Yahoo’s Ross Dellenger observes that “while many doubt that the [NIL Go] clearinghouse will withstand inevitable legal challenges, administrators [at the 2025 NACDA Convention] provided legitimate reasons for why they believe in its long-term survival. Most notable of those, says NCAA president Charlie Baker, is that the clearinghouse’s appeals process – arbitration – is equipped with subpoena powers.” Baker: “Arbitration typically has subpoena power and I’m pretty sure since this one sits inside an injunction, they will have it.” Dellenger notes that power conference officials confirmed that “significant subpoena powers” exist under the arbitration appeals process, “but those powers are less expansive than subpoena authority within a courtroom. The decision to use subpoena powers and how exactly to use them – limited or broad – is expected to rest with the arbitrator presiding over the appeals process.” Ohio State AD Ross Bjork, who serves on the House implementation committee, explains that “we won’t have complete subpoena power, but if an athlete goes into arbitration…those records, you can get access to some of those records.” Dellenger also sheds some more light on the algorithm Deloitte will use to determine whether deals fall within a “range of compensation” deemed acceptable. Clemson AD Graham Neff, who also serves on the implementation committee tells Dellenger that “athletic performance is a big part of it. Your social media reach and following. Market – where schools are at. The reach of your school within said market.” For example, Neff points out the “reach of Georgia Tech in Atlanta is different than the reach of Georgia State.” Michigan State AD/implementation committee member J Batt on the enforcement mechanism: “Those penalties being worked through are going to be significant and are going to be different than any penalties we’ve had previously.” More from Dellenger. Regarding the proposed new NCAA governance structure, Sports Illustrated’s Bryan Fischer points out that “some athletics directors at non-power schools called it a blatant power grab. Commissioners told anyone within earshot that it’s even worse than that, with some choice words for colleagues further up the food chain on the end-around being put in place that could tamper their voice at the table.” Boston College AD Blake James puts it like this: “I think if I put myself back 16 years ago and I’m the athletic director at Maine at the time, I think I’d recognize the reasons for it, and I would be positioning myself to take advantage of the system we’re in and, again, I don’t know that I would be happy, but I would understand the thought behind it and then understand the system and go forward and execute to the highest level we can.” South Dakota AD Jon Schemmel is unmoved, explaining: “Our kids are lining up to win the game. It’s not, ‘Gosh, we’re so fortunate to be here.’ That’s where you lose me when you start treating me or us like that. Some of the things I’ve heard about the working group is they’re not taking votes and it’s a discussion, and then all of a sudden there’s an email that goes out with a recommendation that was agreed upon that nobody voted on. So clearly a person or a couple people are doing what they want and that’s what we’re all reading. That’s pretty disappointing and somewhat shocking to hear. The FBS Oversight Committee on Monday is expected to have a “deep discussion on a single portal window,” according to The Athletic’s Chris Vannini, who notes the “hope is to come out with a recommendation and begin a path to solidify a change before the upcoming season. Committee Chair/Buffalo AD Mark Alnutt tells Vannini: “I’m confident we’ll get there.” As for the window itself, Vannini reports that “early January is the option with the most momentum; one person described it as an 80-20 split. At its annual convention this January in Charlotte, the American Football Coaches Association proposed the window run Jan. 2-12 beginning in 2026, following a unanimous vote of dozens of FBS head coaches in attendance. That date would allow most schools to finish the season with their full team, a response to rising numbers of opt-outs from bowl games and even College Football Playoff teams losing players off their roster. It would also help set teams in place heading into spring practice, especially as rosters begin to shrink with the House settlement roster limits.” Not only do many coaches favor this setup, one agent tells Vannini he prefers January and tells his clients to avoid the spring portal unless they’re elite athletes. The agent explains: “Kids are going to know they’re leaving before they even talk with their coaches. With January, kids are home for the holidays, talk it over with your circle, people you trust, and if you leave, you can find a school and enroll in time for class. If it’s spring-only, you may have kids fall into a mental ditch.” While some coaches, such as Ohio State HC Ryan Day, prefer a window that doesn’t overlap with the CFP, Georgia HC Kirby Smart says top programs would just have to handle it for the sake of everyone. The Mountain West came close to “cracking nine-figure revenue in fiscal year 2024, pulling in a record-setting $92.8M – up from $78.2M the year prior – just as it entered a high-stakes, increasingly adversarial engagement with the Pac-12,” according to Sportico’s Daniel Libit, who adds that Commissioner Gloria Nevarez earned $1.02M in base compensation during her first year on the job. Additionally: “Total expenditures for the year hit $96.2M, resulting in a year-over-year decline in net assets. A Mountain West spokesperson attributed much of the shortfall to an atypical distribution to San Diego State, which received both its FY23 and FY24 payments – totaling $12.9M – within the same fiscal period. Most other member institutions received over $6M, with Boise State ($8.7M) and Hawaii ($2.1M) serving as financial outliers. The league’s legal expenses for the fiscal year totaled $756,741 – costs incurred before it began litigating with the Pac-12. Among the conference’s highest-paid independent contractors in FY24 were Wasserman Media Group ($1.08 million for media rights consulting), law firm Wilkie Farr & Gallagher ($748,516) and Huron Consulting ($346,105).” (link)

