Here’s the full House settlement supplemental brief filed last night that answers, in part, some of U.S. District Court Judge Claudia Wilken’s concerns. Yahoo’s Ross Dellenger: “As reported earlier, no change to roster limits. Other issues that the judge raised have been addressed.” (link)

Indiana State AD Nathan Christensen joins the Higher Ed Athletics podcast and talks about his path to Terre Haute, how he specifically prepared for the interview process at ISU (Christensen speaks very highly of his use of a D1.dossier), being President Mike Godard’s first hire, and more. Christensen explains that ISU is “letting the dust settle” before deciding on how to proceed with the House settlement. As things stand, Christensen notes the Sycamores would be opting out for the first year because of the myriad uncertainties. “There’s so many unknowns from the roster limits, how’s this going to work from a roster cap? That was really our take on it. I think a lot of our peer groups in terms of FCS, mid-major programs are taking that route because a lot of the questions are unanswered.” After Judge Claudia Wilken suggested phasing in the new roster limits, Christensen notes: “Historically, they’ve done that with anything in terms of rosters, so that’s my biggest hangup with the roster piece and I'm glad she did bring that up.” Lots more. Interesting trend to monitor: In Q1 2025, total Division I job postings have declined by more than 19% compared to the first three months of 2024. Despite this industry-wide decrease, D1 jobs postings on CollegeSports.jobs have increased by 2% over this period, showing the industry trusts D1.ticker more than any other source to promote their career opportunities. Forbes’ Kristi Dosh analyzes how Tennessee’s decision to part ways with QB Nico Iamaleava will impact future NIL contracts, and Heitner Legal Founder Darren Heitner believes that “collectives and schools need to implement more robust contractual safeguards while maintaining compliance with NCAA regulations.” His recommendations include graduated buyout clauses that decrease over time but remain substantial enough to deter early departures, and mediation clauses requiring good-faith discussions before any party can terminate the agreement. “The key is creating mutual accountability without crossing into pay-for-play territory. Schools and collectives should also consider requiring college athletes to carry professional liability insurance as an added protection.” Kennyhertz Perry attorney Mit Winter notes that schools are already including buyouts or liquidated damages clauses, but they are either negotiated out by skilled counsel or they lack any real consequences, particularly since athletic departments and collectives are hesitant to become the first entity to take a student-athlete to court. “Most schools view it as a recruiting killer if they or their collective sue a player. The only way schools can really keep players from leaving is through employment contracts. Schools and collectives also sometimes use payment schedules to try and serve as deterrents to leaving. Bigger payments will be due after the portal closes. But again, good representation is aware of this strategy and will make changes in favor of the athletes.” More. (link)

More on the capital outlay money that New Mexico received from the NM Legislature. While the Lobos requested $41.75M, they received $12.395M, roughly 30% of their desired total. Here were the requests: video boards in athletic venues (partially approved, got $135K of $7.5M requested), softball clubhouse ($5M not approved), tennis court improvements ($1.5M fully approved) athletics equipment storage facility ($1.5M not approved), “improve athletic facilities” (partially approved, got $50K of $1M requested, Governor Michelle Lujan Grisham vetoed), renovations to University Stadium (partially approved, got $1M of $15M requested) and improvements to Diehm Athletics Facility (partially approved, got $50K of $10M requests). + A Wisconsin spokesperson tells the Wisconsin State Journal’s Todd Milewski that the Badgers’ practice of awarding yearly extensions for coaches – even after losing seasons – is based on continuity, with the school attempting to avoid "uncertainty for teams and recruits" if a coach's contract nears its expiration. Milewski notes that “if a coach signs a five-year contract, keeping it at that length can be perceived as the athletic department committing to the coach for the length of an incoming player's time at the school. The more time left on a coach's contract, however, doesn't necessarily equate to more job security. In many cases for Badgers coaches, extending the end date of the contract yearly doesn't change the buyout amount.” For example, Football HC Luke Fickell, who received an extension despite going 5-7 last season, remains subject to the same buyout clauses. If Wisconsin fires Fickell without cause, it owes him "the greater of 80% of the total compensation remaining under the initial Employment Agreement and Additional Compensation Agreement or" $6.48M. Milewski: “The key word there is initial, or the contract signed in November 2022 that totaled $57.1M through March 31, 2030.” Also from Milewski: “As of early 2025, the last time a contract wasn't either terminated or extended by a year after a season was 2020-21. Men's soccer coach John Trask had a three-year contract, but Wisconsin declined to extend it after the fall 2019 season and a rescheduled spring 2021 campaign, then let it expire after the fall 2021 season. Trask's contract also wasn't extended after the 2015 season.” (link)

