The FBS Oversight Committee is recommending that Sacramento State’s FBS waiver request be denied: “The committee recommends the NCAA Division I Council deny the institution's request to waive the required bona fide invitation from an active FBS conference. The committee noted a conference invitation is of paramount importance for entering into the reclassification process because the invitation signals an institution's readiness to enter the process. Although a waiver of the bona fide invitation requirement was granted in 2017, that decision was made in a different era, under a different set of facts and rules. The Division I membership adopted the current legislation to affirm the importance of the nature and purpose of the subdivision reclassification process, choosing to place that decision-making authority with the council. Due to the significance of the bona fide invitation from an FBS conference requirement and the lack of compelling mitigation explaining why that requirement, one that several other FCS institutions have met in recent years, has not been met, the committee does not support relief.” (link)

Extra Points publisher Matt Brown subsequently reports that “industry sources tell me Sacramento State is expected to announce tomorrow that they are withdrawing from the Big Sky and joining the Big West in everything but [football], effective July 1, 2026. And if they can't join FBS, I'm told their short-term plan is FCS Independent. My own thoughts: I was curious if Sac State would pull this move next. I know them joining the Big West has been in the works for the Olympic sports. And Sac State could put together an independent football schedule in 2026 and beyond, even as an FCS member, with a combo of FCS opponents and FBS opponents. Departing the Big Sky after pretty much publicly saying, ‘We'll be breaking up with you soon’ probably makes some sense even if it's not the exact way Sac State intended with its FBS independent hopes hitting a roadblock by the FBS Oversight Committee. I also hear the school is very unlikely to get the waiver approved by the DI Council next week.” (link)

NCAA lead outside counsel Rakesh Kilaru tells SBJ’s Ben Portnoy the first appeal of the House settlement being Title IX-focused “comes as a little bit of a surprise, because it’s related to the allocation of damages. Traditionally, the way to deal with dissatisfaction over the allocation of damages is just to opt-out, as some student-athletes did. It’s maybe telling that Judge Wilken [didn’t hear] an argument on this specific objection at the final approval hearing, perhaps for that reason. But with that said, she wrote a really thorough opinion – 76 pages. It goes out of its way to address every objection and really think through the issues carefully. Ultimately, whoever’s appealing is going to have to show that she abused her discretion, which is a really high standard and gives her a lot of leeway to make the decision that she thinks is right.” (link)

If the revenue-sharing system works as designed, college basketball players will experience a “substantial reduction of compensation,” which could lead to fewer players transferring, according to HoopsHQ’s Seth Davis. Florida Men’s Basketball HC Todd Golden agrees, telling Davis: “It’s going to be a complete 180. As soon as this next cycle starts, guys are going to be making 10-20% of what they’ve been making these last two years. It’s going to be a challenge to explain to them and for them to understand why that’s happening.” Wake Forest HC/Men’s Basketball Oversight Committee Chair Steve Forbes adds: “There are always going to people that are going to have more than others, but does it bring everybody closer to a more even number? Yeah. It’s really up to us coaches. If we want to have guardrails and rules, then we have to go by the new rules. I’ve always been for the players being compensated, but it’s got to be realistic.” Big East Commissioner Val Ackerman believes the enforcement must serve as a strong enough deterrent and that the system must work for the good of college sports: “If it doesn’t, we’re not very smart because we just agreed to pay a lot of money. I worked in the NBA for many years and I can tell you that in the pro leagues, they take cheating and salary cap circumvention very, very seriously and there are very strong penalties for cheaters.” (link)

Eastern Michigan appears to be opting into the House settlement, as Eagles AD Scott Wetherbee writes in a letter to the fan base: “While this new reality may prove difficult, it also provides an opportunity to reaffirm our commitment to EMU, our student-athletes, and our storied legacy of excellence.” (link)

