The DI Board of Directors on Monday adopted additional changes to NCAA rules to implement the House settlement. The changes – which codify roster limits, including legislated exceptions for current student-athletes whose roster spots would have been impacted by those limits – are effective July 1. Additionally, the board received an update from the Decision-Making Working Group on recommendations that, if adopted at the board's August meeting, would restructure governance in Division I. After weeks of gathering feedback, the working group met again in mid-June and made some modifications to its original concepts for committee composition and structure. Specifically, the governance structure would comprise: the Division I Board of Directors, which will maintain oversight over the division's finances, litigation and the NCAA infractions process (for violations or rules unrelated to the settlement terms); the Administrative Committee, which will report to the board and will have legislative oversight for rules not included in the settlement; the Academics and Eligibility Committee, which will report to the Administrative Committee and which — via two subcommittees — will have oversight over minimum standards for academics and athletics eligibility requirements; the Membership Committee, which will report to the Administrative Committee and will have oversight over minimum national standards for NCAA and conference membership requirements; the Student-Athlete Advisory Committee, which will report directly to the Division I Board of Directors; and sport-specific oversight committees, which will report to the Administrative Committee when needed and will have authority over playing and practice seasons, recruiting rules, Division I playing rules and championship administration. For all of the committees, the working group determined that “voting representation – including the weighted voting for autonomy conferences, totaling approximately 65% on each committee – was appropriate, reflecting the recognizable prominence of the schools competing in those conferences, as well as the increased legal scrutiny those conferences face as compared with their peers.” Also from the board: “Although the board will not consider any further changes to the conference membership requirements in the near future, it will consider a moratorium on applications for schools reclassifying from Division II and Division III to Division I during its Aug. 5 videoconference.” (link)

San Diego State AD J.D. Wicker tells SBJ’s Mollie Cahillane and Austin Karp that when it comes to the Pac-12’s media rights strategy, the “biggest thing going forward is continued linear exposure, for not only our football and men’s basketball programs, but all of our sports. Then having complementary streaming to that, which allows you to provide more exposure across all of your sports offerings.” Wicker adds of the CBS deal: “Based on the discussions that we had back in September when we were making this decision, the valuation over the five years of this deal and the other deals that we’ll have will result in numbers that fit what we were told. For us, it’s as important to have dollars as it is to have exposure at this point, because the Pac-12 looks different than it did before. We’re excited to be able to showcase that we are a competitive league going forward.” (link)

North Alabama AD Josh Looney and Austin Peay AD Gerald Harrison join College.town Founder/CEO Matt Roberts at the 2025 NACDA Convention for an in-depth conversation on the House settlement, what implementation looks like at the mid-major level, the potential impact with the transfer portal and more. Harrison confirms that coaches are inquiring about how their programs will be supported in the rev-share era but points out there are differences in the questions. Some sports, he explains, want to know how the Govs are going to keep up with peers. Others “are just really worried about their job and their future and whether we’re going to keep their sport and what we’re going to do about it because their friends no longer have one. Our beach volleyball coach, I don’t mind saying it, came to me and was like, ‘Are we good?’ That was his question. He wasn’t asking for any revenue money, he just wanted to make sure he was good because we hired him from Stephen F. Austin, and Stephen F. Austin no longer has a beach volleyball program. So, he’s asking me those kind of direct, tough questions.” As it relates to player movement, Looney points out that UNA views those who play for a few years before moving to another program to compete “at the highest level” as a “win.” The problem is that “there are a lot of athletes…that think that’s where they’re going, and they’re not. We’ve also had a young man at a program that just went in the portal six hours from graduating, and there’s not a lot of offers coming despite us saying, ‘Hey, can you stay here?’ … There are a lot of broken dreams and bad stories in the portal that aren’t reported.” Lots more on Collegiate Sports Connect. Liberty AD Ian McCaw covers several topics with A Sea of Red’s Jon Manson, including the Flames’ approach to revenue sharing and says: “We’re looking to execute our NIL plan well, and there’s a lot that goes into it. It’s very challenging operationally, and we’ve had great support from the University across campus. The concept of paying NIL to student-athletes is certainly a foreign one, a new concept. We’ve got great internal support, and I think we have a really good plan to execute. So we need to do that, first and foremost. Secondly, we need to continue to have some success at the national level. That’s really what builds our brand and really helps us advance our program, and that’ll be really important. And then, we’re very committed to having a broad-based program at Liberty and having success across the board in a lot of sports. So, those would be three things that would be really important this upcoming year.” Asked whether the Flames can reach the “highest level of college athletics, whether that be the P4 or some other iteration when that time comes,” McCaw responds: “I think we can. I think we will. We’re very fortunate. We have tremendous facilities, resources, personnel. Our program is thriving. It’s getting a lot of attention at this point in time. I think we need to keep doing what we’re doing right now and again, experience some of that national success to vault us into the next level.” (link)

