The 32 Division I conference commissioners are in Asheville, North Carolina, this week for their annual summer meeting, where Yahoo’s Ross Dellenger reports a host of items are on the agenda: “the future of NCAA governance (will a separate division be created for the power leagues?); the College Football Playoff format (will adjustments to the selection criteria appease the Big Ten and SEC?); the NCAA tournament (is expansion happening or not?); and the many unsettled concepts tethered to the industry’s landmark move to share revenue directly with athletes.” Perhaps the most pressing topic, though, is clarity on the football calendar, and at the center of the debate is the timing of the transfer portal. Dellenger: “While the majority of coaches want a 10-day portal period in early January, many administrators, as well as coaches in the Big Ten, are supporting an April portal date as a way to more align the portal with the academic calendar (ending in May) and a school’s new revenue share cap year (ending in June).” A “brewing fight is playing out over the issue” between the SEC and Big Ten, Dellenger adds, “as well as the industry’s administrative leadership versus many of its high-profile head coaches. SEC coaches want a January portal in an effort to secure next season’s team, develop that team during spring practice and avoid one-third of their players transferring after spring.” While LSU Football HC Brian Kelly says an April portal “doesn’t make any sense,” Ohio State AD Ross Bjork remarks: “With January, we are only worried about one thing and that’s the football team. Oh! We got to have everybody there for a second semester because I have to get them in spring ball! If we want to worry about the financial component and the academic component, the best window is spring. They’re only worrying about one thing – the football roster – and I think that mindset is in the past.” More from Dellenger. (link)

CBS’ John Talty and Brandon Marcello drill deeper into the College Football Playoff format debate that will continue this week in Asheville and note that Mississippi State AD Zac Selmon sums up a prevailing sentiment among SEC members by saying: "The human element is great, but there's got to be some more clearly defined metrics [in the selection process]. I've worked in different conferences before – two different power conferences (ACC, Big 12) – and when you look at the depth from top to bottom of our league, it's night and day compared to what other people say." The SEC, Talty and Marcello note, appears “open to continuing with a selection committee but one that tweaks the currently used metrics and weighs the strength of schedule more heavily than it has in the past.” Meanwhile, a Big Ten source argues that "in a model where it's 5-11, there's no amount of data you can pour through to figure out who's better between the fourth-place Big Ten team, the fourth-place SEC team and the second-place Big 12 team. I recognize people think there are solutions. We've studied it a whole lot and there's not a whole lot that you can do to tweak it." Talty and Marcello also report that “should the SEC opt to stick with eight conference games as the Big Ten remains at nine, the widely speculated scheduling of a Big Ten-SEC showcase pitting all 16 SEC teams against a Big Ten rival is likely off the table, a Big Ten source said. ‘That wouldn't make sense for our guys to add another tough game.’ Meanwhile, the Big Ten is preparing to battle the SEC in the boardroom should the conference push its strength-of-schedule argument, according to sources.” More. As part of its commitment to elevate basketball and position itself as a consistent multi-bid NCAA tournament conference, The American will hire former Big East Commissioner Mike Tranghese as a consultant, according to SBJ’s Ben Portnoy, who reports Tranghese’s role is “likely to center on boosting the AAC’s national profile in men’s and women’s basketball, along with guidance on scheduling, television exposure and more.” (link)

ULM is discontinuing its women’s tennis program, effective immediately. Warhawks AD John Hartwell: "Discontinuing a sport is never an easy decision, nor one that we take lightly. We know this is tough for our student-athletes and our coaches, who have poured so much into our tennis program. We deeply appreciate the dedication, effort and passion shown by our student-athletes and coaching staff in the women's tennis program over the years. We will prioritize as smooth a transition as possible for our student-athletes, whether they choose to transfer to compete at another institution or remain at ULM to complete their undergraduate degree. We are committed to being competitive in all of our sports while also operating in a fiscally responsible manner." (link)

North Texas AD Jared Mosley in a virtual town hall downplayed the allure of joining the Pac-12, noting that “if the monetary benefit of going to the Pac-12 was significant, they would have already filled that spot. When you look at teams in the American Athletic Conference, we’ve got one of the better television deals in the Group of 5.” Mosley also cited several downsides, including travel time and late-night games as deterrents to rejoining a West Coast-based league (UNT was a Big West member from 1996-2000): “That just doesn’t make a lot of sense if you’re not receiving a significant financial windfall above and beyond where you are right now.” To that end, Mosley said he does not expect the Pac-12’s media rights deal to reach a level where the league would be appealing to UNT. Meanwhile, UNT is closing in on its $7M fundraising goal to expand the North Texas Athletic Center, and Mosley explained: “Our goal is to have fundraising finalized by Sept. 1 so that we can go to the board to get their approval and start construction sometime in the spring of 2026.” On the possibility of adding baseball: “When you look at where we are, there’s a lot that goes into a decision to add a program. A facility is a big piece of it. Over the last nine years, there have probably been four groups that have approached us and talked about adding a minor league or independent baseball facility where we could be a tenant. None of those have materialized.” Furthermore, Mosley noted that “it’s not just baseball. You’re probably going to have to onboard at least two women’s sports.” (link)

