(Texas Tech Board of Regents Chair Cody) Campbell's public push to pool conferences' media rights to help smaller leagues facing financial trouble was of great concern to the Big Ten and SEC, the two richest conferences in the country. Sources within those conferences believed Campbell's primary goal was to prop up Texas Tech, his alma mater, the Big 12 and smaller Group of Five schools at the expense of what the Big Ten and SEC are trying to accomplish. The two richest and most powerful conferences had zero desire to see any of their hard-earned money be redirected to the New Mexicos and UTEPs of the world just because it might benefit the system.” (link); Meanwhile, Front Office Sports’ Amanda Christovich adds: “Two sources familiar with the matter told FOS that the Trump White House has made no final decision around college sports reform, including whether or not to form a commission.” (link)

The OU Daily reports Oklahoma is planning to lay off 5% of its athletics staff, which equates to roughly 15 positions, as a result of the changing economic landscape of the industry. Sooners AD Joe Castiglione in an email to the department: “This is the only expected reduction in force for our department. We remain steadfast in our commitment to you and to the mission that drives us: serving our student-athletes and representing the University of Oklahoma with pride and integrity.” As a result, Castiglione also plans to adjust his own compensation. In a Q&A with The Daily Iowan, Iowa AD Beth Goetz says the Hawkeyes have “no plans to adjust our current support offerings” when it comes to maintaining the status of the sports currently in the portfolio. On how she’ll ensure equity between all sports under a shared revenue model: “Each sport has unique needs, and they’re not always going to look the same, but we want to support them in a way that allows them to compete with their peers.” Goetz feels confident that the alignment with campus and the importance of athletics to the university has them “really well positioned to compete in this new environment.” Maintaining culture and navigating how to build a roster in this new era of college sports are the biggest challenges for Hawkeyes coaches, but Goetz notes that coaches have “done a great job in a lot of research, trying to understand how that’s done at different levels and in different models.” More. Stephen F. Austin will drop bowling, men’s and women’s golf and beach volleyball from its portfolio, effective at the end of the current academic year. The Jacks will honor all scholarships at their existing levels to student-athletes who choose to stay at the school to finish their academic work and graduate. Lumberjacks AD Michael McBroom: “Decisions like these are never easy, but they are made in the best interest of the athletic program and the university as a whole. Over the past year, we have made significant progress in reducing annual athletics expenditures, especially in our travel costs. Unfortunately, those efforts have not been enough. In order for SFA Athletics to deliver the best possible championship experience for all of our student-athletes in the face of very real economic and facility challenges, we made the difficult decision to reduce the number of sports we sponsor." Vanderbilt has created Vanderbilt Enterprises, which will be led by longtime global hospitality leader Markus Schreyer as its CEO. Commodores Chancellor Daniel Diermeier on the move: “How does it translate into resources? How can you enhance the fan experience? If you run a hotel or a type of event venue, or anything on the hospitality side, you want to create new experiences and new value for people, just like they do at Disney or the Grand Ole Opry. [...] Everybody has to get ready for the new world, and you have to set aside all paradigms and develop new ideas. It’s going to be an era where disruption will be needed and will be rewarded.” VU AD Candice Storey Lee: “If you’re the AD of Vanderbilt, all you have ever wanted is for the university to strategically invest in athletics. In my five years (as AD), I’ve had that. This chancellor, everything he’s said we’re going to do, we’ve done. Every single thing I’ve asked Daniel Diermeier for, he has said yes. The Wall Street Journal’s Konrad Putzier, Douglas Belkin and Anthony DeBarros observe that “across the U.S., colleges are faltering and so are the once booming towns around them. Enrollment is down at many of the nation’s public colleges and universities, widening the gap between high-profile campuses and struggling schools. Starting next year, there will be fewer high-school graduates for the foreseeable future.” Putzier, et al. cite Macomb, Illinois, home to Western Illinois, as an example of the downturn, pointing out that an “empty dorm that once held 800 students is now a police training ground” and two more dorms are set to close this summer. However, the issue extends well beyond the Midwest, as “colleges around the U.S. fueled local economies, creating jobs and bringing in students to shop and spend. Growing student enrollment fattened school budgets and freed universities from having to worry about inefficiencies or cutting costs. The student boom has since ended, and college towns are suffering.” Towns with flagship campuses, however, continue to enjoy the economic benefits. For instance, from 2010 to 2023, the economy of the metropolitan region surrounding Illinois’ Urbana-Champaign campus “grew at more than twice the pace of the county containing Western Illinois.” Meanwhile, Putzier, et al. note that “in Macomb, about 140 miles west of Urbana-Champaign, the city’s population fell 23% to an estimated 14,765 from 2010 to 2024. The enrollment at Western Illinois University’s Macomb campus