Sacramento State President Luke Wood has released a statement making the argument for why the DI Council should grant Sac State’s FBS waiver request. It reads, in part: “This is bigger than football. Sacramento State's move to FBS would be transformative not just for our university, but for our city and our entire region. Major college football in Sacramento would drive economic growth, increase enrollment, attract investment, and elevate both school pride and national visibility. Our fans, alumni, and city are ready to represent the best of NCAA FBS football. This week, an NCAA committee recommended against granting Sacramento State a waiver to join FBS as an independent. … The rationale, that a lack of a conference invite ‘signals readiness,’ is flawed. In a normal situation this rationale would make sense, except for we are located in a part of the country that has limited FBS conference options. The only reason we don't have an invite is geography. Multiple FBS commissioners and presidents who are outside our region have told us directly they would welcome Sacramento State, but cannot make the travel work. Geography should not be a deterrent when a university is in a unique geographic situation. The last West Coast school to make the leap was Boise State, nearly 30 years ago. A conference invite is not the right benchmark. Readiness is measured by investment, infrastructure, and commitment and Sacramento State exceeds the standard. Our desire to become an FBS program is in no way a put down to FCS. We have faced incredibly tough competition for years and many of the schools we played could compete and win at the FBS level. This effort is more about being able to compete against the larger programs that will bring more eyeballs and economic opportunity to our University. … We urge the Council to recognize the passion, preparation, and purpose behind our application and to look beyond flawed criteria that doesn't reflect the realities on the ground.” Full statement. Extra Points publisher Matt Brown provides more information on Sacramento State’s attempts to join FBS and explains: “Despite two FBS conferences in the West that are looking for new memberships (the MWC and Pac-12), nobody has extended an invitation to Sacramento State. In fact, industry sources familiar with conference realignment over the last few months have repeatedly told me that nobody has even come particularly close to inviting Sacramento State, despite the school’s very public campaign.” As for specifically why Sac State’s waiver request hasn’t been approved, Brown reports: “The idea that college sports governance has changed, and that the specific facts of the cases have changed from the 2017 Liberty situation, does have some merit, I think. Conference affiliation is arguably even more important in College Football Playoff and various FB committee governance, and the sport has been trending away from independents over the last few years. But it’s also entirely possible that Sacramento State’s very aggressive and public campaign simply turned some administrator minds against the school.” As for what the Hornets’ departure means for the Big Sky, Brown explains: “I’m told that the league doesn’t feel it necessarily has to expand, but for scheduling purposes, would prefer to have an even number of teams. Given realignment instability out West, I’d expect many schools to be very interested in potentially joining, with particular interest in the two Utah institutions without stable conference homes, Southern Utah and Utah Tech.” (link)

Arizona has released The Bear Down Blueprint, a comprehensive five-year strategic plan that will guide the department through 2030. Rooted in the values of Respect, Integrity, Community, Excellence, and Resilience, The Bear Down Blueprint is organized around four strategic pillars: graduating leaders, winning championships, galvanizing community and organizational strength. Key goals include: establishing Arizona as a Top 25 athletics department nationally and a top three program in the Big 12 Conference; developing a long-term, sustainable business model aligned with future revenue-sharing frameworks; after implementing the department's 5-Point Plan, the department's deficit reduced from $39M to $5M, with a goal to balance the budget by FY26; growing total fundraising to the top third in the Big 12 Conference, with long-term targets for major gifts, annual giving, and donor base expansion; increasing season ticket retention and group sales across all sports, with fan engagement as a revenue-growth driver; enhancing revenue-sharing infrastructure and athlete brand-building through integrated internal operations and strategic third-party partnerships; and maintaining top-tier academic performance, with a 3.25+ department GPA and 100% post-graduation goal attainment for student-athletes. Freshly minted Hawaii AD Matt Elliott will begin his five-year term on July 1, 2025, according to CollegeAD, which notes Elliott will earn a base salary of $425,004 with the opportunity to earn up to $100K in additional compensation. Should Elliott leave his position for another role in athletics, he will owe UH the following: If he terminates the contract in years one through three: the full amount of the remaining base salary for the remainder of the term. That figure drops to 50% in the next two years. Should Hawaii terminate the contract without cause, they will owe Elliott the full amount of his remaining salary, if terminated in the first three years, and half of his remaining base salary if terminated in the final two years of the agreement. The Louisville Athletic Board Finance Committee has approved signing a $25M line of credit from PNC to help "bridge" the 2025 and 2026 fiscal years, and maybe '27, according to WDRB’s Eric Crawford, who notes the “first five years of payments are interest only, with option to refinance after that.” With approximately $22M in additional costs due to the House settlement, the committee outlines several ways in which the athletic department has counteracted the change, including “significant football price changes, focused all fundraising efforts internally, introduction of new processing fees on tickets, reduction in financial aid, reduction in meal costs, team travel policies, reorganization of staff, and the examination of new student fee.” Crawford also notes the athletic department is projecting a deficit of $12.5M for 2026, which is less than the $16.9M shown in the spring workshop, and there are multiple opportunities to bring that number down, including making the College Football Playoff, increasing season ticket prices and more. Also: “Louisville has secured a $1M donation for naming rights for its volleyball head coaching position (Mary & Ted Nixon initial gift of $500K). Will be named the Dan & Maria Durbin head volleyball coach. Motion has passed.” The board also voted to extend Tennis HC Mark Beckham’s contract. (link)