TCU AD Mike Buddie weighs in on the rev-share cap and notes that “while some have been able to outspend us and build their roster with proven talent with transfers, starting in 2026 and beyond, everybody’s pretty much going to have a $3 million pool to build their [men’s basketball] roster. That means the things that used to matter will matter again. Coaching, development, facilities and TCU is a great position in all of those.” Just prior to the House settlement’s approval, Buddie noted that “the great news for a program like ours, starting next year is whether you’re Kansas, Houston, Kentucky, Duke or TCU, you’re pretty much going to have the same lump of revenue-share dollars.” That said, Buddie is skeptical the College Sports Commission will stop cheating: “The level of confidence is not high. The encouraging thing for me is, from Charlie Baker at the NCAA to [Big 12] Commissioner Brett Yormark, to the people who are in the room building this new structure of enforcement, all of them are saying there will be significant teeth, to those who either circumvent the cap limit or are funding NIL deals that are not approved, by all of those accounts, there will be significant penalties. … So I’m confident that that will happen, but I also am confident that there will be bad actors out there who are going to try to circumvent it. It could be back to the old days of, of putting money in a bag and sliding it under the table, but we just have to hope that we police ourselves, because usually coaches are the ones who know that that’s happening, and hopefully for the first time in a long time, when those people are caught, there will be serious consequences.” (link)

Michigan is projecting a balanced budget of $266.3M for FY26 with $15M in support from the university to help offset House-related expenses, according to The Detroit News’ Angelique Chengelis, who also notes the Wolverines have a “six-game schedule at Michigan Stadium this fall and revenue from spectator admissions is projected to decrease by $19.1M during the upcoming fiscal year, according to the athletic department, compared to the revenues from eight home games in 2024 (fiscal year 2024-25). Distribution from the Big Ten from television contracts is expected to increase by $5.8M. Michigan also anticipates $1.7M in net revenues from the upcoming Zach Bryan concert at Michigan Stadium.” (link)

The Michigan State Board of Trustees approved the Spartans’ $192.2M FY26 operating budget, which includes $20M in revenue sharing for student athletes. The Detroit News’ Connor Earegood points out that MSU “will use an internal loan to bridge the gap between the start of the House settlement changes and the next wave of media rights/sponsorship deals in FY27.” (Iink)

According to Softball on SI’s Maren Angus-Coombs, Hotshots Fastpitch coach Nathan Nelson has played a central role in helping Texas Tech land softball players via the portal throughout the season. One parent says they received a phone call in April with a six-figure offer to transfer to Texas Tech. “I know for 100% fact that there were kids in April and even earlier than that [who] signed. Nathan Nelson told me before April 7 [that] they were signing kids from other schools while they were playing with other teams to go to Texas Tech in 2026.” Angus-Coombs notes that Softball On SI reached out to Nelson for comment, and he declined any involvement, but “10 sources confirmed with Softball On SI that Nelson or The Matador Club also contacted Taylor Pannell, Isa Torres, Dakota Kennedy, Reese Atwood, Kasidi Pickering, Maci Bergeron, Dez Spearman, and Tori Edwards. Pannell entered the transfer portal on Thursday with a do-not-contact tag and was reportedly in Lubbock with instructions not to appear in any photos because she wasn’t in the transfer portal, according to an additional four sources. Pannell’s father, Brandon, told Softball On SI that his daughter wasn’t at Texas Tech and was at home in Illinois applying for master's programs.” (link)