has fallen 47% since 2010, to 5,511 from 10,377.” Furthermore, “layoffs and attrition have shrunk campus employment by 38% in the past 11 years.” More. NCAA Men’s Basketball Secretary-Rules Editor Jeff O’Malley tells NCAA correspondent Andy Katz that when it comes to replays in men’s hoops, there’s been an emphasis on improving the flow of the game, especially in the last two minutes. “We really felt like our game grinds to a halt in those last two minutes – or it could. Those out-of-bounds replays are a big culprit of that. We listened to everybody and we instituted a coach’s challenge very similar to what the NBA does.” The NCAA will allow officials to use their own discretion in the last two minutes for goaltending, basket interference and restricted area calls “because those plays really don’t happen a whole lot, especially at the end of the game. A lot of times, especially with basket interference/goaltending, you’re either awarding points or you’re taking points off the board, so we wanted to make sure that those calls were right at the end of the game.” Asked about the discussion regarding playing quarters versus halves, O’Malley explains there will be points of emphasis to clean up some of the administration of the game, such as getting teams out of timeouts sooner, shooting free throws sooner and shooting free throws sooner. “We have rules on the books that we just kind of got lax on a little, so we are instituting those points of emphasis.” Specific conversations about changing from two halves to four quarters will continue during the next two-year rules cycle. The NCAA Men's and Women's Swimming and Diving Rules Committee proposed allowing the use of real-time video with underwater cameras, when available, to allow officials to make violation calls. Currently, when underwater cameras are available, video review is used to confirm violations called by an official. Other proposals out of the committee’s virtual meeting this week included the recommendation to use video review to determine whether the starter’s call for a false start in individual events is accurate; Allow the order of consolation and championship finals to be decided by the respective championship committee; Clarify that changing lanes for any reason during a race, while other swimmers are still competing, would result in disqualification; and to align diving technical rules with USA Swimming and World Aquatics standards. If approved by the NCAA Playing Rules Oversight Panel on July 17, rules changes would become effective for the 2025-26 academic year. The committee also confirmed that 50-yard stroke events are allowed in all championship meets and clarified that in the event of an appeal in championship meets, the meet committee has the authority to act in cases of procedure but not to overturn rules violations. ESPN Events announces the addition of a new owned-and-operated women’s volleyball tournament in the Shriners Children’s Showdown at the Net, which is slated for September 9-10. The event features 16 squads from both the ACC and SEC that will square off in cross-conference challenges across the country that will air on ESPN2, SEC Network, ACC Network, SEC Network+ and ACCNX. As part of the challenge series, the competition will highlight a four-team showcase at Dickies Arena in Fort Worth, Texas on September 10 that includes Kentucky v. Pittsburgh and Louisville v. Texas. Matches at campus sites include Stanford at Missouri (ESPN), Texas A&M at SMU (ESPN2), Georgia Tech at Tennessee (SECN), Florida at North Carolina (ACCN), Georgia at Clemson (ACCNX), Virginia at Auburn (SECN+), LSU at Notre Dame (ACCNX), Boston College at Arkansas (SECN+), Florida State at Oklahoma (SECN), South Carolina at NC State (ACCN), Ole Miss at Miami (FL) (ACCNX), Vanderbilt at Cal (ACCNX), Wake Forest at Alabama (SECN+) and Duke at Mississippi State (SECN+). Yahoo’s Ross Dellenger reports plans for a presidential commission on college sports have been paused, “a move possibly rooted in its potential impact in Senate negotiations over college sports legislation.” Dellenger adds: “It is unclear how long the pause will extend, except to potentially give five U.S. senators, led by Ted Cruz and Cory Booker, more time to possibly reach an agreement on federal legislation. The senators have met multiple times over the last four months but hurdles remain.” (link); On3’s Pete Nakos reports Texas Tech Board of Regents Chair Cody Campbell “will continue to work behind the scenes for when the presidential commission is ready to move forward. College Football Playoff leaders have unanimously approved moving to straight seeding starting this upcoming season, per Yahoo’s Ross Dellenger, who adds: “However, the decision comes with a financial compromise, according to those with knowledge of the agreement. Under the current revenue model, the four highest-ranked conference champions earn $8 million: $4 million for qualifying for the CFP and $4 million for a quarterfinal appearance. According to the compromise, the four highest-ranked champions, even if they are not the top four seeds, are expected to continue earning the $8 million — at least for this year. The 2026 playoff will bring a new revenue-distribution model that was established last spring where conferences earn a base amount in a system without performance payments.” (link); Dellenger notes that “teams will be seeded directly on the rankings, 1 thru 12, eliminating the concept that designated the top 4 seeds for conference champs. … As [ESPN’s Heather Dinich] points out, Notre Dame is now eligible for a first-round bye this year with the change in seeding. Under the previous format, Irish could only be seeded as high as fifth and could not earn a first-round bye.” (link)

