The 10 FBS conference commissioners and Notre Dame AD Pete Bevacqua heard a presentation from College Football Playoff Executive Director Rich Clark and data analysts from Google about potential adjustments to selection committee criteria “in an effort to salvage the committee’s role itself and appease both Big Ten and SEC leaders,” according to Yahoo’s Ross Dellenger, who notes the two leagues remain at an impasse as it relates to the CFP format. The presentation itself, Dellenger explains, “included the creation of a strength-of-record metric to more heavily weight a team’s strength of schedule, conference strength and, in particular, non-conference games. In fact, commissioners heard from experts who encouraged the scheduling of more crossover games among the four power leagues – a way, presumably, to provide more data points of rating the league strength. … CFP leaders will now ‘mull it over,’ Clark said, before the group continues to meet throughout the summer in an effort to reach an expansion decision by Dec. 1 – the drop-dead date for 2026 expansion.” Clark, asked about the Big Ten and SEC having to agree on a format, said: “They are obligated to come to an agreement on what the format is. They will determine that between the parties and will go forward from there. … Rushing to a bad decision is not in any of our best interest. They’re looking at any and all options and understanding what the pros and cons are to those things rather than rush to something that may not suit us.” (link)

Big West Commissioner Dan Butterly writes in his latest blog post that “by every measure, The Big West – and hundreds of Division I institutions like us — are advancing the mission of higher education through athletic opportunity. And yet, despite this strength, we may have no seat in the future Division I governance system – because of a proposal that would concentrate authority based primarily on financial strength. That cannot be the model for the future of Division I.” Butterly goes on to submit that “having served this past year on the NCAA Council, the Council Coordination Committee, and as Chair of the Men’s Basketball Oversight Committee, I have seen firsthand how robust discussion across conferences results in well-vetted legislation that ultimately benefits the entire Division I membership. … The proof is clear: most Council votes today pass with overwhelming or unanimous support because of the collaborative work that happens in that room. This is why weighted voting is unnecessary. When all conferences are engaged in the legislative process, consensus is achieved through shared understanding, not disproportionate influence. The structure itself produces balanced outcomes without the need to advantage any single group. We have already seen, in complex issues such as the NCAA’s unfortunate recent settlement calculations of institutional liability, how limiting input to a small group can lead to unintended consequences for many conferences and institutions. Broader representation allows for a more thorough evaluation of complex issues that affect every Division I member.” Ultimately, Butterly contends that “this is not simply a debate about football. This is a defining decision about who governs higher education and intercollegiate athletics. The question before you is simple: Will you lead for the full breadth of Division I — or allow governance to serve only those with the largest football revenues?” (link)

Memphis has raised $201M of its $226M goal for renovations to Simmons Bank Liberty Stadium, according to Tigers AD Ed Scott, who remarked during an event with coaches: "We own an asset now, a real estate asset that plays seven to nine football games a year. We have to make money in other ways. But if we can bring concerts to the community, the TDZ tax also helps benefit the city. So for me, it's a win-win. It allows us to do something great for the city, bring in more money, but it allows us also to bring in more money for us to be able to pay for the stadium." Scott also noted Memphis has raised more than $7M toward a new soccer stadium that will be named Liza Wellford Fletcher Stadium, adding: "I want to say this in front of everybody. I want to say this to [Women’s Soccer HC] Brooks Monaghan, I want to say it to all of our fans and everyone from Memphis, that project is real and we are going to build that stadium. And our women's soccer program, our men's soccer program and our track and field student athletes deserve that first-class facility." (link)

