Yahoo’s Ross Dellenger reports that “commissioners received the latest version of the new NCAA governance model on Wednesday. The primary piece of the proposal – 65% weighted voting powers for A4 – remains unchanged. The DI Board of Directors will discuss at their meeting next week but no action is expected yet. The 65% percent voting powers provides the Big Ten, SEC, Big 12 and ACC control over legislation and rule-making in certain aspects – if they all agree. In this model, three of the four voting in the same way fails to reach the 51% threshold – a key point. (link); Also from Dellenger: “Something emerging at DI commissioners meetings: The annual cost to operate the College Sports Commission – and NIL Go – remains unclear. Non-A4 commissioners have been told that schools will be assessed annually and to prepare for something in the neighborhood of $50K. The power leagues are footing the bill for the implementation of the CSC, clearinghouse and cap management system. But schools, as well as NCAA headquarters, are expected to be responsible financially, in some form, for supporting the on-going costs of operation.” (link)

Clemson AD Graham Neff and Washington AD Pat Chun sit down with Sports Illustrated's Bryan Fischer from the College.town set at the 2025 NACDA Convention to share their reactions to the House settlement, as well as weigh in on driving revenue-generation opportunities and the College Football Playoff structure. Both ADs are optimistic the enforcement mechanism attached to the House settlement will be effective, with Chun saying: “Everybody understands what the stakes are, and they’re at the highest they’ve ever been. I think we all recognize nobody wants to continue to exist in an unregulated, unsustainable environment. Yeah, there are schools that can be successful in an unregulated environment, but that’s maybe 1% of our environment. And maybe pick or choose a sport based on who their donors are, but for the greater good, our student-athletes deserve to understand what the playing field looks like…and it needs to be equal relative to all the institutions in all 50 states.” Chun adds: “Show me any type of company or organization or system that survives being unregulated. It does not happen in this country.” When it comes to the strategy behind revenue sharing, Neff explains that “for us, it’s not just doing our multimedia rights in house. Probably our biggest vertical is that from a sales and sponsorship standpoint, but it's also the alignment of all of our other external and commercial-facing entities and video production, content creation, licensing. We’re working on our ticketing and ticket process. … Not only those activities, but then having the umbrella of Clemson Ventures as a company, so to speak, where now all those staff members have that disposition toward generating revenue.” Full conversation on Collegiate Sports Connect. Virginia AD Carla Williams remarked in an introductory press conference for Baseball HC Chris Pollard that UVA is “ecstatic for the [House] settlement because it is our best chance at stabilizing the industry. And so, if we can, as an industry, agree to the rules, and there’s a separate commission that’s going to enforce the rules, then I am very optimistic about the process. It gives places like Virginia, where it is a harder path, it gives us a fighting chance to compete in this new era.” When asked about coaching turnover among the football, baseball and men’s basketball programs in recent years, Williams explained: “What is happening right now, over the last 3-4 years in college athletics, has never happened before. So, change, for us, we see it as opportunity. … So I’m grateful for the opportunity to be a part of such an amazing university and hire people like Chris Pollard and Ryan Odom.” (link)

South Dakota AD Jon Schemmel explains why the Coyotes reversed course and ultimately decided to opt into the House settlement. "Initially, when they talked about the settlement terms, there were no exceptions for grandfathering in rosters. So what that meant for us if we did opt in is we would essentially be immediately in the position to cut at least 50 student-athletes; I think 52 was the math that we did. ... That was our biggest hangup the whole time, was just the roster limits. Not only for athletics and not wanting to cut kids that don't deserve to be cut but also enrollment. Fifty kids is a lot of kids on a campus these days. ...When the final settlement came through and we knew we could grandfather in, not only then could we grandfather those student-athletes in, but if you missed the date to opt in, you cannot -- you're not allowed to grandfather in. So the best way to protect our student-athletes right now was to opt in. We were never going to opt in if we had to cut anyone.” Will the House settlement impact the number of sports USD offers? “Short-term for USD, no. And I do think confidently, and I hope I, long-term. … I think nationally it’s a little different perspective right now. I did some counting over the last couple weeks, and I think we're up to like 38, 39, maybe more than that, Division I programs that have been cut across the country. I do expect that number to continue to grow. The only thing that would really put us in a tough spot is all of a sudden we have a sport that within our region we have no one to compete against. But you’re talking about a whole other can of worms and a downward spiral that we just haven’t seen. I think within the Summit League and the Missouri Valley Football conferences, these schools are committed to carrying these sports.” More from Schemmel. (link, link)