The Florida Board of Governors has passed an amendment allowing state universities to direct $22.5M auxiliary dollars per year to athletics, according to Warchant.com’s Ira Schoffel, who notes the money “will be used to cover revenue sharing with athletes as part of the NCAA House Settlement. This amendment will run through the end of 2028, and it will allow FSU to fully fund the new revenue sharing cap. BOG policy previously prohibited university auxiliary funds to be used for athletics.” Schoffel goes on to point out that “the amendment will provide help to all public universities in Florida, but it will be especially beneficial to Florida State. Within the next year or two, the Seminoles are expected to begin receiving an additional $15-20M per year from the [ACC] as a result of their legal settlement with the ACC.” (link, link)

Missouri spent $31.7M on NIL compensation for its student-athletes during the past year, according to financial records, per the St. Louis Post-Dispatch’s Eli Hoff, who reports that “nearly two-thirds of the money in 2024 went to football players and about a fourth to men’s basketball. The remainder was split among baseball, women’s basketball and lower-profile programs. … The Post-Dispatch compiled Mizzou’s spending through a series of invoices sent to the athletics department from Every True Tiger Brands LLC, the collective-turned-marketing agency that runs the school’s NIL operation. The athletics department turned the money over to Every True Tiger to distribute to athletes. The Post-Dispatch obtained the invoices, dating back to Sept. 1, 2023, through an open records request.” Those invoices do not include deals with third parties, such as wide receiver Luther Burden III’s ad campaign with Nautica. Hoff also reports that “of the roughly $31.7M spent on NIL in the last year, nearly $10.3M came earlier this month — just weeks ahead of the House settlement’s effective date. Mizzou has sent just shy of $25M to Every True Tiger so far in 2025, more than doubling the school’s $12.4M spent across all of 2024. The last six months of invoices were the six most lucrative of the 22 obtained by the Post-Dispatch. (link)

Siena President Chuck Seifert weighs in on how the Saints will set up their rev-share apparatus, explaining that “I think it would have been difficult to subject our agreements that we already have in place with our students to a third-party validation that we really don’t have any information about. If those contracts with those agreements were flagged, then that could again negatively hurt the students and put them in an awkward position, as well as Siena, regarding how we were going to either renegotiate or cancel those agreements or if it could negatively impact the students eligibility to play.” As such, Saints March On Co-Founder Frank Ambrose explains that the collective’s infrastructure will simply move over to Siena. “All of what we’re doing right now is just talking about how this moves over to the school as opposed to the school starting from square one. Instead of having to figure out, ‘What platform are we going to use for payment?’ We have that payment system. They can just take that and use it for right now. ‘How are you structuring the contracts?’ We had our own legal team come up with the templated contracts that we use for the players. They’re not going to have to do that. I think for me, the operational work that we’ve done to put all of this in place, I think does give a distinct advantage to the school because we can wrap these agreements up sooner than other schools might be able to.” (link)

