NCAA President Charlie Baker took the stage at the 2025 NACDA Convention and remarked that “no one in this room needs to hear me say that this is one of the biggest changes ever in college sports. I hope you also understand that it's a far better future than virtually every other alternative that could have been in front of us. Blame whoever you wish to blame. But the simple truth is clear: College sports' collective inability or unwillingness to change years ago put the entire enterprise at risk. Is the settlement disruptive? Very much so. But it is an opportunity for the Division I community to pay for back damages over 10 years, instead [of] triple that amount all at once. And it creates a future that comes with choices, instead of bankruptcy." Asked about schools having to make financial decisions like cutting staff, Baker said: "I've talked to a lot of schools in DI, at every level. They all get the fact that it's better to be able to make choices than to have choices made for you, which is kind of what the alternative was.” He also noted the Power 4 conferences, for the most part, have said they have no current plans to eliminate sports, and believes the elimination of scholarship limits is a positive. "A lot of the people who are predicting what's going to happen here, good for them, but the bottom line is, we don't know. And, and I think it's important to let this play out and then make adjustments if people need to." (link)

NCAA President Charlie Baker also says the power conferences are exploring the possibility of moving back the deadline for other DI schools to opt into the settlement from June 15 to July 1, according to Yahoo’s Ross Dellenger, who adds that it’s “just talk for now.” Hero Sports’ Sam Herder notes that a “pushed back House settlement approval, plus the grandfathering in of roster spots, has seen notable schools like [North Dakota State] and South Dakota give more consideration of opting in compared to a few months ago. The MVFC ADs still haven’t formalized whether to set scholarship caps for teams that opt in. They meet next week.” (link)

NCAA lead outside counsel Rakesh Kilaru joins Tulane Sports Law Director Gabe Feldman to discuss the House settlement and explains that if objectors choose to appeal the settlement, it won’t stop the injunction, revenue-sharing and roster limits from going into effect “unless they try to get some sort of emergency order from the court, which thus far they haven’t done. But it could take months, could take years – I would bet on years – for that settlement to resolve itself because the Ninth Circuit is a pretty slow court in terms of moving. In the meantime, the injunction will happen. I think the kind of new world order will take effect to some degree. But if they do object, then the damages payments will be delayed, so I think that's something that has to be weighed on that side.” Kilaru believes there are two main sources of potential litigation. “One is: Are schools, institutions, states, student-athletes, are they going to be willing to be bound by this new system? Are they going to be willing to follow the rules? And you started to see, I would say, some cracks in that towards the end of the pre-House era – for example, the Tennessee and Virginia state AG lawsuit. … There’s a little bit of [a question of] do people, do institutions, do schools actually want to be bound by these rules? And when the rules are enforced against them as opposed to others, are they going to say, ‘Okay I stand by that?’ [...] The other main potential litigation source involves potential agreements with the (NIL Go) clearinghouse, but Kilaru is hopeful that type of litigation will be limited based “on the theory that a lot of the types of payments that should be happening are now allowed, and the sort of small set that aren’t, people will restructure and find out a better [way] to make it work because it would probably be better for everyone to work out a functional NIL arrangement that has a complicated legal process that results in potentially the student or an institution not being able to put their best foot forward on the field.” Lots more. TurnkeyZRG Chairman/CEO Len Perna talks with Puck’s John Ourand about several topics, including the changes in college athletics and admits he was three to five years too early with his proposal to create a single college football league. Perna also outlines one of the challenges college football will have with collective bargaining. “The schools in the SEC have a lot of politics wrapped around not bargaining with a union of student athletes. There’s a lot of history around right-to-work states and the boards of those SEC schools. I don’t think that the SEC will ever really be comfortable with collective bargaining with college football players. But I am very confident that schools in the Northeast, the Midwest, all throughout the Big Ten region and out West, will land on collective bargaining as a way to create a package of work rules that govern the transfer of talent—the transfer portal, a salary floor, a salary cap—all the things that create competitive balance in pro sports. I think that schools in the Northeast, the Midwest, and the West will wind up playing in one league that has collective bargaining, and schools in the South will play in a separate league that won’t have collective bargaining.” Perna went on to note that “ultimately, they’re going to have different cost structures because the schools with collective bargaining will be able to budget plan and predict their costs. And the schools in the South that don’t have collective bargaining will be in a perpetual free agent marketplace being driven by college football agents that will be driving up the cost every year. Those two leagues will look so different that I think the wedge issue is not a media issue. I think it’s a collectively bargained issue.” Lots more. (link)

