The Division I Decision-Making Working Group has presented draft concepts for a streamlined sport oversight committee structure and draft decentralized regulatory framework. As explained in the prerecorded webinar, “working group members were generally supportive of weighted voting for autonomy conferences. In sports that are not sponsored by all four autonomy conferences, the working group generally supported weighted voting for both the autonomy positions and the success positions on the committee. The working group believes future sport oversight committees should retain authority to determine what's best for the sport.” The webinar also notes that “it is envisioned” that the two football oversight committees, along with the men’s and women’s basketball oversight committees, “would assume the playing rules responsibilities and a separate championship committee would exist for men’s basketball, women’s basketball and championship subdivision football. In large part, that’s because the structure exists that way today and can be simply pulled through into a new structure.” Lots more. (link)

Information coming out of the mediation between the Pac-12 and Mountain West has been virtually nil, according to JohnCanzano.com’s eponymous publisher, who is told by one source that “I’m not allowed to say anything — can’t tell you shit.” Canzano is also told by Lynch Murphy and McLane attorney Matthew Wand, who works on cases involving mediation, that “you have to have all the decision-makers in the room. The mediator will require that because the mediation sometimes begins to take on a life of its own. The only people who understand how much movement has taken place are the people who are part of it. It’s huge to be present. People on the outside will react to the outcome, but they don’t know what it took to get the sides there.” As for who is present, Canzano notes the list doesn’t include Washington State AD Anne McCoy or Oregon State AD Scott Barnes, at least not physically, as both were on their respective campuses on Thursday. So, if they are participating, they’re doing it by video conference. Will the holiday weekend play a role in expediting the mediation? Canzano: “Wand told me that he’s seen cases where judges will use an impending weekend or holiday weekend to incentivize the sides to work into the night and find a resolution.” Wand adds: “They’ve been at this since Monday. This is already a long mediation.” (link)

Oklahoma State AD Chad Weiberg joins the Oklahoma Sports Scene’s Chris Lincoln and acknowledges that there were some “pretty significant price increases across the board” in season football tickets, all of which is “in response to this new world of revenue-sharing that we’re going into. [Raising prices is] something that we don’t look forward to and certainly don’t want to do, but it was out of necessity to do it. And our fans have been as great as they always are. They responded really well to it and so we’re anticipating having great crowds in Boone Pickens Stadium next season.” Weiberg also notes that as revenue-sharing approaches, “we’ve always been in the talent acquisition business. That is what we do. It used to happen directly through recruiting and all of those things. Now the business of talent acquisition has changed a little bit or changed significantly, and we’re adjusting to what that needs to look like, but that is still the number one thing we need to do. … Having said that, being able to provide that talent with places to train and develop is still going to be important. We’re blessed with great facilities here at OSU, but we still have some things that we need to work on, things that we've not gotten around to yet that are important for our programs. So we can continue to have those conversations with prospects, donors that are willing to look at those things. We are making progress. It's never as fast as you want it to be, of course, but we are continuing to make progress there, so look forward to hopefully being able to make some announcements in the near future.” More from Weiberg, who notes field-level premium seats at Boone Pickens Stadium have sold out for the upcoming season. Purdue Fort Wayne is discontinuing its baseball and softball programs, effective immediately. The decision, which includes an expected cost savings of upwards of $1M, is directly related to $6M in budget cuts the university announced Thursday. Mastodons AD Kelley Hartley Hutton: "This is one of the saddest days in my 25 years as a Mastodon. We know this news will upset our student-athletes, alumni and fans. It was not made lightly, and we are committed to supporting those affected through this transition." Budget challenges across the university, in combination with a turbulent NCAA landscape, led to the need for an honest assessment of the long-term viability of multiple programs, according to Hartley Hutton, who says this decision was made following that evaluation. Florida State AD Michael Alford assures Doak Campbell Stadium’s renovations will be ready by August 30. “We’re actually laying sod right now and watering it and the field’s going to be ready. They’re about to pour concrete. Seats will be installed here in about three weeks. … People who have come through it are just amazed. Nebraska was just in looking at it last week. We’ve had the Houston Texans, Penn State, some other schools, because it’s so unique what we've done and it’s really going to change the fan experience that other people in the country, even NFL teams, are wanting to come look at it. So, that’s really exciting. And then the football facilities being on time. We walked through it the other day. It’s really going to set us apart in recruiting. It’s going to be the standard across the country.” Alford also notes that FSU is in discussions about other events at Doak Campbell, possibly including PBR shows and concerts. “Don’t want to give away some exciting things that we’re talking about right now…so we’re really excited about the future, the revenue streams that are coming from that project.” (link)