Kansas has identified seven sports that will receive the most in rev-share, and Jayhawks AD Travis Goff tells the Kansas City Star’s Shreyas Laddha those sports are divided into two categories: revenue-generating sports and broadcast/ticketed sports. KU football, men’s basketball and women’s basketball are defined as revenue-generating sports, and Goff says of women’s hoops: “Two things — one is they can be a revenue-generating program. That’s an exciting proposition with greater success. Two, the competitive marketplace says if you want to be competitive in women’s basketball — which we are absolutely committed to — then you’ve got to be in the game in rev-share.” The other four sports (baseball, softball, volleyball and soccer) are based on broadcast availability. Goff explains that if a program’s games are available to be ticketed or watched on a broadcast, it will receive “some degree of rev-share.” There will be some variance around the rest of the programs, but they will continue to receive the Alston awards. As far as specific distributions, Goff notes: “I think you’re better informed based on what is your current need and [what your] current roster dynamics are because that’s helped us make sure we are only thinking about it from a year one launch. So what football [uses] going into this first cycle might be different based on roster profile for the second year cycle.” More from Goff. (link)

Washington will primarily distribute its $20.5M in rev-share among football, men’s basketball, women’s basketball, softball and volleyball, according to Huskies AD Pat Chun, who notes: “What happens between all that, we’ll keep that proprietary. We’ve got some strategic decisions that we’ll continue to make [as far as] what gets allocated where.” Asked if he expects UW’s football rev-share to mirror that of its Big Ten peers, Chun replied: “Every school is nuanced. Every school has sports that they have a different history with. Our focus is really on – obviously, football generates the majority of the dollars relative to our television revenue share. But we’re going to make sure that we’re going to be most strategic about how we operate. And it’s helpful that we have head coaches who are all built and wired the same way. We know and believe in this next environment, teams that operate with more strategy, teams that operate smarter, should be the teams that win the day.” While UW has been clear that it does not plan to eliminate any sports, Chun was asked whether the Huskies plan to add or reduce scholarships in any sports and responded: “As we look to increase our revenue streams, we’ll look for opportunities to add scholarships in specific sports. We’ll have a plan for that as our revenue streams change over time. Currently, you have no choice, you have to adopt what the roster caps are, and we’ll work with the scholarship numbers we have right now.” (link)

Montana State AD Leon Costello says of the Bobcats’ approach to revenue-sharing: "A lot of what we do is going to be generated through each of their programs, so it's really sitting down with them, and seeing how we can generate more funds or resources for them. I think that's the beauty of opting into the settlement is that you can participate as much as you want, and it's really for us to understand what programs want to participate and how much they want to participate." In non-House (settlement) matters, Costello explains the Bobcats are close to finishing the Kennedy-Stark Athletic Center and are now looking at other projects. "I think you're seeing kind of the foundation of where we are and the floor really raise, and we're trying to break through that glass ceiling. I think the sky’s the limit. I think our student-athletes believe they can accomplish their goals here when they're on their recruiting visit, they commit, and then when they are here, the support that we're able to give them on a day-to-day basis, I think they truly feel like everything they want to do in their college careers they can accomplish here." Northern Iowa is opting into the House settlement. Panthers AD Megan Franklin: "Opting in is the word that is being used. We'll be able to provide additional benefits for our student-athletes. It doesn't mean we have too, but it means we can. So, if there is a donor that's interested in providing an extra benefit, we now will have that infrastructure to do that." (link)

In announcing its intention to opt into the House settlement, Southern Illinois noted in a release: “But here's the honest part: this comes with a cost. The dollars that will now go toward revenue sharing with student-athletes will come from our existing budgets. Unlike some larger schools, we don't have unlimited resources. This will stretch us financially and require some tough decisions along the way.” (link)

