The Wall Street Journal’s Jessica Mendoza sits down with NCAA President Charlie Baker, who talks about how payments will be regulated in the rev-share era, how the House settlement could reshape college sports, the impact of Title IX and more. On whether student-athletes can still be called amateurs in the rev-share era, Baker responds: “I never really liked that word very much, to tell you the truth. I prefer thinking about them as students who play sports. And, by the way, we've eliminated about 153 bylaws so far that deal with this question about amateurism, which was done contingent on the settlement being approved. And there's a bunch of others now that it's been approved that we'll be taking a look at as well. I would much rather have us focusing on what I would describe as, and I think this is where the settlement's going to take us, where we're worrying about things like having a really robust injury surveillance program, having a real robust program around mental health and health and well-being, having a really robust program around academic performance, having a robust program around sports betting, which by the way, as a health and well-being and a mental health issue is really big issue for kids in big-time college sports. I would much rather have us focusing on that stuff and less on this argument about what's an amateur.” Full podcast. (link)

Extra Points publisher Matt Brown reports Southern Utah and Utah Tech will move from the WAC to the Big Sky, with Yahoo’s Ross Dellenger adding: “Per sources, the ASUN & WAC are forming an ‘alliance,’ where 5 FB-playing ASUN members will move in 2026 into the WAC, which will then rebrand as United Athletic Conference. […] The departure of the Utah schools + addition of 5 ASUN schools brings the United Athletic Conference in 2026 to 8 members, seven of them playing football: Tarleton, Abilene Christian, UT-Arlington, Eastern Kentucky, North Alabama, Austin Peay, Central Arkansas & West Georgia. The ASUN will be left with seven more like-minded basketball-centric schools. Those members include Bellarmine, Lipscomb, Queens, Jacksonville, North Florida, Stetson and Florida Gulf Coast. Business of College Sports’ Kristi Dosh explains that “it was brought to my attention last week that a company (identified as Phoenix TF LLC in its contract) is offering to buy the back pay claims athletes have under the House settlement in exchange for receiving cash now. I have reviewed a copy of the contract and sent it to a half dozen or so of my fellow attorneys. The big pro? You don’t have to wait through appeals and risk it getting overturned or your amount decreasing. The big con? The athletes I spoke with who have received contracts with the company are being offered approximately $0.10 on the dollar. That means if the amount you are estimated to be receiving in back pay is $150K, you’re only getting $15K if you decide to cash out now with this company.” Stevens & Lee, P.C. attorney Ryan Mulvaney tells Dosh the practice of buying claims is common in bankruptcy cases where the creditors stand to lose a lot because of the debtor’s bankruptcy, but Dosh notes that “unless you have an immediate and urgent need for the money, you are not in this situation right now as an athlete due back pay from the House settlement.” Mulvaney adds: “Athletes should not be sold on fear, uncertainty and timing about the settlement and pending appeals. … I would not advise my clients to sign the deals. First, you’ve waited this long – what’s another few months after briefing is submitted for appeals to run their course? Not to mention, you’re selling your existing claim for pennies on the dollar. Understanding that financial circumstances are different for each person, entering into these types of agreements for little value in return on the claim makes little sense to me. I’m also concerned that athletes are selling their claims for the short money – you played, however, for your right to and earned the long money.” (link)

SMU AD Damon Evans says of his vision for the Mustangs’ athletic facilities: “This place needs to be the Ritz Carlton or the Four Seasons. That’s just how I feel about it, and that’s what I’ll strive to do for our fan base.” Despite having just upgraded the $100M Garry Weber End Zone Complex at Ford Stadium last year, Evans envisions more upgrades: “I love our stadium. I think it’s an unbelievable stadium. But I’m not gonna sit here and mince words. Do we need some upgrades to the stadium in the future? Yeah, we do. We’ve got to take a hard look and assess what’s most appropriate for us. … You want to create this experience people want to come back to. I want to create ‘FOMO’ here. This is the place to be and be seen. In how we’re set up in a small, quaint, boutique stadium, I want it to be first-rate from a customer-service perspective. I want it to be first-rate from a food perspective. I want it to be first-rate from an amenities perspective. I want when you walk into Ford Stadium for you to be blown away.” While not saying specifically whether upgrades to Moody Coliseum were imminent, Evans does note: “If you sit back and wait too long, before you know it, facilities can become old and tired looking. I don’t want that to happen to us. I don’t want our student athletes and our coaches to feel like they don’t have top-notch facilities or resources.” (link)