Kansas AD Travis Goff is “pretty confident we are going to be in the top-10 percentile of men's basketball allocation out of the gate. I think the number could be in the $4.5M to $5.5M range if you're at the top. I don't know that, but that's just what I think." As for what he expects other power conference schools to spend on men’s hoops, Goff notes: "You can basically lock in, let's say, from $3.5M on the lowest (for) men's basketball to upwards of $5M. Maybe some are stretching into the fives. None of this is scientific, but these are just what I believe." (link)

With Vanderbilt making its first bowl game in six years, both basketball programs making the NCAA Tournament and the baseball team winning the SEC, Commodores AD Candice Storey Lee says: “We’re more comfortable talking about our desire to compete and to win. It certainly feels good when the results back up what you’re verbalizing. I just think that over time, you’re starting to see those things come together. You know, we never take winning for granted because it’s hard to win, but we do expect to win.” In football specifically, Storey Lee remarks: “Last year was such a fun year for so many reasons. But it wasn’t a first step, right? We took those first steps actually some time ago, and so it’s a snapshot of what progress looks like, but we’re continuing to take steps. My expectation is that we continue to lean in and reach our potential. If we do that, I think good things will happen." With the south end zone project at FirstBank Stadium slated to be ready for the start of the football season, a basketball operations center completed last summer and other facilities upgrades on the way, Storey Lee notes: “As the footprint is growing and changing and evolving, so is our program. We are here to stay. In my mind, there was never a question about the viability (of our programs) and the long-term commitment, but what I hope people will see is that we now have the physical plan to back up what we say we’re here to do.” (link)

CBS’ John Talty and longtime sports journalist Armen Keteyian, co-authors of the book “The Price: What It Takes to Win in College Football’s Era of Chaos,” cover several topics with Athletes.org Co-Founder Jim Cavale on the Now It’s Legal podcast, including how college sports got to this point. Talty notes: “There's just been a lot of those opportunities where what should have been a wake-up call was ignored, and instead, it was almost a kind of a reason to double down on what they were doing. And that playbook worked for a very long time, right? … For a long time, that strategy, which includes, of course, their legal strategy as well, was very successful, and a lot of people made a lot of money doing it.” Keteyian adds that it’s clear from Talty’s interviews with former NCAA President Mark Emmert that “you can sense the frustration that Emmert had ex post facto. But even now with Charlie Baker, he came in as a reformer, and I think he was a brilliant choice, but as someone said in the book, he’s either going to be the best president of the NCAA or the last president of the NCAA.” Keteyian remarks that two terms that continued to surface while writing the book were self-interest and greed. “When the greater good is not the paramount factor, when your own self-interest is driving everything, that’s when you see the chaos that we have today.” On the topic of collective bargaining, Cavale reveals he’s been told by ADs and commissioners that the House settlement effectively is collective bargaining. “And it’s not even close. Less than 0.1% of the athletes were represented.” On that point, Talty agrees and believes more lawsuits are coming, “some that have the potential to be even bigger than House. I think Johnson could be one of them. … If someone successfully legally challenges the $600 fair market value thing, we’re just right back to where we were in some ways. There’s still so much that needs to be figured out. Collective bargaining, certainly that topic is not going away. I think it will continue to get more and more traction.” Full podcast. (link)

James Madison shares an update on how the House settlement will reshape the athletic department and notes that JMU’s “strategy for scholarship distribution allows the department to grow with the addition of a minimum of 15 additional total scholarships in 2025-2026. That figure could continue to adjust each year up to the roster limits, as resources allow. This scholarship increase, combined with direct financial benefits for revenue generating activities, creates a multimillion-dollar budget impact for JMU in 2025-2026.” Roster numbers in men’s sports are as follows: Baseball – 34; Basketball – 15; Football – 105; Golf – 9; Soccer – 28; Tennis – 10. For women’s sports, roster figures are set at: Basketball – 15; Field Hockey – 25; Golf – 7; Lacrosse – 36; Soccer – 27; Softball – 25; Swimming & Diving – 28; Tennis – 8; Volleyball – 15; Indoor Track – 40; Outdoor Track – 40; Cross Country – 15. These roster figures “could see some slight adjustment for various reasons, such as the department awaiting final clarification from the settlement on grandfathering of student-athletes who were on rosters during the previous academic year.” Also of note from JMU: “Previously, due to NCAA rules, scholarship agreements were distributed in an equivalency fashion that provided the student with a percentage of tuition and fees and cost of attendance. In light of the changes to NCAA rules, JMU will shift its philosophy regarding scholarships. This shift will provide our coaches with the flexibility necessary to create competitive financial offers for student-athletes. These offers can contain traditional scholarship funds, academic awards or incentives, as well as institutional NIL agreements.” (link)