The South Carolina Board of Trustees gave its approval to the next step of the Williams-Brice Stadium project. The next step in the approval process will be in August, when university officials go before the legislature’s Joint Bond Review Committee and the State Fiscal Accountability Authority. Gamecocks AD Jeremiah Donati: “These approvals help us get one step closer towards our goal of beginning construction following the conclusion of the 2025 football season. In the coming months, we will be able to show Gamecock fans finalized concepts I know they will be excited about. These plans will impact all of our fans and significantly elevate their game day experience.” (link)

Georgia is looking to host a concert inside Sanford Stadium as early as next April, according to Bulldogs AD Josh Brooks, who explains: “There’s a lot that goes into it, obviously, but that’s something we’re working on just because it’s a great event for the city, for the campus, but it’s also an opportunity for us to find another way to drive some revenue. … We have to continue to be creative and looking at different ways to drive revenue, more ways than ever before. You’ll see us talking about things like bringing back a concert to Sanford Stadium. We have to be open to all those ideas to find ways to generate revenue. But at the same time, you can generate all the revenue you want, you’ve got to be efficient in how you spend it. So we’ve also got to look at how we operate and make sure we’re efficient.” Sanford Stadium last hosted a standalone concert in 2013, when Jason Aldean, Thomas Rhett, Jake Owen and Luke Bryan performed. As for who Brooks envisions playing this time around, he says: “I’m going to keep saying it until they get sick of hearing it: I still want R.E.M., and I know (band manager) Bertis (Downs) and Mike Mills are always going to keep telling me no. But I will keep pestering Mike and Bertis and the crew over and over again, and I will not stop asking that question. So they’re going to give in at some point and play.” For the record, we agree, R.E.M returning to Athens would be Automatic for the People. Perhaps the band would accept some Strange Currencies. Michael Stipe, et al. were last in Athens in February, and it remains unclear how often they plan to return to the city. Perhaps Kenneth knows the Frequency? (link)

Meanwhile, the Georgia Athletic Association Board of Directors unanimously approved an FY26 budget of $223M. The budget projection represents a nearly 16% increase from the FY25 budget of $192.7M and includes revenues of approximately $223M, expenses of $219M, and contingency of $4M. (link)

Green Bay has filed for a waiver from the NCAA to allow its men's basketball team to compete in The Basketball Tournament. The request acknowledges TBT is neither certified by the NCAA nor falls within legislated exceptions but makes the case it is a suitable replacement for a foreign tour, which permits college programs to travel abroad to play against professional teams once every four years. HC Doug Gottlieb remarks: "When you play overseas, these teams that go to France, Spain, Belgium, whatever, those aren't NCAA-sanctioned games. So the NCAA's argument is, 'Hey, in summer competition, you can't play these games in the United States. They're not NCAA-sanctioned.' So if I played this exact same game three hours north of here in Canada, it'd be OK. It doesn't make sense." Phoenix AD Josh Moon adds: "Let's not worry about the prize money right now, but that could go to a charity, just let us play. It's really about our team and trying to give them opportunities. … You're working in an environment that is still largely built on rules from 10, 15 years ago. There's still massive amounts of legislation that doesn't make any sense -- that hasn't been adjusted in 20 years or 30 years or who knows how long." TBT CEO Jon Mugar says the “idea of undergraduate teams or student-athletes participating and competing against retired players or current professionals overseas or any number of other types of teams that we get is really appealing to us. We have a long track record of working with and partnering with universities through alumni teams, and now it makes a lot of sense to do that through their actual teams." (link)

The NCAA has sent Michigan State a Notice of Allegations in connection with self-reported football violations dating back to August of 2023 during the tenure of former Spartans HC Mel Tucker. The Detroit News’ Connor Earegood: “Schools have 90 calendar days to respond in writing to a notice of allegations, though extensions may be provided. In Michigan State's case, the original deadline would be Monday, July 28.” (link)

U.S. District Court Judge Jeffrey S. White has blocked the Trump administration from terminating the legal statuses of international students at universities across the U.S. The injunction also prohibits the administration from arresting or detaining any foreign-born students on the basis of their immigration status while a case challenging previous terminations moves through the courts. In his decision, White said the Trump administration has “wreaked havoc” on the lives of the plaintiffs as well as other international students. Department of Homeland Security Asst. Secretary Tricia McLaughlin says in a statement: The Trump administration is committed to restoring common sense to our student visa system, and we expect a higher court to vindicate us in this. We have the law, the facts, and common sense on our side.” (link)

