgartner (R-WA) has filed a bill that would create a new association to replace the NCAA, known as the American Collegiate Sports Association (ASCA) and require all NIL money from schools & collectives to be distributed equally to athletes at ASCA schools. Kennyhertz Perry attorney Mit Winter breaks it down, noting the legislation would also “provide college athletes the right to transfer freely, require conferences to be composed of schools in the same time zone, require all athletics revenue to be equally distributed among schools and athletes, and limit coach salaries to 10x of school cost of attendance.” Here’s the full thread, which includes a number of eye openers. The Wolverine’s Chris Balas reports that “Navy appears very serious” about Michigan Football GM Sean Magee’s AD candidacy “while some believe the Michigan administration views his role at U-M as more of an ‘administrative job’ they could fill with another qualified candidate if he chose to leave. Colleagues at other schools have told us their schools have been interested in poaching Magee and that they were willing to pay ‘several times as much’ as he’s making at U-M, but Magee’s still here.” Meanwhile, The Wolverine’s E.J. Holland shares this about Michigan’s football recruiting approach under Magee: “Instead of exact numbers, Magee has focused on pitching his NFL salary cap model, presenting how much money each position commands and what Michigan believes a certain recruit can be worth. Magee and Co. have alluded to numbers with certain recruits, but have not made guarantees like Oregon, Miami (FL), etc. Aside from that, Magee has also discussed Michigan’s revenue sharing plan and expected outcomes from the House v. NCAA settlement. It at least appears (to some) that Michigan is content on balking on exact numbers until those two pieces are finalized. Some schools don’t care about either and believe they will be able to continue to pay recruits whatever they want, but it seems Michigan wants to be more strategic in its approach.” (link)

AAC Commissioner Tim Pernetti talks about the league’s decision to award full NCAA Tournament units to those who participate: “What I proposed to the membership is, let’s reward the programs that are investing and earning the units. It sends a better message that whoever earned it on everyone’s behalf gets some benefit for it. ... It’s a proper way to reward programs that are investing and performing.” Pernetti adds: “We’re sending a strong signal to the marketplace that we’re serious about success. We’re going to invest and we’re going to reward performance in the league.” (link)

Charlotte AD Mike Hill talks about how the transfer portal has impacted the 49ers’ men’s basketball program and tells SBJ’s Ben Portnoy: “You go back to two seasons ago, we were tied for the conference lead with a week-and-a-half to go. ... We had three players on that team who ultimately transferred out because they got bigger NIL deals, and they’re all starting on Power Four teams -- two of them were on top 10 teams starting. That’s just our reality. If you look over the past three-to-four seasons, we could put together a top 25 starting lineup of the guys who left our program.” As mid-major programs continue to find ways to compete in the revenue-sharing era, Murray State AD Nico Yantko tells Portnoy: “You’ve got to continue to look at the professional model and understand what that needs to look like for us all. Talking with other GMs, whether it be in the NFL, NBA or MLB, one thing that I’ve learned in this dialogue is you’ve got to know what you have to have to be successful, but also you can’t be so blind to the future that you’re only focusing on right now.” (link)

The Pac-12 is making progress on a new media rights deal, according to SBJ’s Ben Portnoy, who reports the league is looking for a stopgap deal for 2025 and a longer-term deal for subsequent years. Portnoy also notes Commissioner Teresa Gould and representatives from Octagon held meetings in San Antonio during the men’s Final Four. “The expectation is whatever lengthier package the league does agree on will likely include multiple partners in the vein of those inked by the Big Ten (Fox, CBS and NBC) and Big East (Fox, NBC and TNT Sports). What kind of value the Pac-12 might garner remains to be seen, but whatever the valuation, it will offer quick feedback for the Mountain West Conference schools that jumped ship and whether it has paid off. The MWC media deal, which was set to expire at the end of the 2025-2026 school year, paid schools in the realm of $4M annually. San Diego State, Boise State, Fresno State, Utah State and Colorado State are hoping to eclipse that and then some. The Pac-12 will also need to eventually add an eighth football playing member in order to meet the FBS requirements for conference-dom. That process, as has been the case for the bulk of the last six months, is likely to play out after a media deal is resolved.” (link)