Miami (FL) has launched The U Standard, a new giving initiative built on three core philanthropic pillars. The first involves elite performance and facilities: “Miami student-athletes with world-class facilities and top-tier health and wellness programs, debuting with a $40 million project to expand the Carol Soffer Indoor Practice Facility and add a new Strength and Conditioning Center.” The second pillar, Canes Beyond the Game, aims to “significantly expand scholarship opportunities for 400-plus student-athletes and empower them for success in the classroom and after graduation.” Finally, the Victory Fund is geared toward attracting and retaining “the best talent in the nation and fuel[ing] the growth and competitive excellence of all UM programs.” From the U: “Several lead gifts have fueled early momentum for these initiatives, highlighted by two $5M commitments—among the largest in UM Athletics history. In total, six gifts of $1M or more have been secured in response to these key priorities. This includes nearly $15M in philanthropic support to launch the football facility initiative, as well as a lead gift to modernize the women’s golf facility, operational endowments for the athletic director and head football coach, and the University of Miami’s first-ever endowment dedicated to career development support for student-athletes.” (link)

As the industry transforms, George Mason announces a “modernization” of its hoops ticketing & fan experience strategy that includes: “Non-premium season tickets will increase by an average of 10%, an increase of less than $1 per game. The new ‘all-in’ cost (ticket + Patriot Club seat requirement) for non-premium tickets will average $30 per game, aligned with the A-10 Conference average. Premium seating (VIP Rows A, B, C) will increase by 25%, reflecting increased demand and value. Philippe Ausseur, president of France’s National Basketball League (LNB), is raising the alarm about the impact NIL is having on la ligue: “Given the number of players approached – 15 have already signed – we can call it looting. Colleges are casting a wide net, even in Pro B, and dispossessing us of key players without any way to respond. … We were expecting big contracts worth 350,000 (presumably euros). But it's 2M [dollars being offered by some college programs]. We thought six players would be targeted – it's more than triple that. We’re seeing agents ask clubs to sign off on paperwork to prove players are still amateurs. It’s unclear, messy, and accelerating.” Ausseur goes on to say that “if a player leaves, he brings us zero income. Everyone loses. Colleges get players at low cost, but if no one wants to do the developmental work anymore, the pool dries up. That’s the long-term danger. … We need alignment at the European level – laws are different everywhere. FIBA, ULEB, even the NBA and USA Basketball are in talks. NIL needs a clear legal framework.” (link)

