USA Today’s Steve Berkowitz: “Another group of female athletes who objected to the House-NCAA settlement has filed notice that they are appealing to the 9th Circuit. Yahoo’s Ross Dellenger with a key update yesterday evening: “NCAA Football Oversight Committee is providing to the DI Council a recommendation not to support the waiver request from Sacramento State seeking to transition to FBS, sources tell @YahooSports. The authority to grant the waiver still remains at the DI Council’s discretion.” (link); Hero Sports’ Sam Herder follows-up: “I mean, who honestly knows what the D1 football landscape looks like in the short term or especially the long term. The FBS window isn't necessarily slammed shut on Sac State, but this is a big roadblock. I am fascinated by what happens next. Does Sac State file a lawsuit or threaten a lawsuit? What does the D1 Council ultimately decide? And let's just say Sac State is ‘stuck’ in the FCS for at least the next couple of seasons - what happens to the transfers, HS recruits, and the NIL pledges that were being enticed with FBS aspirations? New on Connect: Big West Commissioner Dan Butterly joins College.town's Kristen Eargle at the 2025 NACDA Convention for a candid conversation about the House Settlement, President Charlie Baker's address to the membership and Butterly's message to his counterparts on the proposed governance model. Regarding the governance proposal, Butterly notes: “You start to look at representation, and how we move forward as Division I, and if we’re not moving forward collaboratively and have diversity of thought in these meeting rooms because there’s a lot of diversity in Division I, I think we’re setting ourselves up for potential failure, potential additional lawsuits and other issues down the line if we try to shrink it too much and don’t have more voices in the room.” Butterly also points out the description of Big West schools as “smaller schools” is a misnomer because “if the Big West were a member of the CFP 5, we would have the second most enrollment within the CFP 5 conferences so if you’re calling them big schools and calling us little schools, the Big West would actually rank second within there. The Big Ten has a larger enrollment on average than the Big West Conference, but we would be the second most-attended or most-enrolled conference. … So, to call us small schools does a significant disservice to the Big West Conference or any conference that has pretty significant enrollments at public universities. Maybe, yes, we have smaller athletic department budgets because we don’t have major college football…but we’re not smaller schools.” Full Q&A. (link)

It was going to be like an evergreen vehicle where capital sat and it would be a replenished vehicle for NIL purposes and this was for a conference outside of the Power 4, and one of the ADs pulled me aside and said, ‘Hey, I’m going to vote against this, just so you know. I don’t want that.’ So, I think that it’s going to take the power of the Power 4 conferences to get something done and then demonstrate a model for everybody else to realize how optimal that relationship can be between private capital at the conference level. But until then, I think there’s just too much skepticism, too much competitive balances where people are like, ‘Look, we’ve got to look out for our own athletic program, and the second you start doing things at the conference level, you create too much parity and that’s not what we want. The Mercury News’ Jon Wilner argues Texas State makes more long-term sense as a Pac-12 expansion candidate than UNLV, writing: “UNLV makes sense because of geography – because it’s right there – but the Rebels are not the best bet for longer-haul growth. UNLV is the move for 2025. Texas State is the play for 2030. Granted, we have no idea how the landscape will look in five or six years, when the Pac-12 begins to negotiate its next media deal. … The list of possibilities is both endless and, at some level, unknowable. But combine the ACC’s settlement with Florida State and Clemson, the economic pressures created by revenue sharing and the expiration of several critical media contracts, including the Big Ten (2030) and the College Football Playoff (2032), and there’s a good chance college sports will look completely different in six or eight years. The Pac-12 should act accordingly. Strategic decisions in the spring of 2025 must be made with the fall of 2030 in mind, with building the strongest, most valuable football product possible. From that standpoint, Texas State is the easy call as the eighth full-time member.” More. (link)

James Madison Women’s Soccer HC Joshua Walters says he “loves [Dukes AD Matt Roan’s] approach for what he’s doing for us” following the House settlement. “He doesn’t want to drop any programs. He doesn’t want to eliminate any positions right now. They are going through some efficiency things and figuring out how to be more efficient in what we have. He’s taking a forward-leaning approach, and I like it. … My counterparts, other coaches in the Sun Belt, some of those guys are suffering. Their ADs have said to them, ‘Sorry, you’re not a tiered sport for us, so we can only give you the bare minimum to keep the sport alive.’ Here, we’re still talking about, ‘What do we need to do to help you win a championship?’” For his part, Roan says: “You’ll never hear me be critical of what anybody else is doing. Their situation might be different from mine. We’re very, very fortunate here to have the investment here from our institution and students. From that standpoint, I don’t want to throw stones. I just want to be proud of what we’re trying to accomplish. When you talk about taking from one to give to another, that’s not really what we’re interested in doing.” (link)

