Late yesterday the NCAA released a 36-page question & answer guide to House settlement implementation. (link); Some key particulars as pointed out by Yahoo’s Ross Dellenger & others:
+ An example of the impact of student-athlete buyouts: “The $100,000 buyout must count against Institution B’s benefits cap allowance in the year in which it is paid to Institution A. Institution A may not increase its benefits cap allowance by $100,000 as a result of this buyout payment.”
+ “ If a student-athlete becomes ineligible to compete due to failing to satisfy an applicable progress-toward-degree requirement, the student-athlete shall become ineligible to receive additional payments or benefits on the date their ineligibility is officially certified by the appropriate institutional authority consistent with Bylaw 14.4.3.4.”
+ “All payments from an institution for a student-athlete’s NIL must count against the benefits cap. This includes payments from an institutional designee or contractor (e.g., multimedia rights holder) acting as agent, facilitator or administrator for a Participating Institution to make a payment to a student-athlete with funds that originate from or are provided by the institution.”
+ “An institution may provide a written offer regarding NIL or other additional benefits or payments on or after August 1 of the prospective student-athlete’s senior year of high school; however, the offer may not be signed until the applicable signing dates specified in Bylaw 13.02.13.”

New Michigan State AD J Batt’s contract in East Lansing is worth $12.6M over six years, which starts with base pay of $1.85M & increases by $100K annually. The Spartans will also pay Georgia Tech $2M in liquidated damages for their hire of Batt. Buyout terms, per Sportico’s Daniel Libit: “If Batt chooses to terminate the agreement early, he—or potentially his future employer—would be responsible for a buyout payment structured as follows: $5 million if the departure occurs within the first two years of the contract, $4 million in the third year, $3 million in the fourth year and $2 million in the fifth year. Conversely, should Michigan State terminate Batt without cause, the university would owe him 75% of his remaining base salary.” Batt’s deal is also the first to note he must “cooperate fully” with College Sports Commission investigations. UC San Diego will partner with Parker Executive Search for its hire of a new AD, per CollegeAD. (link)

Florida State AD Michael Alford expects to have the certificate of occupancy for Doak Campbell Stadium’s revamp by July 29th with the new video & ribbon boards completed a week earlier. As for the new football-only facility, September 5th is the target date for completion with full move-in later in the month. Alford on two features of the Doak Campbell upgrades that he believes are most notable: “One is going to be the walk through space. It’s so well thought out. All the position meeting rooms are around it. And it has a virtual reality wall all the way across the top. So when we get ready to play Clemson, linebackers can come out, walk through it. We put Clemson’s formations up. They go in motion, we go in motion. It is 100% virtual reality size of a football field walk through space. [...] The other fun part, going into the pool area, as you come out of the locker room, we call it the ‘car wash’ you have to get rinsed off so walking down the hall you’re going to have water shooting on you before you go and get into the pool.” (link, link, link)

More from Virginia Tech AD Whit Babcock on key issues impacting the industry. Regarding rev-share contracts, Babcock says they do not include performance clauses “in this initial round. We wanted to be pretty basic in it. Some of these contracts may ultimately involve buyouts if a student-athlete leaves, but no, at this time, it was pretty straightforward, and if they transfer, obviously, the payments stop, but it is a new world order and getting used to it.” On NIL Go: “One thing we all agree on is if there’s not real teeth in the penalties, if there’s not real expediency, if that’s the right word, it’s not going to work. The penalties and the structure that we’ve heard do have some teeth, and I guess people could still find a way to cheat if they wanted, cash under the table or not turning in NIL deals, but if you find out about it and you turn people in, I feel a whole lot better about this group than I did the NCAA.” (link)
|
Cincinnati AD John Cunningham on the Bearcats’ sport sponsorship portfolio amid industry financial pressures: “I like our mix of sports. It makes sense for our institution. Every single one of our sports is sponsored by the Big 12. We have no intention of dropping a sport or making any changes for sport offerings. There are going to be significant financial pressures on every school across the country. We’re going to have to be smart against our spending but we like our mix of sports.” (link)

