The NCAA Board of Directors today eliminated several rules related to amateurism contingent on approval of the House settlement. In addition to modifying rules to allow institutions to provide direct financial benefits to student-athletes, the board eliminated “team scholarship limits for institutions” and will allow “institutions that provide student-athletes with settlement-related benefits to provide any amount of an athletics scholarship (up to cost of attendance) to any student-athlete included on a team's submitted roster.” Additionally, the amended rules allow institutions to provide student-athletes with settlement-related benefits on an annual basis, provided the school does not exceed the value of its benefit pool for that year. They also codify “the calculation of the benefit pool/cap pursuant to the settlement and establishes annual reporting and attestation requirements.” Furthermore, the board approved a measure to designate an “enforcement entity that will be developed and operated by the defendant conferences, to enforce all NCAA bylaws established to implement the terms of the House settlement, including compliance with the new roster limits, the provision of direct financial benefits to student-athletes consistent with the new benefits pool, and meeting requirements for third-party NIL agreements entered into with associated individuals or entities.” Full rundown via Yahoo’s Ross Dellenger. The NCAA Board of Directors, in addition to conditionally approving new House-related rules, received an update from the Decision-Making Working Group, which provided concepts for a possible new committee structure in DI. While the final proposal for the structure of DI is still a “work in progress, the working group's recommended format would reduce the number of committees, removing several layers to the governance structure and enabling the Association to be nimbler and more responsive to the needs of college sports. The board did not take a position on the suggested format and is not expected to vote on a proposal to restructure the decision-making process for [DI] until June, but it directed NCAA staff to begin seeking broader membership feedback on the concepts. The board also discussed conference membership requirements, including possible options that would provide greater temporary flexibility for schools to move between conferences as the Association proceeds with changes related to the proposed settlement. The board did not take any action during the meeting, but the discussion emphasized the need for the division to be adaptable to major changes in college sports and higher education while also maintaining some level of stability within Division I in terms of conference alignment.” (link)

The College Football Playoff Management Committee will gather in Dallas this week, and The Athletic’s Chris Vannini notes the three main topics of discussion will be the seeding structure for the 2025 CFP, the long-term governance of the CFP beginning in 2026 and the CFP format for 2026 and beyond. Vannini reports that it’s possible the committee “will again fail to resolve or even address all the biggest issues, based on conversations with more than a half-dozen people involved in the discussions, granted anonymity to discuss the status of ongoing negotiations. … No one in the room has budged much on key issues over the past year. CFP leadership tries to avoid hard deadlines, but difficult decisions will have to be made sooner than later, and the results could further fracture the sport.” One person involved with the discussions so far tells Vannini: “I can guarantee some people aren’t going to be happy. It’s just a matter of which people.” Another adds: “If I were a betting person, I would think we get there” on re-seeding the 2025 field, though that person was “among several cautioning it may not happen this week.” Regarding the push for ensuring the SEC and Big Ten will receive four AQs each, Vannini notes Big Ten Commissioner Tony Petitti is the driving force on that front, with a source noting SEC Commissioner Greg Sankey is more concerned with refining the selection process. “I don’t think Greg believes [the SEC] needs all this stuff.” (link)

In discussing how Connecticut plans to approach revenue-sharing, Huskies AD David Benedict remarks that “I think the whole narrative around the fact that the Big East has this massive advantage [in basketball] is comical, in a way. And maybe it will play out that way. At this point, I’m very skeptical of that narrative. I’m not so sure that’s not just a narrative that is helping support individuals who are actually spreading that narrative to try to make sure they don’t fall behind, versus what the realities are. Because the suggestion that a group of universities that are getting probably 10% of what those [power conference] institutions are getting in media value – and we’re talking about tens of millions of dollars difference – that the schools getting 10% of what they are, are at a financial advantage is somewhat comical to me. The realities are, you can spend more of the cap on a particular sport. Well, you’d have to have the money first to be able to spend it. So yes, there is potential based on the formula and how things work, that you would have an easier time spending direct revenue share because you don’t have the massive investment that football requires. But you still have to have the money. Name me one school right now outside the Power 4 that is going to max out the cap. I’m not aware of any. … Conferences are distributing, on the low end of the Power 4 levels, somewhere in the 40-plus million area, all the way up to the 60, 70, 80 million dollars. We get five, maybe. So how are we advantaged in that scenario, financially?” (link)