North Alabama plans to opt into the House settlement in 2026-27, according to Lions AD Josh Looney, who says: “Ultimately, we can accomplish as much or more next year. We’re upholding a commitment to 50-something athletes. That ultimately ended up being a very appealing decision for us. Boise State is launching Bronco Studios and has hired local sports anchor Jay Tust as the host of its live and on-demand shows. Slated to launch in early August, Bronco Studios will produce daily and weekly live shows as well as other original content available on the Broncos’ YouTube and social media channels, as well as on-demand via the athletic department’s website and app. Broncos AD Jeramiah Dickey: "We are Bar Raisers, and bringing on Jay to serve as the face of Bronco Studios gives us a trusted voice for Bronco Nation from day one. The Knoxville News Sentinel’s Adam Sparks reports that former Tennessee football student-athlete Grant Frerking “was an employee of the program while carrying out financial scams related to his former business and facing civil claims for unpaid bills. … Frerking has served as a part-time consultant to UT football since July 2023 while he also worked for On3, whose CEO, Shannon Terry, released the following statement: “On3 had no knowledge of this relationship. Grant was explicitly instructed not to engage, either directly or indirectly, with the University of Tennessee or its associated collective. On multiple occasions during his employment, he was asked to confirm compliance with this directive, and he repeatedly denied any involvement. These representations were false. He lied to us." As for the nature of Frerking’s work with the Vols, Sparks reports his duties included “advising coach Josh Heupel on off-field matters, consulting staff members on best practices and representing the Vols program at public events. UT paid Frerking $30K for the past two years. His current contract expires June 30, but he no longer works for UT and the university doesn’t owe him any additional pay.” (link)

Recruiting violations occurred at Wisconsin when nine football coaches and staff members placed impermissible phone calls to prospects, according to an agreement approved by a Committee on Infractions hearing panel. As a result of the violations, Badgers HC Luke Fickell violated head coach responsibility rules. Specifically, the school, AC Matt Mitchell, former AC Greg Scruggs, former Director of Player Personnel Max Stienecker and the enforcement staff agreed that the violations occurred when staff placed 139 impermissible phone calls to 48 prospects. Of the impermissible calls, 117 were placed prior to the first permissible contact date for the prospects. Sixty of the calls lasted one minute or less. The violations were classified as Level II-mitigated and penalties agreed upon include: one year of probation, a $25K fine, and one-year show-cause orders for Scruggs and Stienecker. (link)

