Big 12 Commissioner Brett Yormark reiterates his support for the 5+11 College Football Playoff format: “I think earning it on the field is critically important. I think that’s what’s fair. I think it’s what the fans want. … It’s going to be a discussion that the CFP Management Committee has throughout the summer months. We’re in no rush. We do have a bit of a deadline late next fall, but I think between now and then we’ll look at the data, we’ll continue to vet out different possibilities, but I’m for fairness, and I’m for winning it on the field.” (link)

Arizona State AD Graham Rossini expects ASU to end up with more than 7,500 new football season tickets, which would bring the overall total to its highest level in over a decade. Rossini also says the Sun Devils have no plans to eliminate any of their 26 varsity sports and says the department is not planning to disclose the sport-specific breakdown of how the $18M in revenue sharing will be distributed, though football and men’s basketball will be the primary recipients. ASU would likely begin its multiyear renovation of Desert Financial Arena following next May’s graduation ceremonies, and Rossini says more specifics on the renovation plans are expected to be released soon. Rossini on men’s basketball: “I believe in Bobby Hurley. I know his back is against the wall” with only one returning player and one year left on his contract. Rossini explains that he likes the effort Hurley and the staff made to build a team-centered roster with more older players and acknowledges that Hurley knows ASU needs to be more successful next season; however, he didn’t provide a specific bar that needs to be cleared for him to continue beyond next season. Arizona AD Desireé Reed-Francois says of the recently announced Bear Down Blueprint: “We have 504 young people we have the privilege of impacting their lives at the most important time. There’s going to be challenges. This is not perfect, this settlement, but we have great progress and, with that, we are going to continue to see this evolution, and that’s why the Bear Down Blueprint has the accountability and the ability for us to adapt. … In the ‘90s and early 2000s, we were Top 10 in the (Learfield) Director’s Cup and we’ve fallen. We’re in the 50s now. That’s not who we are. We need to get back to excellence across the board.” That said, Reed-Francois notes that “our Olympic sports we take a lot of pride in and we are never going to deviate from that, but we also need to make sure that we are positioning football, men’s basketball, women’s basketball, baseball, softball, those sports that are more revenue producing that others are competing at the highest levels. For us to fund the rest of our sports, we need those revenue sports competing and succeeding at a high level.” (link)

Extra Points’ Matt Brown shares what he knows about what’s happening with the Big Sky, WAC, and Atlantic Sun and reports that “multiple industry sources with direct knowledge of both conferences’ thinking told me on Wednesday that the UAC and ASUN are expected to look at adding additional members in the near future. Specifically, I’m told that the UAC will at least attempt to add other institutions from the Southland Conference. I’m told the potential candidate pool for the ASUN includes both current DI institutions and institutions currently competing in DII. Both leagues now have a more defined footprint and institutional makeup, which should make future membership searches a little more clear.” While the leagues will operate separately with their own championships and NCAA AQs, Brown notes the “current thinking moving into 2026 is that the UAC and ASUN will also look to share at least some administrative resources. That could theoretically mean the two conferences would share some communications or compliance staff, or consolidate some of their software and equipment purchases. … There are still kinks to work out, like exactly what the governance structure will look like. … But the hope among league members is that the split will make day-to-day league governance simpler, provide new value for current and future league members, make realignment decisions easier and give everybody a bit more flexibility.” (link)

PayPal has signed multiyear partnerships with the Big Ten and Big 12 to serve as each league’s official system to share revenue with student-athletes. The Big 12 deal is reportedly worth $100M over five years. SBJ’s Ben Portnoy notes PayPal will also become a preferred payment partner for tuition payments at select schools. Also from Portnoy: PayPal subsidiary Venmo has also been tabbed the presenting partner of the Big Ten Rivalry Series – a sponsorship play that will include branding across a slew of Big Ten football and men’s and women’s basketball games. Venmo, too, will serve as the official partner of the Big 12 – spanning football, basketball and Olympic sports championships on the men’s and women’s side.” (link, link); PayPal CEO Alex Chriss tells CBS’ Brandon Marcello the company is also in discussions with other conferences to become their partners for revenue-share payments. Illinois AD Josh Whitman remarked during today’s roundtable that the Illini have no appetite for private equity but have been approached. The department is exploring other ways to fully maximize their capacity to make revenue to boost the athletics department. Whitman also indicated he does expect the House settlement to work, adding: "Failure can't be an option in this instance." While he did not share specific scholarship figures for each sport, Whitman noted the Illini will make "significant scholarship investment in every sport we sponsor." The rev-share breakdown will not exactly align with the 75/15/5/5 model some schools are using but will come close to it. 98% of revenue-share will go to football, basketball, women's basketball and volleyball. Whitman explained the charge to the College Sports Commission is to "investigate fast and punish hard." Put another way, per Whitman: “Work fast and swing a big hammer." The Illini brought in a record $190M of revenue this fiscal year, with a record $17.6M in ticket revenue. More from 247Sports’ Jeremy Werner. (link)

