SMU AD Damon Evans joins 365 Sports and says he spoke “quite a bit” with incoming President Jay Hartzell before accepting the Mustangs job and notes that “for SMU to say, ‘Let's shoot for the moon, let's shoot for the stars,’ that's what they did [by hiring Hartzell]. So, he was very involved and he's one of the main reasons that I came to this institution. I wanted to make sure that the individual that I would be working for and working with, that we could partner together – and that's the first word he utilized was ‘partnership.’ And to hear that come out and his vision for this institution as a whole and the role that athletics plays at the institution was something that was just so good to hear – music to my ears.” Evans also posits there needs to be two-way agreements to which both institutions and student-athletes must adhere: “How do we get there? Maybe we need to collectively bargain. Maybe we need some help from Congress to do so. But what we have to focus on are the things that we can control as athletics administrators, and we’ve got to tell a better story because I think to a certain extent our industry has lost the public's trust. Fairfield President Mark Nemec outlines three ways athletics fit into the university’s overarching mission of remaining nationally prominent: “First and foremost, as educators, it's really critical that our student-athletes and our students who are fans see it as part of their developmental experience. So, it's both celebrating wins but it’s also dealing with setbacks.” Second, Nemec cites the importance of competition and winning. “And it’s about not winning above all else, but it’s about giving one’s best effort to achieve a result, which, in many cases, can and should be a win.” Finally, Nemec explains the role athletics play in telling Fairfield’s story. “Athletics and it doesn't just have to be men's and women's basketball, right, the fact that our men's lacrosse team is now ranked in the top 20 certainly gets us notice the success we've had as I mentioned earlier and women's athletics across the board gets us notice, so using athletics as a vehicle by which our story is better understood is also really critical to how I think of it fitting within the institution. … At a lot of universities, not even just DI universities, athletics is sort of an entity unto itself, whereas here it’s fully integrated into who we are and what we aspire to be.” More from Nemec. SEC schools will have to spend at least $2.5M on new scholarships starting with the 2025-26 year if the House settlement is approved, according to CollegeAD, which adds: “While the SEC has capped football scholarships at 85, sources say that the league is not expected to mandate how scholarships are used in other sports. Sources say institutions will have the freedom to set scholarship limits for all sports other than football, as long as the $2.5M in new scholarships is reached.” (link)

Boise State Asst. Professor Sam Ehrlich with a thread of House settlement objectors' submissions, which were due by midnight. Of note is one from “MoloLamken et al. They also push back against the parties' justifications for roster limits, arguing the parties failed to explain how the caps improve competitive balance/output as they argued as procompetitive justifications.” Lots here. The Mercury News’ Jon Wilner submits that “when the barrage of lawsuits and kneecapping of NCAA rules will end, nobody knows. But how they will end seems fairly clear, for there are only two paths out of the mayhem: Congress swoops in with antitrust protection for the NCAA…[or] a collective bargaining agreement [is reached] between the NCAA and the athletes.” Starnes Davis Florie attorney Jay Ezelle tells Wilner the CBA path is trickier than has been discussed: “It’s easy to say that employment and a CBA would solve everything, but that’s not really true. If the world is football players, basketball players and what you would need to do to satisfy Title IX requirements, how do you do that? Who is the CBA with? The issues facing power conference football players are different from the issues facing players in the Southland Conference. The issues for a rower in the power conferences are different from the issues for a football player in the power conferences. In fact, they might conflict. A CBA for all sports at all levels is impossible. The NFL can do it because it has uniformity.” (link)

Indiana State professor Craig Morehead and Maine professor Nicholas Swim in a guest post for Extra Points examine what will happen to the track walk-ons in the wake of the House settlement. To do so, they asked DI coaches and administrators and explain that “we collected 88 usable responses to an open-ended questionnaire on the current landscape of the sport, conversations they were having with various stakeholder groups (i.e., athletes, peers, administration), and how the pending settlement may impact their program, athletic department, university, and sport. Respondents were ‘overwhelmingly concerned’ about a particular negative impact on ‘walk-ons, developmental athletes, and high school recruits.’ One Power 5 HC suggested a capped roster will likely mean that ‘we no longer have time to give athletes the 2-3 years that it often takes to become great athletes at the college level,’ which some are concerned may have a ‘knock-on effect’ for Team USA Olympic development (Goodbread, 2024). Although many coaches mentioned that this may lead to a ‘trickle-down’ effect with more talent parity, there has been mixed evidence on the effect of parity within college sport when scholarship limits have been introduced (Sutter & Winkler, 2003).” Morehead and Swim note that ultimately, what becomes of athletes who lose their roster spots “likely depends on how important being a college athlete is to one’s identity. There will almost certainly be a flurry of transfer portal activity, and high school athletes who aspire to run in college may begin looking at options other than Division I, both of which may have positive effects on enrollment at Division II, Division III, NAIA, Junior College, and NCCAA institutions.” Lots more. Michigan State is moving forward with a 14-acre mixed-use development project, the centerpiece of which will be a $150M, 6K-seat Olympic sports arena. SBJ’s Bret McCormick reports the Spartans “will develop the project in a public-private partnership (P3) with local firm Gillespie Group and Goldenrod Cos., a Nebraska-based developer that’s leading Iowa State’s CyTown project.” MSU will enter into a long-term ground lease with the Gillespie and Goldenrod joint venture, and McCormick notes the first phase of the project includes the arena, hotel and parking structures. The arena is expected to be operational by late 2027 with the hotel and parking structure slated to be ready by mid-2028. The second phase -- housing, office and retail -- would be operational by 2030, while the third phase, the future MSU academic or health care facility, is still TBD. Renderings inside. (link)