San Diego AD Kimya Massey updates fans on how USD is preparing to move forward into the new era of college sports and writes: “To keep pace with the shifting landscape, we have been taking intentional steps to prepare. That includes adding a Chief Revenue Officer to guide our approach to revenue sharing and implementing broader internal strategies focused on competitive growth and long-term sustainability. As part of that, we're expanding how we leverage our world-class venues through strategic facility rental partnerships that build national exposure and deepen our ties to the community — including events like the NCAA Men's Basketball Rady Children's Invitational, which will make its debut at USD this fall. As part of this realignment, we are also re-evaluating how our external NIL partnerships function. The Olé Foundation has played a critical and meaningful role in supporting student-athletes at the start of the NIL era, and we've worked collaboratively to determine the best model moving forward. As part of that evolution, the Olé Foundation will place a strong emphasis on Football NIL and will also serve as a marketing agency for our department.” Additionally, the Toreros have launched the Championship Investment Fund, “our internal strategy to navigate the new revenue-sharing environment. Unlike traditional NIL efforts that operate through the outside collective, this fund is overseen by USD Athletics, is tax-exempt, and is focused primarily on recruitment and retention efforts. … As we move forward, this will be the preferred fund for supporting our athletes in this new era.” Full missive. The FBS Oversight Committee is recommending that Sacramento State’s FBS waiver request be denied: “The committee recommends the NCAA Division I Council deny the institution's request to waive the required bona fide invitation from an active FBS conference. The committee noted a conference invitation is of paramount importance for entering into the reclassification process because the invitation signals an institution's readiness to enter the process. Although a waiver of the bona fide invitation requirement was granted in 2017, that decision was made in a different era, under a different set of facts and rules. The Division I membership adopted the current legislation to affirm the importance of the nature and purpose of the subdivision reclassification process, choosing to place that decision-making authority with the council. Due to the significance of the bona fide invitation from an FBS conference requirement and the lack of compelling mitigation explaining why that requirement, one that several other FCS institutions have met in recent years, has not been met, the committee does not support relief.” (link)

Extra Points publisher Matt Brown subsequently reports that “industry sources tell me Sacramento State is expected to announce tomorrow that they are withdrawing from the Big Sky and joining the Big West in everything but [football], effective July 1, 2026. And if they can't join FBS, I'm told their short-term plan is FCS Independent. My own thoughts: I was curious if Sac State would pull this move next. I know them joining the Big West has been in the works for the Olympic sports. And Sac State could put together an independent football schedule in 2026 and beyond, even as an FCS member, with a combo of FCS opponents and FBS opponents. Departing the Big Sky after pretty much publicly saying, ‘We'll be breaking up with you soon’ probably makes some sense even if it's not the exact way Sac State intended with its FBS independent hopes hitting a roadblock by the FBS Oversight Committee. I also hear the school is very unlikely to get the waiver approved by the DI Council next week.” (link)

NCAA lead outside counsel Rakesh Kilaru tells SBJ’s Ben Portnoy the first appeal of the House settlement being Title IX-focused “comes as a little bit of a surprise, because it’s related to the allocation of damages. Traditionally, the way to deal with dissatisfaction over the allocation of damages is just to opt-out, as some student-athletes did. It’s maybe telling that Judge Wilken [didn’t hear] an argument on this specific objection at the final approval hearing, perhaps for that reason. But with that said, she wrote a really thorough opinion – 76 pages. It goes out of its way to address every objection and really think through the issues carefully. Ultimately, whoever’s appealing is going to have to show that she abused her discretion, which is a really high standard and gives her a lot of leeway to make the decision that she thinks is right.” (link)

If the revenue-sharing system works as designed, college basketball players will experience a “substantial reduction of compensation,” which could lead to fewer players transferring, according to HoopsHQ’s Seth Davis. Florida Men’s Basketball HC Todd Golden agrees, telling Davis: “It’s going to be a complete 180. As soon as this next cycle starts, guys are going to be making 10-20% of what they’ve been making these last two years. It’s going to be a challenge to explain to them and for them to understand why that’s happening.” Wake Forest HC/Men’s Basketball Oversight Committee Chair Steve Forbes adds: “There are always going to people that are going to have more than others, but does it bring everybody closer to a more even number? Yeah. It’s really up to us coaches. If we want to have guardrails and rules, then we have to go by the new rules. I’ve always been for the players being compensated, but it’s got to be realistic.” Big East Commissioner Val Ackerman believes the enforcement must serve as a strong enough deterrent and that the system must work for the good of college sports: “If it doesn’t, we’re not very smart because we just agreed to pay a lot of money. I worked in the NBA for many years and I can tell you that in the pro leagues, they take cheating and salary cap circumvention very, very seriously and there are very strong penalties for cheaters.” (link)

