And the reason I did it was because it just seemed to make sense to me. I mean, things have changed a lot over the course of the past few years and this whole issue of name, image and likeness has too. I remember 15 years ago, maybe even 20, when the internet first became kind of a thing, there was a kid, he was probably a teenager who lived a few towns over from us who was on YouTube writing all these really hilarious original songs and he's gone on to become pretty famous. He's a guy named Bo Burnham and he's made a bunch of pretty interesting movies. But this is when he was young, and eventually he had like 100,000 followers on YouTube and people started buying ad space on his site. And I think it just took a lot longer for college sports to adopt something that was going on with young people across almost every other kind of commercial thing you could think of. And I just looked at it and said, ‘These seem very similar to me. I don't know why we can't figure out a way to play in this space.’” (link)

The DI Council adopted expedited legislation to change the first contest date for FCS programs, starting in the 2026 season. Moving forward, FCS programs will be able to compete in 12 regular-season games every year, with the regular season starting 13 weeks before the FCS championship selections date. Additionally, the council “did not oppose the change” to set a straightforward 32-game maximum contest limit in basketball. The new limitation will begin with the 2026-27 season. The council also voted to introduce proposals that, if also supported by DII and DIII, would establish NCAA championships for women's stunt and women's acrobatics and tumbling; introduced a proposal to add women's flag football to the Emerging Sports for Women program following recommendations from the Committee on Women's Athletics and the Strategic Vision and Planning Committee; and voted to separate the scoring at the fencing championships to recognize champion teams in both men's and women's fencing. U.S. Senator Rand Paul (R-KY) has introduced the Collegiate Sports Integrity Act, “legislation to restore free-market principles to college athletics by exempting intercollegiate athletic conferences, associations, and participating schools from federal antitrust laws,” according to a release from Paul’s office, which adds: “By removing these restrictions, the Collegiate Sports Integrity Act allows schools and student-athletes to voluntarily negotiate fair, flexible agreements that reflect their own values – not a federal mandate. … The legislation comes amid growing legal uncertainty following a wave of rulings, including a December 2024 decision striking down NCAA eligibility rules and a June 2025 settlement opening the door to direct payments to athletes. Rather than allowing a patchwork of court-imposed mandates, the bill reasserts the primacy of freedom of contract in higher education athletics.” Paul: “This is about economic liberty. College athletes and schools should be free to come to the table and make their own deals – without unelected judges micromanaging every detail. Whether it’s compensation, eligibility, or academic standards, Washington shouldn’t be calling the plays.” (link)

Texas State officials have informed the Sun Belt they expect an offer from the Pac-12 in the “near future,” according to ESPN’s Pete Thamel, who reports the “talks between Texas State and the Pac-12 have intensified in the last 24 hours. A formal offer from the Pac-12 to Texas State has yet to be delivered, but is anticipated soon. Pac-12 officials have also alerted the Sun Belt of the talks with Texas State, which has been the heavy favorite to join the league for months. An offer has been expected this week because Texas State’s exit fee to join the Pac-12 for 2026 doubles from $5M to $10M on July 1.” (link)

The Daily News-Record’s Shane Mettlen and Catie Harper report that “Sun Belt officials have discussed among themselves since early in the 2024-25 academic year what the next move should be if Texas State were to leave.” James Madison AD Matt Roan says league officials have spoken "probably a little bit more informally, like peer to peer. I kind of go all the way back to the fall and there was discussion during the fall semester if Texas State could make the move then. We have been in a little bit of a wait-and-see mode since that time. There’s really not been a discussion that I’ve been involved in, in a formal capacity, that Texas State has not been in the room for. Obviously, you’re not going to talk about Texas State as far as realignment goes when they are in the room.” If there is an opening in the league, ULM AD John Hartwell favors bringing in Louisiana Tech: “I know some of our fanbase will cringe about it, but I welcome the opportunity. We talk about expenses, to take a road trip to Ruston isn’t going to cost us very much. … The folks in Lafayette, Jonesboro, Arkansas, Mobile, Hattiesburg – Troy is kind of there in a tweener area – all think the exact same thing. I would say the fairly new members in our league in the states of Virginia, West Virginia, maybe even South Carolina, they like to throw a couple of other potential options out there, maybe Middle Tennessee or Western Kentucky. But I would have to say [Louisiana Tech is] the odds on favorite at this point.” (link)

Florida AD Scott Stricklin says of the overhaul to Ben Hill Griffin Stadium: “I can tell you that from a fan standpoint you’re going to have the same experience in the bowl, the stadium is going to be louder, the concourses are going to be wider, they’ll have more and better concessions, more and better restrooms, the outside’s going to look a lot more unified, the video boards will be bigger, they’ll be wider, you’ll have more square footage, you’ll have more ribbon boards, you’ll have better audio and sound. Everything that touches a fan they’ll be able to enjoy. There will be a new structure built to accommodate some of the seat loss that the ADA code will impact. But it’s going to be the most ambitious project in the history of college athletics. And I think it’s going to be a model – once we accomplish it – that all these schools that have 100-year-old stadiums are going to come look at and try to figure out how we did it, because I think it’s going to be really impactful and it’s something Gators are going to feel really good about for a long time.” (link)