More from Florida State AD Michael Alford, who says that when it comes to calculating the value of true NIL deals, he has experience from his time in the NFL, “and I’ve been telling other ADs I have no one on my campus probably worth – if they were to go out and do a true, true NIL deal and go through the evaluation – no one probably more than worth $20K to sponsor, $10K to sponsor. So, that number is going to come down in my opinion. You have a few athletes – you take a Cooper Flagg – he could be a national face for something, but very few of those guys and girls exist to make those dollars.” (link)

With several student-athletes of South Sudanese descent in limbo after U.S. Secretary of State Marco Rubio announced the revocation of visas for all South Sudanese passport holders, Jetr Global Sports CEO Travis Murphy tells the San Diego Union-Tribune’s Mark Zeigler that “if they are in the country legally and visas have been canceled, then they cannot leave the country. They have to stay in status here in the United States and would not be able to leave because they would no longer have a valid visa to get back into the country.” A State Department spokesperson told USA Today that “we will provide further information and instructions to affected visa holders and applicants as it is available.” Zeigler subsequently notes that it “sounds like South Sudan is working to defuse the situation by accepting a person transferred from the US who it initially refused. Rubio cited South Sudan’s failure “to accept the return of its repatriated citizens in a timely manner” as the reason for the State Department’s actions. (link, link)

U.S. District Court Judge M. Casey Rodgers has ruled that the majority of former Georgia football student-athlete Jaden Rashada’s lawsuit against Florida HC Billy Napier, former Florida Director of NIL and Player Engagement Marcus Castro-Walker and prominent UF booster Hugh Hathcock can move to discovery, according to On3’s Pete Nakos, who notes that Rashada’s tortious interference claims were dismissed, while his fraudulent misrepresentation and inducement, conspiracy to commit fraud and negligent misrepresentation claims can move forward. From Rodgers’ ruling: “Hathcock allegedly boasted to Castro-Walker, within earshot of Rashada and his family, that he would deliver whatever NIL compensation package was needed to secure Rashada’s commitment to UF. And while Hathcock and Castro-Walker were in the thick of the initial negotiations with Rashada’s agents, Hathcock allegedly said that he ‘just listen[ed] to’ whatever Napier and Castro-Walker told him to do. Napier’s putative actions, in concert with the surrounding circumstances alleged in the Amended Complaint, at the very least created a plausible appearance that Castro-Walker and Hathcock were acting as Rashada’s apparent agents during his recruitment to UF.” (link)

CBS averaged 18.1M viewers with a peak of 21.1M for Florida’s win over Houston in the NCAA Men’s Basketball Championship on Monday night, making it the most-watched title game “since Virginia-Texas Tech drew 19.6 million in 2019 (the year before out-of-home metrics were added by Nielsen),” according to SBJ’s Austin Karp, who adds that this year’s tilt is up 22% from Connecticut-Purdue on TBS/TNT/truTV last year (14.8M) and up from the record-low title game audience of 14.7M on CBS in 2023 for Connecticut-San Diego State. U.S. District Court Judge Angel Kelley ruled in favor of research universities by permanently barring the National Institutes of Health from capping funding for indirect research costs at a 15% rate. Kelley ruled that the NIH had violated federal statute, was “arbitrary and capricious” in creating the cap, adding it would create “the loss of jobs, the suspension of research, including clinical trials and infrastructure projects, and a reduction of teaching staff who are committed to cultivating medical students.” Higher Ed Dive’s Ben Unglesbee adds: “Despite Kelley’s orders barring NIH from carrying out its cap, the agency has already created widespread disruption in the research university world. Institutions from Columbia University to the University of California system have frozen hiring and taken other preemptive budgetary measures to maintain flexibility as they brace for slashed federal funding on several fronts. The NIH cuts would land hard for many. For example, a 15% cap for indirect funding would mean a loss of $121M at the University of California, San Francisco, $136M at Johns Hopkins University, $129M at the University of Pennsylvania and $119M at the University of Michigan.” (link)