Montana AD Kent Haslam explains roster limits were a big part of the reason the Grizzlies chose not to opt into the House settlement at this time. “We have soccer and softball both that are potentially going to have rosters above what the roster limit will be from the House settlement. And then building the infrastructure and getting it in place so that we can make sure we can take advantage of it. We fully intend to opt in for the 2026-27 academic year, but we need to get into place how we’re going to rev-share, get personnel on board that can help us manage all those things, generate the revenue we need and then build budgets on how that revenue gets shared back to student-athletes. I like the ideas of opting in, and if the roster piece had not been a part of it, I feel like we would’ve opted in right from the beginning.” (link)

The Nevada Board of Regents on Friday gave final approval for the construction of an indoor Fieldhouse and the resurfacing of two turf fields that are a part of a projected $32M facility improvement for the Wolf Pack. Nevada SportsNet’s Chris Murray notes the project will be paid for as part of a 30-year lease with an estimated annual payment of around $2.1M. Wolf Pack AD Stephanie Rempe: “Today’s decision by the Board of Regents will have a momentous positive effect on the University of Nevada. We are grateful for the support and action of the Regents, President [Brian] Sandoval, and ASUN in making this possible. This long-awaited indoor facility is essential for the long-term success and championship potential of our programs and student athletes. Michigan Representative Joe Tate (D-2) introduced House Bill 4643 on Monday, which aims to ensure that athletic organizations and "postsecondary educational institutions" cannot block or prevent student athletes from receiving compensation in the form of NIL. More specifically, Tate’s bill would prohibit colleges and universities from enforcing any rule that limits a student’s right to earn NIL compensation; ban athletic associations or conferences from retaliating against athletes, agents, institutions or third parties involved in NIL agreements; and challenge the legality of third-party NIL approval processes that limit market-based compensation. A former Michigan State offensive lineman, Tate says: “Student-athletes deserve the same basic rights as any other student – the ability to profit from their own talent, image and effort. I’ve lived the student-athlete experience. I know the dedication, sacrifices and challenges that come with balancing academics, athletics and personal growth. My legislation guarantees student athletes can pursue those opportunities without fear of punishment from their schools or sports organizations.” Also notable: Tate has plans to run for the U.S. Senate in May. The Tucker Center for Research on Girls & Women in Sport has released its 2025 Women in College Coaching Report Card: NCAA Division-I Select Institutions in conjunction with the University of Minnesota. The 2024-25 dataset “included head coaches of women's teams at 94 institutions of higher education in the United States that were current members of NCAA Division I conferences.” Zero coaching positions were unfilled at the time of data collection, resulting in 1056 head coaching positions used for data analyses. Four teams were added and zero programs were cut in the Select Seven (American, Big Ten, Pac-12, ACC, Big East, Big 12 and SEC) since the last report. “The percentage of women's teams with women head coaches in Select Seven NCAA DI institutions went up to 47.7% in 2024-25, and increased 0.3% from 2023-24 (47.4%). The percentage has increased for the last 12 years. A steady incline is evident; however, growth has slowed compared to the previous two years. If growth continues at the current rate, achieving 50% of women head coaches of women’s teams is possible within eight years.” The report also states that “less than half of head coach positional vacancies for Select Seven women’s Division I teams (54 of 119, 45.4%) were filled by women, resulting in 65 missed opportunities to hire a woman. Since 2013, a majority (54.4%) of all head coach hires have been men, but more recently, women are being hired at higher rates.” As for institutional grades, the following received an A: UCF, Michigan State, Cincinnati, Ole Miss, Michigan, Penn State, Washington, UCLA and Cal. The 10 FBS conference commissioners and Notre Dame AD Pete Bevacqua heard a presentation from College Football Playoff Executive Director Rich Clark and data analysts from Google about potential adjustments to selection committee criteria “in an effort to salvage the committee’s role itself and appease both Big Ten and SEC leaders,” according to Yahoo’s Ross Dellenger, who notes the two leagues remain at an impasse as it relates to the CFP format. The presentation itself, Dellenger explains, “included the creation of a strength-of-record metric to more heavily weight a team’s strength of schedule, conference strength and, in particular, non-conference games. In fact, commissioners heard from experts who encouraged the scheduling of more crossover games among the four power leagues – a way, presumably, to provide more data points of rating the league strength. … CFP leaders will now ‘mull it over,’ Clark said, before the group continues to meet throughout the summer in an effort to reach an expansion decision by Dec. 1 – the drop-dead date for 2026 expansion.” Clark, asked about the Big Ten and SEC having to agree on a format, said: “They are obligated to come to an agreement on what the format is. They will determine that between the parties and will go forward from there. … Rushing to a bad decision is not in any of our best interest. They’re looking at any and all options and understanding what the pros and cons are to those things rather than rush to something that may not suit us.” (link)