The American is set to announce the creation of American RISE Ventures, a vertical designed to roll up the AAC’s commercial business interests into a single entity, Commissioner Tim Pernetti tells SBJ’s Ben Portnoy, who reports the division will be headed by Chief Commercial Officer Bryan Calka, who previously served as CCO of the Professional Fighters League. Pernetti explains: “Bringing all the commercial business together in one division gives us the ability to scale things across the conference more effectively. Whether that’s conference naming rights, playing surfaces, jersey patches or any of those things, it gives us the ability to create more value for the sum of the parts." Pernetti also explains that “private capital investment in and around college sports is being discussed more than it ever has been, and there’s a lot of conferences out there in the midst of processes right now. But private capital partners are looking to make bets on future commercial growth, media rights and all the commercial stuff. ... We think [creating American RISE Ventures] makes sense for all those reasons. Also from Pernetti: “I’m hopeful in the future that the industry wakes up to the idea that bringing assets to market, including media rights, as a single seller drives so much more selling potential than everybody being out there on their own. Imagine a world where a college football was being taken to the market by a single seller. The value of that would be dramatically greater than what everybody is realizing currently.” (link)

Maryland officially introduces AD Jim Smith, who says “we’re going to focus on alumni engagement. We’re going to focus on filling SECU Stadium and Xfinity Center with Terp fans. And we’re going to give the best fan experience in the country. We’re going to focus on revenue because, make no mistake about it, to compete with the caliber of schools not just in the Big Ten, but across the country, we must increase our revenues. So, we’re going to be trying a few new things – I’m not going to tell anyone any of them today – taking new approaches, applying what I’ve learned from professional leagues here and bringing them to college athletes. Now, I do need to put all this into context. While revenue and brand and competitiveness on the field is critical for our success, we will not lose sight of our enduring mission. I’m also going to be a relentless supporter of our student-athletes. That means investing in academic support, nutrition and training, leadership development, mental health services, brand-building and financial wellness. All of these things create the holistic athlete that we’re trying to create while winning championships.” (link)

Tennessee AD Danny White, in a conversation with UT Chancellor Donde Plowman, says the following about solving the industry’s issues: “I’ll say it. We’ve got a camera on us, I don’t really care at this point. Collective bargaining is the only issue. It’s the only solution.” Plowman: “I agree with you. I think when I step back and I hear the criticisms of us – by us, I mean the industry – people saying, ‘Who’s going to lead this? Why didn't the NCAA do this or why didn't presidents and chancellors step up and do X?’ And the frustration is we're not organized in a way. We’re sort of distributed all over the country, so we need some leadership.” (link)