College baseball is entering a “new-look college sports ecosystem as a winner in the passage of the House settlement earlier this month,” according to SBJ’s Ben Portnoy. South Carolina AD Jeremiah Donati explains why: “Baseball is really the biggest example of a sport that’s kind of double dipping in this post-settlement world because you’re having to solve for [three things]. Where football [and basketball] is strictly the rev-share component of NIL, baseball is kind of all three – it’s traditional NIL, it’s rev-share and it’s ‘How fast can you add scholarships?’ and ‘How many?’” ABCA Executive Director Craig Keilitz suggests the influx of new scholarships works both ways: “A simple answer is, you’d think there’d be less parity [with Power Four schools funding more scholarships]. Then you look at this year’s NCAA Tournament, it’s probably as much parity as I’ve ever seen it. But with more scholarships means the better programs that have more money can offer more of the superstars. You look up and down – if it’s the SEC, the ACC, the Big 12 – they can gobble up more of those guys." Ole Miss AD Keith Carter puts it like this: “If NIL and rev share wasn’t a thing, yeah, [baseball coaches] would be like, ‘Holy cow, we’re going from 11.7 to 34. But now they’re like, ‘OK, that’s awesome, but essentially everybody is doing that because everybody’s going to, one way or another, have full-ride scholarships. Now, what’s the rev share look like? What’s the next step?” (link)

Florida’s 2025-26 budget is projected at $205M, an increase from the $180.8M of FY25. The YOY 13.4% increase surpasses the 13.2% rise in spending over the course of 2019 to 2024. A $2.4M increase in spending on the men’s basketball program represents a 20% increase in the team’s operating budget. Football operating expenses rose from $30M to $33M. There is a $12M increase in total sports operating revenue, led by ticket sales ($7M) and money from SEC television ($5M) generated primarily by football and men’s basketball. Every department and program was asked to reduce expenses by 5%. Of note from The Orlando Sentinel’s Edgar Thompson: “The Knight-Newhouse College Athletics Database tracked data showing accelerated spending since 2019. This includes a 63% budget increase at SEC rival Tennessee — from $143.765 million to $234.058 million in 2024. Alabama’s operating expenses rose 43% to $234.825 million, LSU increased 40% to $220.281 million and Georgia 39% to $241.843.” (link)

At the quarterly meeting with regents in March, UNLV reported a nearly $27M debt for athletics and, as such, the board did not approve the FY24 report. UNLV Interim President Chris Heavey said Friday the school is confident about its ability to balance the budget despite the changing landscape of college athletics. To do so, the Rebels are leaning on increased ticket sales, money from donors and up to $24.1M from the Mountain West after the university agreed to stay in the conference instead of leaving for the Pac-12. Heavey: “We have been working very hard to put in place a plan about how to make sure that we can have a sustainable level of institutional support in our athletics program. We think we’re on a sustainable trajectory, but it’s something that we’re evaluating on a continuous basis.” FY25 budget is projected to break even with $67M in revenue and expenses. (link)

U.S. Soccer CEO JT Batson talks with Sportico’s Luke Cyphers about the organization’s plans for the college game and explains: “The best 18- to 22-year-old soccer players in America are opting to play professionally now, and that shows the growth of the American soccer market. It also shows the opportunity evolving around college soccer – that it can become the best U-23 league in the world. … Most of the commercial energy and effort in college sports has been focused on football and men’s basketball. There’s nobody waking up thinking about how to drive revenue at any sense of scale for college soccer. And we think there are opportunities, if you look at this as a nationwide platform, to be able to drive new commercial value in a way the prior model didn’t allow for.” Batson goes on to observe that the upheaval in college sports gives soccer a chance to present a test case for a new era. “We’ve been in direct conversations with college presidents, with conference leaders, who are all very excited about soccer being able to help lead to a future model for a broad set of college sports. Everyone recognizes that status quo has its challenges.” Cyphers notes that others in the sport have suggested a new model could range from continued NCAA governance to an entity that eventually splits off completely from the association. While Batson stops short of espousing an immediate split, he remarks: “We’ve been doing a whole body of work around this at U.S. Soccer with all of our stakeholders for quite some time now, and one of the things that bubbled to the top of the priority list was, ‘What does the next generation of college sports look like, and college soccer in particular?’ Conceivably, the right thing for year one may be different than a future state of things.” (link)