Legends is slated to announce promotions for Tim Statezni, Dan Jankoski, and Jay Lenhardt to create a three-person executive team following the departure of Legends College President Mike Behan, who is the new Chief Business and Revenue Officer for Hornets Sports & Entertainment. EVP/CRO Chad Estis tells SBJ’s Ben Portnoy: “We aren’t backing off this space one bit. … We’re as focused on the college space as we’ve ever been. We see tons of opportunity here in the future, and we’re going to be firmly planted in it with a lot of resources.” Statezni will ascend to EVP of College, “functionally taking on Behan’s responsibilities” after serving as Legends’ SVP of Sales. Jankoski will take on an expanded role as SVP of College, and Lenhardt will receive a promotion to SVP of College Feasibility & Strategy. (link)

USC GM Chad Bowen joins Next Up with Adam Breneman to discuss how the role of a college football GM has evolved, what most fans and media don’t understand about NIL, and the pressure that comes with building not just a roster, but a culture. Bowen also explains that when balancing relationships with so many campus stakeholders, it’s important to be authentic. “Here’s the thing – recruits and families, they sniff out when you're not telling the truth, and I think if you're being authentic and real about the situation of what we're all being a part of, that's how winning is done.” Bowen adds that being transparent assures that families “know what they signed up for. They didn’t just sign up to come here because of a dollar amount. They didn't just come here to sign up for one person. They chose all the reasons.” Bowen acknowledges that he has yet to win a national championship but believes that to get there “everything should be under evaluation, including myself, every day because if you don’t view it that way, you don’t have that internal mindset that it could be taken away from you like that, you’re never going to win one anyway. I’ve said this over and over again, but there is not a day that will go by while I’m here at USC that I will waste it or I will take it for granted.” (link)

The NBA averaged 18,147 fans in attendance this past season, the second-highest total ever behind the 2023-24 campaign. SBJ’s David Broughton and Tom Friend also note that “for the second time in league history, total regular-season attendance exceeded 22.3M fans and regular-season average attendance exceeded 18,100 (the other instances were both during the 2023-24 regular season), [and] NBA arenas filled to a 97% capacity for the third time ever. Additionally, nearly two-thirds of regular-season games were sold out, and 10 teams sold out every game. The Heat and the Mavericks – which had the second-highest attendance leaguewide despite trading Luka Doncic – have the longest sellout streaks in the league, having sold out all of their home games for 13 consecutive seasons (minus pandemic-impacted seasons). The Celtics, the Warriors and the 76ers have sold out every game since the 2021-22 season. The Clippers, who this season left 20,000-seat Crytpo.com Arena for the 18,000-seat Intuit Dome, had the most precipitous attendance drop (-12.6%), going from 18,946 per game to 16,566.” (link)

Baylor AD Mack Rhoades was credited with $3.1M in total compensation for the 2023 calendar year, according to USA Today’s Steve Berkowitz, who explains: “This includes just over $2.6M in base pay. This makes him one of the highest-paid ADs in college sports.” (link)

Legal Matters: House…
+ Sportico’s Daniel Libit and Michael McCann note that attorneys in the House settlement “effectively doubled down on their prior position, arguing that implementing roster limits as part of the overall settlement compromise is both ‘fair and reasonable.’ They emphasize the lack of precedent where courts have blocked organized team sports from using ‘some form of roster limits,’ asserting that such limits are standard and appropriate within the sports context.” Moreover, they argue that phasing in roster limits would “upset the settled expectations, enrollment decisions, and other preparations” made by numerous student-athletes and member institutions. Regarding Judge Claudia Wilken’s concerns about future student-athletes losing rights through the settlement, the attorneys say they have “agreed to adjust the release provisions” to “clarify that future Division I athletes will not release their athletes injunctive relief claims until they have received notice and an opportunity to object.” To that end, Libit and McCann note the attorneys “filed a proposed five-page notice alerting future athletes to this right and process to object. … Finally, the lawyers are standing pat on their decision to include the College Football Playoff as one of the releasees to the settlement, despite the fact that the CFP is not part of the NCAA nor a defendant in either House, Hubbard, or Carter. However, in their brief, the attorneys clarified that the term ‘College Football Playoff’ is meant to include: the CFP Administration LLC, the for-profit entity which operates the playoff; CFP Events Inc., a subsidiary entity that manages certain events ancillary to the national championship game; BCS Properties LLC, which holds the CFP’s trademarks and copyrights; and the nonprofit College Football Playoff Foundation.” (link)
+ The Power 5 conferences have officially established the new legal entity to oversee enforcement of the updated athlete compensation rules pursuant to the House settlement. Sportico’s Daniel Libit and Eben Novy-Williams report the “College Sports Commission LLC was registered as a limited liability company with the Delaware Secretary of State. The entity—whose name had not been disclosed until now—is expected to be the central body in a revamped regulatory framework. … An official announcement is expected within the week.” The one-page registration, they add, did not “provide any additional substantive details about the commission beyond its name. But the name, while generic, does align with previous reporting that the entity would be modeled off the commissioner-led professional leagues. The commission is expected to soon announce the hiring of a chief executive. According to Yahoo Sports, the entity is expected to also hire a lead investigator in addition to a CEO-type leader, and would be the arbiter of which athlete NIL deals over $600 pass muster under new pay provisions created by the House settlement.” (link)