Big West Commissioner Dan Butterly writes in his latest blog post that “by every measure, The Big West – and hundreds of Division I institutions like us — are advancing the mission of higher education through athletic opportunity. And yet, despite this strength, we may have no seat in the future Division I governance system – because of a proposal that would concentrate authority based primarily on financial strength. That cannot be the model for the future of Division I.” Butterly goes on to submit that “having served this past year on the NCAA Council, the Council Coordination Committee, and as Chair of the Men’s Basketball Oversight Committee, I have seen firsthand how robust discussion across conferences results in well-vetted legislation that ultimately benefits the entire Division I membership. … The proof is clear: most Council votes today pass with overwhelming or unanimous support because of the collaborative work that happens in that room. This is why weighted voting is unnecessary. When all conferences are engaged in the legislative process, consensus is achieved through shared understanding, not disproportionate influence. The structure itself produces balanced outcomes without the need to advantage any single group. We have already seen, in complex issues such as the NCAA’s unfortunate recent settlement calculations of institutional liability, how limiting input to a small group can lead to unintended consequences for many conferences and institutions. Broader representation allows for a more thorough evaluation of complex issues that affect every Division I member.” Ultimately, Butterly contends that “this is not simply a debate about football. This is a defining decision about who governs higher education and intercollegiate athletics. The question before you is simple: Will you lead for the full breadth of Division I — or allow governance to serve only those with the largest football revenues?” (link)

Memphis has raised $201M of its $226M goal for renovations to Simmons Bank Liberty Stadium, according to Tigers AD Ed Scott, who remarked during an event with coaches: "We own an asset now, a real estate asset that plays seven to nine football games a year. We have to make money in other ways. But if we can bring concerts to the community, the TDZ tax also helps benefit the city. So for me, it's a win-win. It allows us to do something great for the city, bring in more money, but it allows us also to bring in more money for us to be able to pay for the stadium." Scott also noted Memphis has raised more than $7M toward a new soccer stadium that will be named Liza Wellford Fletcher Stadium, adding: "I want to say this in front of everybody. I want to say this to [Women’s Soccer HC] Brooks Monaghan, I want to say it to all of our fans and everyone from Memphis, that project is real and we are going to build that stadium. And our women's soccer program, our men's soccer program and our track and field student athletes deserve that first-class facility." (link)

Kansas has identified seven sports that will receive the most in rev-share, and Jayhawks AD Travis Goff tells the Kansas City Star’s Shreyas Laddha those sports are divided into two categories: revenue-generating sports and broadcast/ticketed sports. KU football, men’s basketball and women’s basketball are defined as revenue-generating sports, and Goff says of women’s hoops: “Two things — one is they can be a revenue-generating program. That’s an exciting proposition with greater success. Two, the competitive marketplace says if you want to be competitive in women’s basketball — which we are absolutely committed to — then you’ve got to be in the game in rev-share.” The other four sports (baseball, softball, volleyball and soccer) are based on broadcast availability. Goff explains that if a program’s games are available to be ticketed or watched on a broadcast, it will receive “some degree of rev-share.” There will be some variance around the rest of the programs, but they will continue to receive the Alston awards. As far as specific distributions, Goff notes: “I think you’re better informed based on what is your current need and [what your] current roster dynamics are because that’s helped us make sure we are only thinking about it from a year one launch. So what football [uses] going into this first cycle might be different based on roster profile for the second year cycle.” More from Goff. (link)

Washington will primarily distribute its $20.5M in rev-share among football, men’s basketball, women’s basketball, softball and volleyball, according to Huskies AD Pat Chun, who notes: “What happens between all that, we’ll keep that proprietary. We’ve got some strategic decisions that we’ll continue to make [as far as] what gets allocated where.” Asked if he expects UW’s football rev-share to mirror that of its Big Ten peers, Chun replied: “Every school is nuanced. Every school has sports that they have a different history with. Our focus is really on – obviously, football generates the majority of the dollars relative to our television revenue share. But we’re going to make sure that we’re going to be most strategic about how we operate. And it’s helpful that we have head coaches who are all built and wired the same way. We know and believe in this next environment, teams that operate with more strategy, teams that operate smarter, should be the teams that win the day.” While UW has been clear that it does not plan to eliminate any sports, Chun was asked whether the Huskies plan to add or reduce scholarships in any sports and responded: “As we look to increase our revenue streams, we’ll look for opportunities to add scholarships in specific sports. We’ll have a plan for that as our revenue streams change over time. Currently, you have no choice, you have to adopt what the roster caps are, and we’ll work with the scholarship numbers we have right now.” (link)

