The DI Council voted to deny a waiver request from Sacramento State to transition to FBS, according to Yahoo’s Ross Dellenger, who notes the “vote isn't *final* until the meeting concludes Wednesday.” (link)

The DI Council yesterday introduced a proposal that, if adopted in October, would permit student-athletes and staff members to bet on professional sports and “refocus the Association's enforcement efforts on college sports betting and behaviors that directly impact game integrity. If adopted, the change will be implemented only if Divisions II and Division III also vote to allow betting on pro sports.” NCAA Chief Medical Officer Deena Casiero: "Deregulating professional sports betting may provide schools an additional opportunity to implement harm-reduction strategies, which can be more effective and have long-term benefits not seen with abstinence-only approaches. Harm-reduction strategies include education, stigma reduction and acknowledging actual behaviors. By meeting student-athletes where they are, schools may be more effective at preventing, identifying and supporting student-athletes with problematic gambling behaviors. Regardless of the change, schools are encouraged to use the many sports betting resources already available." Also from the NCAA’s release: “This layered approach includes the most recent agreement extension with Genius Sports to establish unprecedented betting restrictions on high-risk proposition bets. Sportsbooks licensing NCAA championship data must cooperate fully with NCAA investigations, including providing access to account data, financial history and geolocation records. This will allow the NCAA to work with the sportsbooks to gather detailed account information when harassers are identified to prevent repeat offenders from continuing to place bets across platforms, increasing safeguards to protect student-athlete mental health and well-being.” (link)

Purdue AD Mike Bobinski observes there have been “innumerable conversations and speculation” about the College Sports Commission’s enforcement mechanism, “so no doubt that’s an issue.” He adds: “There’s been lots of effort and energy put into anticipating how folks might try to work in the dark allies on this and how to prevent it. And if you don’t prevent it, but do uncover it, then the penalties have to be timely, swift and severe. They’ve got to be behavior-changing.” Asked whether high-major programs actually want enforcement, Bobinski responds: “That’s a great question. We have all sat in the rooms, both in our Big Ten [meetings] and when we met jointly with the SEC, and it was the conversation where everybody raised their hand, and I believe were sincere about it. We said, ‘Hey, we have to agree to be governed. We have to agree to want to be governed.'” (link)

Texas A&M AD Trev Alberts talks about how third-party NIL deals could be a difference-maker in a world where everyone is utilizing the same rev-share cap: “We say – because we have best-in-class, fair-market value NIL strategy – ‘I can’t guarantee you any number, but I can say the last guy that played your position got an extra $75K every year of fair-market value NIL.’ We have to be better than our peers. … To me now, that’s the differentiator in the game, if you will, and so that’s why we’re going to throw a lot of energy and effort on making sure that we have a good strategy there.” Via the Aggies’ partnership with Playfly, the athletic department will task four employees with sourcing and securing NIL deals for student-athletes. The group, per KBTX’s Travis Brown, will “report to a new position within the athletic department that is held by an attorney with experience in the NIL space. Alberts declined to name the person expected to fill the job, other than he played a part in creating the Playfly Max platform.” Alberts adds: “If we’re able to get fair-market value NIL deals at a certain level, we may not need as much rev-share there that we can put the rev-share over at this sport because they’re not as successful. So, that’s why I think that fair-market value NIL strategy is going to be really, really important to our future.” (link)

Miami (FL) AD Dan Radakovich weighs in on the purported payrolls of some football teams this season, telling CaneSport’s Gary Ferman: “Yeah, I would be careful (about believing all the talk). That’s kind of what’s out there. There’s really no validity to that where I could point and say `Okay, that’s what they’re spending.’ But it wouldn’t surprise me. I don’t get hung up on that. … I can give you 100 players and you can give $1M to all of them and maybe they couldn’t win a game. So let’s focus on making sure that we get the right people.” Speaking more generally about the athletic department and the ACC, Radakovich notes: “We have brought in not only really good coaches, but are operating at a level where we can be competitive. We can’t take a bus anywhere to compete in the ACC. We have to fly everywhere. … which is a huge, huge difference just as it relates to travel and/or recruiting costs. Those costs are significant. And we continue to try to move forward and make these investments while also making sure that the university feels like they’re getting some type of a positive return on investment back. Can you put a price on the Final Four appearance? Can you put a price on Cam Ward getting into the Heisman finals and being the number one draft choice? There’s a lot of things that are incalculable from a brand perspective. But at least now, as it relates to football and some of those things, and the large following that the institution has, there will be some dollars that come back to the institution based on viewership in football and basketball. So we’ll share in some revenues that way, revenue share for success initiatives for being in the final College Football Playoff poll, as well as going to a bowl game.” (link)