While not commenting specifically on how the Boilermakers will distribute revenue among sports, Purdue AD Mike Bobinski confirms that football, men's basketball, women's basketball and volleyball will be included. Additionally, Purdue has set aside "roughly" $300K for non-revenue sports "to either retain or recruit elite level athletes,” according to the Lafayette Journal & Courier’s Sam King, who notes: “Coaches in Purdue's non-revenue sharing sports can appeal for money in those instances and they'll be considered on a case-by-case basis.” Asked if Purdue will take a 75% for football, 15% for men's basketball approach that is “somewhere in the neighborhood of the industry standard,” Bobinski said it'll be a little less than that for football and more for men's basketball. South Dakota State AD Justin Sell talks about the decision not to opt into the House settlement and points out that SDSU isn’t opting out, but is rather choosing not to opt in at this exact moment in time. Roster management was one of, if the not the main, obstacle to opting in, as Sell points out doing so would’ve meant eliminating roster spots for upwards of 70 student-athletes. As more information continues to come out, Sell points out there are “terms and things we really need to walk through and that’s what we’re doing right now because it may open up some doors for us to do some different things. But then there’s mechanics behind that within your campus structure to make them happen. In other words, if you’re going to use certain categories of more academic-side scholarships, cost-of attendance, Alston money, we haven’t really done anything with Alston money here at SDSU so how do we make that happen? As of Monday, Texas A&M had approximately 79 names on its designated student-athlete list, a number Aggies AD Trev Alberts said could change in both directions before the deadline. As for how each roster will be compiled, Alberts says: “[Coaches] have that choice and the autonomy [to utilize fewer scholarships than the roster limit], but I need to know what your decision is, because that impacts the dollars on the other side that we have to plan. … I think the vast majority of them will.” Alberts also points out that “we’re still a part of the university and so those areas that apply to Title IX, we’re going to stay connected to that.” As Title IX relates to revenue-sharing, Alberts’ interpretation is “that the rev-share percentage is a market-based evaluation and that the institution has some autonomy to decide how to distribute it.” (link); More from Alberts, who says part of that decision-making process about which sports would be included in revenue sharing “was in concert with our increase in scholarships, so we didn't look at the investments into individual sports, just from rev-share. According to Sports Illustrated’s Pat Forde, the “greater resistance” to allowing student-athletes, coaches and staffers to bet on professional sports could come from the DI Council. One source familiar with the discussions says: “It’s been hotly debated. This is not a slam dunk.” Forde goes on to report that “resistance remains from those who are concerned about gambling on pro sports being a gateway to gambling on college sports – including athletes betting on their own sports and teams. There is a school of thought that more permissible athlete gambling simply creates more problems, not fewer. If the rule change is approved, it would signal that the NCAA and its member schools are pulling back to focus on policing wagering that more directly threatens the college athletics product. That starts with integrity – point shaving, game fixing or manipulating individual performances – and extends to pressure and criticism aimed at athletes who cost gamblers money.” (link)

The Wall Street Journal’s Lindsay Ellis observes that the job market for 2025 college graduates is similar to that of their 2020 counterparts due to, among other things, “hiring freezes, the threat of AI and a stop-start global trade war.” Ellis points out hiring this year is projected to be down 44% from May 2022, and “while the overall national unemployment rate remains around 4%, for new college graduates seeking work it was 6.6% over the past 12 months ended in May. That is about the highest level in a decade, excluding the pandemic unemployment spike.” To get a sense of how recent graduates are faring on the ground, Ellis put five graduates each from the classes of 2020 and 2025 in a group chat to share their experiences and provide advice. In the chat, AI was a divisive topic. “Some said the technology helped them widen their reach. Others complained it clogged the online application process—which already made landing a job a long shot—with even more candidates.” Meanwhile, graduates in both classes appreciated some workplace flexibility. But most said some in-person work was important. That was especially the case for the brand-new graduates. Additionally, “many of the young professionals wondered whether they should take any job – or hold out for one that inspired them. In this economic climate, most were pragmatic, and they are not alone: More than 60% of the Class of 2025 that came into college with a dream job have abandoned that goal, according to a Handshake survey of about 2,850 seniors taken earlier this year.” (link)