The NCAA has found that sports betting violations occurred at Baylor when former Director of Resource Development Sam Hancock placed impermissible daily fantasy bets on professional and collegiate games from July 2019 through September 2024, including competitions involving Baylor teams. Per the NCAA, Hancock “placed 2,950 impermissible bets totaling $45,979 on three different sports betting platforms — including bets on 113 contests that involved Baylor teams and student-athletes. Hancock acknowledged that he engaged in sports betting activities before his employment at Baylor and continued to bet on sports after he was hired, despite receiving rules education from Baylor and knowing that his conduct violated NCAA rules.” As a result, the NCAA has levied a two-year show-cause order for Hancock. North Carolina Senate Republicans plan to “increase the amount of tax revenue that flows to athletic departments at North Carolina System schools, add North Carolina and NC State to that distribution and double the tax rate on sports betting operators as part of its budget proposal,” according to WRAL’s Brian Murphy, who adds: “The budget would also mandate that UNC and NC State play basketball games against other schools in the UNC System, a requirement that is connected to the revenue distribution.” Under the new GOP budget, tax revenue from sports betting would be distributed among DI schools as follows: North Carolina A&T, UNC Asheville, UNC Greensboro, UNC Wilmington and Western Carolina would receive $1M. Appalachian State, East Carolina and Charlotte would receive $1.5M. Murphy notes that based on last year’s formula, UNC and NC State would receive roughly $11.5M each before considering any potential increase in the tax rate or the tax revenue. (link)

ESPN Chairman Jimmy Pitaro tells SBJ’s Austin Karp and Mollie Cahillane that Flagship is “on schedule to launch this fall. It’s helpful to think about it in two ways. First off, we will be making all of our channels, all of our content, available direct-to-consumer for the first time. Part two is a significantly enhanced ESPN app.” Pitaro also says of ESPN’s future with MLB: “I have to be fiscally responsible and disciplined. It does not mean that we are not interested in remaining in business with Major League Baseball. I’ve been consistent that we are still interested in national games. We’re interested in other components of our package. We’re interested in postseason, but we also are very, very interested in local, whether that’s in market or out of market.” Cahillane notes that Pitaro “struck a tone with us that really made it seem like ESPN very much wants a path forward with baseball. But numbers are numbers, and the numbers from ESPN’s current deal with MLB -- well, they weren’t ‘numbering.’” With the exclusive negotiating window with UFC set to expire on Tuesday, Pitaro explains: “I wouldn’t read too much into that. We’re not hyper-focused on that window. We know that there’s going to be interest in the UFC and that’s great for the sport. It’s great for them, but we remain interested in trying to figure something out with those guys.” (link)

House plaintiffs and the NCAA will file a joint report today addressing Judge Claudia Wilken’s concerns from the settlement hearing, per Venable LLP attorney Philip Sheng, who notes that any public comments (1 page limit) are due Tuesday, April 15 at midnight.” Yahoo’s Ross Dellenger reports the parties will not be phasing in roster limits. The Sports Oversight Committee has approved adjusting the championship date formula in women's soccer, beginning with the 2026 season. With this change, the Women's College Cup will be held on the second full weekend in December, the same weekend as the Men's College Cup. The Women’s College Cup is currently held on the first full weekend of December. The committee also approved a proposal to require all preliminary-round hosts to provide video review, beginning with the 2025 Division I Men's and Women's Soccer Championships. Currently, video review is in place for the national semifinals and finals. (link)

The FCS Oversight Committee took no action on a proposal to permit 12 FCS football games per season. Hero Sports’ Sam Herder notes it “sounds like [there was] good support behind it, but more discussion will take place before deciding on a recommendation. Ideal timeline would be to make a decision before next month's DI Council meeting.” According to the proposal, schools could play their first games two Thursdays before Labor Day. (link)

Oregon State and Washington State are close to finalizing a TV deal for the 2025 football season, according to JohnCanzano.com’s eponymous publisher, who reports: “At least one of the TV partners will be familiar. The Beavers have seven home football games next season, and the Cougars have six. The CW will carry as many as nine of those 13 games. The remaining four games would air on other ‘major’ network partners, per a source. The media rights agreement for 2025 is expected to be finalized by the end of the month. … Then comes the new-look Pac-12’s media rights deal for 2026 and beyond. I’m told the two negotiations have moved in conjunction with each other. Also, the conference needs to add at least one ‘all sports’ member via expansion before July 1, 2026.” As for who the other “major” network partners could be for 2025, Canzano writes: “Fox and TNT immediately come to mind. There may be others involved, too. A source told me: ‘There are other big-name partners who will allow us to deliver substantial ratings.’ Some or all of the TV partners for the coming season may be involved in the subsequent deal involving the new-look Pac-12. As [Pac-12 Commissioner Teresa] Gould told me in November: ‘We have a story to tell. You don’t ideally want to wait until 2026 to start telling it.’” (link)