Learfield President of Sports Properties Kim Damron talks with SBJ’s Ben Portnoy about how a multimedia rights partnership must work moving forward and explains: “It has to be a partnership that actually extends [athletic departments’] staff and resources. And that's with everything from people power, from actually staffing NIL sellers, to content – which we have an Emmy Award-winning content team. And that content is the key way to tell the authentic story of student-athletes. And then technology. So I look at us as an extension of the athletics department and really working hand in hand with the team to drive the revenue and the authentic dealmaking.” As it relates to the newly ordered industry as a whole, Damron explains that Learfield’s focus is on “sharing best practices in this evolving new era. And that’s one of the benefits we can bring back is really what’s working, what’s not and being able to be innovative and continue to drive that innovation.” (link)

Sportico’s Michael McCann: “The NCAA on Wednesday filed a petition to cancel the U.S. Marine Corps’ trademark registration of ‘Sousa’s March Mania,’ a phrase that names an annual tournament of 32 musical marches held from March into April. The petition was filed in the U.S. Patent and Trademark Office’s Trademark Trial and Appeal Board. The Marines have 40 days to answer the petition. The Marines applied for a trademark in April 2024, and the USPTO registered the mark last month. The registration is for ‘entertainment services’ and specifically ‘arranging and conducting of competitions in the field of marching band performances.’ The registration also covers ‘non-downloadable’ photos and videos of marching band performances. … As the NCAA sees it, Sousa’s March Mania is ‘confusingly similar to the March Madness Marks’ because it is ‘similar in appearance, sound, meaning, and commercial impression.’ The similarity in goods and services—both the NCAA and Marines host annual tournaments at the same time of the year—are likely to cause confusion, the NCAA asserts.” (link)

Yahoo’s Ross Dellenger observes that “while many doubt that the [NIL Go] clearinghouse will withstand inevitable legal challenges, administrators [at the 2025 NACDA Convention] provided legitimate reasons for why they believe in its long-term survival. Most notable of those, says NCAA president Charlie Baker, is that the clearinghouse’s appeals process – arbitration – is equipped with subpoena powers.” Baker: “Arbitration typically has subpoena power and I’m pretty sure since this one sits inside an injunction, they will have it.” Dellenger notes that power conference officials confirmed that “significant subpoena powers” exist under the arbitration appeals process, “but those powers are less expansive than subpoena authority within a courtroom. The decision to use subpoena powers and how exactly to use them – limited or broad – is expected to rest with the arbitrator presiding over the appeals process.” Ohio State AD Ross Bjork, who serves on the House implementation committee, explains that “we won’t have complete subpoena power, but if an athlete goes into arbitration…those records, you can get access to some of those records.” Dellenger also sheds some more light on the algorithm Deloitte will use to determine whether deals fall within a “range of compensation” deemed acceptable. Clemson AD Graham Neff, who also serves on the implementation committee tells Dellenger that “athletic performance is a big part of it. Your social media reach and following. Market – where schools are at. The reach of your school within said market.” For example, Neff points out the “reach of Georgia Tech in Atlanta is different than the reach of Georgia State.” Michigan State AD/implementation committee member J Batt on the enforcement mechanism: “Those penalties being worked through are going to be significant and are going to be different than any penalties we’ve had previously.” More from Dellenger. Regarding the proposed new NCAA governance structure, Sports Illustrated’s Bryan Fischer points out that “some athletics directors at non-power schools called it a blatant power grab. Commissioners told anyone within earshot that it’s even worse than that, with some choice words for colleagues further up the food chain on the end-around being put in place that could tamper their voice at the table.” Boston College AD Blake James puts it like this: “I think if I put myself back 16 years ago and I’m the athletic director at Maine at the time, I think I’d recognize the reasons for it, and I would be positioning myself to take advantage of the system we’re in and, again, I don’t know that I would be happy, but I would understand the thought behind it and then understand the system and go forward and execute to the highest level we can.” South Dakota AD Jon Schemmel is unmoved, explaining: “Our kids are lining up to win the game. It’s not, ‘Gosh, we’re so fortunate to be here.’ That’s where you lose me when you start treating me or us like that. Some of the things I’ve heard about the working group is they’re not taking votes and it’s a discussion, and then all of a sudden there’s an email that goes out with a recommendation that was agreed upon that nobody voted on. So clearly a person or a couple people are doing what they want and that’s what we’re all reading. That’s pretty disappointing and somewhat shocking to hear. That’s where I get irritated.” More from Fischer. (link)

