Fresno Pacific AD Kyle Ferguson and CCAA Commissioner Allen Hardison sit down on the Sunbirds Sports Show to dive into FPU’s move to the CCAA. Ferguson reflects on when he began with FPU in the summer of 2023 and found then that from a travel and financial standpoint, “it was getting untenable.” Further: “This is another tangible thing to see. Hey, FPU is thinking proactively. We see the shape of college athletics, we know where we want to be, and thinking ahead three, four or five years down the road, we're positioning ourselves to be in a really good spot.” Hardison on the media impact of adding FPU as the fifth largest city in California, in addition to having four of the top 20 media markets in the country: “It's a great geographic fit. It's a great media fit. We think it will certainly open up a corporate partnerships and a sponsorship portfolio area for us as well. […] For us and our CCCA institutions to be able to plan a platform [like FloSports] alongside some of those institutions and some of those conferences that are big time in DI is really exactly the exposure that our institutions were looking for. With all of that, our distribution went up substantially. Obviously, the funds back to our institutions went up substantially. Our productions and the broadcast level and quality went up. In my opinion, I think it's the best production and broadcast quality in Division II.” Full conversation. (link)

More from the CIAA’s Spring Meeting earlier this month, as the conference will bring back the CIAA Baseball Championship and explore other championship opportunities. The Board of Directors also approved the 2025-30 Strategic Plan with three key priorities: Conflict Management Programming, Sports Scheduling & Alignment Review and Sports Sponsorship Analysis. The conference also decided to not extend membership to Saint Augustine’s, citing “ongoing compliance and operational concerns.” (link)

More from Edward Waters VP/AD Ivana Rich’s Small College Conversation on implementing her roadmap for the Tigers. “I think it's a collaborative effort, and so I meet with my leadership team every week and I have the vision, but the vision's just part of it. You need the people to help facilitate the vision and bring it to fruition. I'm very intentional about telling my staff what's next for us. In our first meeting, coming back from the new year, we all chose our one word for the year. We talked about what we're leaving in 2024 and what we're bringing into 2025, and then I talked about what my highest priorities are for the next two quarters. Some people will plan a year out in advance, ‘Okay, this year we're going to do this.’ I believe in micro wins, really focusing in on what's next in the intermediate. So making sure they know exactly what my top priorities are and what we need to do to get there. I also believe in creating timelines.” On balancing the history of EWU with the need to make progress: “I'm super progressive, and I think communication is key, really sharing with people why we're doing these things. Sometimes people think, ‘Okay, you're in the position so you make decisions. You don't have to explain.’ I think it's really important that your alums, your student-athletes, and any of your internal and external constituents know why you're doing these things. The Women's Lacrosse Rules Committee has recommended rules changes to simplify the penalty structure and improve the pace of play, beginning with the 2025-26 academic year. Recommendations include expanding one-minute releasable penalties in the midfield to all over the field, except in the critical scoring area; using an advantage signal for one-minute releasable penalties, when applicable, which would allow teams the opportunity to play on; running the clock on eight-meter free positions, except for the last minute of each quarter or overtime; setting up 8-meter free positions only at the two adjacent hashes on both sides of the center hash; upgrading dangerous contact penalties to a nonreleasable yellow card; and flagging shooting space fouls in the critical scoring area. The committee also proposed ending stick checks after goals are scored. Currently, officials check the pocket depth of the stick of each goal scorer to see whether the stick is legal. Additionally, committee members proposed a change to the way video challenges would be handled next season. If a team has a successful video review challenge in which the original call on the field is overturned, it would maintain its challenge. However, if the call on the field is not overturned, the team making the challenge would lose a timeout. Teams would have to have a timeout to make video review challenges. Full rundown. (link)

The 549-page Senate Finance Committee’s budget proposal “only addresses sports specifically in one instance” and includes no language that applies to college athletic departments, according to Sportico’s Brendan Coffey, who adds: “That lack of attention to the industry by the Senate suggests that proposed changes to franchise ownership write-offs and collegiate licensing taxation may not make the final budget, saving owners and schools many millions of dollars in new levies. By contrast, the House of Representatives’ version of the federal budget aims to raise potentially significant revenue by changing the favorable tax treatment franchise owners and universities receive.” Specifically, Coffey notes the House budget suggests it would “like to see college licensing deals treated as unrelated business income. Nonprofits such as colleges generally are exempt from federal taxes, but activities they conduct that are considered outside their tax-exempt purpose can be taxed. A proposal to tax collegiate licensing deals was cut from the final version of the House budget forwarded to the Senate, which suggests it is unlikely to reappear during the reconciliation process. That’s another big bullet dodged by sports entities. The licensing tax as proposed last month has the potential for wide-reaching impact. For one, it would cost athletic departments millions of dollars in licensing revenue from caps, shirts, tchotchkes – everything that sells with a team or school logo on it. Moreover, the rule would also encompass a portion of media rights income, too, since contracts with representatives like Learfield and broadcasters like ESPN contain an underlying license of names and logos from universities.” Clay Grayson, a tax attorney who represents universities, booster groups and endowments, including those at Kentucky (DI) and Clemson (DI), tells Coffey: “It should be concerning to athletic departments that Congress is considering whether to tax this athletic revenue source.” (link)