Former Florida A&M football student-athlete Vaughn Wilson, who currently serves as president of the Eddie Jackson 220 Quarterback Club, the independent fundraising arm for FAMU athletics, says FAMU supporters are concerned by Suggs' arrest and the athletic department's unsettled situation. Wilson adds: “The only real stability in FAMU athletics over the last four decades was the service of Alvin Hollins in sports information and Veronica Wiggins in softball, and both have moved on. Other than that, the department has unfortunately been a revolving door, especially at the director position. There is no way for a department to be stable and to grow without a long-term plan and a good leader to see it through." (link)

Alabama AD Greg Byrne on McElroy and Cubelic in the Morning said of the NIL Go clearinghouse: “They have a formula that basically will say, ‘Yeah, this thing passes the smell test’ or, ‘No, this thing doesn’t.’ The formula is not going to be released because everybody will try to figure out how to get around it if it’s released. So young men and young women that have legitimate opportunities for name, image and likeness deals will be able to submit those, and if they pass – and private donations ones are going to struggle on that side – but legitimate business opportunities will be OK. Now you’re not going to get a half-million dollars for showing up at an ice cream shop and putting it out on Instagram anymore. … From listening to football coaches in the SEC, my peers at the other SEC institutions, there is a real desire to make this work. And there is arbitration on things that we wouldn’t be able to arbitrate before, so that’ll give both sides an opportunity to be heard when there are challenges that arise. It’s not perfect, but it’s a heck of a lot better than where we were.” (link)

The NCAA Playing Rules Oversight Panel on Tuesday approved changes aimed at helping the flow of the game in men's basketball for the 2025-26 season. “Changes include a coach's challenge at any point in a game to review out-of-bounds calls, basket interference/goaltending and whether a secondary defender was in the restricted-area arc. The panel also approved modifications to the rule on continuous motion on field goal attempts. Other enhancements to help with the flow of the game focus on the points of emphasis for officials for 2025-26. … [including] directives to address delay-of-game tactics, limit time spent at the monitor, improve game administration efficiency and reduce physicality. Under the coach's challenge rule, teams must have a timeout to request an instant replay review challenge. If the instant replay review challenge is successful, teams will be allowed to have one additional video review challenge for the rest of the game, including overtime. If the first video review challenge is unsuccessful, the team loses the ability to challenge the rest of the game. Officials can initiate video reviews on basket interference/goaltending and restricted arc plays in the last two minutes of the game and into overtime. … NCAA Men's Basketball Rules Committee members think the coach's challenge will have a significant impact on the flow of the game. Officials cannot conduct video review on out-of-bounds calls unless through a coach's challenge.” Other rule changes approved by the PROP: “Officials will have the option to call a Flagrant 1 foul when a player is contacted to the groin. A Flagrant 1 foul results in two free throws for the offended team and possession of the ball. … If a player uses the rim to gain an advantage, it will be a basket interference violation. If one of the shot clocks becomes inoperable, the shot clock at the other basket will remain on.” (link)

The Playing Rules Oversight Panel approved a new coach's video review challenge in women's basketball. Under the rule change, the following plays can be challenged at any point during the game: ruled out-of-bounds violations; ruled backcourt violations; whether a change in team possession occurred before the ruling of a foul where free throws would be involved; and whether a foul was assessed to the correct player. Officials cannot initiate reviews on these calls, with the exception of whether a foul was assessed to the correct player; teams will not be required to have a timeout to make a video review challenge; however, a failed challenge will result in a technical foul for an excessive timeout. The panel also approved an experimental rule in exhibition games for the 2025-26 season to allow coaches to make video review challenges on a foul charged to their team at any time during the game. Other rules changes include: setting the shot clock to 20 seconds when, following a dead ball, the offense is awarded the ball in its frontcourt; eliminating the rule that jerseys need to be tucked in; and using excessive timeouts or playing with six players when the ball becomes live will become team technical fouls. These violations will count toward team fouls, and the team will be awarded possession at half-court following the free throws. (link)

The NCAA Playing Rules Oversight Panel also approved modifications to the matside video review process in men's wrestling for the 2025-26 season. “Third-party reviewers will be allowed to consult with the referee about pertinent information on a coach's video review challenge. Previously, third-party reviewers looked at the sequence being challenged without any consultation with the mat referee. Additionally, coaches will retain their video challenge if there is obstruction in any part of the video sequence that is being challenged. Coaches also will retain their challenge if the action being questioned is not in the frame of the video. Previously, in these scenarios, coaches lost their challenge if the video wasn't determined to show indisputable evidence that the original call should be overturned. Another approved rule change is if the video review system fails, video review will not be used for the remainder of that match/bout.” Other changes include: “eliminating the interlocking fingers penalty because it is virtually impossible for referees to determine who created the violation; no longer requiring the referee to say ‘set’ from all three starting positions; and stopping the riding time when the offensive wrestler, in rear standing position, is going to be called for stalling.” Full rundown. Yahoo’s Ross Dellenger shares a glimpse of the NIL Go platform and submissions process during a session today at the 2025 NACDA Convention. “As reported plenty in the past, any new NIL deal after settlement approval (starting June 7) and any NIL deal with payments after June 30 need to be entered into NIL Go and is subject to the clearinghouse. The front-loading is over. Ended at midnight Friday. Here is the interface and 5-step process for athletes to individually submit their 3rd-party NIL deals: 1) Upload contract; 2) Payor info; 3) NIL deliverables; 4) Compensation figure; 5) Final confirmation. Dellenger also shares a look at a NACDA presentation from LBi, “the software company operating ‘CAPS,’ the new cap management system where schools input player rev-share deals. This is an example of the main team landing page to track rev-share, as well as individual sport and player pages.” Have a look. (link)