Montana State AD Leon Costello says of the Bobcats’ approach to revenue-sharing: "A lot of what we do is going to be generated through each of their programs, so it's really sitting down with them, and seeing how we can generate more funds or resources for them. I think that's the beauty of opting into the settlement is that you can participate as much as you want, and it's really for us to understand what programs want to participate and how much they want to participate." In non-House (settlement) matters, Costello explains the Bobcats are close to finishing the Kennedy-Stark Athletic Center and are now looking at other projects. "I think you're seeing kind of the foundation of where we are and the floor really raise, and we're trying to break through that glass ceiling. I think the sky’s the limit. I think our student-athletes believe they can accomplish their goals here when they're on their recruiting visit, they commit, and then when they are here, the support that we're able to give them on a day-to-day basis, I think they truly feel like everything they want to do in their college careers they can accomplish here." Northern Iowa is opting into the House settlement. Panthers AD Megan Franklin: "Opting in is the word that is being used. We'll be able to provide additional benefits for our student-athletes. It doesn't mean we have too, but it means we can. So, if there is a donor that's interested in providing an extra benefit, we now will have that infrastructure to do that." (link)

In announcing its intention to opt into the House settlement, Southern Illinois noted in a release: “But here's the honest part: this comes with a cost. The dollars that will now go toward revenue sharing with student-athletes will come from our existing budgets. Unlike some larger schools, we don't have unlimited resources. This will stretch us financially and require some tough decisions along the way.” (link)

Oral Roberts AD Tim Johnson says when it comes to the House settlement: “I think the back pay is a little complicated. And here's why I say that one. It kind of depends on where you are. So me, I'm the athletic director at Oral Roberts. We've never had football. Right? So it doesn't necessarily sound fair for Oral Roberts to lose money, or as part of its NCAA distribution, to go back to pay some football players when we've never even had football." Johnson also discusses the attractiveness of ORU’s facilities, saying of the Mike Carter Athletic Center: "I had some NBA guys come in. They said, man, this is better than what half the NBA has for a practice facility. So man, the building came out great. The facilities are almost like an expectation now. And so when people come in and they're blown away by facilities, it really puts you kind of on an upper echelon and ahead of the curve when it comes to trying to get some of those people. When you show them how important it is and the commitment from the university." On what’s next on the facilities front, Johnson explains: “We're going to do turf on the baseball field, and we hope to do turf for the soccer field. So those are pretty big. You know, it's a multimillion-dollar project in and of itself. We're finishing up the pitching lab, which is going to be an incredible facility for baseball. Right now we're going to do on-field suites for baseball. The sports medicine facility will be right here in the south lobby of the Navy Center. So that's another 10,000 square foot, multimillion-dollar project that we have going on. That's going to be pretty incredible for our student athletes. So again, it's just constantly what's next and how can we give these kids the best they can ever imagine." (link)

According to the Denton Record-Chronicle’s Brett Vito, the “facilities boom of the last 20 years has given [North Texas] a stable foundation and has helped the program grow. The question is how big of a difference those improvements will make now that colleges are poised to begin paying their athletes directly on July 1 as a new era in college athletics begins.” Mean Green AD Jared Mosley views the two priorities as interrelated: “I tell people all the time, the world of college athletics is like opening a puzzle. Every piece is important to get to the final picture and product. You can’t say we’re no longer going to address facilities, take part of our puzzle away and think we’re going to be good enough to compete in Division I. You can’t say we’re only going to work on facilities and not participate in NIL and revenue sharing and expect to have a competitive program. It’s all important.” Mosley also says of UNT’s preparedness for the revenue-sharing era: “We’re not sitting here today having to talk about massive reallocations or drastic changes to how we fund programs. We can take a systematic approach and give our teams a chance to compete for championships.” (link)

James Madison shares a draft update of its campus master plan, which for athletics includes a vision for an addition to the football stadium and a bridge connecting the stadium to campus. From JMU: “While master planning presents exciting possibilities and visuals for the future of James Madison University, it is important to remember that this vision does not equate to the start of any construction projects. The master plan does not include a specific timeline or cost of these ideas but serves as a visionary tool in both the short and long term. Once fully developed, the updated plan will be formally presented to and voted on by the JMU Board of Visitors in September 2025. San José State and the city of San José are partnering to upgrade the Police Activities League (PAL) Stadium Complex. Plans include a new track and field, upgraded seating and lighting, improved accessibility and an updated press box. Backed by a $9M state investment, the project includes the Speed City Legacy Project, a physical space to honor the SJSU’s track and field program legacy and connections to history, which will also support youth and community wellness. SJSU and the city will share leadership on design and operations, working closely with the PAL nonprofit to deliver programs that ensure that the stadium remains a hub for youth athletics and academics.
