North Carolina AD Cunningham joins the Carolina Insider podcast and remarks: “This morning I wrote out so I could see all the contradictions in sport today, and that’s what's driving me out of my mind. We talk about a $1B television contract for the NCAA basketball tournament and student-athletes. We say we don’t have any money in the ACC and we’re so far behind, and we have multimillion-dollar salaries and incredible facilities. We talk about education is the absolute core of what we do, yet we’ve opened up the transfer portal and you can come and go and we know that you won’t graduate as often if you do that. … The job of the economics, the job of conference affiliation is an intellectual challenge, but the emotional support, the emotional charge of what we do are the student-athletes and their families.” Regarding the possibility of student-athletes being designated as employees, Cunningham wonders whether the scholarship model would transition to a compensation model. “Ultimately, I think that’s how you would pay for it if it went in that direction. … I feel like we’re in a revenue share already. We take in all the money and we share it among 800 student-athletes. That, to me, is revenue-sharing. But the discussion as of late is if you generate the money you should get it. So, the revenue-sharing is a little more narrow than what has been previously. And whether or not you’re taxed on it becomes a question.” More from Cunningham. (link)

Florida State AD Alford says the Seminoles have made some budgetary changes within the football program that will further increase its ability to compete for national championships. “When I first became athletic director, with the support of the board of trustees and the president, we made significant upgrades to personnel, really modernizing the front office of the football program. You see what we’re doing with facilities, we’ve made investments into the weight room, we made an investment and re-did the whole locker room. We re-did the playing surface. We have made significant investments in that sport and other sports. We are now investing, we’re competing at a high level and you’ve seen the success from that as well.” Beyond football, Alford notes the Seminoles fund every program in the “top 20 nationally.” (link)

More from around the ACC as Wake Forest AD Currie talks about last week’s Spring Meetings and says the Deacs are in support of the success initiatives, “which can strengthen the ACC and also recognize the investments which have helped Wake Forest achieve tremendous success. Currie also points out the Demon Deacons can boast the #1 baseball team in the country, the second-ranked women’s golf team in the country and an 11-game bowl streak. “You probably don't need me to point out that our results aren't because we are outspending all the competition! … A wise person once said that ‘comparison is the thief of joy.’ And, as we seek to compare apples to apples, I always take what I read with a grain of salt as sometimes the story changes.” (link)

James Madison AD Bourne Q&As with local media members on a number of topics. Asked about potential facilities upgrades, Bourne says: “I think we’re fortunate when I look at our baseball facility compared to our league facilities, we’re actually well prepared for the majority of league schools. Now, there are a few that have elevated up over the years both in breadth and size of facilities. It gives us an idea of probably what we want our longer term plan to look like. … It takes time to raise the resources to make it happen and then the actual construction time. To me, I look at that as a process that we will pursue a little more aggressively than we have in the past.” Regarding football facilities, Bourne notes it is a “very complicated project when you think about it, so that is one we’ve already got on paper. We’ve not gone into the actual planning phase, but it is something that we will now start to look to given where we see our season ticket sales and what we know the total stadium capacity is.” Full Q&A. Big 12 Commissioner Yormark’s approval ratings among several men’s basketball coaches are sky-high, according to The Oklahoman’s Tramel. Houston HC Sampson, for instance, says the most impressive thing from the recent coaches’ meetings was “that dude. That dude’s for real. … Talk about a first impression. Blew us away.” Sampson goes on to note that “sometimes people want things to be like they used to be. We yearn for the wishbone. We yearn for the old days. Let it go, man. In 10 years, it's going to 2033. Between 2023 and 2033, who is going to take us to 2033? This guy (Yormark).” Meanwhile, in discussing potential expansion options, Oklahoma State HC Boynton acknowledges that adding Connecticut and Gonzaga, were that to come to pass, would present more challenges in a league that is already difficult. “But when I step back and feel about the quality of the league, I understand why the leader of the conference would want to pursue adding to the value of our league, getting in the fourth time zone.” (link)

U.S. Representative Bilirakis (R-FL) has introduced the discussion draft of House Resolution (as synopsized yesterday by Congressman Pfluger [R-TX]) that would establish the U.S. Intercollegiate Athletics Commission (USIAC), which would be tasked with “overseeing NIL, including setting rules, enforcing those rules and providing guidance to athletes and collectives on the NIL process,” according to CBS’ Dodd. The Fairness Accountability and Integrity in Representation of College Sports Act (FAIR College Sports Act), Dodd continues, would “preempt all existing and future state NIL laws, a limitation currently being sought for Congress to address by the NCAA.” Further, Dodd reports the legislation would protect athletes' rights to earn NIL compensation and sign with agents, ban pay-for-play by barring donors, collectives or other third parties from “offering inducements to attend or transfer" to specific institutions, and “require registration within 30 days for agents, boosters and collectives when NIL deals are signed.” Contrary to Pfluger’s letter, Dodd notes the resolution does not address the potential for student-athletes to be classified as employees or establish liability protections for schools or the NCAA itself. More from Dodd. (link)

The Georgetown-focused Hoyas Rising collective has launched to assist Hoyas student-athletes in maximizing their NIL opportunities. Hoyas Rising, which will partner with INFLCR, has also reached an agreement with Georgetown for exclusive group licensing rights, “which will facilitate an integrated approach for donors and members of the corporate community who wish to engage with Georgetown student-athletes for their NIL.” (link)