SMU also names Maryland Senior Deputy AD/COO Colleen Sorem as Executive Deputy AD. Sorem will serve as the Chief Administrative Officer for SMU Athletics and lead and manage all administrative operations for the department budget. In addition, Sorem will be responsible for Human Resources, Legal Affairs and will assist with day-to-day operations for athletics. She will also evaluate revenue streams and provide strategic financial guidance. (link)

Ohio State saw a slight uptick in men’s basketball attendance last year, ending a three-year trend of diminishing figures, but still ranked ninth in the Big Ten with an average announced crowd of 11,578. Buckeyes AD Ross Bjork says he’s aware of the sense of apathy creeping in: “Yeah, we sense that. We know we can be better. We know the atmosphere can be better. It's all about (on-court) consistency. The fans…when they come to a game, they're going to expect consistency in the performance. … What we have to do is, separate from the game itself, have the atmosphere in [Value City Arena at] the Schott[enstein Center] just be better again. We've got to just make Ohio State basketball exciting and fun. Of course, winning helps, and that's a great marketing plan, but at the same time, there are some elements that I think that we can do that make the atmosphere better.” He adds that “I think [the arena] has some good, really, really good bones to it. Now we just need to tweak around the edges, and I think we can make it a lot better.” The Columbus Dispatch’s Adam Jardy notes that removing hockey from the arena would open up some new seating possibilities, and Bjork points out that “we definitely need and we're pursuing a new ice hockey arena that would be 4,000-5,000 seats that would be for men's and women's (hockey). Once you get that project off the ground, then that's where you can really look at, ‘OK, what happens?’” (link)

The AP’s Eric Olson reports that the “professionalization of college sports has prompted concern among team physicians that they will be exposed to a greater risk of being sued by athletes who claim a poor outcome from treatment caused them to lose future earnings. Before July 2021, when college athletes were cleared to be compensated by third parties for the use of their name, image and likeness, such lawsuits would have been virtually unwinnable.” Now, Big Ten CMO/USCAH President/CEO James Borchers says, it’s just a matter of time: “The complexity for the clinician is going to be significant. I do think there are people who are going to evaluate this and say, ‘I didn’t sign up for an 18-year-old making a million dollars and then saying the decision I make affected their ability to make money.’ I think you may see people say this isn’t for me.” Cincinnati Head Team Physician Jon Divine tells Olson Big 12 team doctors and university general counsels are discussing whether they should increase their liability insurance limits, perhaps to $2M or $6M or more, adding: “I’ve probably ordered more MRIs than I ever have in 25 years in the last two years. It’s to make sure we’re getting it right for the (coaching) staff, for the kids, for the kid’s family. There’s that much more riding on it.” More. (link)

Navy officially introduced AD Michael Kelly yesterday, who explained how his past experiences have prepared him for this role: “I think the job at the ACC (as Senior Assoc. Commissioner) and then also my job at the CFP (as COO) kind of helps me – not only helps us navigate major business deals as it relates to where we might move Army-Navy, where we put Navy-Notre Dame, things of that nature because that’s kind of what I was involved in. And then certainly the whole television aspect of it. How can we maximize the value of the tradition and the excellence of Navy football and really all Navy sports?” For this week, Kelly says it’s been “all about meeting as many people as I possibly can here internally and certainly talking to donors and sponsors and others, too. So that’s really what I’m focused on this week, to just introduce myself, tell them how excited I am to be here and being able to be ready, spending this whole month mainly focused on that so we can hit the ground running when the true summer camps start and getting ready for what I expect will be a very successful fall for Navy football and for all of our fall sports.” Regarding Kelly's selection, outgoing Midshipmen AD Chet Gladchuk explained that “in the final analysis, it was across the board – the farther we got, the closer we got to a decision, it became clearer and clearer and clearer that there was one gentleman that just absolutely stood out amongst all. We looked at his background, and it was extraordinary. He’s done everything.” (link)