Prominent Title IX attorney Arthur Bryant is launching his own Bay Area-based practice next week and tells Sportico’s Daniel Libit: “This is a period of golden opportunities for Title IX enforcement in America. The law is very clear that women athletes at colleges and universities are supposed to get equal opportunities to participate, equal financial aid and equal treatment compared to men. And some schools are providing it. But many, many, many are not. And all it takes to hold them accountable is women being willing to sue.” Bryant adds: “Because of the House v. NCAA settlement, some schools are going to be eliminating women’s teams in violation of Title IX and sometimes even men’s teams in violation of Title IX, and any school that decides it is going to make name, image and likeness [payments] disproportionately to men is opening themselves up to a massive Title IX damages lawsuit. While my new law firm will not be limited to Title IX cases, it seems like a perfect time to do this.” (link)

CBS’ Brandon Marcello & John Talty write on movement behind the scenes of the College Sports Commission: “The presidential commission also faced opposition on the ground, sources told CBS Sports. (Texas Tech Board of Regents Chair Cody) Campbell's public push to pool conferences' media rights to help smaller leagues facing financial trouble was of great concern to the Big Ten and SEC, the two richest conferences in the country. Sources within those conferences believed Campbell's primary goal was to prop up Texas Tech, his alma mater, the Big 12 and smaller Group of Five schools at the expense of what the Big Ten and SEC are trying to accomplish. The two richest and most powerful conferences had zero desire to see any of their hard-earned money be redirected to the New Mexicos and UTEPs of the world just because it might benefit the system.” (link); Meanwhile, Front Office Sports’ Amanda Christovich adds: “Two sources familiar with the matter told FOS that the Trump White House has made no final decision around college sports reform, including whether or not to form a commission.” (link)