Louisiana Tech AD Ryan Ivey talks with the Ruston Leader’s Matt Belison about preparations for the rev-share era and explains that “we know that we will have some student-athletes on additional NIL license agreements we’re going to have. And honestly, we’re going to sign every athlete to NIL license agreements, but some of those are going to range in total compensation for that particular agreement. It’s not so much the NIL, revenue sharing aspect of it, it’s the enhanced benefits package. The ability to increase scholarships now based on the roster limits, that’s going to be important for us from a baseball standpoint and for some of our female sports to make sure we’re adhering to Title IX. Our efforts are going to be geared towards those additional benefits rather than just the NIL perspective.” Asked about a particular strategy for how the Bulldogs will distribute revenue, Ivy says: “We know what we’re trying to do. As I’ve told our student-athletes and coaches along the way, we’re going to align resources with expectations. … Really what we’ve done is say to ourselves, ‘Which sports do we have where we think if we invest a little more, we’ll have a larger return on that investment?’ You can see some of those right now. When we look at the stratification model, it’s about facilities, competition that allows us to maintain a cost from a travel expense aspect of it, what is the recruiting base for that sport around us and what is the historical success for that sport? A legislative proposal already approved by the Men’s and Women’s Basketball Oversight Committees – and currently under review by the DI Council – would harm MTEs and could effectively eliminate most neutral-site games, according to the Gazelle Group. The legislation in question – NCAA Proposal No. 2025-2 – would, per Sportico’s Daniel Libit, “establish an across-the-board maximum of 32 regular-season contests for men’s and women’s basketball programs, regardless of whether they participate in MTEs. Currently, schools can play up to 31 regular-season games if they participate in a two- or three-game MTE, and up to 28 games for those that do not.” Gazelle Group President Rick Giles in a letter to the NCAA argues that removing the MTE incentive “will materially and significantly limit the opportunities for multiple team events to operate or exist.” Giles adds: “Hoping these MTE games will be replaced on their own is a fool’s errand. Over time, there have been fewer and fewer dynamic, high-profile non-conference match-ups outside of MTEs.” Giles also predicts this will push schools to play more guarantee games, thereby weakening the NCAA Tournament by limiting the data available for the selection committees. Players Era Co-Founder Seth Berger, meanwhile, favors the 32-game proposal and tells Libit: “MTE operators, big and small, are here to serve the players, the coaches, and the fans, not the other way around. We are supportive of whatever the NCAA wants to do to give more freedom to programs.” More. (link)

More from College Hockey Insider’s Mike McMahon on the standardization of NHL Draft rights: “According to NHL sources, the NHL and NHLPA are close to agreeing on a new structure, now that players can be drafted from the CHL, but eventually matriculate to the NCAA. Sources said the new structure will be based on a player’s age at the time he’s drafted, and will expire when the player is 22 years old. This will be standardized across the board, no matter which league a player played in the year he was drafted. So, for example: Drafted at 18 years old: NHL team holds the rights for (4) years. Drafted at 19 years old: NHL team holds the rights for (3) years. Drafted at 20 years old: NHL team holds the right for (2) years. All drafted and unsigned players will become UFAs in their 22-year-old year.” McMahon adds: “As for how this impacts NCAA hockey, on the surface, it feels like a major win. Without a change, the two-year rights expiration on CHL players could have limited some players from playing college hockey. Most coaches believe that drafted CHL players will try to go to college by the time they’re 19 years old (we’re seeing that this recruiting cycle). Now, instead of NHL rights expiring on those players after one NCAA season, they won’t expire until the end of three NCAA seasons, which, in theory, allows for those drafted CHL players to extend their NCAA careers. In other words, I think this leads to more talented players in NCAA hockey, and it means they’ll stick around for a longer time.” (link)

