+ Front Office Sports’ Amanda Christovich examines what President Trump’s college sports commission could accomplish and points out it remains unclear whether the NCAA’s wishes could be achieved via an executive order. A congressional aide tells Christovich that an EO may not be the appropriate mechanism to satisfy the NCAA’s requests. Instead, the aide notes they may have to be addressed through federal legislation. Christovich: “If not, more lawsuits could strike them down. (Several of Trump’s executive orders have been met with legal challenges, including one ending collective bargaining for federal workers and one addressing birthright citizenship.) A lobbyist, meanwhile, suggests that an EO more likely could be used to “establish the commission itself, which would then author a report and suggest guidelines for the White House to follow on college sports policy. Congressional Republicans would feel inclined to follow the recommendations of this commission in any potential legislation. … A comparable situation: Trump’s executive order last week establishing the ‘Religious Liberty Commission.’” (link)

New Hanover AD Mark Shook sat down with D3.ticker’s Anthony Grassi at the 2025 NCAA Convention to dive into his transition to the Panthers as he began last week, lessons learned during his time as AD at Kentucky Wesleyan (DII) and more. Shook pointed to the academic and athletic prowess of Hanover as a key reason for his interest, adding: “There's a few places in college sports that you always hear about, that there's a lot of respect out there for, and the opportunity that came about through Spelman Johnson I got to learn more quickly and I found at every step and every hour of my research that it's a really special place.” Through the three-month search process, Shook says he spent 8-10 hours preparing for each stage of the interview process, which included diving deep into the strategic and diversity and equity plans, researching each individual he would meet with and more. Asked about his early tasks: “[Hanover has] some really good things in place and their external relations unit has had success, the coaches and the staff have done well, so my approach will be kind of a learn and listen early on, but what I would look forward to is to identify some of those immediate needs, which it's going to be different there again as they've just renovated a fair number of things. So now it becomes the things that really elevate you beyond just meeting the basic safety requirements and really the icing on top so to speak. I look forward to getting to know the Hanover community, but also the alumni.” More on BOSCA. (link)

Fontbonne AD Danielle Doerfler sits down with D3.ticker’s Maria Buckel to dive deep into how Doerfler has handled the closure of the institution. After announcing the closure the following academic year, Fontbonne issued a blanket waiver to give all student-athletes a choice: “You can stay at Fontbonne University. These are the things that we're offering. You can play for our athletic teams, as long as they come to fruition. Or you can go to another institute.” This allowed coaches to focus solely on what’s best for their students and serve as their de facto agents and advisors to help them land at another institution. On determining whether certain sports would play in this final year, the staff set summer dates to determine if teams would be viable and had conversations with coaches and athletes. In an effort to create the best experience possible in this final year, athletics added extended trips and trips to teams they do not normally play to create new, memorable experiences for student-athletes. Doerfler: “We were selling that over the summertime. I was speaking to student-athletes all the time in those meetings, explaining to them, ‘I promise you, take my word for it, your budgets are going to be the exact same the same experience you had at Fontbonne when you came here as a sophomore, you're now going to have as a senior.’” Asked what surprised her about the closure process, Doerfler was surprised by the requests from alumni for certain items. House Settlement Updates…
+ According to a filing made Wednesday, House attorneys have agreed that schools will be permitted to grandfather in a range of athletes, according to Yahoo’s Ross Dellenger, who notes those athletes include: (1) those currently on a roster; (2) those athletes who have already been cut this year; and (3) those high school recruits who enrolled at a school after committing to a roster position only to see it eliminated.” Dellenger adds that, as he reported last week, the revision is “not mandatory but is at each school’s discretion — a move that is seen as a compromise from the power leagues to the judge’s wishes.” As part of the settlement revision, schools would be “expected to track their protected/grandfathered-in roster spots with a rolling list of exceptions. Those protected athletes would presumably roll off the exception list as their eligibility expires. These exceptions would permit a school to exceed roster limits tied to the settlement.” Meanwhile, U.S. District Judge Claudia Wilken said she would allow objectors to file responses to the revision by May 13. The plaintiffs and the NCAA would then have three days to respond. (link)
+ Attorney Steve Molo, who represents a group of objectors, has already voiced opposition to the revision: "While the NCAA and Class Counsel have acknowledged our objection to roster caps is valid, their proposed mushy modification doesn't go far enough. Many, many student athletes have had something taken away from them. The fight will continue." (link); Molo, attorney Laura Reathaford, and the Buchalter firm will be those allowed to submit responses to the revision by May 13. (link)
+ More from USA Today’s Steve Berkowitz, who drills down into some of the finer points, noting that the revision “does not remove the roster limits from the settlement. And this would not require schools to keep all of their current athletes on their rosters. However, it would give schools the option to keep any athlete who was on a roster in 2024-25 and who has been or would have been removed for 2025-26 because of the limits. It also lets schools accommodate any high school senior who was ‘recruited to be, or was assured they would be’ on a Division I school's roster for the 2025-26 school year. Lawyers for the NCAA wrote that ‘there are no guarantees’ that these athletes ‘will get or maintain roster spots. But that does not adversely affect any athlete, the NCAA said, because athletes' roster spots always have been ‘at the discretion of the coach’ and the school.” Berkowitz adds that lawyers for the NCAA, in apparent anticipation of objections, wrote: ‘To the extent the Objectors want more, e.g., guaranteed roster spots or years of delay in imposing roster limits, Defendants respectfully submit they are overreaching’ and they provided a series of arguments defending the new proposal. Some were based on legal reasoning connected to the antitrust standard that a settlement must be fair, reasonable and adequate. Others were based on athletic department operational issues.” (link)
+ Sportico’s Daniel Libit and Michael McCann lay out “the big picture: Athletes at schools that invoke the grandfathering position will have a chance to keep their spot. That is true of incoming athletes who have been told by a college they have a roster spot. It also means current and incoming athletes at schools declining to invoke that term will still lose their spot if Wilken approves the settlement, though such players could seek to transfer. The revision is intended to persuade Wilken that class members who are cut on account of roster limits will be in the same position they were in before the limits. Both before and after limits, college athletes have an opportunity to compete and are not guaranteed roster spots. The modification allows coaches, assuming a school uses this new discretion, to bring back onto rosters players who were or would be cut. The revision also calls for schools to prepare lists of players cut on account of roster limits. … Whether this revised arrangement sufficiently assuages Wilken remains to be seen.” (link)