The USA Volleyball Foundation is merging with the First Point Volleyball Foundation. As part of the strategic alignment, many First Point Foundation board members will join the USA Volleyball Foundation board, and the USA Volleyball Foundation will assume all of First Point’s assets and honor its existing grant commitments. In conjunction with this announcement, USA Volleyball and the USA Volleyball Foundation jointly announced the establishment of the First Point Volleyball Specialty Fund, a restricted fund within the USAV Foundation dedicated to the growth and development of boys and men’s volleyball. Additionally, The USAV Foundation board has authorized the formation of a College Volleyball Advocacy Council which will focus on creating more opportunities and exposure, monitoring the changing landscape of college athletics, maintaining relationships with NCAA, NAIA, NJCAA, NCVF and other collegiate governing organizations, conferences, etc., and advocating for athlete rights/conditions for women’s college indoor volleyball, men’s college indoor volleyball, and women’s and men’s college beach volleyball. The 32 Division I conference commissioners are in Asheville, North Carolina, this week for their annual summer meeting, where Yahoo’s Ross Dellenger reports a host of items are on the agenda: “the future of NCAA governance (will a separate division be created for the power leagues?); the College Football Playoff format (will adjustments to the selection criteria appease the Big Ten and SEC?); the NCAA tournament (is expansion happening or not?); and the many unsettled concepts tethered to the industry’s landmark move to share revenue directly with athletes.” Perhaps the most pressing topic, though, is clarity on the football calendar, and at the center of the debate is the timing of the transfer portal. Dellenger: “While the majority of coaches want a 10-day portal period in early January, many administrators, as well as coaches in the Big Ten, are supporting an April portal date as a way to more align the portal with the academic calendar (ending in May) and a school’s new revenue share cap year (ending in June).” A “brewing fight is playing out over the issue” between the SEC and Big Ten, Dellenger adds, “as well as the industry’s administrative leadership versus many of its high-profile head coaches. SEC coaches want a January portal in an effort to secure next season’s team, develop that team during spring practice and avoid one-third of their players transferring after spring.” While LSU Football HC Brian Kelly says an April portal “doesn’t make any sense,” Ohio State AD Ross Bjork remarks: “With January, we are only worried about one thing and that’s the football team. Oh! We got to have everybody there for a second semester because I have to get them in spring ball! If we want to worry about the financial component and the academic component, the best window is spring. They’re only worrying about one thing – the football roster – and I think that mindset is in the past.” More from Dellenger. (link)

CBS’ John Talty and Brandon Marcello drill deeper into the College Football Playoff format debate that will continue this week in Asheville and note that Mississippi State AD Zac Selmon sums up a prevailing sentiment among SEC members by saying: "The human element is great, but there's got to be some more clearly defined metrics [in the selection process]. I've worked in different conferences before – two different power conferences (ACC, Big 12) – and when you look at the depth from top to bottom of our league, it's night and day compared to what other people say." The SEC, Talty and Marcello note, appears “open to continuing with a selection committee but one that tweaks the currently used metrics and weighs the strength of schedule more heavily than it has in the past.” Meanwhile, a Big Ten source argues that "in a model where it's 5-11, there's no amount of data you can pour through to figure out who's better between the fourth-place Big Ten team, the fourth-place SEC team and the second-place Big 12 team. I recognize people think there are solutions. We've studied it a whole lot and there's not a whole lot that you can do to tweak it." Talty and Marcello also report that “should the SEC opt to stick with eight conference games as the Big Ten remains at nine, the widely speculated scheduling of a Big Ten-SEC showcase pitting all 16 SEC teams against a Big Ten rival is likely off the table, a Big Ten source said. ‘That wouldn't make sense for our guys to add another tough game.’ Meanwhile, the Big Ten is preparing to battle the SEC in the boardroom should the conference push its strength-of-schedule argument, according to sources.” More. As part of its commitment to elevate basketball and position itself as a consistent multi-bid NCAA tournament conference, The American will hire former Big East Commissioner Mike Tranghese as a consultant, according to SBJ’s Ben Portnoy, who reports Tranghese’s role is “likely to center on boosting the AAC’s national profile in men’s and women’s basketball, along with guidance on scheduling, television exposure and more.” (link)

ULM is discontinuing its women’s tennis program, effective immediately. Warhawks AD John Hartwell: "Discontinuing a sport is never an easy decision, nor one that we take lightly. We know this is tough for our student-athletes and our coaches, who have poured so much into our tennis program. We deeply appreciate the dedication, effort and passion shown by our student-athletes and coaching staff in the women's tennis program over the years. We will prioritize as smooth a transition as possible for our student-athletes, whether they choose to transfer to compete at another institution or remain at ULM to complete their undergraduate degree. We are committed to being competitive in all of our sports while also operating in a fiscally responsible manner." (link)