More from NCAA President Charlie Baker’s sitdown with Sports Illustrated’s Bryan Fischer for Collegiate Sports Connect at the 2025 NACDA Convention, during which Baker says of the House settlement’s impact on Olympic sports: “Virtually all of the A4 schools, which is where a majority of the Olympic athletes come from, have all said they're going to continue to support their Olympic programs and many of them have actually talked about the fact that they’re going to scholarship a lot more people in their Olympic programs as a result of this – and a lot more folks in their women’s programs as a result of this settlement. So, I remain fairly hopeful about that. I think the bigger challenge on all the Olympic stuff is just going to come down to – we have a great relationship with the USOPC, and we're just going to have to make sure that we continue to stay close to them as we go forward here.” Baker also notes federal lawmakers from both sides of the aisle have remained engaged with the NCAA about its future, “and, by the way, a lot of the folks on both sides have looked at some of these lawsuits we’ve been dealing with around five years to play four, which has been the standard practice in college sports for probably 100 years, and have said, ‘Okay, that's a really good example of why you probably need some help from us on liability because you shouldn't be in court on stuff like that.’ And I think the fact that there are now two bills that are pending in Washington and there are Democrats who are starting to either write their own bills or signing onto some of the bills that are currently under discussion there I think is a really positive development.” What happens if Congress doesn’t act? “Come back and talk to them again next year. The good news is we do have the settlement, which deals with what I thought were some of the most important issues that needed to be addressed. The employment thing is not something you're going to find a lot of student-athletes signing up for. In fact, when the men's basketball team at Dartmouth was engaged in that conversation with the National Labor Relations Board, there weren’t any other programs at Dartmouth that came with them. They could’ve if they’d wanted to. There weren’t any other programs in the Ivy League that came with them. They could’ve done that, too. Georgia Tech President Angel Cabrera emphasizes “speediness” in the hire of a new AD for the Yellow Jackets. More: “The interest for this position is extremely, extremely high. This is going to be more of a question of deciding what is the right profile for this point of time for Georgia Tech?” University board members Mark Teixeira, David Rowland and Ron Johnson will assist with vetting candidates with “different stakeholders” from the campus community also meeting with the finalists. Ohio State AD Ross Bjork met with the media yesterday, saying the Buckeyes had their best fundraising year ever with more than $80M generated. As for the House settlement: “We have an obligation to follow Title IX in several buckets. ... The revenue share and the NIL world is not subject to Title IX per se, but we do have an obligation to support our female athletes as much as we support our male athletes. ... We think we'll be in a better position to support our female athletes. [...] We have been in an environment the last four years, that there wasn't necessarily a valid business purpose between a collective and an athlete. ... It (now) has to meet a valid business purpose. ... These numbers, you have to really ask, 'When?' When are you counting that? ... People think there's still going to be this chase. ... Everyone is going to sign an agreement attesting to, 'We are going to follow the rules.'” Bjork also touched on football game atmosphere enhancements: “More night games, we already covered that. Fans, they want to modernize, they want to innovate. ... I think we saw what happened in the Tennessee game. ... We learned a lot from that. So, when we do music, how we play music, we have to do sponsored segments, but how do we do that? ... We have a ramp that's iconic that the band walks down, how can we use that during the game? ... We are working on new boards, new LED ribbon boards. ... The plan is really, really strong.” (link, link)

Missouri AD Laird Veatch also chatted with the media yesterday on a wide range of topics. On which sports will receive revenue sharing: “I would just say that the bulk of our revenue share funds will go to football and men's basketball, similar to the conversation you're seeing across the country. In large part, in line with how monies are generated, but also the brand value that those student athletes bring to Mizzou. There will be other sports that will receive revenue share. Not all sports will, but there'll be opportunities for student athletes across our sports to receive those funds also. … I don't feel like we're in a position to share specific sports or specific details and amounts. The reason for that, candidly, is because until we're at a point where this process allows for that kind of transparency across the board with all sports, I just candidly don't see a competitive value or reason, a strategic incentive, for us to disclose those specifics. I do think that will likely happen in time across the board, but until that time, I still think it's in the best interest.” Veatch said the process was decided “among a sort of a leadership team within our athletic department on the administrative side. … There's a lot that went into that.” Lots more. The latest from Arizona AD Desiree Reed-Francois on the House settlement: “When a student-athlete comes, you're coaching them and they're competing and you're graduating leaders, that does not change. But everything else in between has completely changed. Just because this is how we've always done it isn't going to work anymore. There has to be a return on investment. Our Olympic sports are a source of pride, and one thing we're also going to be aggressive in doing is endowing our Olympic sports. Every Olympic sport, we want to make sure they are set up for the future. I want to always protect our Olympic sports, and we can do that by setting up endowments for each of them. College sports has been at a critical juncture and now we all have to dive in and make this work because the enterprise is too important.” (link)