Georgia President Jere Morehead confirms the Power 4 conferences are circulating an affiliation agreement and remarks: “We think everyone should be bound to honor the House settlement. We agreed to the House Settlement. Each and every president in the Southeastern Conference committed to supporting the House Settlement and if the judge approves it, we intend to follow the settlement and we expect every other SEC institution as well as others in the Power 4 to honor the settlement that they agreed to." According to the Athens Banner-Herald’s Marc Weiszer, Morehead earlier this week noted that “one of the unfortunate things we’re dealing with is this uncontrolled environment with NIL is not what anyone ever expected or intended when NIL started being talked about five or six years ago. Now we have a totally unregulated industry that I think is being corrupted by a lot of outside influences. I hope the House settlement will be the first step in putting some safeguards around NIL but I still believe it’s going to take federal legislation to solve the problems we’re facing.” Also from Morehead: “I don’t know why anyone would resist saying that they will do what they promised to do. That’s all that we’re talking about that we all agree to honor what we said we would do.” (link)

Purdue has officially concluded the Forging Ahead campaign after raising more than $21M since September 2023, surpassing the initial goal of $18.69M. Boilermakers AD Mike Bobinski: "Our focus with Forging Ahead was to enhance our internal capacity for supporting sustained success. That includes the systems and resources for our staff members who recruit, develop, and support our student-athletes every day. This campaign meaningfully advanced that work, and we're grateful to the Boilermaker community for their continued belief in the mission of Purdue Athletics." Forging Ahead has funded several initiatives designed to elevate culture, efficiency, and development across the department, including: a department-wide partnership with Profile, a behavioral assessment and performance strategy firm founded by football alum Chad Brown; expanded support for recruiting and retention, with a focus on data-driven evaluations and sustainable roster development; and investment in staffing and leadership programming to cultivate high-performance team environments. Texas Tech softball student-athlete NiJaree Canady’s $1M NIL deal may be the last of its kind, according to the Wall Street Journal’s Rachel Bachman and Laine Higgins, who cite the House settlement’s rev-share cap and clearinghouse as limiting factors for players moving forward. With those constraints in place, Bachman and Higgins note the influence of donors like John and Tracy Sellers, who funded an endorsement from the school’s collective to help compensate Canady, could be diminished. “The NIL clearinghouse won’t preclude athletes like Canady from signing endorsement deals, but it will bring considerably more oversight. The organization will want to know, for instance, how a booster club can get $1M of value in marketing from a player with a profile like Canady, who has 34,000 followers on Instagram but is hardly a household name.” Tracy Sellers explains that “[Canady] is one of the top women athletes, so in my mind she deserved what some of those male athletes are getting. I hope it’s setting the stage for the next girl.” With the House settlement’s fate still to be determined, The Matador Club has already signed Canady to a one-year extension worth another $1M, and Sellers remarks: “Until we figure out exactly what they’re going to let go on, why not keep going?” (link)

The Trump administration has blocked Harvard from enrolling future international students and retaining currently enrolled foreign students. The Department of Homeland Security says it revoked Harvard’s Student and Exchange Visitor Program certification because the school’s leadership “has created an unsafe campus environment by permitting anti-American, pro-terrorist agitators to harass and physically assault individuals, including many Jewish students, and otherwise obstruct its once-venerable learning environment.” DHS adds that “many of these agitators are foreign students,” and DHS Secretary Kristi Noem adds: “Let this serve as a warning to all universities and academic institutions across the country.” Harvard calls the action “unlawful,” adding: “We are fully committed to maintaining Harvard’s ability to host our international students and scholars, who hail from more than 140 countries and enrich the University – and this nation – immeasurably. We are working quickly to provide guidance and support to members of our community. This retaliatory action threatens serious harm to the Harvard community and our country, and undermines Harvard’s academic and research mission.” Notably, the order requires existing foreign students to “transfer or lose their legal status.” (link)