Oral Roberts AD Tim Johnson says when it comes to the House settlement: “I think the back pay is a little complicated. And here's why I say that one. It kind of depends on where you are. So me, I'm the athletic director at Oral Roberts. We've never had football. Right? So it doesn't necessarily sound fair for Oral Roberts to lose money, or as part of its NCAA distribution, to go back to pay some football players when we've never even had football." Johnson also discusses the attractiveness of ORU’s facilities, saying of the Mike Carter Athletic Center: "I had some NBA guys come in. They said, man, this is better than what half the NBA has for a practice facility. So man, the building came out great. The facilities are almost like an expectation now. And so when people come in and they're blown away by facilities, it really puts you kind of on an upper echelon and ahead of the curve when it comes to trying to get some of those people. When you show them how important it is and the commitment from the university." On what’s next on the facilities front, Johnson explains: “We're going to do turf on the baseball field, and we hope to do turf for the soccer field. So those are pretty big. You know, it's a multimillion-dollar project in and of itself. We're finishing up the pitching lab, which is going to be an incredible facility for baseball. Right now we're going to do on-field suites for baseball. The sports medicine facility will be right here in the south lobby of the Navy Center. So that's another 10,000 square foot, multimillion-dollar project that we have going on. That's going to be pretty incredible for our student athletes. So again, it's just constantly what's next and how can we give these kids the best they can ever imagine." (link)

According to the Denton Record-Chronicle’s Brett Vito, the “facilities boom of the last 20 years has given [North Texas] a stable foundation and has helped the program grow. The question is how big of a difference those improvements will make now that colleges are poised to begin paying their athletes directly on July 1 as a new era in college athletics begins.” Mean Green AD Jared Mosley views the two priorities as interrelated: “I tell people all the time, the world of college athletics is like opening a puzzle. Every piece is important to get to the final picture and product. You can’t say we’re no longer going to address facilities, take part of our puzzle away and think we’re going to be good enough to compete in Division I. You can’t say we’re only going to work on facilities and not participate in NIL and revenue sharing and expect to have a competitive program. It’s all important.” Mosley also says of UNT’s preparedness for the revenue-sharing era: “We’re not sitting here today having to talk about massive reallocations or drastic changes to how we fund programs. We can take a systematic approach and give our teams a chance to compete for championships.” (link)

James Madison shares a draft update of its campus master plan, which for athletics includes a vision for an addition to the football stadium and a bridge connecting the stadium to campus. From JMU: “While master planning presents exciting possibilities and visuals for the future of James Madison University, it is important to remember that this vision does not equate to the start of any construction projects. The master plan does not include a specific timeline or cost of these ideas but serves as a visionary tool in both the short and long term. Once fully developed, the updated plan will be formally presented to and voted on by the JMU Board of Visitors in September 2025. San José State and the city of San José are partnering to upgrade the Police Activities League (PAL) Stadium Complex. Plans include a new track and field, upgraded seating and lighting, improved accessibility and an updated press box. Backed by a $9M state investment, the project includes the Speed City Legacy Project, a physical space to honor the SJSU’s track and field program legacy and connections to history, which will also support youth and community wellness. SJSU and the city will share leadership on design and operations, working closely with the PAL nonprofit to deliver programs that ensure that the stadium remains a hub for youth athletics and academics. Sacramento State President Luke Wood has released a statement making the argument for why the DI Council should grant Sac State’s FBS waiver request. It reads, in part: “This is bigger than football. Sacramento State's move to FBS would be transformative not just for our university, but for our city and our entire region. Major college football in Sacramento would drive economic growth, increase enrollment, attract investment, and elevate both school pride and national visibility. Our fans, alumni, and city are ready to represent the best of NCAA FBS football. This week, an NCAA committee recommended against granting Sacramento State a waiver to join FBS as an independent. … The rationale, that a lack of a conference invite ‘signals readiness,’ is flawed. In a normal situation this rationale would make sense, except for we are located in a part of the country that has limited FBS conference options. The only reason we don't have an invite is geography. Multiple FBS commissioners and presidents who are outside our region have told us directly they would welcome Sacramento State, but cannot make the travel work. Geography should not be a deterrent when a university is in a unique geographic situation. The last West Coast school to make the leap was Boise State, nearly 30 years ago. A conference invite is not the right benchmark. Readiness is measured by investment, infrastructure, and commitment and Sacramento State exceeds the standard. Our desire to become an FBS program is in no way a put down to FCS. We have faced incredibly tough competition for years and many of the schools we played could compete and win at the FBS level. This effort is more about being able to compete against the larger programs that will bring more eyeballs and economic opportunity to our University. … We urge the Council to recognize the passion, preparation, and purpose behind our application and to look beyond flawed criteria that doesn't reflect the realities on the ground.” Full statement. Extra Points publisher Matt Brown provides more information on Sacramento State’s attempts to join FBS and explains: “Despite two FBS conferences in the West that are looking for new memberships (the MWC and Pac-12), nobody has extended an invitation to Sacramento State. In fact, industry sources familiar with conference realignment over the last few months have repeatedly told me that nobody has even come particularly close to inviting Sacramento State, despite the school’s very public campaign.” As for specifically why Sac State’s waiver request hasn’t been approved, Brown reports: “The idea that college sports governance has changed, and that the specific facts of the cases have changed from the 2017 Liberty situation, does have some merit, I think. Conference affiliation is arguably even more important in College Football Playoff and various FB committee governance, and the sport has been trending away from independents over the last few years. But it’s also entirely possible that Sacramento State’s very aggressive and public campaign simply turned some administrator minds against the school.” As for what the Hornets’ departure means for the Big Sky, Brown explains: “I’m told that the league doesn’t feel it necessarily has to expand, but for scheduling purposes, would prefer to have an even number of teams. Given realignment instability out West, I’d expect many schools to be very interested in potentially joining, with particular interest in the two Utah institutions without stable conference homes, Southern Utah and Utah Tech.” (link)