While the Aggies track program will not get part of the revenue sharing pie in the first year of the House settlement, Texas A&M will have 45 full or partial scholarships for both the men’s and women’s outdoor track & field program next year. HC Pat Henry: “When I was told how the scholarships were going to work moving forward, it hit me too. It’s kind of a shock and I’m excited about this opportunity.” (link)

Washington State will eliminate field events from its track & field program’s offerings and sprints and hurdles will be scaled back in favor of a “distance-focused approach.” Per the statement from the school: “This change gives the WSU Track and Field program the best opportunity to remain competitive at the conference and national levels in distance events in cross country, indoor track and field and outdoor track and field.” According to The Spokesman-Review, for WSU’s 2025 season, field event athletes accounted for 31 of 89 roster spots, with sprinters and hurdlers another 18. Among the 30 Cougars who qualified for NCAA regional competition, there were nine distance runners, 10 sprinters and hurdlers and 11 field event athletes. (link)

Virginia has received a $5.5M gift from alumnus Tim Smith and his wife, Jennifer, of which $4M will be earmarked to support scholarships in baseball and five women’s sports, as well as a current-use gift for operating support for baseball. The gift also includes $500K for the Cavalier Fund. Hoos AD Carla Williams: “We are grateful for the Smiths’ incredible investment in these six sports. Their gift not only supports our core mission to educate and develop student-athletes, but their generosity through endowments will impact the entire athletics program in perpetuity. After announcing in the fall of 2023 that the university was facing a $177M budget shortfall, Arizona’s FY26 budget “eliminates the deficit,” according to CFO John Arnold, who told the Arizona Board of Regents last week: “Looking ahead, our priority is to continue strengthening our financial foundation by restoring healthy liquidity.” President Suresh Garimella added: “We've done that while keeping our in-state tuition flat. We're not increasing our in-state student tuition and we're offering raises to our faculty and staff. I'm very proud of this accomplishment of the team.” (link)

Cal AD Jim Knowlton announces his retirement, effective July 1, and says: "It has been an incredible honor to serve at the University of California, Berkeley, the No. 1 public university in the country. The expectation of holistic excellence helps to drive everyone associated with the university, and our department is no exception. The combination of a world-class education, athletic excellence, an inclusive community, an awe-inspiring location and, most importantly, truly special people, make Cal a magnificent place to serve." Chancellor Rich Lyons also announced that he will use this period of transition to put in place a new leadership structure. He has appointed current Deputy ADs Jay Larson and Jenny Simon-O'Neill to be the new co-directors of Cal Athletics. (link)

The Mercury News’ Jon Wilner notes there is a financial component to resolve as “Knowlton was handed an eight-year contract extension in 2021…that paid Knowlton approximately $1M annually. Exactly how the Bears covered the remaining amount ($4M) is not known at this point. But according to the terms of his contract, Knowlton would be owed his full salary for the remaining years if terminated without cause.” Further, Wilner points out that moving forward, Bears Football HC Justin Wilcox will report to GM Ron Rivera, who reports to Lyons, and subsequently submits: “The search for a replacement — if there is one — could be tricky. In theory, the Bears need an athletic director who understands the shifting landscape of college athletics and recognizes the primacy of football. But qualified candidates could be hesitant to accept the position without the oversight that currently belongs to Rivera. (link, link)

Yahoo’s Ross Dellenger shares an update on College Football Playoff expansion: “Commissioners are expected to get a presentation from CFP director Rich Clark this week during annual meetings (this year in Asheville). The presentation will focus on adjustments to the strength-of-schedule metric used by the selection committee. Clark and the CFP staff have spent the last several weeks studying ways to create data points - to be used in playoff selection - that are more heavily weighted on a team’s strength of schedule, even using outside mathematicians & data analysts to assist in the endeavor. The adjustments are seen as a step to maintaining the selection committee’s role in a playoff that incorporates a big number of at-large spots, such as the proposed 16-team 5 AQ + 11 at-large format. SEC officials have publicly encouraged such a change to the selection criteria. CFP expansion to 16 may hinge on the selection criteria change. SEC’s move toward an AQ-heavy format - B1G supports ‘4-4-2-2-1’ - was stymied as pushback, even from its coaches, shifted the league to a format with a bigger at-large pool - *if* selection criteria is adjusted.” (link)