The Pac-12 signs a media rights extension with CBS Sports through 2030-31 that will include the Football and Men’s Basketball championship games and at least three regular season FB and MBB games on CBS and Paramount+, plus more on CBS Sports Network. Yahoo’s Ross Dellenger adds on the Pac-12’s media rights package: “CBS will anchor the league’s multi-platform media package with as many as four partners expected at a later date. The total value of that package remains unclear, though the final annual per-school figure is expected to fall toward the lower range of a projection that the conference showed expansion targets last year ($8-15M).” Dellenger also reports the league is in discussions with Texas State “as the two parties work toward a membership agreement that would start in the fall of 2026. While no deal is finalized, this months-long courtship is expected to reach a crescendo this week, when the formal extension of an invitation may be made. … Texas State’s potential departure from the Sun Belt – if a deal is reached – is expected to set off a chain of realignment moves within the Group of Six conferences. Officials in the Sun Belt, in fact, have already held internal discussion over potential expansion targets in Conference USA, most notably Louisiana Tech and Western Kentucky, according to those familiar with the talks.” The Conference USA exit fee is expected to be in the $5-7M range, and there is a $5M entry fee into the Sun Belt, “a figure that could be negotiated down at the discretion of the league’s board of presidents. If Texas State is offered a Pac-12 invitation at a full distribution, the school is expected to accept. … Whether the Pac-12 would extend an invitation to any other program remains unclear.” (link, link)

The Oregon Board of Trustees approved Ducks AD Rob Mullens’ previously reported extension, and The Oregonian’s James Crepea points out the contract includes the following: “Beginning July 1, 2029, Mullens may step down as AD and be appointed special adviser to the president for up to four years in a part-time capacity with $200K in annual compensation. UO president John Karl Scholz told the board that option was at Mullens’ request, but not necessarily indicative of what he will do four years from now.” Scholz: “I expect he wouldn’t be doing this if I think he wasn’t expecting to be with us through 2033, the length of this contract. But he’s under extraordinary pressure in an environment that is extremely challenging. I think this was his way of saying, ‘I’m in it, but here is a way that I might transition to something else if I can’t continue to do the job.’″ (link)

North Carolina announces it will increase its “scholarship allotment by nearly 200 across our 28-sport program (338 to 532).” UNC also explains that “with the addition of revenue share, and our new investments in football, we expect our approximately $150M budget in 2024-25 to grow by about $30M next academic year. To prepare, we have hired a new Chief Revenue Officer to investigate and initiate new revenue opportunities, including naming rights, field sponsorships and jersey patches, expanding football's Bell Tower Block Party to draw more fans, options to further optimize our relationship with corporate sponsorship partner Learfield and more aggressive ticket sales initiatives. ACC Success Initiatives and additional funding allocated by the state of North Carolina from gambling revenues may also assist our efforts in the coming years, and we will continue to evaluate our Department's budget and spending for cost-cutting opportunities. The Florida State Board of Trustees has approved the use of $22.5M in auxiliary funding for the Seminoles' athletics program. Board Chair Peter Collins was among the chief proponents of the allocation, and FSU President Richard McCullough acknowledged Collins’ advocacy during today’s meeting: "This would not have happened without your fortitude, your ability to never give up, never die, never surrender. It was really your dogged approach that led to this great thing, which is really transformative for the university. Without this, I think we would be in big trouble." The Tallahassee Democrat’s Liam Rooney notes that the funds are “non-recurring and won't impact student fees or faculty salaries, according to FSU SVP for Finance and Administration Kyle Clark.” (link)

CBS’ John Talty examines the tampering lawsuit Wisconsin filed against Miami (FL) over the transfer of football student-athlete Xavier Lucas and notes the perception of being anti-player was a consideration for the Badgers, according to a source, “but the opportunity to set a precedent outweighed the potential negative optics. Wisconsin had used a standard revenue-share agreement drafted by the Big Ten that focused on Name, Image and Likeness rights, and if no one was willing to actually enforce it, it threatened to significantly diminish its value. Those involved believe it demanded a shifting of mindset from treating student-athletes like kids to acknowledging there was significant money now at stake.” A source with direct knowledge of the situation tells Talty: "They're being paid hundreds of thousands of dollars and now they're not allowing their picture to be used on the billboard or they're not honoring their obligations or they're not doing what they're supposed to be doing. It's a different dynamic when there's dollars involved." A high-ranking Big Ten source adds: “We believe the contract itself is enforceable. … No one can tell me why a contract shouldn't be enforceable between an adult and an institution. Contracts are enforceable in every other aspect of the commercial regulatory enterprise." (link)