The USF-focused Growing Fowler Collective has set a goal of reaching 1,000 members who pay monthly dues or pledges, and reaching a total annual contribution of $3.5M by 2024. New York lawmakers are moving forward with a bill that would modify the current NIL law and “prohibit the NCAA from preventing colleges from identifying, facilitating, enabling, or supporting opportunities for athletes to earn NIL money,” according to Heitner Legal’s namesake. (link)

Monmouth AD Stapleton will retire at the end of the academic year. Stapleton: "After 37 years in athletics, I have made the difficult decision that it is time to retire and allow the next generation of athletic leaders to lead this great University forward. It is a bittersweet announcement as my family has grown up around Monmouth University and we will miss regularly attending games and the relationships we have built. However, I know that we will always be part of the Hawk family." (link)

Northwestern President Schill, who also serves on the Pritzker School of Law faculty, anticipates the recent NLRB complaint filed against USC, the Pac-12 and NCAA could be brought to the U.S. Supreme Court, remarking during yesterday’s Faculty Assembly that “given the current negative view of the Supreme Court toward the NCAA that was reflected in the (Alston case) opinion, it is very possible that they will side with those who are seeking to characterize students as employees.” Wildcats AD Gragg added that the NLRB grievance makes him “very nervous” and questioned whether student-athletes would be required to attend class if they were classified as employees. “I’m kind of distressed by this and just hope that we can continue to say that our student-athletes are students.” Schill also addressed the Ryan Field rebuild, which he said would cost $250-300M but noted that with financial support from the Ryan family, completely rebuilding the venue would cost the same if not less than renovating. Further, Schill believes the school will receive approval for a liquor license and a zoning amendment to allow for full-capacity concerts at the stadium. “It’s hoped that if all goes as planned, the stadium will be opened in 2026.” (link)

Clemson AD Neff says he’s encouraged by the direction of the conversations about revenue-sharing within the ACC, “but there’s a lot of work to do” and “our presidents are really engaged, President Clements at our place in particular. … Again, we’re going to continue to focus on doing what’s best for Clemson. That’s my job. That’s all of our athletic directors’ jobs. … We’re going to be great members of our conference, and we’re a big part of that in the ACC and our brand and how we lead certainly nationally and within the conference. And so I think that’s incumbent on us to be creative and to be aggressive on behalf of the league. And so that’s what we’re going to continue to do.” (link)

More from Miami (FL) AD Radakovich, who tells the Miami Herald’s Jackson and Degnan that LifeWallet CEO Ruiz has been “really important. And it’s been what NIL is about — having student-athletes work with a brand to extend theirs and extend that company’s brand as well. We’re looking to move ahead and supplement those dollars that John has put in with other sources of revenue. So we’re working very hard with the Canes Connection, which is the collective that is out there right now, to help create even more dollars for our student athletes to have the opportunity to benefit from.” Facilities-wise, the new on-campus football operations center is “moving along. We’re kind of getting to the construction drawing phase right now so that people can build off of it. Hopefully, we will have something, as to be able to start construction, late summer, early fall.” The 172K-sq-ft complex will cost somewhere in the neighborhood of $200M, and Radakovich says the focus remains on that more so than a potential new stadium. Full Q&A. (link)

Iowa State AD Pollard provides a progress update on the CyTown project, noting the infrastructure work is well on its way and “we’re actually getting approval from the regents to expand it to include the entire parking lot structure.” Also ISU is “getting really close on the first building. We hope to probably by mid-Summer announce who the first tenant will be on site. And their plans are to break ground next Spring, so that will be another milestone for us, the first building to go on the site. Once that one gets done, I think they’ll start to multiply a lot quicker.” Pollard also talks about the Cyclones’ trip to Ohio this football season, explaining it’s “sheer economics, is what it comes down to. To just buy (a home opponent), the going rate right now is $1M, $1.2M, maybe more, but that’s one year. You have to double that because you don’t get Ohio the next year. We get them for free because we’re going there. If you’re going to buy somebody, it’s really a $2.5M decision, not a $1M decision. … If you look at all our ticket prices and stratify it down, people would have to pay a lot more per ticket (if there were another buy game). And people just wouldn’t do that. To bite it off, we’d have to say we’re going to spend a million dollars to do that. If I went over and asked [Football HC Campbell] and said if we had a million next year to spend, that’s not where he would spend it.” (link, link)

Neither former New Mexico State men’s basketball student-athlete Peake nor anyone else from NMSU will face criminal charges for his involvement in a fatal shooting that occurred on the New Mexico campus last year. Bernalillo County DA spokeswoman Laflin adds:. "While [NMSU players and coaches’] lack of cooperation after the shooting certainly did not help to further the investigation, this behavior does not appear to meet the legal standard of criminal obstruction or tampering with evidence. Should any new information surface that could impact this decision, we may reconsider." (link)

Notre Dame Hockey Video & Recruiting Analyst Hailer, Michigan State Director of Hockey Strategy, Video and Analytics Sturges and Catapult Business Development Manager for Collegiate Hockey Callahan join D1.ticker's Eargle for a roundtable discussion about the evolution of analytics, video, data and technology surrounding the sport. Hailer: "We as a program provide all of our players an ipad when they join campus, so they can watch videos through the Catapult Thunder app and we'll add the Hub app as well. For our coaches and players to be able to comment back and forth on video clips is a massive tool for us." Sturges, who recently switched to Catapult technology, admits the most powerful tool is the "service, and the ability to have everything connected over the network and have access to video anywhere, anytime." Callahan emphasizes that Catapult is intended to be a tool to make the day-to-day tasks of Sturges, Hailer, and others like them, easier. Lots more on the improved offerings and new products. (link)