Florida State AD Michael Alford presented to the Board of Trustees yesterday: “The system will work, we just have to allow it to work. I’m in full favor of the system and the audit that comes behind it. What I’m skeptical [of] - and I’ve let my feelings be known to our ACC legal counsel and our commissioner - is the enforcement. … I’m hearing other things that people are doing out there, and our coaches are informing me of this, my response is, ‘Well, that’s not legal in the new system. So they can’t be promising kids this.' So the enforcement’s still what I’m talking to the conference mostly about. Everything they tell me, I’m in favor of, how strong it’s going to be. I just want it implemented.” While Alford did not disclose the Seminoles expected disbursement amount, he did say they plan to be at the “highest level” possible. “It’s more of a reflection of how we’re restructuring, streamlining and developing an organization that is strong, nimble and focused on how to be successful in the new college athletics landscape. [...] It’s very tough. We don’t have a large athletic department by comparison to some of our competitors. We value our employees and they’re all part of the ability for us to be successful.” That’s Oklahoma AD Joe Castiglione on reducing his department’s head count by 5% after yesterday’s Board of Regents meeting. Castiglione also points to an expected 3% increase in ticket revenue for next year: “We have to be mindful of our key sources of revenue streams. We’re also understanding of the importance of fan engagement and how our stakeholders can access our events and keep them as affordable as possible. Our intention is always to keep our tickets accessible and affordable. When you look at demands for tickets, growth of the tickets, a wide variety of sports and the ongoing sellout streak for football, you can see how our strategy worked.” (link)

Indiana intends to maintain all of its current 24 sport programs, according to Hoosiers AD Scott Dolson. In an email to fans: “... the successes that we can enjoy moving forward are inextricably linked with you, our passionate and dedicated supporters. IU Athletics is excited to support our student-athletes’ opportunities to the fullest in terms of both revenue sharing and NIL. We plan to do that while maintaining a broad-based athletic program that features 24 varsity programs with their own proud traditions. To make all of that happen, we need Hoosier Nation to rally together and propel our programs and student-athletes to the upper echelon in all areas on and off the field. We can do this, but we need to do it together. Over the course of time, new challenges have always meant new opportunities for IU Athletics, and this is no different. Wisconsin AD Chris McIntosh says the Badgers won’t be releasing its revenue share per sport due to competitive reasons: “I recognize that there's a lot of interest in what our approach will be on this topic, or on many other topics, but it's one that at least for the foreseeable future we feel would put us at a competitive disadvantage to share.” (link)

With the quickly-changing industry economic environment, Kentucky is projecting a deficit of $31M over the next two fiscal years, leading to a $141M loan from the university, $110M of which will be used for capital upgrades. WDRB’s Eric Crawford details some the plans: “$15 million for maintenance at Kroger Field; $13 million to renovate corner suites and elevators at the football stadium; $5 million for improvements to UK’s softball and soccer facilities; $8 million for design and infrastructure upgrades, including a new West End Zone Club and Wi-Fi improvements at Kroger Field; Issuing a new Request for Information (RFI) to explore an on-campus Entertainment District — potentially including restaurants, hotels, and other commercial developments.” Wildcats AD Mitch Barnhart: “At a time when many are searching for answers, our administration has built on the strong partnership we have enjoyed for more than 20 years here on the UK campus. Inside NU’s Tomas Moran shares some details of Northwestern’s $20M Kip and Sara Kirkpatrick Stadium, home of the Wildcats’ softball team: “The project is as much of a rebuild as it is a renovation. Northwestern plans to demolish the current grandstand and increase seating capacity from the current 800 to 1,326, according to the proposal listed on the City of Evanston’s website. The demolition and construction plans are ‘currently under review by the City.’ Kirkpatrick Stadium, as the new venue will be called, will also include a new clubhouse and hospitality suite, improved lighting and ‘an amplified sound system.’” The Wildcats have so far raised $18.2M of the $20M goal. With the Men’s College World Series first pitch today, D1Baseball’s Bradley Smart breaks down how each team in this year’s field constructed their rosters based on the number of recruits who have been there since Day 1 (which Smart classifies as “recruits”), transfers from other DI schools, transfers from DII or DIII, and transfers from junior college. UCLA has by far the most players who have been on the roster since Day 1 (93%), followed by Louisville (74%), Oregon State (71%), Coastal Carolina (65%), Arkansas (64%), LSU and Arizona (58%) and Murray State (38%). Smart also notes that Arkansas has the highest WAR among the eight teams (41.9) with 12.4 coming from recruits. The Razorbacks are followed by LSU, which has a 39.7 WAR with 24.7 coming via recruits, Coastal Carolina (37.7, 12.4), Oregon State (35.7, 24), UCLA (34.6, 30.3), Louisville (31.9, 22.2), Arizona (31.6, 17.5) and Murray State (25.4, 6.3).