JohnCanzano.com’s eponymous publisher is being told by sources to “keep an eye on Warner Bros. Discovery as a possible player as the new-look Pac-12 Conference’s media rights packages,” adding: “TNT Sports (TNT, TBS, truTV, and Max) will air more than 65 regular-season Big East basketball games starting next season. I asked a long-time media-world executive what he thought of marrying some Pac-12 basketball to that deal. He said, ‘Big East/Pac-12 doubleheaders would be a good combo.’” Canzano also points out that WBD “recently lost the NBA rights. It hasn’t traditionally played in the college space, other than the NCAA Tournament. It now has some college football games, NASCAR, professional wrestling, and some regular-season MLB games. I’m told that WBD and the Pac-12’s media consultant, Octagon, have been in discussions.” Canzano also reports that St. Mary’s officials “have been told by the Pac-12 that possible basketball additions will be considered after it finalizes the addition of at least one more full-time member and inks the media rights deal.” Meanwhile, Canzano is “cooling my jets on the ESPN front. The network grabbed two Oregon State football games as part of the 2025 TV deal. I’ve wondered for a while if ESPN might come in with some regular ‘Pac-12 After Dark’ games in 2026 and beyond, but that late-night inventory is likely to land with another partner, per a source.” (link)

Florida State has extended its partnership with Navigate and will begin the new arrangement with a “high-level leadership summit focused on aligning stakeholders across campus and athletics around FSU’s future in a rapidly evolving collegiate landscape.” The next phase of the partnership will also focus on “operationalizing long-term strategy through several initiatives, including: FSU Forward – an institution-wide alignment summit focused on future-proofing FSU’s athletic and academic goals and navigating potential future changes to the collegiate athletics ecosystem; Value of Athletics – quantifying the broader marketing and institutional impact of FSU Athletics; Brand Building – strategies to maximize visibility and viewership through media exposure; benchmarking & forecasting – Identifying peer benchmarks and the most promising areas for future growth; and Fanbase Understanding – conducting a deep, data-informed segmentation analysis of FSU fans.” (link)

The Department of Education will launch this year’s FAFSA on October 1, marking the first time since 2022 the form is released by its traditional deadline date. The department will also repeat a new beta-testing period that was piloted last fall. Officials plan to gradually roll out the FAFSA to a limited number of school districts and college-access organizations starting in August and will begin sending test Institutional Student Information Records to colleges at the same time. The DI Council voted to deny a waiver request from Sacramento State to transition to FBS, according to Yahoo’s Ross Dellenger, who notes the “vote isn't *final* until the meeting concludes Wednesday.” (link)

The DI Council yesterday introduced a proposal that, if adopted in October, would permit student-athletes and staff members to bet on professional sports and “refocus the Association's enforcement efforts on college sports betting and behaviors that directly impact game integrity. If adopted, the change will be implemented only if Divisions II and Division III also vote to allow betting on pro sports.” NCAA Chief Medical Officer Deena Casiero: "Deregulating professional sports betting may provide schools an additional opportunity to implement harm-reduction strategies, which can be more effective and have long-term benefits not seen with abstinence-only approaches. Harm-reduction strategies include education, stigma reduction and acknowledging actual behaviors. By meeting student-athletes where they are, schools may be more effective at preventing, identifying and supporting student-athletes with problematic gambling behaviors. Regardless of the change, schools are encouraged to use the many sports betting resources already available." Also from the NCAA’s release: “This layered approach includes the most recent agreement extension with Genius Sports to establish unprecedented betting restrictions on high-risk proposition bets. Sportsbooks licensing NCAA championship data must cooperate fully with NCAA investigations, including providing access to account data, financial history and geolocation records. This will allow the NCAA to work with the sportsbooks to gather detailed account information when harassers are identified to prevent repeat offenders from continuing to place bets across platforms, increasing safeguards to protect student-athlete mental health and well-being.” (link)