The FBS Oversight Committee on Monday is expected to have a “deep discussion on a single portal window,” according to The Athletic’s Chris Vannini, who notes the “hope is to come out with a recommendation and begin a path to solidify a change before the upcoming season. Committee Chair/Buffalo AD Mark Alnutt tells Vannini: “I’m confident we’ll get there.” As for the window itself, Vannini reports that “early January is the option with the most momentum; one person described it as an 80-20 split. At its annual convention this January in Charlotte, the American Football Coaches Association proposed the window run Jan. 2-12 beginning in 2026, following a unanimous vote of dozens of FBS head coaches in attendance. That date would allow most schools to finish the season with their full team, a response to rising numbers of opt-outs from bowl games and even College Football Playoff teams losing players off their roster. It would also help set teams in place heading into spring practice, especially as rosters begin to shrink with the House settlement roster limits.” Not only do many coaches favor this setup, one agent tells Vannini he prefers January and tells his clients to avoid the spring portal unless they’re elite athletes. The agent explains: “Kids are going to know they’re leaving before they even talk with their coaches. With January, kids are home for the holidays, talk it over with your circle, people you trust, and if you leave, you can find a school and enroll in time for class. If it’s spring-only, you may have kids fall into a mental ditch.” While some coaches, such as Ohio State HC Ryan Day, prefer a window that doesn’t overlap with the CFP, Georgia HC Kirby Smart says top programs would just have to handle it for the sake of everyone. More from Vannini. (link)

The Mountain West came close to “cracking nine-figure revenue in fiscal year 2024, pulling in a record-setting $92.8M – up from $78.2M the year prior – just as it entered a high-stakes, increasingly adversarial engagement with the Pac-12,” according to Sportico’s Daniel Libit, who adds that Commissioner Gloria Nevarez earned $1.02M in base compensation during her first year on the job. Additionally: “Total expenditures for the year hit $96.2M, resulting in a year-over-year decline in net assets. A Mountain West spokesperson attributed much of the shortfall to an atypical distribution to San Diego State, which received both its FY23 and FY24 payments – totaling $12.9M – within the same fiscal period. Most other member institutions received over $6M, with Boise State ($8.7M) and Hawaii ($2.1M) serving as financial outliers. The league’s legal expenses for the fiscal year totaled $756,741 – costs incurred before it began litigating with the Pac-12. Among the conference’s highest-paid independent contractors in FY24 were Wasserman Media Group ($1.08 million for media rights consulting), law firm Wilkie Farr & Gallagher ($748,516) and Huron Consulting ($346,105).” (link)

TCU AD Mike Buddie weighs in on the rev-share cap and notes that “while some have been able to outspend us and build their roster with proven talent with transfers, starting in 2026 and beyond, everybody’s pretty much going to have a $3 million pool to build their [men’s basketball] roster. That means the things that used to matter will matter again. Coaching, development, facilities and TCU is a great position in all of those.” Just prior to the House settlement’s approval, Buddie noted that “the great news for a program like ours, starting next year is whether you’re Kansas, Houston, Kentucky, Duke or TCU, you’re pretty much going to have the same lump of revenue-share dollars.” That said, Buddie is skeptical the College Sports Commission will stop cheating: “The level of confidence is not high. The encouraging thing for me is, from Charlie Baker at the NCAA to [Big 12] Commissioner Brett Yormark, to the people who are in the room building this new structure of enforcement, all of them are saying there will be significant teeth, to those who either circumvent the cap limit or are funding NIL deals that are not approved, by all of those accounts, there will be significant penalties. … So I’m confident that that will happen, but I also am confident that there will be bad actors out there who are going to try to circumvent it. It could be back to the old days of, of putting money in a bag and sliding it under the table, but we just have to hope that we police ourselves, because usually coaches are the ones who know that that’s happening, and hopefully for the first time in a long time, when those people are caught, there will be serious consequences.” (link)

Michigan is projecting a balanced budget of $266.3M for FY26 with $15M in support from the university to help offset House-related expenses, according to The Detroit News’ Angelique Chengelis, who also notes the Wolverines have a “six-game schedule at Michigan Stadium this fall and revenue from spectator admissions is projected to decrease by $19.1M during the upcoming fiscal year, according to the athletic department, compared to the revenues from eight home games in 2024 (fiscal year 2024-25). Distribution from the Big Ten from television contracts is expected to increase by $5.8M. Michigan also anticipates $1.7M in net revenues from the upcoming Zach Bryan concert at Michigan Stadium.” (link)