Southern Illinois AD Tim Leonard is skeptical that, outside the biggest brands, college sports as an industry is ready for the increasing professionalization and tells WSIU Public Radio that the difference is "professional sports have rules. We don’t have rules. So, you’re just making stuff up as you go. And the basketball recruiting this year has been unlike anything I’ve ever seen. The value of players when the portal opened up versus the value of what they’re getting now a couple weeks later – their values are going up daily. And that’s another reason why you're seeing players enter the portal that haven’t been in. … There is so much money out there, it is absolutely crazy, and you can’t fault the kid. We can get mad about it and frustrated about it, but who in here would not take a job if they could quadruple their current salary. That’s what’s happening.” Full interview. (link)

More from the AD Advisors + Timark Partners study on the current climate in men's college basketball which found that up to 70% of players who enter the portal move to schools with “lower profiles or even fail to find new destinations,” according to ESPN’s Myron Medcalf. From the report: “To better support the evolving intercollegiate athletics environment and to prevent the loss of students, the time has come for every athletic program in [Division I] to create a support program similar to a private-sector human resources department. Its purpose would be to help schools retain their student-athletes. Given the reality of the portal, either schools will get used to saying goodbye every year to players, or they need to find a new coordinated way to retain them." (link)

Baylor has lost every scholarship player on its men’s basketball team, except one, since the end of the season, and asked by HoopsHQ’s Seth Davis whether he’s ever experienced an exodus on this scale before, Bears HC Scott Drew replies: “I don’t know if any coach has. We didn’t go into the end of the season thinking we would have to replace as many as we do. Normally you lose one (transfer) a year, or every two or three years. If you’re not used to it, you get upset with yourself, like why didn’t I do a better job coaching them and helping them?” Drew declined to disclose what Baylor’s current payroll is but tells Davis: “If you could pay everybody what they wanted, you wouldn’t lose anybody, right? We have enough resources to build a very competitive team. Would every coach like to have more? Yes. Would every player like to make more? Yes. But that’s not the reality.” (link)

In the latest episode of The Career Hustle, Connect's Kristen Eargle is joined by UTEP Deputy AD for Revenue Generation Michael Levy, who discusses his time at TCU, during which he led the Horned Frogs to the largest fundraising year in school history ($88M in new gifts and pledges) in FY23 as well as his current work driving UTEP in the launch of the Climb Higher campaign, which has satisfied over 75% of its goal in six months ($7.5M of $10M). Levy also outlines tips for authentic networking and how to lead during times of uncertainty in college athletics. When it comes to hiring new team members, Levy explains that "non-negotiables are attitude and energy. You control those two things every single day. Being a good communicator and overall just being a nice person – I think sometimes that gets overlooked, but we spend more time with our colleagues than our families in this business and so, at the end of the day, you want to enjoy who you’re around.” Levy goes on to explain that with all the changes in the industry, it’s particularly important to project a sense of calm. To that end, he has begun holding impromptu 15-minute meetings. “Whenever I feel like we’re kind of running around the greater mission, we get together and say, ‘Here are our three priorities and where are we at on all of those and who’s leading the charge, so to speak.” Full Q&A on Connect. USA Track & Field ran a total deficit of more than $12M in 2022 and 2023, its two most recently available budget years, according to the Wall Street Journal’s Rachel Bachman, who reports: “More recently, it has laid off several highly paid employees. And this season, USATF has scrapped the L.A. Grand Prix and the Bermuda Grand Prix from its schedule. This is happening less than halfway through a 23-year sponsorship deal with Nike worth nearly $500M. Cash flow has been an ongoing problem, according to people familiar with the situation. In some cases, USATF has taken six months or more to pay out prize money. At the group’s Indianapolis headquarters, employees were told not to arrange plane travel more than a month in advance.” The USOPC last year instructed USATF to hire an outside law firm to undertake an independent review, which Bachman notes is ongoing. USATF CEO Max Siegel and COO Renee Washington maintain that employees weren’t told to hold off on arranging travel until the month before, and that prize-money payment delays are often caused by agents and athletes failing to file proper paperwork. Siegel: “If you look at the objective metrics in terms of revenue and everything else, it is clear that from 2013, our first full year on, we’ve had more resources, we’ve had better performance.” (link)