Marquette AD Mike Broeker says revenue-sharing is a “disruption” unlike anything he’s seen in 22 years, “but the one constant is we really understand as a university how important this program is to driving the university forward. We talk about momentum like crazy right now, when you look at all the things that are happening – there’s a number of amazing things happening on our campus. But I also know that over the past four years that program has helped drive and change be a catapult or a lift for a lot of those things. So that cultural understanding of how basketball can shape a better Marquette for the future, that predates me. So it just causes us to harden our focus on that. Make sure we’re doing it in a sustainable way." Broeker also acknowledges that the absence of football presents an opportunity for the Big East in basketball, “but we have to create the resources to do that. We just can’t rely on asking a single group or a university to do it. We’ve got to be thoughtful. We got to be creative. And some of that might be creative together. What are some value-add things we can do as a league to help drive additional resources?” The Golden Eagles will share revenue with men’s basketball, women’s basketball and volleyball, and when asked how the percentages will break down, Broeker replies: “I would say, much like anything, basketball drives revenues, about 98% of what we do. So we’re going to be competitive first and foremost in basketball at an elite level. Then we’re competitive amongst our peer groups in volleyball and women’s basketball. Texas A&M plans to trim its budget by $10M in light of the House settlement, according to the Austin American-Statesman’s Tony Catalina, who cites a fact sheet provided by Aggies AD Trev Alberts. Catalina explains the cuts “will come from about $1M in decreased expenses tied to the number of student-athletes; more than $2M in cuts for sports teams (roughly 2-8% budget reduction); nearly $4M, or more, in cuts to department administrative staff, department support and team support staff; and moving away from the $1.8M provided in Alston Awards. The fact sheet shows a yet-to-be-determined line-item reduction" in disbursements to the 12th Man Foundation,” and “analysis is also pending on ‘admin operational savings,’ which are budget cuts for support staff.” (link)

Here’s Indiana AD Scott Dolson on the Hoosiers’ approach to revenue sharing: “For right now, we’re just looking at straight revenue share. We’re not adding new scholarships. We’re keeping it simple, following the revenue.” While declining to go into exact figures, Dolson estimates IU will commit 70-75% of that budget to football and 20% to men’s basketball with women’s basketball and volleyball receiving the lion’s share of what remains. “We really have got Year 1 laid out, and then certainly there are projections for Year 2. Following the trends you read around the country, we’re close. We don’t really know exactly what everybody’s doing, but you have a feel for it. You want to be competitive in the marketplace.” (link)

Florida Gulf Coast is opting into the House settlement, and Eagles AD Colin Hargis explains how the department will approach sharing revenue: "We don't have football here…but with that, it gives us more flexibility. We can have those conversations with our coaches across every single program and say what could it look like? What do you need? What type of priority is it or is it not? And we have that ability to develop a formula to support each individual program if they chose to if that's a priority for our coaches.” Regarding the roster limits, Hargis says: “Our roster limit total student-athletes, I believe, was going to be around 260. And prior to that we were at 269. So again you're talking nine student athletes across 15 programs. So not a huge impact. But with the grandfathering, that's still fluid.” Scholarship expenses, however, are expected to increase by 40%. (link)

The IRS has released a new exempt organization technical guide on disqualifying and non-exempt activities, inurement and private benefits, according to James Moore & Co. The Wall Street Journal’s Jessica Mendoza sits down with NCAA President Charlie Baker, who talks about how payments will be regulated in the rev-share era, how the House settlement could reshape college sports, the impact of Title IX and more. On whether student-athletes can still be called amateurs in the rev-share era, Baker responds: “I never really liked that word very much, to tell you the truth. I prefer thinking about them as students who play sports. And, by the way, we've eliminated about 153 bylaws so far that deal with this question about amateurism, which was done contingent on the settlement being approved. And there's a bunch of others now that it's been approved that we'll be taking a look at as well. I would much rather have us focusing on what I would describe as, and I think this is where the settlement's going to take us, where we're worrying about things like having a really robust injury surveillance program, having a real robust program around mental health and health and well-being, having a really robust program around academic performance, having a robust program around sports betting, which by the way, as a health and well-being and a mental health issue is really big issue for kids in big-time college sports. I would much rather have us focusing on that stuff and less on this argument about what's an amateur.” Full podcast. (link)