The Michigan State Board of Trustees approved the Spartans’ $192.2M FY26 operating budget, which includes $20M in revenue sharing for student athletes. The Detroit News’ Connor Earegood points out that MSU “will use an internal loan to bridge the gap between the start of the House settlement changes and the next wave of media rights/sponsorship deals in FY27.” (Iink)

According to Softball on SI’s Maren Angus-Coombs, Hotshots Fastpitch coach Nathan Nelson has played a central role in helping Texas Tech land softball players via the portal throughout the season. One parent says they received a phone call in April with a six-figure offer to transfer to Texas Tech. “I know for 100% fact that there were kids in April and even earlier than that [who] signed. Nathan Nelson told me before April 7 [that] they were signing kids from other schools while they were playing with other teams to go to Texas Tech in 2026.” Angus-Coombs notes that Softball On SI reached out to Nelson for comment, and he declined any involvement, but “10 sources confirmed with Softball On SI that Nelson or The Matador Club also contacted Taylor Pannell, Isa Torres, Dakota Kennedy, Reese Atwood, Kasidi Pickering, Maci Bergeron, Dez Spearman, and Tori Edwards. Pannell entered the transfer portal on Thursday with a do-not-contact tag and was reportedly in Lubbock with instructions not to appear in any photos because she wasn’t in the transfer portal, according to an additional four sources. Pannell’s father, Brandon, told Softball On SI that his daughter wasn’t at Texas Tech and was at home in Illinois applying for master's programs.” (link)

Tennessee Softball HC Karen Weekly submits that “I think we can all agree on 2 things: 1) women making money in sports is awesome and long overdue; 2) contacting players (directly or indirectly) before their season ends and signing them to NIL deals before they enter the portal is wrong. Money isn’t the issue – tampering is!” (link)

North Alabama plans to opt into the House settlement in 2026-27, according to Lions AD Josh Looney, who says: “Ultimately, we can accomplish as much or more next year. We’re upholding a commitment to 50-something athletes. That ultimately ended up being a very appealing decision for us. Not to mention, what’s the legal landscape look like four months from now?” (link); South Dakota will also opt in.

Slated to launch in early August, Bronco Studios will produce daily and weekly live shows as well as other original content available on the Broncos’ YouTube and social media channels, as well as on-demand via the athletic department’s website and app. Broncos AD Jeramiah Dickey: "We are Bar Raisers, and bringing on Jay to serve as the face of Bronco Studios gives us a trusted voice for Bronco Nation from day one. By creating this free, ad-supported Bronco Studios platform to tell our story, our fans will have a new way to stay up-to-date with our news while being informed and entertained by an elite talent like Jay. The Knoxville News Sentinel’s Adam Sparks reports that former Tennessee football student-athlete Grant Frerking “was an employee of the program while carrying out financial scams related to his former business and facing civil claims for unpaid bills. … Frerking has served as a part-time consultant to UT football since July 2023 while he also worked for On3, whose CEO, Shannon Terry, released the following statement: “On3 had no knowledge of this relationship. Grant was explicitly instructed not to engage, either directly or indirectly, with the University of Tennessee or its associated collective. On multiple occasions during his employment, he was asked to confirm compliance with this directive, and he repeatedly denied any involvement. These representations were false. He lied to us." As for the nature of Frerking’s work with the Vols, Sparks reports his duties included “advising coach Josh Heupel on off-field matters, consulting staff members on best practices and representing the Vols program at public events. UT paid Frerking $30K for the past two years. His current contract expires June 30, but he no longer works for UT and the university doesn’t owe him any additional pay.” (link)

Recruiting violations occurred at Wisconsin when nine football coaches and staff members placed impermissible phone calls to prospects, according to an agreement approved by a Committee on Infractions hearing panel. As a result of the violations, Badgers HC Luke Fickell violated head coach responsibility rules. Specifically, the school, AC Matt Mitchell, former AC Greg Scruggs, former Director of Player Personnel Max Stienecker and the enforcement staff agreed that the violations occurred when staff placed 139 impermissible phone calls to 48 prospects. Of the impermissible calls, 117 were placed prior to the first permissible contact date for the prospects. Sixty of the calls lasted one minute or less. The violations were classified as Level II-mitigated and penalties agreed upon include: one year of probation, a $25K fine, and one-year show-cause orders for Scruggs and Stienecker. (link)