South Dakota State AD Justin Sell covers several topics with Sioux Falls Live’s John Gaskins, including the future of Jackrabbits’ football and explains that if – theoretically – SDSU was to make a move to FBS, the conversation would require examining how it impacts all sports. “When you're an outlier in geography, it creates different challenges. And so from a theoretical standpoint, if this does end up going down the road where the A4 decides to do more of their own thing or kind of create the CFP and it's literally you're in that or you're in whatever the next level of football is, there could be natural attrition. I think the top schools in the FCS certainly can compete with the Group of 5 schools, and what does that look like? And then what you're getting into is it would be tough to make all those investments and then find yourself in the exact same place three years down the road if you may not have needed to do that. So I think that will work itself out. Our job is – and i’ve said this a hundred times – we need to be really good right now because our level of football, how we can compete and what we can do – we provide an amazing experience, our fans love it, we have a chance to win a national championship, and that can translate into whatever comes next.” Full podcast. VMI AD Jamaal Walton comments on how the Keydets will move forward in the revenue-sharing era: “We want to be an elite program, but we also want to do it in a way where we’re representing VMI. We’ve got to remain true to who we are, but also understand that we’ve got to evolve. That’s the key, we’ve got to evolve in the times that we’re in.” VMI has yet to decide whether it will opt into the House settlement, and Walton notes: "We've got a big decision to make. I think the Southern Conference has done a fantastic job of saying, 'Do what's best for your institution.' … For me, that plan is going to create a vision of where we’re going to go in the next four to five years as an athletic department. There are a lot of changes that are happening (in college athletics), but I feel there’s a lot of untapped opportunities that VMI athletics has not had a chance to really show. I think there are going to be some things in (the next year) that you’re going to see that are going to wow you a little bit, and get you excited. I think there are going to be some things that we’re going to continually do to obviously keep the standard of VMI what it is.” (link)

Sportico’s Michael McCann submits that it’s unfair to attribute all of college sports’ cuts to the House settlement, explaining that it’s “important to remember that House settlement-related costs are not occurring in an intercollegiate sports vacuum. They should be placed in the broader context of higher ed; universities face multiple budget challenges that aren’t related to athletics but will make it harder to fund athletics. As a starting point, colleges face the dreaded ‘enrollment cliff.’ A decline in U.S. birthrates beginning in 2008 means that an accompanying drop in the population of U.S. college-age students will hit universities by next year. The drop is expected to be about 15% and last until around 2041. This development will have profound impacts on many universities, especially those in states expected to endure the harshest reductions—Illinois, for example, is projected to see a 32% drop in high school graduates between 2023 and 2041.” Furthermore, McCann points out the Trump administration’s “hostility toward international students is also a key consideration,” while Pell grants “have faced, or are expected to face, reductions and more eligibility limitations. … The federal student loan system is also in lawmakers’ crosshairs.” More. Manhattan inks a new apparel partnership with Capelli Sport, through which all Jaspers student-athletes, coaches, and staff will be outfitted with customized, team and sport-specific, high-performance Capelli Sport uniforms and training gear. As part of the deal, both Manhattan and Capelli Sport have agreed to explore and collaborate on select co-branding initiatives, retail opportunities, and sponsorship ideas to expand the partnership across Manhattan Athletics and provide campus-wide options for all students and the Jasper alumni base. Texas District Judge George Jerrell Wise has cleared the way for a long-delayed trial between a group of disillusioned Texas A&M donors and the Aggies-affiliated 12th Man Foundation, stemming from a decade-old dispute over seating and parking rights at Kyle Field. The Houston Chronicle’s David Barron explains: “The donors, three of whom have died since the lawsuit was filed in 2017, allege they were promised lifetime or 30-year benefits for A&M games at Kyle Field in return for their donations, which ranged from $20K to $50K each. They claim those benefits were significantly diminished when A&M reconfigured the stadium after joining the [SEC] in 2012, and they estimate they lost seating rights now valued at $4.6M. … Under the endowment agreements reached in the last century, endowed donors were promised ‘best available’ parking and seating locations with tickets for home and away games and the option to upgrade their seat and parking spots at no additional cost, according to the lawsuit.” Layne Kruse, who is among the lawyers representing the 12th Man Foundation, did not immediately respond to an email requesting comment. EA Sports offers a glimpse behind the scenes of the making of College Football 26 with updates that include a dynamic time of day. “Now as you are playing the game you will notice a change in lighting from quarter to quarter. You could start a late afternoon game then it will now be dark before the finish.” The time of day will also be specific to regions and seasons. “Games in November will get darker sooner than those in September, adding a realism tied to the time of year. For example, a game that starts at 3:30pm in Happy Valley in September will still have the sun up at 5pm but a game in November, the sun will be down as the game is ending.” Other additions include new runouts, primetime pageantry, light and drone shows, band formations, new mascots, touchdown and turnover traditions, and more. As it relates to the runouts specifically, EA is “introducing a tiered system that adapts to the game's context and reflects each program's individuality. Whether it’s a primetime game, a rivalry steeped in history, or a quick matchup in your Road to College Football grind, our new runout system ensures that every game is tailored to the moment.” Check out the full rundown.