North Texas AD Jared Mosley in a virtual town hall downplayed the allure of joining the Pac-12, noting that “if the monetary benefit of going to the Pac-12 was significant, they would have already filled that spot. When you look at teams in the American Athletic Conference, we’ve got one of the better television deals in the Group of 5.” Mosley also cited several downsides, including travel time and late-night games as deterrents to rejoining a West Coast-based league (UNT was a Big West member from 1996-2000): “That just doesn’t make a lot of sense if you’re not receiving a significant financial windfall above and beyond where you are right now.” To that end, Mosley said he does not expect the Pac-12’s media rights deal to reach a level where the league would be appealing to UNT. Meanwhile, UNT is closing in on its $7M fundraising goal to expand the North Texas Athletic Center, and Mosley explained: “Our goal is to have fundraising finalized by Sept. 1 so that we can go to the board to get their approval and start construction sometime in the spring of 2026.” On the possibility of adding baseball: “When you look at where we are, there’s a lot that goes into a decision to add a program. A facility is a big piece of it. Over the last nine years, there have probably been four groups that have approached us and talked about adding a minor league or independent baseball facility where we could be a tenant. None of those have materialized.” Furthermore, Mosley noted that “it’s not just baseball. You’re probably going to have to onboard at least two women’s sports.” (link)

The Louisville athletic department is projecting a $16.9M deficit for the coming fiscal year, according to WDRB’s Eric Crawford, who notes that's “after the university kicks in $12.8M in direct support – roughly $7M more than it contributed last year. Do the math, and it becomes clear: Without help, Louisville athletics is nearly $30M away from breaking even, judging from the report it produced last month. And with reserves nearly depleted – down from $34.3M in 2014 to just over $3M in 2022 – the department is now exploring a $25M line of credit to navigate the next few years. How did it come to that? Buyouts. New hires. Lean years for men's basketball. COVID. It all adds up.” Crawford goes on to observe that the department has been “tightening its belt. The FY26 budget trims travel, reduces financial aid commitments, and eliminates capital spending. Still, it's not enough. There's talk of a new student fee, which could bring in $4M to $7M. There's hope for performance-based payouts, too – a top-25 College Football Playoff ranking would add $1.7M and a CFP berth could bring in $8M. Those things would help. But, until then, Louisville is looking at the kind of red nobody particularly wants to see – on the bottom line.” (link)

More from Yahoo’s Ross Dellenger as he reports “three members of The Collective Association board – NIL collective directors from Ole Miss, Tennessee and South Carolina – spent two days on the Hill this week meeting with Congressional staffs to discuss the post-House settlement landscape and marketplace. Congressional staffs requested meetings with the NIL collective directors. Many schools continue to maintain the operation of their collectives as a way to generate additional revenue for athletes beyond the $20.5M annual rev-share cap.” (link)

Three more eligibility rule lawsuits were filed against the NCAA over the past few days, including two on Friday and one on Monday, according to Boise State assistant professor Sam Ehrlich, who notes: “By my count, including Pavia, that makes 23 different suits involving 26 different players in 21 different courts, 14 of which are still ongoing. … One of the two filed Friday was by Rylen Walker, a men's basketball player at DII Miles College. A former JUCO player like Pavia, he challenges the fact that the Pavia blanket waiver has not been applied at the Division II level. Of note, Walker points out that he asked Miles College to file a waiver request on his behalf, but they say they can't because he's exhausted his eligibility and isn't on the roster. So another attack on the fact that the NCAA doesn't let athletes file their own waiver requests. Also from Friday is a suit from Murray State football player Justice Hill. He's played both basketball and football, which is interesting. His argument is centered around that and his contraction of long COVID that prevented him from playing both sports at the same time. Finally, the one filed [Monday] is from UNLV football's Jack Hasz. His case is similar to Jett Elad's where he'd qualify for the Pavia waiver but for the Five Year clock. He's played two JUCO years and four DI years, though one JUCO and one DI year could be seen as redshirt years.” Meanwhile, Ehrlich notes Tennessee men’s basketball student-athlete Zakai Zeigler is appealing the denial of his motion for a preliminary injunction to the Sixth Circuit. According to Ehrlich, there are now four such eligibility cases “in the hands of appellate courts: Pavia, Elad, and Fourqurean (where the NCAA has appealed) and now Zeigler (where the player has appealed).” (link)