The Louisville athletic department is projecting a $16.9M deficit for the coming fiscal year, according to WDRB’s Eric Crawford, who notes that's “after the university kicks in $12.8M in direct support – roughly $7M more than it contributed last year. Do the math, and it becomes clear: Without help, Louisville athletics is nearly $30M away from breaking even, judging from the report it produced last month. And with reserves nearly depleted – down from $34.3M in 2014 to just over $3M in 2022 – the department is now exploring a $25M line of credit to navigate the next few years. How did it come to that? Buyouts. New hires. Lean years for men's basketball. COVID. It all adds up.” Crawford goes on to observe that the department has been “tightening its belt. The FY26 budget trims travel, reduces financial aid commitments, and eliminates capital spending. Still, it's not enough. There's talk of a new student fee, which could bring in $4M to $7M. There's hope for performance-based payouts, too – a top-25 College Football Playoff ranking would add $1.7M and a CFP berth could bring in $8M. Those things would help. But, until then, Louisville is looking at the kind of red nobody particularly wants to see – on the bottom line.” (link)

More from Yahoo’s Ross Dellenger as he reports “three members of The Collective Association board – NIL collective directors from Ole Miss, Tennessee and South Carolina – spent two days on the Hill this week meeting with Congressional staffs to discuss the post-House settlement landscape and marketplace. Congressional staffs requested meetings with the NIL collective directors. Many schools continue to maintain the operation of their collectives as a way to generate additional revenue for athletes beyond the $20.5M annual rev-share cap.” (link)

Three more eligibility rule lawsuits were filed against the NCAA over the past few days, including two on Friday and one on Monday, according to Boise State assistant professor Sam Ehrlich, who notes: “By my count, including Pavia, that makes 23 different suits involving 26 different players in 21 different courts, 14 of which are still ongoing. … One of the two filed Friday was by Rylen Walker, a men's basketball player at DII Miles College. A former JUCO player like Pavia, he challenges the fact that the Pavia blanket waiver has not been applied at the Division II level. Of note, Walker points out that he asked Miles College to file a waiver request on his behalf, but they say they can't because he's exhausted his eligibility and isn't on the roster. So another attack on the fact that the NCAA doesn't let athletes file their own waiver requests. Also from Friday is a suit from Murray State football player Justice Hill. He's played both basketball and football, which is interesting. His argument is centered around that and his contraction of long COVID that prevented him from playing both sports at the same time. Finally, the one filed [Monday] is from UNLV football's Jack Hasz. His case is similar to Jett Elad's where he'd qualify for the Pavia waiver but for the Five Year clock. He's played two JUCO years and four DI years, though one JUCO and one DI year could be seen as redshirt years.” Meanwhile, Ehrlich notes Tennessee men’s basketball student-athlete Zakai Zeigler is appealing the denial of his motion for a preliminary injunction to the Sixth Circuit. According to Ehrlich, there are now four such eligibility cases “in the hands of appellate courts: Pavia, Elad, and Fourqurean (where the NCAA has appealed) and now Zeigler (where the player has appealed).” (link)

Yahoo’s Ross Dellenger with a key update yesterday evening: “NCAA Football Oversight Committee is providing to the DI Council a recommendation not to support the waiver request from Sacramento State seeking to transition to FBS, sources tell @YahooSports. The authority to grant the waiver still remains at the DI Council’s discretion.” (link); Hero Sports’ Sam Herder follows-up: “I mean, who honestly knows what the D1 football landscape looks like in the short term or especially the long term. The FBS window isn't necessarily slammed shut on Sac State, but this is a big roadblock. I am fascinated by what happens next. Does Sac State file a lawsuit or threaten a lawsuit? What does the D1 Council ultimately decide? And let's just say Sac State is ‘stuck’ in the FCS for at least the next couple of seasons - what happens to the transfers, HS recruits, and the NIL pledges that were being enticed with FBS aspirations? New on Connect: Big West Commissioner Dan Butterly joins College.town's Kristen Eargle at the 2025 NACDA Convention for a candid conversation about the House Settlement, President Charlie Baker's address to the membership and Butterly's message to his counterparts on the proposed governance model. Regarding the governance proposal, Butterly notes: “You start to look at representation, and how we move forward as Division I, and if we’re not moving forward collaboratively and have diversity of thought in these meeting rooms because there’s a lot of diversity in Division I, I think we’re setting ourselves up for potential failure, potential additional lawsuits and other issues down the line if we try to shrink it too much and don’t have more voices in the room.” Butterly also points out the description of Big West schools as “smaller schools” is a misnomer because “if the Big West were a member of the CFP 5, we would have the second most enrollment within the CFP 5 conferences so if you’re calling them big schools and calling us little schools, the Big West would actually rank second within there. The Big Ten has a larger enrollment on average than the Big West Conference, but we would be the second most-attended or most-enrolled conference. … So, to call us small schools does a significant disservice to the Big West Conference or any conference that has pretty significant enrollments at public universities. Maybe, yes, we have smaller athletic department budgets because we don’t have major college football…but we’re not smaller schools.” Full Q&A. (link)

