After months of turmoil at Sonoma State, a delegation from the California Legislature and Cal State University leadership have teamed up to announce the launch of the “Sonoma State Commitment” initiative, composed of $45M in embedded state budget funding, to serve as a long-term university recovery plan, as well as an additional $5M to the CSU system to assist low enrollment campuses with expanded student outreach and recruitment. Key components of the initiative: “Building a first-of-its-kind career center to connect students and graduates with local employers, launching an aggressive recruitment campaign to expand college access for thousands of students, investing in new academic degrees to address regional and statewide workforce needs, growing SSU’s nursing program to meet the growing demand from patients, regional hospitals and health centers, restoring some key faculty positions to ensure academic success, and helping fund Sonoma State’s Athletics program over the next few years.” The initiative is set to be voted on this week before heading to Gov. Gavin Newsom’s desk for final signature approval. (link); The proposal includes $8M intended for athletics over three years, which would not fully cover athletics’ expenses. Pending approval, there is a significant timing issue, according to The Press Democrat’s Gus Morris, as many student-athletes have transferred, several coaches have departed and those that have not are set to have their contracts expire when the academic year ends on Monday. Longtime Men’s Soccer HC Marcus Ziemer believes the best-case scenario is rejoining the NCAA in 2026-27 with 10 athletic programs after a year on probation. (link)

The Wall Street Journal’s Jessica Mendoza sits down with NCAA President Charlie Baker, who talks about how payments will be regulated in the rev-share era, how the House settlement could reshape college sports, the impact of Title IX and more. On whether student-athletes can still be called amateurs in the rev-share era, Baker responds: “I never really liked that word very much, to tell you the truth. I prefer thinking about them as students who play sports. And, by the way, we've eliminated about 153 bylaws so far that deal with this question about amateurism, which was done contingent on the settlement being approved. And there's a bunch of others now that it's been approved that we'll be taking a look at as well. I would much rather have us focusing on what I would describe as, and I think this is where the settlement's going to take us, where we're worrying about things like having a really robust injury surveillance program, having a real robust program around mental health and health and well-being, having a really robust program around academic performance, having a robust program around sports betting, which by the way, as a health and well-being and a mental health issue is really big issue for kids in big-time college sports. I would much rather have us focusing on that stuff and less on this argument about what's an amateur.” Full podcast. (link)

Emporia State taps Trustee Emeritus Gary Sherrer to lead the 11-person AD search advisory group that includes Chief of Staff Sarah McKernan, Football HC Garin Higgins, Men’s and Women’s Basketball HCs Tom Billeter and MJ Baker, Softball HC April Rosales, two athletics staff members, Emporia’s Radio Stations Owner Jamie Sauder and President Erren Harter and more. Earlier this week, the DI Board of Directors on Monday adopted additional changes to NCAA rules to implement the House settlement. The changes – which codify roster limits, including legislated exceptions for current student-athletes whose roster spots would have been impacted by those limits – are effective July 1. Additionally, the board received an update from the Decision-Making Working Group on recommendations that, if adopted at the board's August meeting, would restructure governance in Division I. Specifically, the governance structure would comprise: the Division I Board of Directors; the Administrative Committee, which will report to the board and will have legislative oversight for rules not included in the settlement; the Academics and Eligibility Committee; the Membership Committee; the Student-Athlete Advisory Committee; and sport-specific oversight committees, which will report to the Administrative Committee when needed and will have authority over playing and practice seasons, recruiting rules, Division I playing rules and championship administration. For all of the committees, the working group determined that “voting representation – including the weighted voting for autonomy conferences, totaling approximately 65% on each committee – was appropriate, reflecting the recognizable prominence of the schools competing in those conferences, as well as the increased legal scrutiny those conferences face as compared with their peers.” Also from the board: “Although the board will not consider any further changes to the conference membership requirements in the near future, it will consider a moratorium on applications for schools reclassifying from Division II and Division III to Division I during its Aug. 5 videoconference.” (link)

The DI Council yesterday introduced a proposal that, if adopted in October, would permit student-athletes and staff members to bet on professional sports and “refocus the Association's enforcement efforts on college sports betting and behaviors that directly impact game integrity. If adopted, the change will be implemented only if Divisions II and Division III also vote to allow betting on pro sports.” NCAA Chief Medical Officer Deena Casiero: "Deregulating professional sports betting may provide schools an additional opportunity to implement harm-reduction strategies, which can be more effective and have long-term benefits not seen with abstinence-only approaches. Harm-reduction strategies include education, stigma reduction and acknowledging actual behaviors. By meeting student-athletes where they are, schools may be more effective at preventing, identifying and supporting student-athletes with problematic gambling behaviors. Regardless of the change, schools are encouraged to use the many sports betting resources already available." Also from the NCAA’s release: “This layered approach includes the most recent agreement extension with Genius Sports to establish unprecedented betting restrictions on high-risk proposition bets. Sportsbooks licensing NCAA championship data must cooperate fully with NCAA investigations, including providing access to account data, financial history and geolocation records. This will allow the NCAA to work with the sportsbooks to gather detailed account information when harassers are identified to prevent repeat offenders from continuing to place bets across platforms, increasing safeguards to protect student-athlete mental health and well-being.” (link)

Pittsburg State has begun construction on a new Outdoor Track & Field Facility, with AD Jim Johnson noting: “This was probably the last outdoor season we could even practice at the stadium and not worry about significant safety concerns like injuries to athletes. We'd done all the patch jobs we could do and were at a crossroads.” The Gorillas decided to build a new facility, with phase one to cost $10M, as opposed to spend $2M in repairs that would disrupt the Football season. The facility will include seating for 1,700 and is set to be completed in March 2026. Mammoth Sports Construction will handle the project. (link)

National Association of College and University Business Officers (NACUBO) reports the first-time undergraduate tuition discount rate at private nonprofit schools reached an all-time high in 2024-25 at 56.3%, while the discount rate for all undergraduates came in at 51.4%. More from Higher Ed Dive’s Natalie Schwartz: “In recent years, more than half of institutional aid has been funded through undedicated sources, according to NACUBO’s report. That includes foregone tuition revenue, general funds and unplanned donations. The next largest source has come from institutional reserves, followed by endowment earnings and planned gifts and fundraising activities. […] Yet net tuition revenue is expected to decline in the current academic year by 0.8%. Last year, it rose 4.8% after accounting for inflation, and it has risen in all but three years over the past decade.” (link)

The Department of Education will launch this year’s FAFSA on October 1, marking the first time since 2022 the form is released by its traditional deadline date. The department will also repeat a new beta-testing period that was piloted last fall. Officials plan to gradually roll out the FAFSA to a limited number of school districts and college-access organizations starting in August and will begin sending test Institutional Student Information Records to colleges at the same time.