Bailey has denied San Francisco men’s basketball student-athlete Robby Beasley's motion for a preliminary injunction that would allow him to play in 2025-26, finding that the Ohio v. NCAA consent order does not require giving winter sport athletes, who played a partial season in 2023, an extra year, per Boise State professor Sam Ehrlich. (link)
+ A group of plaintiffs suing the NCAA over suppressed wages for volunteer coaches lost its bid to force the NCAA to turn over an unredacted version of a particular document which the judge ruled is protected by attorney-client privilege. More from Law360. (link)

Villanova AD Eric Roedl talks about the Wildcats’ approach to the changes in college athletics: “We always need to maintain a strong connection between how we’re operating in athletics and making sure there’s a clear, strong alignment with the institutional values, with the academic mission. Villanova is unique because it’s an Augustinian institution. We want our coaches and our student-athletes to understand what kind of community this is. Having said that, we’re going out and trying to recruit the best, most talented student-athletes and staff we can. We’ve got to find a way to mesh all that together. … This is not a transactional place. It never has been. It’s a community. But this is a much more transactional environment. So we’ve got to embrace the changing landscape, and we’ve got to evolve with it.” (link)

Wisconsin’s athletic department expenses are projected to increase 16% next year, setting another record high at a time when it'll start to share revenue with players. According to the Wisconsin State Journal’s Todd Milewski, the Badgers are asking for approval of a budget with $198.895M in expenses in 2025-26. Badgers Senior Assoc. AD/CFO Adam Barnes says the $20.5M in revenue-sharing is the “major driver” of the additional expenses, but he also notes the UW football team is making five road trips this season rather than three or four. "Any time we take the football team on the road, we're moving a lot of people. And then when we're going further it costs more." Furthermore, Barnes explains that an average increase of operating expenses of 4.8% for sports other than football "absolutely reflects our commitment to supporting our 23 sport programs." Spending on salaries and benefits is projected to grow by 6% to $76.525M, and the cost of financial aid to the athletic department for FY26 was listed at $13.325M, an 11% decrease from FY25. Meanwhile, the $198.895M in expenses doesn't include more than $28M planned to be spent on capital projects using donations. (link)

The Athletic’s Matt Baker takes a look at the role North Carolina Football HC Bill Belichick’s girlfriend, Jordon Hudson, is playing for the Tar Heels. Despite having neither a contract nor employment agreement with the university, Hudson appears to be helping with some of the program’s messaging. According to emails obtained by Baker, “before the Tar Heels announced they were hiring Belichick’s son Steve for the same job he held at the University of Washington, Hudson wrote to the school’s media team to ‘raise awareness regarding a sometimes subtle, sometimes obvious, frequently occurring detail within media releases and social media posts.’” In one December email, Hudson wrote: “Though Steve Belichick is in fact Bill’s son, he should be depicted and represented as his own established, credible entity as opposed to an extension of Bill. It can be easily misinterpreted that Steve is simply benefitting from nepotism but that is not the case. Steve was fortunate to have learned defensive football strategy from the ‘greatest defensive mind’ of all-time. He has earned his position due to his performance and output.” Hudson also asked: “Is there anyone monitoring the UNC Football page for slanderous commentary and subsequently deleting it / blocking users that are harassing BB in the comments [of social media posts]?” (link)

Cable’s share of total TV viewing in March got a boost from the NCAA’s basketball tournaments, according to SBJ’s Austin Karp, who notes that data from the Nielsen Gauge indicates cable accounted for 24% of TV usage last month, boosted by a 29% increase in sports viewing (and more strong cable news network viewership). Karp also notes that “TV’s figure is up from 23.2% last month, but well below the 28.3% during March 2024. Broadcast TV accounted for 20.5% of TV viewing, which is the medium’s lowest figure since July 2024. Streaming had its best figure yet at 43.8% (YouTube on its own hit 12% in March). After YouTube, in terms of share of streaming, were Netflix (7.9%), Disney (a combo of Disney+, Hulu and ESPN+ at 5%) and Prime Video (3.5%).” (link)