Youngstown State AD Ron Strollo is set to receive a new title, according to CollegeAD, which notes Strollo’s current title is Executive Director of Intercollegiate Athletics and, if approved by the YSU Board of Directors, will receive a new title of VP for Intercollegiate Athletics. (link)

Purdue AD Mike Bobinski observes there have been “innumerable conversations and speculation” about the College Sports Commission’s enforcement mechanism, “so no doubt that’s an issue.” He adds: “There’s been lots of effort and energy put into anticipating how folks might try to work in the dark allies on this and how to prevent it. And if you don’t prevent it, but do uncover it, then the penalties have to be timely, swift and severe. They’ve got to be behavior-changing.” Asked whether high-major programs actually want enforcement, Bobinski responds: “That’s a great question. We have all sat in the rooms, both in our Big Ten [meetings] and when we met jointly with the SEC, and it was the conversation where everybody raised their hand, and I believe were sincere about it. We said, ‘Hey, we have to agree to be governed. We have to agree to want to be governed.'” (link)

Texas A&M AD Trev Alberts talks about how third-party NIL deals could be a difference-maker in a world where everyone is utilizing the same rev-share cap: “We say – because we have best-in-class, fair-market value NIL strategy – ‘I can’t guarantee you any number, but I can say the last guy that played your position got an extra $75K every year of fair-market value NIL.’ We have to be better than our peers. … To me now, that’s the differentiator in the game, if you will, and so that’s why we’re going to throw a lot of energy and effort on making sure that we have a good strategy there.” Via the Aggies’ partnership with Playfly, the athletic department will task four employees with sourcing and securing NIL deals for student-athletes. The group, per KBTX’s Travis Brown, will “report to a new position within the athletic department that is held by an attorney with experience in the NIL space. Alberts declined to name the person expected to fill the job, other than he played a part in creating the Playfly Max platform.” Alberts adds: “If we’re able to get fair-market value NIL deals at a certain level, we may not need as much rev-share there that we can put the rev-share over at this sport because they’re not as successful. So, that’s why I think that fair-market value NIL strategy is going to be really, really important to our future.” (link)

Miami (FL) AD Dan Radakovich weighs in on the purported payrolls of some football teams this season, telling CaneSport’s Gary Ferman: “Yeah, I would be careful (about believing all the talk). That’s kind of what’s out there. There’s really no validity to that where I could point and say `Okay, that’s what they’re spending.’ But it wouldn’t surprise me. I don’t get hung up on that. … I can give you 100 players and you can give $1M to all of them and maybe they couldn’t win a game. So let’s focus on making sure that we get the right people.” Speaking more generally about the athletic department and the ACC, Radakovich notes: “We have brought in not only really good coaches, but are operating at a level where we can be competitive. We can’t take a bus anywhere to compete in the ACC. We have to fly everywhere. … which is a huge, huge difference just as it relates to travel and/or recruiting costs. Those costs are significant. And we continue to try to move forward and make these investments while also making sure that the university feels like they’re getting some type of a positive return on investment back. Can you put a price on the Final Four appearance? Can you put a price on Cam Ward getting into the Heisman finals and being the number one draft choice? There’s a lot of things that are incalculable from a brand perspective. But at least now, as it relates to football and some of those things, and the large following that the institution has, there will be some dollars that come back to the institution based on viewership in football and basketball. So we’ll share in some revenues that way, revenue share for success initiatives for being in the final College Football Playoff poll, as well as going to a bowl game.” (link)