Eastern Michigan appears to be opting into the House settlement, as Eagles AD Scott Wetherbee writes in a letter to the fan base: “While this new reality may prove difficult, it also provides an opportunity to reaffirm our commitment to EMU, our student-athletes, and our storied legacy of excellence.” (link)

Kansas AD Travis Goff is “pretty confident we are going to be in the top-10 percentile of men's basketball allocation out of the gate. I think the number could be in the $4.5M to $5.5M range if you're at the top. I don't know that, but that's just what I think." As for what he expects other power conference schools to spend on men’s hoops, Goff notes: "You can basically lock in, let's say, from $3.5M on the lowest (for) men's basketball to upwards of $5M. Maybe some are stretching into the fives. None of this is scientific, but these are just what I believe." (link)

With Vanderbilt making its first bowl game in six years, both basketball programs making the NCAA Tournament and the baseball team winning the SEC, Commodores AD Candice Storey Lee says: “We’re more comfortable talking about our desire to compete and to win. It certainly feels good when the results back up what you’re verbalizing. I just think that over time, you’re starting to see those things come together. You know, we never take winning for granted because it’s hard to win, but we do expect to win.” In football specifically, Storey Lee remarks: “Last year was such a fun year for so many reasons. But it wasn’t a first step, right? We took those first steps actually some time ago, and so it’s a snapshot of what progress looks like, but we’re continuing to take steps. My expectation is that we continue to lean in and reach our potential. If we do that, I think good things will happen." With the south end zone project at FirstBank Stadium slated to be ready for the start of the football season, a basketball operations center completed last summer and other facilities upgrades on the way, Storey Lee notes: “As the footprint is growing and changing and evolving, so is our program. We are here to stay. In my mind, there was never a question about the viability (of our programs) and the long-term commitment, but what I hope people will see is that we now have the physical plan to back up what we say we’re here to do.” (link)

CBS’ John Talty and longtime sports journalist Armen Keteyian, co-authors of the book “The Price: What It Takes to Win in College Football’s Era of Chaos,” cover several topics with Athletes.org Co-Founder Jim Cavale on the Now It’s Legal podcast, including how college sports got to this point. Talty notes: “There's just been a lot of those opportunities where what should have been a wake-up call was ignored, and instead, it was almost a kind of a reason to double down on what they were doing. And that playbook worked for a very long time, right? … For a long time, that strategy, which includes, of course, their legal strategy as well, was very successful, and a lot of people made a lot of money doing it.” Keteyian adds that it’s clear from Talty’s interviews with former NCAA President Mark Emmert that “you can sense the frustration that Emmert had ex post facto. But even now with Charlie Baker, he came in as a reformer, and I think he was a brilliant choice, but as someone said in the book, he’s either going to be the best president of the NCAA or the last president of the NCAA.” Keteyian remarks that two terms that continued to surface while writing the book were self-interest and greed. “When the greater good is not the paramount factor, when your own self-interest is driving everything, that’s when you see the chaos that we have today.” On the topic of collective bargaining, Cavale reveals he’s been told by ADs and commissioners that the House settlement effectively is collective bargaining. “And it’s not even close. Less than 0.1% of the athletes were represented.” On that point, Talty agrees and believes more lawsuits are coming, “some that have the potential to be even bigger than House. I think Johnson could be one of them. … If someone successfully legally challenges the $600 fair market value thing, we’re just right back to where we were in some ways. There’s still so much that needs to be figured out. Collective bargaining, certainly that topic is not going away. I think it will continue to get more and more traction.” Full podcast. (link)

James Madison shares an update on how the House settlement will reshape the athletic department and notes that JMU’s “strategy for scholarship distribution allows the department to grow with the addition of a minimum of 15 additional total scholarships in 2025-2026. That figure could continue to adjust each year up to the roster limits, as resources allow. This scholarship increase, combined with direct financial benefits for revenue generating activities, creates a multimillion-dollar budget impact for JMU in 2025-2026.” Roster numbers in men’s sports are as follows: Baseball – 34; Basketball – 15; Football – 105; Golf – 9; Soccer – 28; Tennis – 10. For women’s sports, roster figures are set at: Basketball – 15; Field Hockey – 25; Golf – 7; Lacrosse – 36; Soccer – 27; Softball – 25; Swimming & Diving – 28; Tennis – 8; Volleyball – 15; Indoor Track – 40; Outdoor Track – 40; Cross Country – 15. These roster figures “could see some slight adjustment for various reasons, such as the department awaiting final clarification from the settlement on grandfathering of student-athletes who were on rosters during the previous academic year.” Also of note from JMU: “Previously, due to NCAA rules, scholarship agreements were distributed in an equivalency fashion that provided the student with a percentage of tuition and fees and cost of attendance. In light of the changes to NCAA rules, JMU will shift its philosophy regarding scholarships. This shift will provide our coaches with the flexibility necessary to create competitive financial offers for student-athletes. These offers can contain traditional scholarship funds, academic awards or incentives, as well as institutional NIL agreements.” (link)

