+ From NCAA President Charlie Baker: “With the defendant conferences leading administration and enforcement of the now approved settlement terms related to financial benefits, we will increasingly shift our focus at the NCAA away from enforcing rules prohibiting and limiting financial benefits in college sports, which has been the source of many of the recent challenges. We can now turn toward what most agree is our primary function: providing a world-class academic and athletics experience. With these changes in place, including release from future litigation on these subjects for the next decade, the foundation of college sports is stronger than at any point in years. The NCAA can increase focus on reforming clunky governance structures and, most importantly, prioritizing fair competition, academics and student-athlete well-being. Beyond the rules that will be managed by the defendant conferences, Division I will continue to regulate in key areas (e.g., eligibility, playing seasons, sports betting and minimal recruiting rules) while prioritizing educational success through setting and monitoring academic standards. The NCAA will finance the back damages portion of the settlement. To do that, we are both reducing costs and generating more revenue, all while investing in the student-athlete experience.” (link)

+ Boise State (DI) assistant processor Sam Ehrlich, who has done some super solid work keeping us all in the loop: “One interesting thing so far: (Judge Wilken is) finding that it's unclear whether the revenue sharing cap is violative of antitrust law, but there isn't enough information so she's not making a ruling in that regard either way. But, since there isn't enough info, she says it doesn't matter.” (link)
+ Business of College Sports founder Kristi Dosh points out NIL deals over $600 have to start being reported immediately to the new Deloitte NIL Go system, plus “deals over $600 will NOT determine ‘fair market value.’ Instead it will ensure deals are within a ‘reasonable range of compensation based on multiple factors.’” (link)

Gulf South Commissioner Matt Wilson sits down with D2.ticker’s Anthony Grassi at the 2025 NCAA Convention to discuss the conference’s media rights deal with FloSports, their recent extension with Flo and more. On being a first-mover in the media rights space: “There was financial benefit to being an early adopter. We were able to leverage our FloSports deal to the maximum amount for us and I think because they wanted to break in, they gave us some assistance, whether it was shoulder programming in the first couple of years where we had a live 20-minute show that was produced from FloSports following the week in the GSC or other types of shoulder programming. It really helped separate us, but now we're glad to be one of several Division II conferences that are in FloSports and have now helped them launch FloCollege.” With an extension that now runs through 2032, the GSC worked with Leona Marketing Group and helped 3x the league’s media deal. Asked how the league is distributing revenue, Wilson says the league decided against distributing based on viewership numbers: “There's a base number that you get for sponsoring a sport if you hit a minimum number of contests, and then there are bonus dollars if you exceed the number of contests that are required to the base. It makes it black and white, crystal clear: we run the number and this is what you get. Everybody can anticipate and budget for it. It's actually been really good for us.” More on BOSCA. (link)

Notable from today's D1.ticker: SBJ’s Ben Portnoy and Chris Smith broke some key news this morning: “Elevate is set to announce the creation of the Collegiate Investment Initiative, a $500M initiative backed by PE firm Velocity Capital Management and the Texas Permanent School Fund.” Chief Business Officer of Elevate College and Global Marketplace Jonathan Marks: “One of the needs that we’ve seen that’s gone unfulfilled is the need for project-based or bridge capital that a school might not be able to achieve within the university debt structure or via bonds. We’re looking more to provide debt-type capital or credit, [and] that ultimately we can help a school monetize that investment and that return on capital more than anyone else.” Elevate’s strategy, Portnoy & Smith add, is to “support cash-strapped athletic departments without requiring equity commitments or short-term exit strategies typically deployed by private equity firms. Instead, these disbursements can be long-term deals secured by a percentage of future, incremental revenues.” (link)

The Washington Post’s Jesse Dougherty has obtained copies of federal draft legislation from two House committees, “which would amount to a bill that checks off every item the NCAA has spent years — and millions of dollars — lobbying for: a preemption of state laws that conflict with rules set by the NCAA and/or its conferences; a prohibition on college athletes being classified as employees; and broad antitrust protection that lines up with the House v. NCAA settlement approved Friday, which could insulate the NCAA and its members from legal challenges of a new salary cap for schools’ direct payments to athletes and attempts to regulate booster spending in the name, image and likeness (NIL) market.” Dougherty reports the draft language specifically includes antitrust exemption for “preventing an associated entity or individual from providing a student-athlete compensation greater than fair market value for name, image and likeness agreements; a school, conference or interstate association setting the maximum amount of money that can be distributed to athletes in a given year; and limiting the eligibility of athletes based on the number of seasons played or years exhausted. This is not part of the House settlement but would provide the NCAA with protection from a slew of antitrust lawsuits challenging eligibility rules.” The draft legislation outlines additional antitrust protection for enforcing transfer rules and an agent registration process.