Louisiana Tech AD Ryan Ivey talks with the Ruston Leader’s Matt Belison about preparations for the rev-share era and explains that “we know that we will have some student-athletes on additional NIL license agreements we’re going to have. And honestly, we’re going to sign every athlete to NIL license agreements, but some of those are going to range in total compensation for that particular agreement. It’s not so much the NIL, revenue sharing aspect of it, it’s the enhanced benefits package. The ability to increase scholarships now based on the roster limits, that’s going to be important for us from a baseball standpoint and for some of our female sports to make sure we’re adhering to Title IX. Our efforts are going to be geared towards those additional benefits rather than just the NIL perspective.” Asked about a particular strategy for how the Bulldogs will distribute revenue, Ivy says: “We know what we’re trying to do. As I’ve told our student-athletes and coaches along the way, we’re going to align resources with expectations. … Really what we’ve done is say to ourselves, ‘Which sports do we have where we think if we invest a little more, we’ll have a larger return on that investment?’ You can see some of those right now. When we look at the stratification model, it’s about facilities, competition that allows us to maintain a cost from a travel expense aspect of it, what is the recruiting base for that sport around us and what is the historical success for that sport? Have we had success in that sport and then really what does the future look like for that sport?” More from Ivey. (link)

A legislative proposal already approved by the Men’s and Women’s Basketball Oversight Committees – and currently under review by the DI Council – would harm MTEs and could effectively eliminate most neutral-site games, according to the Gazelle Group. The legislation in question – NCAA Proposal No. 2025-2 – would, per Sportico’s Daniel Libit, “establish an across-the-board maximum of 32 regular-season contests for men’s and women’s basketball programs, regardless of whether they participate in MTEs. Currently, schools can play up to 31 regular-season games if they participate in a two- or three-game MTE, and up to 28 games for those that do not.” Gazelle Group President Rick Giles in a letter to the NCAA argues that removing the MTE incentive “will materially and significantly limit the opportunities for multiple team events to operate or exist.” Giles adds: “Hoping these MTE games will be replaced on their own is a fool’s errand. Over time, there have been fewer and fewer dynamic, high-profile non-conference match-ups outside of MTEs.” Giles also predicts this will push schools to play more guarantee games, thereby weakening the NCAA Tournament by limiting the data available for the selection committees. Players Era Co-Founder Seth Berger, meanwhile, favors the 32-game proposal and tells Libit: “MTE operators, big and small, are here to serve the players, the coaches, and the fans, not the other way around. We are supportive of whatever the NCAA wants to do to give more freedom to programs.” More. (link)

More from College Hockey Insider’s Mike McMahon on the standardization of NHL Draft rights: “According to NHL sources, the NHL and NHLPA are close to agreeing on a new structure, now that players can be drafted from the CHL, but eventually matriculate to the NCAA. Sources said the new structure will be based on a player’s age at the time he’s drafted, and will expire when the player is 22 years old. This will be standardized across the board, no matter which league a player played in the year he was drafted. So, for example: Drafted at 18 years old: NHL team holds the rights for (4) years. Drafted at 19 years old: NHL team holds the rights for (3) years. Drafted at 20 years old: NHL team holds the right for (2) years. All drafted and unsigned players will become UFAs in their 22-year-old year.” McMahon adds: “As for how this impacts NCAA hockey, on the surface, it feels like a major win. Without a change, the two-year rights expiration on CHL players could have limited some players from playing college hockey. Most coaches believe that drafted CHL players will try to go to college by the time they’re 19 years old (we’re seeing that this recruiting cycle). Now, instead of NHL rights expiring on those players after one NCAA season, they won’t expire until the end of three NCAA seasons, which, in theory, allows for those drafted CHL players to extend their NCAA careers. In other words, I think this leads to more talented players in NCAA hockey, and it means they’ll stick around for a longer time.” (link)