AthleticDirectorU Co-Founder Jason Belzer sits down with Ohio State AD Ross Bjork and Sequence Equity Managing Partner Marcus Stroud at the 2025 NACDA Convention for a wide-ranging discussion on the future of Power 4 programs in a post-House settlement world. Stroud, a former Princeton football student-athlete, explains that his firm advises athletic departments to “look at it more as strategic capital and not traditional private equity because there's not a one-size-fits-all bucket. Every institution is different. Like Ross said, some schools are going to have a really hard time figuring out this $20.5M line item, some aren’t. So I think a lot of private equity firms get this mantra of, ‘We apply our operational playbook and we come in and we squeeze the margins and we reduce overhead and we replace certain staff members.’ That’s not going to be the case in collegiate athletics. It’s going to take a true partnership, true strategic capital to help create optimal outcomes for each institution uniquely, and that’s why it’s taken so long for this to be in play today.” If an athletic department were to engage with private equity, Bjork suggests a smart strategy would be to “park a lot of that money to the side to say let it grow, or if you have the ability to partner with somebody, do they help you grow that in a unique way?” Bjork points out that OSU generates over $250M in merchandise sales but nets just the licensing fees of 15-18%. “What if I went out and produced merchandise and my gross was $120M and I’m keeping half of that because I'm now producing it? Would you go out and invest in a merchandise company to sell Ohio State products? … I think you just have to be really strategic with this one-time capital to say how is it going to last long-term where the people 20, 30, 40 years from now go, ‘What they did back in 2025 was really smart.’” Full discussion on ADU. All 12 SWAC members have opted into the House Settlement, and the league will place no scholarship caps on sports the conference currently sponsors. Commissioner Charles McClelland: “This is undoubtedly a significant moment for the Southwestern Athletic Conference and our twelve member institutions. As we move forward into a new era of intercollegiate athletics, the Southwestern Athletic Conference remains steadfast in our commitment to provide our membership with the resources needed to positively impact our student-athletes academically and athletically.” (link); Hero Sports’ Sam Herder updates his list of conference House decisions: “From what I know and have reported: No scholarship caps: SWAC, Southland, CAA, OVC-Big South. SEC Commissioner Greg Sankey says his sense is that athletic departments in the league are not looking at eliminating sports but notes the situation remains fluid: “At least in the Southeastern Conference — and we have to be aware that, as you have a $20M outflow from a revenue-sharing standpoint, that creates pressures. And you’ve seen stories about that pressure resulting in some changes to personnel, or maybe the way expenditures are overseen in athletic departments. What has been the topic of focus in our room is not reducing the sport opportunities. That’s speculated about. What I will say is there has to be a point where this revenue-sharing model and the third-party oversight sticks and is consistent. And we have that opportunity now. If it continues to grow, I think that’s an enormous threat to those Olympic sports, or the non-revenue sports.” (link)

Kentucky AD Mitch Barnhart has this to say about how the Wildcats will distribute revenue: “I think what people want to do is they want to get fixed numbers, and they want to say, ‘This is it.’ They draw hard lines. When you do that, it becomes really difficult for you to be flexible to whatever situation you may have in front of you. So, we’re going to be flexible to that, and we’re going to be looking at different ways that we can help each of our teams and we’ll get to a spot, and coaches will know.” Barnhart insists, however, that UK’s secrecy has little to do with maintaining a competitive advantage. “I think that the minute you start worrying about what everybody else is doing, that’s when you get into making decisions that aren’t best for you. … I don’t want to chase things. I just want people to and our staff and our folks to go, ‘OK, that works. We can make that work. We’re going to get through it. We’ll navigate that with you.’ And coaches talk, administrations talk, all that happens, but if you look over the course of what we’ve done, we’ve generally done our own thing. I don’t think we’ll be too dissimilar to that as we go forward. There’ll be some things that will look similar to what others have done. There’ll be some things that won’t look similar to what others have done. And I just think — and [President Eli] Capilouto and I have had many, many conversations about this – flexibility is critically important in these times. I think it’s critically important.” Barnhart also explains the Cats have yet to make a decision about whether to bring collectives and/or their functions in-house: “I think you’re going to see the next six to 12 months will be, one of, sort of a crystallization, so to speak, of our pathways. Where I think it’s been pretty murky and pretty cloudy, difficult to understand where everybody’s going, I think in the next year you’ll see some, it’ll become more clear.” (link)