Iowa State AD Jamie Pollard joins College.town's Kristen Eargle at the 2025 NACDA Convention to discuss revenue sharing and the challenge that Iowa schools face due to the inability to use state or university funds for athletics. On that front, Pollard explains: "We’re all in on paying [rev-share] at Iowa State, but we aren’t all in yet on funding it. So, we have a reserve in athletics that we’ll use for the next year to get us through. … I feel a little bit like a politician because we are in a long-term play of demonstrating economic development, economic value, what would it look like if we weren't at this level to Iowa State, to Central Iowa, to the state. I don’t fear that, but we need to get the Regents to move on that so that the university can help in this process because for 20 years we have survived without university support but that's not practical anymore.” Pollard adds: “There's a lot of levers we can pull, but you can't pull them until you're authorized to pull them." In addition to not losing sight of the educational component of college athletics, Pollard explains he would also like colleagues to be cognizant of the camaraderie that exists within the industry and “that we don’t become so cutthroat over who can make the most money that we forget about pouring into all the young people. I try to give my own self that advice because I’m 60, I’m at the back end of this. It’d be really easy just to say, ‘I’m out, I don’t want to sign up for this.’ But there were a lot of really good, talented athletic administrators long before Jamie Pollard ever was in college athletics that fought through a lot of challenges. And because those people did the heavy lifting, I had a pretty good career. So, it’d be pretty disingenuous to say I’m out because this isn’t what I signed up for. West Virginia AD Wren Baker calls the House settlement a “great first step” toward making college sports more sustainable, explaining that “when you have schools around the country such as Kentucky and Ohio State, schools in conferences that get the largest payouts and have massive budgets, that are incurring big deficits – Texas A&M is having to cut a bunch of staff – you can see that what we have is not sustainable. I think the House Settlement is a really good first step to building a model that's fair to student-athletes, that increases scholarships, that establishes a significant revenue share for student-athletes, and sets a model in place that is more sustainable. … I don't think this will be the end game. There are going to have to be some other steps. Certainly, President Trump has talked about establishing a commission to look at this, and there has been hearing after hearing in D.C. Do we get traction to actually put forth some meaningful legislation? If people care about college sports and people care about programs being able to offer a full complement of intercollegiate sports with experiences similar to what we currently have, especially in Olympic sports, we have to put in place a model that is sustainable." Baker also emphasizes the importance of giving the College Sports Commission a chance to function as it’s intended: "I think you would be hard-pressed to find anyone who would defend the investigative and regulatory arm of the NCAA. It took forever; it was peer-reviewed; it lacked teeth at times; and certainly, the NCAA could have done what the CSC is about to do, but at some point, there is a crisis of confidence from the general public, from the coaches and from administrators. I believe this is more of a professional model and structure, and it's something that is really important, and I'm excited about. I'm also excited that they hired somebody who came from the professional ranks.” (link)

The Daily News-Record’s Shane Mettlen checks in with several Sun Belt ADs to hear their thoughts on private equity, and Old Dominion AD Wood Selig remarks: “I don’t rule it out for some institutions. I don’t think it’s going to be a panacea financially for every Division I school. I think it’s a unique approach that would have to philosophically and business-wise make sense for an institution.” ULM AD John Hartwell adds: “I don’t know that I really see private equity catching on rapidly in college athletics because I’ve been in private business before, what a lot of people don’t understand about private equity, there’s a come-to-Jesus meeting about every week asking what are you doing to improve profitability now? Where are you cutting expenses? Those are pretty standard conversations. In the world of college athletics a typical business plan or financial model doesn’t always come into play. … Maybe for some schools it is kind of a little bit of everything that they do to give themselves a better opportunity in the next round of conference expansion to increase their stature from one league to another, from a Group of 5 league to a Power 4 league. I could see that, and I could see if there is a road map that they have detailed to a potential private equity suitor. Then there would be a revenue stream to pay back. That would be a scenario I could see, but I don’t know there are a whole lot of schools out there in that market.” More. (link)

Boise State announces the launch of Bronco Athletics Growth Solutions (BAGS), a “strategic and entrepreneurial initiative designed to evaluate and accelerate nontraditional revenue opportunities supporting the comprehensive growth and sustainability of Bronco Athletics.” A wholly owned subsidiary of the Boise State Foundation, BAGS will “pursue revenue-based partnerships, capital investment opportunities, and innovative financial models. The initiative is a direct response to the continued evolution of college athletics and aims to position Boise State as a national leader in creative problem-solving and resource generation.” (link)