The OU Daily reports Oklahoma is planning to lay off 5% of its athletics staff, which equates to roughly 15 positions, as a result of the changing economic landscape of the industry. Sooners AD Joe Castiglione in an email to the department: “This is the only expected reduction in force for our department. We remain steadfast in our commitment to you and to the mission that drives us: serving our student-athletes and representing the University of Oklahoma with pride and integrity.” As a result, Castiglione also plans to adjust his own compensation. In a Q&A with The Daily Iowan, Iowa AD Beth Goetz says the Hawkeyes have “no plans to adjust our current support offerings” when it comes to maintaining the status of the sports currently in the portfolio. On how she’ll ensure equity between all sports under a shared revenue model: “Each sport has unique needs, and they’re not always going to look the same, but we want to support them in a way that allows them to compete with their peers.” Goetz feels confident that the alignment with campus and the importance of athletics to the university has them “really well positioned to compete in this new environment.” Maintaining culture and navigating how to build a roster in this new era of college sports are the biggest challenges for Hawkeyes coaches, but Goetz notes that coaches have “done a great job in a lot of research, trying to understand how that’s done at different levels and in different models.” More. Stephen F. Austin will drop bowling, men’s and women’s golf and beach volleyball from its portfolio, effective at the end of the current academic year. The Jacks will honor all scholarships at their existing levels to student-athletes who choose to stay at the school to finish their academic work and graduate. Lumberjacks AD Michael McBroom: “Decisions like these are never easy, but they are made in the best interest of the athletic program and the university as a whole. Over the past year, we have made significant progress in reducing annual athletics expenditures, especially in our travel costs. Unfortunately, those efforts have not been enough. In order for SFA Athletics to deliver the best possible championship experience for all of our student-athletes in the face of very real economic and facility challenges, we made the difficult decision to reduce the number of sports we sponsor." Vanderbilt has created Vanderbilt Enterprises, which will be led by longtime global hospitality leader Markus Schreyer as its CEO. Commodores Chancellor Daniel Diermeier on the move: “How does it translate into resources? How can you enhance the fan experience? If you run a hotel or a type of event venue, or anything on the hospitality side, you want to create new experiences and new value for people, just like they do at Disney or the Grand Ole Opry. [...] Everybody has to get ready for the new world, and you have to set aside all paradigms and develop new ideas. It’s going to be an era where disruption will be needed and will be rewarded.” VU AD Candice Storey Lee: “If you’re the AD of Vanderbilt, all you have ever wanted is for the university to strategically invest in athletics. In my five years (as AD), I’ve had that. This chancellor, everything he’s said we’re going to do, we’ve done. Every single thing I’ve asked Daniel Diermeier for, he has said yes. The Wall Street Journal’s Konrad Putzier, Douglas Belkin and Anthony DeBarros observe that “across the U.S., colleges are faltering and so are the once booming towns around them. Enrollment is down at many of the nation’s public colleges and universities, widening the gap between high-profile campuses and struggling schools. Starting next year, there will be fewer high-school graduates for the foreseeable future.” Putzier, et al. cite Macomb, Illinois, home to Western Illinois, as an example of the downturn, pointing out that an “empty dorm that once held 800 students is now a police training ground” and two more dorms are set to close this summer. However, the issue extends well beyond the Midwest, as “colleges around the U.S. fueled local economies, creating jobs and bringing in students to shop and spend. Growing student enrollment fattened school budgets and freed universities from having to worry about inefficiencies or cutting costs. The student boom has since ended, and college towns are suffering.” Towns with flagship campuses, however, continue to enjoy the economic benefits. For instance, from 2010 to 2023, the economy of the metropolitan region surrounding Illinois’ Urbana-Champaign campus “grew at more than twice the pace of the county containing Western Illinois.” Meanwhile, Putzier, et al. note that “in Macomb, about 140 miles west of Urbana-Champaign, the city’s population fell 23% to an estimated 14,765 from 2010 to 2024. The enrollment at Western Illinois University’s Macomb campus has fallen 47% since 2010, to 5,511 from 10,377.” Furthermore, “layoffs and attrition have shrunk campus employment by 38% in the past 11 years.” More. NCAA Men’s Basketball Secretary-Rules Editor Jeff O’Malley tells NCAA correspondent Andy Katz that when it comes to replays in men’s hoops, there’s been an emphasis on improving the flow of the game, especially in the last two minutes. “We really felt like our game grinds to a halt in those last two minutes – or it could. Those out-of-bounds replays are a big culprit of that. We listened to everybody and we instituted a coach’s challenge very similar to what the NBA does.” The NCAA will allow officials to use their own discretion in the last two minutes for goaltending, basket interference and restricted area calls “because those plays really don’t happen a whole lot, especially at the end of the game. A lot of times, especially with basket interference/goaltending, you’re either awarding points or you’re taking points off the board, so we wanted to make sure that those calls were right at the end of the game.” Asked about the discussion regarding playing quarters versus halves, O’Malley explains there will be points of emphasis to clean up some of the administration of the game, such as getting teams out of timeouts sooner, shooting free throws sooner and shooting free throws sooner. “We have rules on the books that we just kind of got lax on a little, so we are instituting those points of emphasis.” Specific conversations about changing from two halves to four quarters will continue during the next two-year rules cycle. The NCAA Men's and Women's Swimming and Diving Rules Committee proposed allowing the use of real-time video with underwater cameras, when available, to allow officials to make violation calls. Currently, when underwater cameras are available, video review is used to confirm violations called by an official. Other proposals out of the committee’s virtual meeting this week included the recommendation to use video review to determine whether the starter’s call for a false start in individual events is accurate; Allow the order of consolation and championship finals to be decided by the respective championship committee; Clarify that changing lanes for any reason during a race, while other swimmers are still competing, would result in disqualification; and to align diving technical rules with USA Swimming and World Aquatics standards. If approved by the NCAA Playing Rules Oversight Panel on July 17, rules changes would become effective for the 2025-26 academic year. The committee also confirmed that 50-yard stroke events are allowed in all championship meets and clarified that in the event of an appeal in championship meets, the meet committee has the authority to act in cases of procedure but not to overturn rules violations. ESPN Events announces the addition of a new owned-and-operated women’s volleyball tournament in the Shriners Children’s Showdown at the Net, which is slated for September 9-10. The event features 16 squads from both the ACC and SEC that will square off in cross-conference challenges across the country that will air on ESPN2, SEC Network, ACC Network, SEC Network+ and ACCNX. As part of the challenge series, the competition will highlight a four-team showcase at Dickies Arena in Fort Worth, Texas on September 10 that includes Kentucky v. Pittsburgh and Louisville v. Texas. Matches at campus sites include Stanford at Missouri (ESPN), Texas A&M at SMU (ESPN2), Georgia Tech at Tennessee (SECN), Florida at North Carolina (ACCN), Georgia at Clemson (ACCNX), Virginia at Auburn (SECN+), LSU at Notre Dame (ACCNX), Boston College at Arkansas (SECN+), Florida State at Oklahoma (SECN), South Carolina at NC State (ACCN), Ole Miss at Miami (FL) (ACCNX), Vanderbilt at Cal (ACCNX), Wake Forest at Alabama (SECN+) and Duke at Mississippi State (SECN+).
