The Sports Oversight Committee has approved adjusting the championship date formula in women's soccer, beginning with the 2026 season. With this change, the Women's College Cup will be held on the second full weekend in December, the same weekend as the Men's College Cup. The Women’s College Cup is currently held on the first full weekend of December. The committee also approved a proposal to require all preliminary-round hosts to provide video review, beginning with the 2025 Division I Men's and Women's Soccer Championships. Currently, video review is in place for the national semifinals and finals. (link)

The FCS Oversight Committee took no action on a proposal to permit 12 FCS football games per season. Hero Sports’ Sam Herder notes it “sounds like [there was] good support behind it, but more discussion will take place before deciding on a recommendation. Ideal timeline would be to make a decision before next month's DI Council meeting.” According to the proposal, schools could play their first games two Thursdays before Labor Day. (link)

Oregon State and Washington State are close to finalizing a TV deal for the 2025 football season, according to JohnCanzano.com’s eponymous publisher, who reports: “At least one of the TV partners will be familiar. The Beavers have seven home football games next season, and the Cougars have six. The CW will carry as many as nine of those 13 games. The remaining four games would air on other ‘major’ network partners, per a source. The media rights agreement for 2025 is expected to be finalized by the end of the month. … Then comes the new-look Pac-12’s media rights deal for 2026 and beyond. I’m told the two negotiations have moved in conjunction with each other. Also, the conference needs to add at least one ‘all sports’ member via expansion before July 1, 2026.” As for who the other “major” network partners could be for 2025, Canzano writes: “Fox and TNT immediately come to mind. There may be others involved, too. A source told me: ‘There are other big-name partners who will allow us to deliver substantial ratings.’ Some or all of the TV partners for the coming season may be involved in the subsequent deal involving the new-look Pac-12. As [Pac-12 Commissioner Teresa] Gould told me in November: ‘We have a story to tell. You don’t ideally want to wait until 2026 to start telling it.’” (link)

Monmouth is opting into the House settlement, and Hawks AD Jennifer Sansevero talks about how the department is preparing for college sports’ new era, telling the Asbury Park Press’ Stephen Edelson that “we are going to continue to compete in the current landscape of college athletics. We have made some decisions and we have made some strategic maneuvers to be able to do that, to recruit and maintain quality student-athletes. The CAA said, ‘Hey, if we want to be Division I, if we want to have access to championships we have to do this.’ And Monmouth said ‘Yup, we have to do this.’ … Are there going to be schools doing more than Monmouth? Yes. Schools like (UNC) Wilmington and Charleston just have a greater capacity given where they are, given their current sport makeup and matrix, given collectives they have already established. But Monmouth is going to compete. We have figured out ways to strategically position ourselves to do that. We are going to have resources to give our kids and our programs an opportunity to be successful.” As far as how much revenue the Hawks will be able to share, Sansevero explains that VCU has indicated it will share upwards of $7M, while Charleston plans to distribute $1.5M to $3M. “Monmouth is still in the process of figuring that out and reallocating resources, and strategically positioning to get new outside resources. We want to make sure we’re in the market. We want to make sure that we remain competitive. Many are very close to the vest in what they are doing. But I think institutions are looking to do what they can and they are still trying to figure that out, especially because we don’t have the final settlement yet.” (link)

Sportico’s Michael McCann unpacks former Villanova men’s basketball student-athlete Kris Jenkins’ lawsuit against the NCAA, noting that Jenkins, who contends the NCAA, ACC, Pac-12, Big Ten, SEC and Big East violated antitrust law by agreeing to eligibility rules that barred him from capitalizing on his NIL while with the Wildcats, has opted out of the House settlement. “Jenkins’ case resembles those brought by other former college stars over the last year. [...] They offer the same basic legal argument: The denial of NIL opportunities through eligibility rules accepted by competing colleges and conferences violated antitrust law.” McCann submits that “one defense is to argue Jenkins’ claims are barred by applicable statutes of limitation. Federal antitrust claims have a four-year statute of limitations, while unjust enrichment (another of Jenkins’ claims) usually has a statute of limitations of six or fewer years.” Jenkins could counter that the “relevant time should be tolled or expanded. The use of Jenkins’ NIL continues, the complaint maintains, by his college basketball achievements appearing on the Big East website and social media. The inclusion of the last season of his collegiate career in the House class action, which U.S. District Judge Claudia Wilken certified in 2023, could also be grounds to extend his clock to file.” More from McCann. Former Duke football student-athletes Ryan Smith and Tre'Shon Devones have filed a lawsuit against the NCAA in which they argue the association’s eligibility rules are an unreasonable restraint on competition and would force them to enter the NFL Draft with a low likelihood of success. According to WRAL’s Brian Murphy, the lawsuit says that “as a result of injuries and unfortunate circumstances both had several of their college seasons cut short. The lawsuit specifically mentions the NCAA's five-year rule.” The suit also specifies that both players earned $50K in NIL payments in 2024 and have been offered up to $150K in NIL for the 2025 campaign. The NCAA in a statement to WRAL: "The NCAA stands by its eligibility rules, including the five-year rule, which enable student-athletes and schools to have fair competition and ensure broad access to the unique and life-changing opportunity to be a student-athlete. The NCAA is making changes to modernize college sports but attempts to alter the enforcement of foundational eligibility rules – approved and supported by membership leaders – makes a shifting environment even more unsettled.” (link)