Arizona has released The Bear Down Blueprint, a comprehensive five-year strategic plan that will guide the department through 2030. Rooted in the values of Respect, Integrity, Community, Excellence, and Resilience, The Bear Down Blueprint is organized around four strategic pillars: graduating leaders, winning championships, galvanizing community and organizational strength. Key goals include: establishing Arizona as a Top 25 athletics department nationally and a top three program in the Big 12 Conference; developing a long-term, sustainable business model aligned with future revenue-sharing frameworks; after implementing the department's 5-Point Plan, the department's deficit reduced from $39M to $5M, with a goal to balance the budget by FY26; growing total fundraising to the top third in the Big 12 Conference, with long-term targets for major gifts, annual giving, and donor base expansion; increasing season ticket retention and group sales across all sports, with fan engagement as a revenue-growth driver; enhancing revenue-sharing infrastructure and athlete brand-building through integrated internal operations and strategic third-party partnerships; and maintaining top-tier academic performance, with a 3.25+ department GPA and 100% post-graduation goal attainment for student-athletes. Freshly minted Hawaii AD Matt Elliott will begin his five-year term on July 1, 2025, according to CollegeAD, which notes Elliott will earn a base salary of $425,004 with the opportunity to earn up to $100K in additional compensation. Should Elliott leave his position for another role in athletics, he will owe UH the following: If he terminates the contract in years one through three: the full amount of the remaining base salary for the remainder of the term. That figure drops to 50% in the next two years. Should Hawaii terminate the contract without cause, they will owe Elliott the full amount of his remaining salary, if terminated in the first three years, and half of his remaining base salary if terminated in the final two years of the agreement. The Louisville Athletic Board Finance Committee has approved signing a $25M line of credit from PNC to help "bridge" the 2025 and 2026 fiscal years, and maybe '27, according to WDRB’s Eric Crawford, who notes the “first five years of payments are interest only, with option to refinance after that.” With approximately $22M in additional costs due to the House settlement, the committee outlines several ways in which the athletic department has counteracted the change, including “significant football price changes, focused all fundraising efforts internally, introduction of new processing fees on tickets, reduction in financial aid, reduction in meal costs, team travel policies, reorganization of staff, and the examination of new student fee.” Crawford also notes the athletic department is projecting a deficit of $12.5M for 2026, which is less than the $16.9M shown in the spring workshop, and there are multiple opportunities to bring that number down, including making the College Football Playoff, increasing season ticket prices and more. Also: “Louisville has secured a $1M donation for naming rights for its volleyball head coaching position (Mary & Ted Nixon initial gift of $500K). Will be named the Dan & Maria Durbin head volleyball coach. Motion has passed.” The board also voted to extend Tennis HC Mark Beckham’s contract. (link)