Front Office Sports’ Amanda Christovich reports from a House v. NCAA implementation presentation at NACDA and notes that “Clemson AD Graham Neff says athletes will have to submit deals to NIL Go within five days of signing. Additionally, schools will be held accountable if their athletes fail to submit. Ohio State AD Ross Bjork says that as athletic departments, "we are literally going to sign a piece of paper" that says they agree to abide by the House settlement rules. Bjork adds of the criteria for what constitutes fair market value: "This wasn't people in a back room that created this. This was in the settlement." Arizona AD Desiree Reed-Francois comments on anonymous reports saying some won't abide by the $20.5M revenue-share cap: "We need to shift our mindset and make this work." In setting up the College Sports Commission’s enforcement process, Bjork notes the goal is to set up a “pro sports model” that is transparent and isn’t conducted by peer institutions. Furthermore, Bjork remarks that the CSC will have a “menu of penalties that they can choose from.” Christovich also reports that an “administrator from the University of North Dakota tells power conference ADs that they just haven't gotten a lot of info about settlement implementation. He asks: ‘Do you happen to know when some of that information might come out?’ He says he heard about a 51-page FAQ and he hasn't gotten it yet.” Washington AD Pat Chun says the power conferences have 30 days to send out the FAQ, and that plaintiff lawyers have to look at it. Pac-12 Commissioner Teresa Gould this week remarked that “I’ve been saying all along that as we got close on the media rights, we would pivot and get out there and start identifying new members. We’re at the point that we know enough to move forward and start engaging prospective members.” Gould also points out that being a named defendant in the House settlement “meant we were intimately involved. That was a benefit to us. The fact that we’re starting with a blank slate in the middle of this allows us to build something for the marketplace as it exists now.” As an example of this, The Mercury News’ Jon Wilner notes Gould did not agree with the Power 4 commissioners who indicated they would leave revenue distribution up to the schools. Gould: “That was not my answer. We are having conversations around strategy. That doesn’t mean there won’t be some institutional autonomy. But if it’s entirely about local authority, then you’re missing the opportunity to prioritize the sports that are important to you. We have a tremendous opportunity. We’re doing a lot of brainstorming. Where are we aligned? What do we do with the Pac-12 Enterprises around NIL content? How do we feel about the revenue-sharing?” When it comes to football roster limits, Gould explains: “We’re discussing how we build depth. Our schools get raided. How do the scholarships and the NIL piece work to help us? We’re realistic about where we sit and looking at how we can best retain our players.” Meanwhile, asked if every member of the rebuilt Pac-12 would opt into the revenue-sharing agreement, Gould replied: “The deadline is June 15, and I don’t want to speak for the schools. But put it this way: Every institution will participate in the House benefits.” (link)

More on the Pac-12 as leaders met on Tuesday morning for 90 minutes to discuss various agenda items, including expansion and media rights developments. On the expansion front, JohnCanzano.com’s namesake is told the focus has narrowed to “one or two” options, and UNLV has become “less and less of an option.” That leaves Canzano “thinking about Texas State as the front-runner for expansion addition. After that, maybe UTSA, as a Texas State travel partner. The Pac-12 could do a Texas two-step here and add two schools that get the conference into the state.” On the possibility of adding Memphis: “There has been some apprehension from corners of the new-look Pac-12 about adding the Tigers. Memphis would add travel costs, and there’s some reluctance, I’m told, to drag athletes in non-revenue sports across multiple time zones.” (link)