The Athletic's Chris Vannini reports that according to the termination letter, Burns “violated university policies concerning purchasing card expenses, conflict of interest and code of conduct in addition to Ohio’s ethics laws, along with ‘dishonesty in the performance of the (job) duties.’ The school also claimed his behavior brought the school into ‘public disrepute, embarrassment, contempt, scandal or ridicule.’ The specifics of those violations were not revealed. Virginia expects to generate $75M in revenue via a new five-year seating plan at John Paul Jones Arena that will take effect beginning with the 2027-28 hoops season. According to The Virginian-Pilot’s David Teel, who also notes season ticketholders who prefer to pay in full will receive a 30% discount for doing so by June 30. Additionally, “non-discounted gifts for the five-year licenses range from $10K in the upper end zone to $150K on the floor second row, those amounts to retain your full allotment of seats. The required gift to sit in the first row on the floor is $125K per seat. In addition, season tickets linked to the licenses require annual fund donations ranging from $3,500 for two seats to $25K for eight.” Deputy AD/VAF Executive Director Kevin Miller tells Teel that “I don’t know if there’s ever a right time to do it. But I think the timing for us — it’s coincidental — but I don’t think it could happen at a better time. That may sound crazy, but there’s hope and excitement with Coach Odom. … I’m going to get crushed. I know it…but I think there’s a lot of people in their mid-40s out there who have been waiting for this. I hope I’m right on that. We’re going to find out.” UVA’s School of Data Science studied more than 50 peer institutions to help determine giving levels for the seat increases. (link)

UTSA reports on attendance figures in winter and fall sports this semester, starting with women’s basketball, where the Roadrunners “set a new single-game attendance record of 2,250 fans in the season finale against Florida Atlantic on March 1. It shattered the previous record of 2,000 attendees set in 1991. The Roadrunners hosted seven games with an attendance of better than 1,000 fans this past season. A school-record 15,372 fans passed through the turnstiles during the 2024-25 campaign. UTSA also set a school record for average attendance at 1,152. The number of single-game tickets purchased in 2024-25 was an 81.3% increase from the previous season.” On the men’s side of the hardwood, “season-ticket sales remained even despite two fewer home games from the previous year. Season-ticket sales in the last two campaigns are the highest for the Roadrunners since the 2019-20 season. Since the conclusion of the 2022-23 season, average student attendance at UTSA men’s basketball games has increased 20%.” In baseball so far this spring, UTSA has already welcomed an all-time single-game Roadrunner Field school record 1,457 fans to their March 25 game against Texas State and have averaged a stadium capacity of better than 80% through the team’s first 18 home games. Finally, in softball, UTSA has set a school record for season tickets sold in 2025. (link)

One AD estimates the 10-day football portal may produce more than $50M, according to Yahoo’s Ross Dellenger, who adds: “It may also impact a bipartisan agreement from five U.S. senators. College stakeholders learned of the intense negotiations during last week’s summit to D.C. — a significant development but one with remaining impediments to a deal.” Those five senators, Dellenger explains, have met “several times over the past six weeks in serious negotiations over drafting a federal bill to regulate college sports compensation, including Republicans Ted Cruz (TX) and Jerry Moran (KS), and Democrats Cory Booker (NJ), Chris Coons (DE) and Richard Blumenthal (CT). Essential to any advancement of a bill is Cruz, the chair of the Senate Commerce Committee, the body that mostly controls college sports legislation; and Booker, a former Stanford football player and a leading voice among Democrats in the Senate.” One person with knowledge of the talks tells Dellenger that “they’re as close as they’ve been, but they’ve been close before.” Dellenger also reports that “over the past few weeks, college leaders have seriously explored shifting the opening of the football transfer portal to a date after the settlement’s approval — a move to prevent schools from circumventing the cap by frontloading payments. On the advice of attorneys and others, leadership agreed on no changes, according to those familiar with the conversations.” (link)