James Madison is launching the Student-Athlete Enhancement Fund to serve as a vehicle for donors and fans to contribute directly to initiatives that impact student-athletes, including revenue-sharing models and NIL support structures. The Student-Athlete Enhancement Fund provides an additional channel for donor giving, but it does not replace the Duke Club Annual Fund, which will continue to serve as the key vehicle to fund student-athlete scholarships, along with the overall department operating budget. The two-game LSU-Coastal Carolina Men’s College World Series Final averaged 2.5M viewers on the ESPN networks, down 11% from last year’s three-game Tennessee-Texas A&M three-game set (2.82M), according to Sports Media Watch’s Jon Lewis, who notes this year’s tilt was still most-watched sweep since the final shifted to a best-of-three format in 2003 (10 total series). Sunday’s Game 2 averaged 2.8M viewers across ABC and ESPNU, down slightly from Tennessee-Texas A&M Game 2 last year (2.92M). The complete MCWS averaged 1.2M viewers, down more than 20% from last year (1.56M). Lewis also notes the MCWS averaged fewer viewers than the Women’s College World Series earlier this month (1.3M), though the two-game MCWS Final outdrew the three-game WCWS Final (2.2M). (link)

NHL Network’s Elliotte Friedman believes NHL Draft rights “will be standardized across the board” and notes one CHL team “said they’ve been warned there’s been discussion about certain prospects being eligible to go to the AHL sooner than currently allowed – which makes sense considering the NCAA is an option now, too.” College Hockey Insider’s Mike McMahon adds: “I’m hearing the minimum age for a CHL player to play in the AHL will drop from 20 years old to 19 years old. Under the current rules, players drafted out of the NCAA or Europe have their draft rights held by their NHL team for four years, and players drafted out of the CHL have their draft rights held by their NHL team for two years. Now that the NCAA is an option, there has been talk of standardizing those rights to a four-year window, no matter which league the player played in during his draft year.” McMahon goes on to observe that “players who are ready to jump into the AHL at 19 years old probably aren’t going to play NCAA hockey anyway,” but adds: “Standardizing draft rights to four years is a notable change, and that could have an impact on player longevity in college hockey. If a drafted CHL player joins an NCAA program at 19 or 20 years old, it’s possible their draft rights could expire after their sophomore or junior season. That could, in turn, pressure their NHL team to sign them, pulling them out of NCAA hockey before a standard four-year career. If that comes to fruition, it’s going to be something NCAA programs have to balance. But the juice is still worth the squeeze. Would you rather have a top player for two years or not at all?” (link)

+ North Dakota State inks a long-term multimedia rights renewal with Learfield. The agreement includes the addition of an NIL Business Manager to the Bison Sports Properties team, and Bison AD Matt Larsen says: “The addition of the NIL Business Manager position will greatly enhance opportunities for our student-athletes. + Three current high-profile QBs – South Carolina’s LaNorris Sellers, SMU’s Kevin Jennings and Kansas State’s Avery Johnson – have each invested in The Cashmere Fund, a “Nasdaq-listed venture capital fund that allows non-accredited investors to invest in VC-backed start-ups,” according to Front Office Sports’ Ben Horney. Cashmere CEO Elia Infascelli explains the deals are mutually beneficial to the players and the fund in that the athletes help Cashmere gain new eyeballs, while Cashmere gives them real-world experience as VC investors. The fund is open to the public, and as of the end of March, had about $16M in assets under management. Other investors include Buffalo Bills QB Josh Allen and S Damar Hamlin. Horney also explains it is an “evergreen fund, which means it has no defined lifespan and can continue to raise capital on an open-ended basis. It invests across a range of sectors, with the highest percentage being in the consumer goods space. Almost 24% of its funds are invested across companies in that area – Graza Olive Oil and clothing company Feat Socks are two examples. The fund has also invested in artificial intelligence, consumer technology, and health care, among other areas. There are two annual redemption windows during which investors can cash out if they want.” (link) + North Carolina Central expects to increase men’s basketball’s guaranteed revenue from $325K to $670K next season, according to HBCU Gameday’s Steven Gaither, who notes the “jump comes as the Eagles prepare to face five major-conference opponents: NC State, North Carolina and Virginia from the ACC; Kentucky from the SEC; and Penn State from the Big Ten.” Beyond the revenue increase, Gaither points out that “strategic scheduling is also saving money. By staying within driving distance, NCCU expects to save $80K in flight costs for men’s and women’s basketball combined. The university has already raised $316,963 toward its $552K fundraising goal for FY24 and FY25. It has also generated $125,177.80 in total revenue over that span.” (link)