Monmouth is opting into the House settlement, and Hawks AD Jennifer Sansevero talks about how the department is preparing for college sports’ new era, telling the Asbury Park Press’ Stephen Edelson that “we are going to continue to compete in the current landscape of college athletics. We have made some decisions and we have made some strategic maneuvers to be able to do that, to recruit and maintain quality student-athletes. The CAA said, ‘Hey, if we want to be Division I, if we want to have access to championships we have to do this.’ And Monmouth said ‘Yup, we have to do this.’ … Are there going to be schools doing more than Monmouth? Yes. Schools like (UNC) Wilmington and Charleston just have a greater capacity given where they are, given their current sport makeup and matrix, given collectives they have already established. But Monmouth is going to compete. We have figured out ways to strategically position ourselves to do that. We are going to have resources to give our kids and our programs an opportunity to be successful.” As far as how much revenue the Hawks will be able to share, Sansevero explains that VCU has indicated it will share upwards of $7M, while Charleston plans to distribute $1.5M to $3M. “Monmouth is still in the process of figuring that out and reallocating resources, and strategically positioning to get new outside resources. We want to make sure we’re in the market. We want to make sure that we remain competitive. Many are very close to the vest in what they are doing. But I think institutions are looking to do what they can and they are still trying to figure that out, especially because we don’t have the final settlement yet.” (link)

Sportico’s Michael McCann unpacks former Villanova men’s basketball student-athlete Kris Jenkins’ lawsuit against the NCAA, noting that Jenkins, who contends the NCAA, ACC, Pac-12, Big Ten, SEC and Big East violated antitrust law by agreeing to eligibility rules that barred him from capitalizing on his NIL while with the Wildcats, has opted out of the House settlement. “Jenkins’ case resembles those brought by other former college stars over the last year. [...] They offer the same basic legal argument: The denial of NIL opportunities through eligibility rules accepted by competing colleges and conferences violated antitrust law.” McCann submits that “one defense is to argue Jenkins’ claims are barred by applicable statutes of limitation. Federal antitrust claims have a four-year statute of limitations, while unjust enrichment (another of Jenkins’ claims) usually has a statute of limitations of six or fewer years.” Jenkins could counter that the “relevant time should be tolled or expanded. The use of Jenkins’ NIL continues, the complaint maintains, by his college basketball achievements appearing on the Big East website and social media. The inclusion of the last season of his collegiate career in the House class action, which U.S. District Judge Claudia Wilken certified in 2023, could also be grounds to extend his clock to file.” More from McCann. Former Duke football student-athletes Ryan Smith and Tre'Shon Devones have filed a lawsuit against the NCAA in which they argue the association’s eligibility rules are an unreasonable restraint on competition and would force them to enter the NFL Draft with a low likelihood of success. According to WRAL’s Brian Murphy, the lawsuit says that “as a result of injuries and unfortunate circumstances both had several of their college seasons cut short. The lawsuit specifically mentions the NCAA's five-year rule.” The suit also specifies that both players earned $50K in NIL payments in 2024 and have been offered up to $150K in NIL for the 2025 campaign. The NCAA in a statement to WRAL: "The NCAA stands by its eligibility rules, including the five-year rule, which enable student-athletes and schools to have fair competition and ensure broad access to the unique and life-changing opportunity to be a student-athlete. The NCAA is making changes to modernize college sports but attempts to alter the enforcement of foundational eligibility rules – approved and supported by membership leaders – makes a shifting environment even more unsettled.” (link)

Virginia expects to generate $75M in revenue via a new five-year seating plan at John Paul Jones Arena that will take effect beginning with the 2027-28 hoops season. According to The Virginian-Pilot’s David Teel, who also notes season ticketholders who prefer to pay in full will receive a 30% discount for doing so by June 30. Additionally, “non-discounted gifts for the five-year licenses range from $10K in the upper end zone to $150K on the floor second row, those amounts to retain your full allotment of seats. The required gift to sit in the first row on the floor is $125K per seat. In addition, season tickets linked to the licenses require annual fund donations ranging from $3,500 for two seats to $25K for eight.” Deputy AD/VAF Executive Director Kevin Miller tells Teel that “I don’t know if there’s ever a right time to do it. But I think the timing for us — it’s coincidental — but I don’t think it could happen at a better time. That may sound crazy, but there’s hope and excitement with Coach Odom. … I’m going to get crushed. I know it…but I think there’s a lot of people in their mid-40s out there who have been waiting for this. I hope I’m right on that. We’re going to find out.” UVA’s School of Data Science studied more than 50 peer institutions to help determine giving levels for the seat increases. (link)

UTSA reports on attendance figures in winter and fall sports this semester, starting with women’s basketball, where the Roadrunners “set a new single-game attendance record of 2,250 fans in the season finale against Florida Atlantic on March 1. It shattered the previous record of 2,000 attendees set in 1991. The Roadrunners hosted seven games with an attendance of better than 1,000 fans this past season. A school-record 15,372 fans passed through the turnstiles during the 2024-25 campaign. UTSA also set a school record for average attendance at 1,152. The number of single-game tickets purchased in 2024-25 was an 81.3% increase from the previous season.” On the men’s side of the hardwood, “season-ticket sales remained even despite two fewer home games from the previous year. Season-ticket sales in the last two campaigns are the highest for the Roadrunners since the 2019-20 season. Since the conclusion of the 2022-23 season, average student attendance at UTSA men’s basketball games has increased 20%.” In baseball so far this spring, UTSA has already welcomed an all-time single-game Roadrunner Field school record 1,457 fans to their March 25 game against Texas State and have averaged a stadium capacity of better than 80% through the team’s first 18 home games. Finally, in softball, UTSA has set a school record for season tickets sold in 2025. (link)