Louisville AD Josh Heird talks about his recent trip to Washington, D.C., for College Sports Day on the Hill and notes it was important to “be in the same meeting with the University of Kentucky and deliver the same message as far as this is why we need your help. Because that's a big lift, to go to your elected officials in Washington, D.C., and say we need your help because essentially what you're saying there is we haven't had the ability to figure this out on our own. But that was one of the key messages that we delivered yesterday. … If you can back it up for a year, even two years, we've had these conversations with our elected officials and it was pretty consistent [that they said], ‘Why don't you guys try to figure this out on your own?’ And so that's what we tried to do, and that's what the House settlement is, presuming it gets approved. It’s like, ‘Hey, we’ve tried to figure this out. Now for us to move the ball down the field here and get to where we want to go, now we really need your help. We need your help around protection from lawsuits, we need your help creating some standardized regulations, national standards, so we’re not going back and forth with these state laws.” Asked how he feels Louisville is prepared to move forward post-House, Heird explains he feels “as good as I can feel as we're going through the biggest transformation that this industry has ever seen. And there's a lot of uncertainty, but am I laying in bed every night or going on my runs and thinking through the day, am I hitting the panic button? I’m not.” (link)

Cleveland State AD Kelsie Gory Harkey talks about the importance of signing a new contract, noting it was not necessarily top-of-mind for her, but it became clear that as the Vikings searched for a new Men’s Basketball HC that it was important that people on the outside knew there was a commitment to and from the AD. “We were already in those conversations and that contract was signed, but it became abundantly clear that we tell the outside world that. But for me, my commitment to Cleveland State has really been here since day one.” (link)

More from New Mexico AD Fernando Lovo, who talks about UNM’s financial situation and explains he "knew that we were in a position in time where – really across the board, all athletic departments are having these same discussions – it's how do we advance ourselves? … And so I knew that we were going to have to push, that we were going to have to be bold. I say all the time, fortune favors the bold, and that comes with resources and finances. And so as we're looking at it and we're planning two, three, four, five years in advance, we understand where we are now, and we know where we want to go, and we're very open and honest and transparent about that. In light of Stanford GM Andrew Luck’s decision to part ways with Football HC Troy Taylor, Tulsa World’s Berry Tramel wonders whether Oklahoma Football GM Jim Nagy is being groomed as a successor to Sooners AD Joe Castiglione and notes that while Nagy has shown no interest in a “power grab,” he did remark last month that “this is a really cool opportunity. I think a lot of schools right now are saying they’re going to a new model and maybe not really fully embracing a new model. I really felt that from the leadership here that they were ready to embrace this. And I’m just excited to get to work with Coach (Brent) Venables. I mean, this is going to be a great partnership.” Tramel notes that “nobody is saying and maybe nobody knows” whether Nagy could succeed Castiglione. “Nagy certainly didn’t seem like he was on any kind of a power trip. He kept talking about partnerships and collaboration for talent acquisition, which frankly is a lot more important than who gets to go thumbs up or thumbs down on Venables. The former will decide whether the latter is even asked. And Nagy swears the talent side will be absolutely synergic.” (link)

Athletics Admin consultant KC Smurthwaite reports that a memorandum of agreement between the Missouri Valley Football Conference and the Summit League is forthcoming. “With the highly successful commissioner Patty Viverito set to retire after this academic year, that won’t be the only change within MVFC ranks. The Summit League will take on a more significant role in decision-making but will still operate under the leadership of the MVFC’s next commissioner. Previously, Summit leaders were never in the room for decisions. Conference leadership relied on its membership to be informed. The Summit will serve as an ex-officio to the MVFC, with members making up the voting delegation. Now, they’ll not only be in the room but also have a voice. Final details are being ironed out, but this conversation has been ongoing for about a year. However, it is expected to be finalized in the coming weeks. Here comes the kicker: within the MOA, any Summit League member that sponsors football will automatically become a member of the MVFC. It’s built into the agreement. There will be caps if membership numbers are hit; as of now, there is no indication of what those numbers would be.” (link)