Wichita State President Richard Muma told the state’s Board of Regents last month that the university was seeking a 3.5% increase in tuition at the university in part because WSU needs to use general university dollars to provide $3.5M in funding to WSU’s athletic department, according to the Lawrence Journal-World’s Chad Lawhorn, who points out the importance of athletics to the university: “WSU got national attention when its men’s basketball team made a run to the Final Four in 2013, and has a championship history in baseball with seven World Series appearances and a national championship that its fans desperately want to see revived. While the math likely doesn’t work for WSU to pay $20.5M to its student-athletes at any point in the foreseeable future, it likely will have to pay some money to attract enough talented athletes to keep some of its athletic dreams alive. That’s why its president ends up in front of the [Kansas] Board of Regents with a pitch that some would consider difficult: Approve a tuition increase, allow a sizable portion of that new money to be used to subsidize the athletic department, all at the same time that WSU will cut at least $7M from the general operating budget of the university. Approval of the request, though, was never in any real doubt. The Regents approved the tuition increase last week without raising any concerns about the athletic department component.” (link)

Tulsa is bringing back men’s golf as a varsity sport nine years after it was discontinued. Competition is slated to begin in the fall of 2026. The decision is supported by gifts from donors, including a “transformational leadership gift” from Tulsa alumni Sharon D. Prince and Robert P. "Bob" Prince. Golden Hurricane AD Justin Moore: "We are thrilled to be able to bring men's golf back to The University of Tulsa in a city and region recognized for its passion for the game and home to some of the nation's best golf courses. The generosity of our donors – including several alumni who first established the legacy of Tulsa men's golf – has allowed us to bring the program back and compete immediately for championships. … Although the endowment has been founded to bring back the program, we will need additional and continued philanthropic support to maintain the program in the years ahead and to ensure our student-athletes have a world-class experience while earning their UTulsa degrees.” (link)

The Georgia Tech Board of Trustees voted last week to approve the athletic department’s $159M budget for FY26, an increase from the FY25 budget of $137M. The Atlanta Journal-Constitution’s Chad Bishop notes that “Tech has seen a significant increase in athletic spending in recent years. The athletics budget was $127.9M for the fiscal year 2024, $105.2M in 2023 and $94.9M in 2022.” President Angel Cabrera during last week’s trustees meeting noted: “Just a few years ago our budget was hovering around $100M. We made a decision, the board made a decision, that we were going to invest and be competitive at the highest level.” (link)

General admission football season tickets at Norfolk State now cost $200, an 82% increase from $110 in 2024, according to HBCU Gameday’s Steven Gaither, who reports that “reserved seating, which was $130 last year, is expected to increase as well, though updated figures have not been released. Faculty and staff tickets previously priced at $100 are also likely to see an adjustment. … A portion of each ticket sold will now directly benefit Spartan student-athletes.” Spartans AD Melody Webb: “Our decision emphasizes Norfolk State’s commitment to our student-athletes. By adopting this model, we’re not only staying competitive—we’re helping our athletes thrive.” (link)

Dartmouth announces a renovation project for Rupert C. Thompson Arena, home of the men’s and women’s hockey teams. Specifically, the 11,050-square-foot renovation will provide both programs with new locker rooms, team lounges, sports medicine spaces, a weight room, a coaches suite, as well as a new donor and fan hospitality space on the concourse level. Big Green AD Mike Harrity: "This renovation will create a modern space to facilitate individual student-athlete development and team cohesion both on and off the ice. We're able to provide our teams with this enhancement because of the tremendous support from our alumni, the college, and the athletics and recreation department." The project is expected to be complete in time for the 2026 season. (link)

The NCAA Committee on Competitive Safeguards and Medical Aspects of Sports (CSMAS), during its meeting in Indianapolis last week, discussed next steps following the NCAA Summit on Performance Technologies in Collegiate Athletics that was hosted May 1-2 by the Sport Science Institute. Topics discussed included: nomenclature (wearables vs. performance technology); impacts on student-athletes, including mental health; contemporary use trends; considerations for intent, transparency and privacy; planning, implementing and evaluating performance technologies, including involvement of sports medicine staff; performance technologies in data-informed and/or medical decision-making; and the evolving landscape of sports science and technology. CSMAS also supported modernizing the NCAA Injury Surveillance Program through methodological updates, expanding operational capabilities and introducing substudies. This modernization would bring the program in alignment with best practices in injury surveillance data analysis methodology globally. Updates are expected to enhance precision, improve utility and introduce substudies to address identified needs, membership interest and/or gaps in research literature. (link)