The Florida Board of Governors has passed an amendment allowing state universities to direct $22.5M auxiliary dollars per year to athletics, according to Warchant.com’s Ira Schoffel, who notes the money “will be used to cover revenue sharing with athletes as part of the NCAA House Settlement. This amendment will run through the end of 2028, and it will allow FSU to fully fund the new revenue sharing cap. BOG policy previously prohibited university auxiliary funds to be used for athletics.” Schoffel goes on to point out that “the amendment will provide help to all public universities in Florida, but it will be especially beneficial to Florida State. Within the next year or two, the Seminoles are expected to begin receiving an additional $15-20M per year from the [ACC] as a result of their legal settlement with the ACC.” (link, link)

Missouri spent $31.7M on NIL compensation for its student-athletes during the past year, according to financial records, per the St. Louis Post-Dispatch’s Eli Hoff, who reports that “nearly two-thirds of the money in 2024 went to football players and about a fourth to men’s basketball. The remainder was split among baseball, women’s basketball and lower-profile programs. … The Post-Dispatch compiled Mizzou’s spending through a series of invoices sent to the athletics department from Every True Tiger Brands LLC, the collective-turned-marketing agency that runs the school’s NIL operation. The athletics department turned the money over to Every True Tiger to distribute to athletes. The Post-Dispatch obtained the invoices, dating back to Sept. 1, 2023, through an open records request.” Those invoices do not include deals with third parties, such as wide receiver Luther Burden III’s ad campaign with Nautica. Hoff also reports that “of the roughly $31.7M spent on NIL in the last year, nearly $10.3M came earlier this month — just weeks ahead of the House settlement’s effective date. Mizzou has sent just shy of $25M to Every True Tiger so far in 2025, more than doubling the school’s $12.4M spent across all of 2024. The last six months of invoices were the six most lucrative of the 22 obtained by the Post-Dispatch. (link)

Siena President Chuck Seifert weighs in on how the Saints will set up their rev-share apparatus, explaining that “I think it would have been difficult to subject our agreements that we already have in place with our students to a third-party validation that we really don’t have any information about. If those contracts with those agreements were flagged, then that could again negatively hurt the students and put them in an awkward position, as well as Siena, regarding how we were going to either renegotiate or cancel those agreements or if it could negatively impact the students eligibility to play.” As such, Saints March On Co-Founder Frank Ambrose explains that the collective’s infrastructure will simply move over to Siena. “All of what we’re doing right now is just talking about how this moves over to the school as opposed to the school starting from square one. Instead of having to figure out, ‘What platform are we going to use for payment?’ We have that payment system. They can just take that and use it for right now. ‘How are you structuring the contracts?’ We had our own legal team come up with the templated contracts that we use for the players. They’re not going to have to do that. I think for me, the operational work that we’ve done to put all of this in place, I think does give a distinct advantage to the school because we can wrap these agreements up sooner than other schools might be able to.” (link)

San Diego AD Kimya Massey updates fans on how USD is preparing to move forward into the new era of college sports and writes: “To keep pace with the shifting landscape, we have been taking intentional steps to prepare. That includes adding a Chief Revenue Officer to guide our approach to revenue sharing and implementing broader internal strategies focused on competitive growth and long-term sustainability. As part of that, we're expanding how we leverage our world-class venues through strategic facility rental partnerships that build national exposure and deepen our ties to the community — including events like the NCAA Men's Basketball Rady Children's Invitational, which will make its debut at USD this fall. As part of this realignment, we are also re-evaluating how our external NIL partnerships function. The Olé Foundation has played a critical and meaningful role in supporting student-athletes at the start of the NIL era, and we've worked collaboratively to determine the best model moving forward. As part of that evolution, the Olé Foundation will place a strong emphasis on Football NIL and will also serve as a marketing agency for our department.” Additionally, the Toreros have launched the Championship Investment Fund, “our internal strategy to navigate the new revenue-sharing environment.