Fundraising & Facilities…

+ Crown receives a $1M donation from Dale and Susan Teal towards the renovation of the entrance to the athletic center. Upgrades are set to begin after 2025-26 to be ready for fall 2026. (link)

The Men’s Basketball Rules Committee made several recommendations for the 2025-26 season, including a coach's challenge at any point in a game to review out-of-bounds calls, basket interference/goaltending and whether a secondary defender was in the restricted-area arc. Committee members also recommended modifications to the rule on continuous motion on field goal attempts. Other enhancements to help with the flow of the game include new emphasis for the basketball officials for 2025-26, including directives to address delay-of-game tactics, limit time spent at the monitor, improve game administration efficiency and reduce physicality. Teams must have a timeout for the coach to use a challenge, and if the instant replay review is successful, teams would be allowed one additional video review challenge for the rest of the game, including overtime. If unsuccessful, the team loses the ability to challenge the rest of the game. Officials could initiate video reviews on basket interference/goaltending and restricted arc plays in the last two minutes of the game and into overtime. The challenge does not impact officials’ voluntary use of replay for timing mistakes, scoring errors, shot clock violations, 2-point versus 3-point field goal attempts, flagrant fouls, etc. Other proposals include giving officials the option to call a Flagrant 1 foul when a player is contacted to the groin, if a player uses the rim to gain an advantage, it would be a basket interference violation, and if one of the shot clocks becomes inoperable, the shot clock at the other basket would be allowed to remain on. Currently, both clocks would be shut off until both are operable. (link)

The Women's Basketball Rules Committee recommended implementing a coach’s video review challenge for the 2025-26 season. Challengeable plays would include out-of-bounds violations, ruled backcourt violations, whether a change in team possession occurred before the ruling of a foul where free throws would be involved, and whether a foul was assessed to the correct player. Officials could not initiate reviews on these calls with the exception of whether a foul was assessed to the correct player. Other rules proposals include setting the shot clock to 20 seconds when, following a dead ball, the offense is awarded the ball in its front court, eliminating the rule that jerseys need to be tucked in, and using excessive timeouts or playing with six players when the ball becomes live will become team technical fouls, allowing players to complete a jump stop when their feet land approximately at the same time without being called for traveling, and allowing defenders multiple one-hand (hot stove) touches on stationary players holding the ball or on a dribbler.