“It's more like the quicksand thing, where you’re just constantly sinking. It’s just a matter of how quickly and how much rope you have, where you’re trying to pull yourself out. We’re doing better than most, at the end of the day. However you want to measure the output of the investment we’re making, I would put our results up against anybody’s.” That’s UConn AD David Benedict to The Hour’s Mike Anthony on how it feels to lead & make decisions in the current industry environment. More: “...the general environment with revenue sharing and how it’s playing out relative to talent acquisition is, I would say, significantly challenged because of the lack of any sort of guidelines, policies. There’s just a lot of questions and ultimately there’s no real hard data. When you’re dealing with a market like we are, that is very competitive, and there’s no real data you can rely on … it makes for a very chaotic situation. None of that is to suggest I’m not in favor of a student-athlete’s having the opportunity to revenue share. It’s just that there’s no structure to this, at all.” Benedict also says the Huskies will set a new fiscal year fundraising record, with a total likely to “almost double” the previous high water mark of $24M. Southern Illinois AD Tim Leonard discusses a number of items with WSIU’s Brad Palmer, including the new partnership between the Missouri Valley Football Conference & the Summit League: “It’s an opportunity for the four Dakota schools to have a little bit more say and power in terms of membership as it relates to football. That league continues to grow and they may look at some schools that play FCS football that they want to bring in. If they were to do that, we’d probably look at doing north and south divisions, but the good news is I really don’t think it’s going to impact the value of the Missouri Valley Football Conference, which is regarded by everyone as the most premium FCS football conference. [...] We’ve already decided what our governance structure will look like and the thought is now to hire a Deputy Commissioner who will oversee football. That should be good for everybody.” More. Add Texas Tech Board of Regents chairman & notable Red Raiders donor Cody Campbell to the list of those who believe there’s still significantly more media value available to college athletics - if there were consolidated negotiations: “The conferences compete with one another for media deals. That dynamic has caused them to get less money, per viewer, than pro sports do. The NBA has about half as many viewers as college football, but they get twice as much money, which is crazy, but it’s all because of this legal setup that we have. That needs to change. Everybody needs to come together, pool their media rights and do a single big deal that will give college football more control and more money. [...] Through that, you do some more fair media distribution system with respect to the media rights. Schools like Alabama, Texas, Oklahoma, who have big followings, have big stadiums, big licensing deals will still have a big economic advantage. But, New Mexico or Wyoming or Toledo will still be able to sustain an athletic department under a system like that. [...] We need to rethink how we do college sports, in general.” (link)

Former San Jose State Women’s Volleyball student-athlete Blaire Fleming spoke to The New York Times Magazine’s Jason Zengerle about the challenges of last season as part of a wide-ranging article into the situation: “Do I think I’m the last? No. There’s going to be people in the future, whether it’s 10 years from now, five years from now, 20 years from now, there are going to be trans people in sports. Hitman Hoops reports that Memphis Men’s Basketball student-athlete Dain Dainja’s agency, Young Money APAA Sports, has decided to part ways with him after the “debacle” this week. Further details: “Dainja told his agency … to put out that he was hitting the portal. As soon as ESPN and others put out that he was hitting the portal, Memphis HC Penny Hardaway called Dainja about 5 minutes later confused, as he had been under the assumption that Dain was staying. It’s unclear what they discussed on the phone call, but Dainja then immediately hit up his agency asking them to take down the posts. It appears he changed his mind. Obviously, it was too late for the agency to do anything about it, so Dainja put out his own message, stating that ‘no decisions have been made’ yet. Dainja is still undecided on whether he’s entering the portal or not, but none of this matters if his waiver isn’t approved.” (link)