Extra Points publisher Matt Brown reports Southern Utah and Utah Tech will move from the WAC to the Big Sky, with Yahoo’s Ross Dellenger adding: “Per sources, the ASUN & WAC are forming an ‘alliance,’ where 5 FB-playing ASUN members will move in 2026 into the WAC, which will then rebrand as United Athletic Conference. […] The departure of the Utah schools + addition of 5 ASUN schools brings the United Athletic Conference in 2026 to 8 members, seven of them playing football: Tarleton, Abilene Christian, UT-Arlington, Eastern Kentucky, North Alabama, Austin Peay, Central Arkansas & West Georgia. The ASUN will be left with seven more like-minded basketball-centric schools. Those members include Bellarmine, Lipscomb, Queens, Jacksonville, North Florida, Stetson and Florida Gulf Coast. Business of College Sports’ Kristi Dosh explains that “it was brought to my attention last week that a company (identified as Phoenix TF LLC in its contract) is offering to buy the back pay claims athletes have under the House settlement in exchange for receiving cash now. I have reviewed a copy of the contract and sent it to a half dozen or so of my fellow attorneys. The big pro? You don’t have to wait through appeals and risk it getting overturned or your amount decreasing. The big con? The athletes I spoke with who have received contracts with the company are being offered approximately $0.10 on the dollar. That means if the amount you are estimated to be receiving in back pay is $150K, you’re only getting $15K if you decide to cash out now with this company.” Stevens & Lee, P.C. attorney Ryan Mulvaney tells Dosh the practice of buying claims is common in bankruptcy cases where the creditors stand to lose a lot because of the debtor’s bankruptcy, but Dosh notes that “unless you have an immediate and urgent need for the money, you are not in this situation right now as an athlete due back pay from the House settlement.” Mulvaney adds: “Athletes should not be sold on fear, uncertainty and timing about the settlement and pending appeals. … I would not advise my clients to sign the deals. First, you’ve waited this long – what’s another few months after briefing is submitted for appeals to run their course? Not to mention, you’re selling your existing claim for pennies on the dollar. Understanding that financial circumstances are different for each person, entering into these types of agreements for little value in return on the claim makes little sense to me. I’m also concerned that athletes are selling their claims for the short money – you played, however, for your right to and earned the long money.” (link)

SMU AD Damon Evans says of his vision for the Mustangs’ athletic facilities: “This place needs to be the Ritz Carlton or the Four Seasons. That’s just how I feel about it, and that’s what I’ll strive to do for our fan base.” Despite having just upgraded the $100M Garry Weber End Zone Complex at Ford Stadium last year, Evans envisions more upgrades: “I love our stadium. I think it’s an unbelievable stadium. But I’m not gonna sit here and mince words. Do we need some upgrades to the stadium in the future? Yeah, we do. We’ve got to take a hard look and assess what’s most appropriate for us. … You want to create this experience people want to come back to. I want to create ‘FOMO’ here. This is the place to be and be seen. In how we’re set up in a small, quaint, boutique stadium, I want it to be first-rate from a customer-service perspective. I want it to be first-rate from a food perspective. I want it to be first-rate from an amenities perspective. I want when you walk into Ford Stadium for you to be blown away.” While not saying specifically whether upgrades to Moody Coliseum were imminent, Evans does note: “If you sit back and wait too long, before you know it, facilities can become old and tired looking. I don’t want that to happen to us. I don’t want our student athletes and our coaches to feel like they don’t have top-notch facilities or resources.” (link)

SMU also names Maryland Senior Deputy AD/COO Colleen Sorem as Executive Deputy AD. Sorem will serve as the Chief Administrative Officer for SMU Athletics and lead and manage all administrative operations for the department budget. In addition, Sorem will be responsible for Human Resources, Legal Affairs and will assist with day-to-day operations for athletics. She will also evaluate revenue streams and provide strategic financial guidance. (link)

Ohio State saw a slight uptick in men’s basketball attendance last year, ending a three-year trend of diminishing figures, but still ranked ninth in the Big Ten with an average announced crowd of 11,578. Buckeyes AD Ross Bjork says he’s aware of the sense of apathy creeping in: “Yeah, we sense that. We know we can be better. We know the atmosphere can be better. It's all about (on-court) consistency. The fans…when they come to a game, they're going to expect consistency in the performance. … What we have to do is, separate from the game itself, have the atmosphere in [Value City Arena at] the Schott[enstein Center] just be better again. We've got to just make Ohio State basketball exciting and fun. Of course, winning helps, and that's a great marketing plan, but at the same time, there are some elements that I think that we can do that make the atmosphere better.” He adds that “I think [the arena] has some good, really, really good bones to it. Now we just need to tweak around the edges, and I think we can make it a lot better.” The Columbus Dispatch’s Adam Jardy notes that removing hockey from the arena would open up some new seating possibilities, and Bjork points out that “we definitely need and we're pursuing a new ice hockey arena that would be 4,000-5,000 seats that would be for men's and women's (hockey). Once you get that project off the ground, then that's where you can really look at, ‘OK, what happens?’” (link)