It was going to be like an evergreen vehicle where capital sat and it would be a replenished vehicle for NIL purposes and this was for a conference outside of the Power 4, and one of the ADs pulled me aside and said, ‘Hey, I’m going to vote against this, just so you know. I don’t want that.’ So, I think that it’s going to take the power of the Power 4 conferences to get something done and then demonstrate a model for everybody else to realize how optimal that relationship can be between private capital at the conference level. But until then, I think there’s just too much skepticism, too much competitive balances where people are like, ‘Look, we’ve got to look out for our own athletic program, and the second you start doing things at the conference level, you create too much parity and that’s not what we want. The Mercury News’ Jon Wilner argues Texas State makes more long-term sense as a Pac-12 expansion candidate than UNLV, writing: “UNLV makes sense because of geography – because it’s right there – but the Rebels are not the best bet for longer-haul growth. UNLV is the move for 2025. Texas State is the play for 2030. Granted, we have no idea how the landscape will look in five or six years, when the Pac-12 begins to negotiate its next media deal. … The list of possibilities is both endless and, at some level, unknowable. But combine the ACC’s settlement with Florida State and Clemson, the economic pressures created by revenue sharing and the expiration of several critical media contracts, including the Big Ten (2030) and the College Football Playoff (2032), and there’s a good chance college sports will look completely different in six or eight years. The Pac-12 should act accordingly. Strategic decisions in the spring of 2025 must be made with the fall of 2030 in mind, with building the strongest, most valuable football product possible. From that standpoint, Texas State is the easy call as the eighth full-time member.” More. (link)

James Madison Women’s Soccer HC Joshua Walters says he “loves [Dukes AD Matt Roan’s] approach for what he’s doing for us” following the House settlement. “He doesn’t want to drop any programs. He doesn’t want to eliminate any positions right now. They are going through some efficiency things and figuring out how to be more efficient in what we have. He’s taking a forward-leaning approach, and I like it. … My counterparts, other coaches in the Sun Belt, some of those guys are suffering. Their ADs have said to them, ‘Sorry, you’re not a tiered sport for us, so we can only give you the bare minimum to keep the sport alive.’ Here, we’re still talking about, ‘What do we need to do to help you win a championship?’” For his part, Roan says: “You’ll never hear me be critical of what anybody else is doing. Their situation might be different from mine. We’re very, very fortunate here to have the investment here from our institution and students. From that standpoint, I don’t want to throw stones. I just want to be proud of what we’re trying to accomplish. When you talk about taking from one to give to another, that’s not really what we’re interested in doing.” (link)

While the Aggies track program will not get part of the revenue sharing pie in the first year of the House settlement, Texas A&M will have 45 full or partial scholarships for both the men’s and women’s outdoor track & field program next year. HC Pat Henry: “When I was told how the scholarships were going to work moving forward, it hit me too. It’s kind of a shock and I’m excited about this opportunity.” (link)

Washington State will eliminate field events from its track & field program’s offerings and sprints and hurdles will be scaled back in favor of a “distance-focused approach.” Per the statement from the school: “This change gives the WSU Track and Field program the best opportunity to remain competitive at the conference and national levels in distance events in cross country, indoor track and field and outdoor track and field.” According to The Spokesman-Review, for WSU’s 2025 season, field event athletes accounted for 31 of 89 roster spots, with sprinters and hurdlers another 18. Among the 30 Cougars who qualified for NCAA regional competition, there were nine distance runners, 10 sprinters and hurdlers and 11 field event athletes. (link)

Virginia has received a $5.5M gift from alumnus Tim Smith and his wife, Jennifer, of which $4M will be earmarked to support scholarships in baseball and five women’s sports, as well as a current-use gift for operating support for baseball. The gift also includes $500K for the Cavalier Fund. Hoos AD Carla Williams: “We are grateful for the Smiths’ incredible investment in these six sports. Their gift not only supports our core mission to educate and develop student-athletes, but their generosity through endowments will impact the entire athletics program in perpetuity. After announcing in the fall of 2023 that the university was facing a $177M budget shortfall, Arizona’s FY26 budget “eliminates the deficit,” according to CFO John Arnold, who told the Arizona Board of Regents last week: “Looking ahead, our priority is to continue strengthening our financial foundation by restoring healthy liquidity.” President Suresh Garimella added: “We've done that while keeping our in-state tuition flat. We're not increasing our in-state student tuition and we're offering raises to our faculty and staff. I'm very proud of this accomplishment of the team.” (link)