Baylor AD Mack Rhoades says he and his team have “probably run the ground ball out on hundreds of models and really just being thoughtful and careful in terms of what path we decide. This was a race that we were intentional about not wanting to be first across the finish line but really take a wide-angle view of the landscape and what was happening all around us. And I think we’ve done a really, really good job of best positioning ourselves. That doesn’t mean there aren’t pain points. There’ll be pain points for coaches, for administrators, for student-athletes. Some really tough decisions had to be made, but I’m proud of our cabinet, I'm proud of our executive team, I'm proud of our coaches for how they've navigated all of this – and through this all, doing it in a manner that stays true to our Christian values and our mission and in terms of preparing champions for life.” Rhoades goes on to predict that if – “and let me underline ‘if’ – if the rules, the parameters around external NIL work, it is my belief you’re going to see significant market correction. I think gone are the days where you have a $15-20M basketball roster, where you have a $30-40M football roster. I am a huge believer, big believer in terms of our student-athletes earning NIL in terms of their brand. But what we’ve been doing, as mentioned previously over the past two years, is strict pay-for-play. And so when we think about the new world of NIL…it has to have a true business purpose. Our student-athletes will have to do something to earn those monies. And then it has to be a fair range of compensation.” Full interview. (link)

A private equity partnership does not appear to be in Alabama’s immediate future, according to Crimson Tide AD Greg Byrne, who says: “We’ve had all sorts of people from private equity come at us. We’re Alabama. People often want to have us involved in different things. I have not seen a model that makes any sense whatsoever. Private equity is not going to care about Olympic sports. They’re not going to care about the academics and the responsibilities we have there. They are bottom line-driven. They are really good at what they do. Could I see a program ever doing that? I guess. But private equity is going to want their return. At the same time, too, at some point you’re going to have to pay the piper if you have private equity. You better make sure you can far exceed the growth you can do on your own if you’re going to bring somebody else in because we do have a responsibility in so many different ways that maybe doesn’t make a lot of business sense but is important to the fiber and the fabric of what college athletics represents.” (link)

Wake Forest AD John Currie tells SBJ’s Ben Portnoy that with the House settlement approved, an “ongoing effort is still going to be educating our constituencies. Because we still have so many wild ideas and wild rumors about what's true and what isn’t true and then there's plenty of people – you know, you and I kind of live in an echo chamber; everybody talks about this all the time – but there's still plenty of our constituents that really don't know what this is about. They’ve never heard of it and if they have heard of it, they don't know what it's about. So, how it affects our programs, how it affects our student-athletes, benefits our student-athletes in many regards, but there’s a lot more to it than people realize. And as our staffs have been doing their regular jobs over the past year, putting on events, academic counseling or whatever, we’ve also been standing up this apparatus. So, the education part is ongoing.” Currie also talks about The Grounds mixed-use development, a “Winston-Salem community project that happens to be around this land that's vacant, land we've had for a long time, and we're working. We’ve got a huge clearing, a massive construction fence. I'm excited, people are going to see it this fall, we got a $35M grant from the state of North Carolina. U.S. Soccer has announced the formation of the NextGen College Soccer (NCS) Committee, a group consisting of corporate and league executives, team owners and college sports administrators tasked with charting reforms in the college game. Sportico’s Daniel Libit and Luke Cyphers explain the “group will be called on to publish a ‘white paper’ with recommendations for the both the men’s and women’s college game by the start of the upcoming academic year. Another focus will be to implement potential solutions with interested conferences and colleges during the 2026-27 school year. … U.S. Soccer, newly bolstered by contributions from billionaire donors, has been weighing a plan to invest millions of dollars annually into the initiative.” NCAA restrictions on practice time and the compressed 12-week competition schedule have “hindered college coaches’ ability to attract serious young American players seeking year-round training and competition,” according to Libit and Cyphers, who add: “If freed from some NCAA rules, the thinking goes, college programs could not only develop elite talent – catching late bloomers and players interested in furthering their education, while keeping the door open to turning pro – they could also help further the game’s overall growth.” Deloitte Consulting CEO Dan Helfrich will chair the NCS, which also includes Bank of America executive David Tyrie; Warner Bros. Florida A&M has placed AD Angela Suggs on paid administrative leave following her arrest on fraud and theft charges, explaining in a statement that “while the matter is unrelated to FAMU, she has been placed on administrative leave with pay until further notice. Athletics business operations will continue under the deputy directors of athletics, Travis Glasgow and Brittney Johnson.” (link)

U.S. District Court Judge James C. Dever III has ruled in favor of the NCAA to deny NC State football student-athlete Corey Coley Jr. a fifth year of eligibility. Dever, in his ruling, suggested that if NCAA eligibility rules violated antitrust law because they restrain NIL opportunities, that would “compel” a “nonsensical outcome,” according to Sportico’s Michael McCann, who adds: “The judge reasoned that there are numerous NCAA rules that ‘could potentially affect a player’s ability to earn NIL compensation’ and that could be deemed violative of antitrust law under Coley’s test. Those rules concern such topics subject as: minimum academic requirements; prohibition of the use of illegal drugs; prohibition of sports wagering; disciplinary proceedings that could result in suspension or expulsion; and ethical standards.” (link)