The AP’s Eric Olson reports that the “professionalization of college sports has prompted concern among team physicians that they will be exposed to a greater risk of being sued by athletes who claim a poor outcome from treatment caused them to lose future earnings. Before July 2021, when college athletes were cleared to be compensated by third parties for the use of their name, image and likeness, such lawsuits would have been virtually unwinnable.” Now, Big Ten CMO/USCAH President/CEO James Borchers says, it’s just a matter of time: “The complexity for the clinician is going to be significant. I do think there are people who are going to evaluate this and say, ‘I didn’t sign up for an 18-year-old making a million dollars and then saying the decision I make affected their ability to make money.’ I think you may see people say this isn’t for me.” Cincinnati Head Team Physician Jon Divine tells Olson Big 12 team doctors and university general counsels are discussing whether they should increase their liability insurance limits, perhaps to $2M or $6M or more, adding: “I’ve probably ordered more MRIs than I ever have in 25 years in the last two years. It’s to make sure we’re getting it right for the (coaching) staff, for the kids, for the kid’s family. There’s that much more riding on it.” More. (link)

Navy officially introduced AD Michael Kelly yesterday, who explained how his past experiences have prepared him for this role: “I think the job at the ACC (as Senior Assoc. Commissioner) and then also my job at the CFP (as COO) kind of helps me – not only helps us navigate major business deals as it relates to where we might move Army-Navy, where we put Navy-Notre Dame, things of that nature because that’s kind of what I was involved in. And then certainly the whole television aspect of it. How can we maximize the value of the tradition and the excellence of Navy football and really all Navy sports?” For this week, Kelly says it’s been “all about meeting as many people as I possibly can here internally and certainly talking to donors and sponsors and others, too. So that’s really what I’m focused on this week, to just introduce myself, tell them how excited I am to be here and being able to be ready, spending this whole month mainly focused on that so we can hit the ground running when the true summer camps start and getting ready for what I expect will be a very successful fall for Navy football and for all of our fall sports.” Regarding Kelly's selection, outgoing Midshipmen AD Chet Gladchuk explained that “in the final analysis, it was across the board – the farther we got, the closer we got to a decision, it became clearer and clearer and clearer that there was one gentleman that just absolutely stood out amongst all. JohnCanzano.com’s eponymous publisher is being told by sources to “keep an eye on Warner Bros. Discovery as a possible player as the new-look Pac-12 Conference’s media rights packages,” adding: “TNT Sports (TNT, TBS, truTV, and Max) will air more than 65 regular-season Big East basketball games starting next season. I asked a long-time media-world executive what he thought of marrying some Pac-12 basketball to that deal. He said, ‘Big East/Pac-12 doubleheaders would be a good combo.’” Canzano also points out that WBD “recently lost the NBA rights. It hasn’t traditionally played in the college space, other than the NCAA Tournament. It now has some college football games, NASCAR, professional wrestling, and some regular-season MLB games. I’m told that WBD and the Pac-12’s media consultant, Octagon, have been in discussions.” Canzano also reports that St. Mary’s officials “have been told by the Pac-12 that possible basketball additions will be considered after it finalizes the addition of at least one more full-time member and inks the media rights deal.” Meanwhile, Canzano is “cooling my jets on the ESPN front. The network grabbed two Oregon State football games as part of the 2025 TV deal. I’ve wondered for a while if ESPN might come in with some regular ‘Pac-12 After Dark’ games in 2026 and beyond, but that late-night inventory is likely to land with another partner, per a source.” (link)

Florida State has extended its partnership with Navigate and will begin the new arrangement with a “high-level leadership summit focused on aligning stakeholders across campus and athletics around FSU’s future in a rapidly evolving collegiate landscape.” The next phase of the partnership will also focus on “operationalizing long-term strategy through several initiatives, including: FSU Forward – an institution-wide alignment summit focused on future-proofing FSU’s athletic and academic goals and navigating potential future changes to the collegiate athletics ecosystem; Value of Athletics – quantifying the broader marketing and institutional impact of FSU Athletics; Brand Building – strategies to maximize visibility and viewership through media exposure; benchmarking & forecasting – Identifying peer benchmarks and the most promising areas for future growth; and Fanbase Understanding – conducting a deep, data-informed segmentation analysis of FSU fans.” (link)

The Department of Education will launch this year’s FAFSA on October 1, marking the first time since 2022 the form is released by its traditional deadline date. The department will also repeat a new beta-testing period that was piloted last fall. Officials plan to gradually roll out the FAFSA to a limited number of school districts and college-access organizations starting in August and will begin sending test Institutional Student Information Records to colleges at the same time.