Extra Points publisher Matt Brown posits that one skill set that will be universally requisite for Football GMs involves interpersonal skills, and NC State Asst. AD/Football GM Andy Vaughn tells Brown: “A lot of NFL GMs aren’t experts in that department (contracts), either. They’ve just done it for so long, and the system is set up, so they can know what can be tweaked and what can’t. How many people are redlining an NFL contract? They’re probably working within a small subset of that contract. The majority of the P4 institutions are state schools, which means you’re dealing with state funds, right? So a university general counsel builds a template and went through that contract with a fine-tooth comb. They need to protect the state’s money because they have a lot more regulation, more oversight, than a collective may have. … But in my opinion, the guys who have been doing this in college for a long time, like myself or [Ohio State GM Mark Pantoni] will have an easier curve to learn the numbers and how the cap works…because the college system isn’t exactly like the NFL.” (link)

Downtown Lawrence Inc. Executive Director Andrew Holt says the organization supports Kansas’ Gateway Project, but notes: “We feel that it will really be positive in the truest sense if there is an enhanced corridor between KU, the Gateway Project and downtown.” To that end, Jayhawks Deputy AD for External Affairs and Revenue Generation Jason Booker explains the athletic department would like to incorporate downtown Lawrence more closely in its football game-day programming. For example, Booker says KU wants to send its band, cheer squad, mascots and athletes from other sports into downtown to raise awareness on Friday nights; bring buskers and balloon artists to game days; and establish a series of downtown concerts to pair with Saturday’s game action, which KU would promote during games and on social media. “Could we do something outside the Granada one Saturday, and then move it down to the other end maybe outside of Jefferson’s the next weekend, doing kind of a local concert series after every game so that people know, ‘Hey, I know something’s going on downtown, I’m not sure exactly what it is, but I know my plans are (that) after the game, we’re always going to find our way down there.'” (link)

Western Michigan’s men’s hockey national championship should be a “tantalizing reminder” to Bowling Green of what’s possible, according to the Toledo Blade’s David Briggs, who writes: “I have long argued that Bowling Green should go all-in hockey, but here is real-life testimony to the possibilities that remain right there within its glove-hand reach. The reality: As the rest of the collegiate athletics enterprise continues to go mad — and the oceanic divide between the haves and have-nots in football and basketball just keeps widening — men’s hockey is the one sport with cultural resonance in which an otherwise mid-major school can compete for a national title. That doesn’t mean Bowling Green should disinvest in football or basketball, although a reprioritizing wouldn’t be the worst thing for some schools.” Additionally, Briggs submits that hockey has cultural currency: “A school could invest a bunch of money to contend for championships in, say, fencing or water polo. That would be an amazing accomplishment; it would not be a stirring communal one. Hockey matters at Bowling Green. It’s a thread of its DNA that connects students, alums, and donors, and it adds real vitality to the campus experience.” Furthermore, while Bowling Green’s enrollment is healthy, Briggs contends the Falcons have the “same electrifying opportunity” to increase it, as the Broncos have. A former Loyola Chicago student-athlete has filed a proposed class action accusing a former Michigan football coach of “orchestrating a years-long cyber sexual assault by hacking into university athletic databases and staling intimate photos and medical data of over 150,000 students, and asserting that the university and its vendor enabled the breach.” More behind the Law360 paywall. Fox Sports SVP of Strategy & Analytics Ben Valenta thinks the key to success in sports media is creating a sense of “belonging.” Valenta, on The Varsity podcast with Puck’s John Ourand, “Sports are entertaining, but they are not entertainment. Sports is the business of belonging. That’s how this business works. So if we frame it that way, and we frame it properly, then every question, every challenge, every opportunity that comes across [San Francisco Giants President/CEO] Larry [Baer’s] desk, he’s thinking about differently as a result of that framing. And we’re getting closer to the heart of why consumers actually engage in this space. Why they give their money to the businesses in the space.” To bolster his point, Valenta pointed to this year’s NBA ratings: “There was a lot of coverage paid to how the ratings were dipping for the NBA. And there were a lot of commentators talking about, ‘What could be the problem? What’s wrong with the NBA? How can we fix the NBA?’ And because they were framing the question in an entertainment lens, they naturally arrive at entertainment answers. And those entertainment answers are all about, ‘Well, there’s too many three-pointers.’ As if that’s the reason people engage in the first place. And it’s not.” (link)