Miami (FL) has launched The U Standard, a new giving initiative built on three core philanthropic pillars. The first involves elite performance and facilities: “Miami student-athletes with world-class facilities and top-tier health and wellness programs, debuting with a $40 million project to expand the Carol Soffer Indoor Practice Facility and add a new Strength and Conditioning Center.” The second pillar, Canes Beyond the Game, aims to “significantly expand scholarship opportunities for 400-plus student-athletes and empower them for success in the classroom and after graduation.” Finally, the Victory Fund is geared toward attracting and retaining “the best talent in the nation and fuel[ing] the growth and competitive excellence of all UM programs.” From the U: “Several lead gifts have fueled early momentum for these initiatives, highlighted by two $5M commitments—among the largest in UM Athletics history. In total, six gifts of $1M or more have been secured in response to these key priorities. This includes nearly $15M in philanthropic support to launch the football facility initiative, as well as a lead gift to modernize the women’s golf facility, operational endowments for the athletic director and head football coach, and the University of Miami’s first-ever endowment dedicated to career development support for student-athletes.” (link)

As the industry transforms, George Mason announces a “modernization” of its hoops ticketing & fan experience strategy that includes: “Non-premium season tickets will increase by an average of 10%, an increase of less than $1 per game. The new ‘all-in’ cost (ticket + Patriot Club seat requirement) for non-premium tickets will average $30 per game, aligned with the A-10 Conference average. Premium seating (VIP Rows A, B, C) will increase by 25%, reflecting increased demand and value. The new ‘all-in’ cost is $136 per game, still below the A-10 average of $188.” Patriots AD Marvin Lewis: “We are standing at the edge of a new era—one that redefines what it means to support and empower student-athletes. The House settlement isn't just about policy change; it's about opportunity. At George Mason, we're embracing this moment to elevate our programs, deepen our impact, and rally our community like never before. Philippe Ausseur, president of France’s National Basketball League (LNB), is raising the alarm about the impact NIL is having on la ligue: “Given the number of players approached – 15 have already signed – we can call it looting. Colleges are casting a wide net, even in Pro B, and dispossessing us of key players without any way to respond. … We were expecting big contracts worth 350,000 (presumably euros). But it's 2M [dollars being offered by some college programs]. We thought six players would be targeted – it's more than triple that. We’re seeing agents ask clubs to sign off on paperwork to prove players are still amateurs. It’s unclear, messy, and accelerating.” Ausseur goes on to say that “if a player leaves, he brings us zero income. Everyone loses. Colleges get players at low cost, but if no one wants to do the developmental work anymore, the pool dries up. That’s the long-term danger. … We need alignment at the European level – laws are different everywhere. FIBA, ULEB, even the NBA and USA Basketball are in talks. NIL needs a clear legal framework.” (link)

The USA Volleyball Foundation is merging with the First Point Volleyball Foundation. As part of the strategic alignment, many First Point Foundation board members will join the USA Volleyball Foundation board, and the USA Volleyball Foundation will assume all of First Point’s assets and honor its existing grant commitments. In conjunction with this announcement, USA Volleyball and the USA Volleyball Foundation jointly announced the establishment of the First Point Volleyball Specialty Fund, a restricted fund within the USAV Foundation dedicated to the growth and development of boys and men’s volleyball. Additionally, The USAV Foundation board has authorized the formation of a College Volleyball Advocacy Council which will focus on creating more opportunities and exposure, monitoring the changing landscape of college athletics, maintaining relationships with NCAA, NAIA, NJCAA, NCVF and other collegiate governing organizations, conferences, etc., and advocating for athlete rights/conditions for women’s college indoor volleyball, men’s college indoor volleyball, and women’s and men’s college beach volleyball.