Fox “made an all-out effort to swipe” ESPN College GameDay host Rece Davis to become the host of Big Noon Kickoff and “one of the faces of its networks,” according to The Athletic’s Andrew Marchand. Instead, Davis has agreed to a new seven-year deal with ESPN “for tens of millions of dollars, and while the exact terms are unknown, Marchand reports Davis accepted a “slight hometown discount to remain at ESPN that will guarantee him lead hosting duties through the rest of the network’s College Football Playoff deal that runs until 2031-32.” On Big Noon Kickoff, Davis would have replaced host Rob Stone and would have also led coverage of the men’s World Cup in 2026 and would have called college basketball for Fox. Marchand also reports that before deciding on analyst Charles Davis to replace Gary Danielson in the booth, CBS pursued ESPN’s Dan Orlovsky, who turned down the opportunity. (link)

WRAL’s Brian Murphy observes that North Carolina Football HC Bill Belichick has constructed a program “in his own image,” which includes “no player interviews throughout spring or after Saturday's final practice” and “no assistant coach interviews throughout spring or after Saturday's final practice. Belichick spoke to the media near the beginning of spring practice…and not again. Not even at the end of Saturday's event. Didn’t even pick up the microphone to thank everyone for coming out or tell them how important their presence this fall would be.” While this may be the best way to build a program, Murphy posits that “it’s not, definitively, the best way to boost fan engagement. UNC is going to have to hope the well produced social media videos and the Super Bowl rings and the promise of more wins under Belichick sell the program because the $10M-per-year coach isn’t in that business.” (link)

Green & Spiegel Partner and Individual and Olympic Sports Practice Group Leader Ksenia Maiorova and Amy Maldonado Managing Attorney Amy Maldonado posit in a guest post for AthleticDirectorU that royalties payments won’t solve the issues facing international student-athletes when it comes to employment. They point out that royalties are “generally taxed as ordinary income, but if they qualify as passive income (the licensor is not actively performing services), they are not subject to self-employment tax. By contrast, compensation for performing services (e.g., wages, salaries, or fees for work performed) is not a royalty and is typically reported on Form W-2 (for employees) or Form 1099-NEC (for non-employee service compensation). The key distinction is the service or labor component: if the payor is paying for the person’s labor or active participation, the IRS views it as compensation for services rather than a royalty.” Immigration authorities, they continue, will “look past labels to the underlying activity – if a student is essentially being paid for their labor or services in the U.S., it is considered unauthorized employment, regardless of whether payment is styled as a scholarship, stipend, or royalty. … In light of these risks, now is the time for industry stakeholders to advocate for a practical solution. Athletic administrators and university counsel should use this opportunity to press lawmakers for a policy mechanism that provides clear and lawful avenues for compensating international student-athletes. This may include statutory amendments, agency guidance, or even a new visa classification specifically tailored to the unique realities of collegiate athletics in the NIL era.” Lots more in the way of legal analysis. With the fate of the House settlement still to be determined, On3’s Pete Nakos explores how this limbo period will impact the 10-day football transfer portal, which is set to open this week, and one collective operator says this “could be the craziest time we’ve ever seen. Will it be as deep as it is in the winter? No. But it’s going to be an inflated market like we’ve seen in basketball. Schools can still write blank checks. A linebacker valued at $350K can get an $850K offer. It’s tampering 365.” A Power 4 GM adds: “If it doesn’t get approved by the time the portal opens, schools can go get what they want at whatever price they’re willing to pay.” (link)

The NFL released the results of its annual helmet performance and safety study Friday and is banning seven additional models for next season while three others have been moved to a “not recommended” category. Front Office Sports’ Eric Fisher points out that those 10 models were deemed top performers by the league as recently as 2022. The seven newly prohibited models include four made by Riddell, two made by Xenith and one made by Schutt. The three that are now not recommended include two by Schutt and one by Riddell. Fisher: “Taking their place are a series of upgraded helmets that include more force absorption and additional customization for individual positions. Ten recommended helmet models now perform well enough that they are considered ‘Guardian Cap optional,’ exempting players with those helmets from also using the caps during training camp and practice.