Illinois will also invest more than $9M in a new wireless internet system at Memorial Stadium for the 2025 football season, with planning underway for numerous other upgrades. Specifically, the Illini are scheduled to upgrade all Memorial Stadium videoboards for the 2026 season. The stadium's main videoboard above the south end zone and both the east and west ribbon boards will be enhanced, along with a new board that will be installed above the north end zone student section. In all, a total of 19 new video displays will be featured throughout Memorial Stadium. Also for 2026, a new sound system will feature a main speaker above the new south videoboard and 20+ new speakers throughout the stadium. The LED lighting system will provide an upgraded experience for fans, student-athletes, and those watching on television. Illini AD Josh Whitman: “Over the last five years, DIA has made a dedicated investment in Memorial Stadium, one of the state's most historic and storied venues, including over $20M in current and completed infrastructure upgrades. Over the next two seasons, we are excited to continue those efforts by adding wireless internet for the use, convenience, and enjoyment of our fans, along with new and enhanced videoboards, sound, and LED lighting." The Lesters wish to recognize the 2023 national champion football team by naming the new lounge area The Team 144 Players Lounge established by the Matthew and Nicole Lester Family. Bowling Green has received a $2M gift from alumnus and Wilcox Financial/Wilcox Sports Management Founder/Chairman/CEO Mike Wilcox and his wife, Jan, to endow the Football HC position and support a facility project. Mike and Wilcox Financial/Wilcox Sports Management are industry leaders in supporting and representing coaches and administrators across college athletics in all stages of their careers. Their commitment speaks volumes about their service and support to this University, our athletics department and its coaches and staff over the years.” (link)

+ Colorado is partnering with Two Circles to launch “Buffs Premier,” a fan engagement platform and membership program owned and operated by the CU athletic department to “tap into a subset of fans that might not previously have donated at the levels traditionally activated on via booster club models,” according to SBJ’s Ben Portnoy. Two Circles EVP Nick Garner: “Schools can’t really steward a donor that’s not spending, call it $5K or $10K. That cuts out like 90% of their fan base and that 90% the only way they’re engaged, typically, is through buying a ticket or buying a piece of merch from the school. But there’s no real direct engagement. Now that these schools are essentially on the hook to compensate athletes and looking for revenue sources, this is an opportunity to also utilize the student athlete to engage with the fan.” Buffs Premier will cost fans a minimum of $39.99 monthly at the “Black” level, with more significant packages and deliverables at higher price points for the “Silver” and “Gold” levels. More from The Wall Street Journal’s Jessica Mendoza’s chat with NCAA President Charlie Baker as he talks about how he came to embrace NIL and explains that “after I'd been at the NCAA for about six months, I put out a position paper that basically talked about this idea of having schools purchase NIL rights from their student-athletes. And the reason I did it was because it just seemed to make sense to me. I mean, things have changed a lot over the course of the past few years and this whole issue of name, image and likeness has too. I remember 15 years ago, maybe even 20, when the internet first became kind of a thing, there was a kid, he was probably a teenager who lived a few towns over from us who was on YouTube writing all these really hilarious original songs and he's gone on to become pretty famous. He's a guy named Bo Burnham and he's made a bunch of pretty interesting movies. But this is when he was young, and eventually he had like 100,000 followers on YouTube and people started buying ad space on his site. And I think it just took a lot longer for college sports to adopt something that was going on with young people across almost every other kind of commercial thing you could think of. And I just looked at it and said, ‘These seem very similar to me. I don't know why we can't figure out a way to play in this space.’” (link)

The DI Council adopted expedited legislation to change the first contest date for FCS programs, starting in the 2026 season. Moving forward, FCS programs will be able to compete in 12 regular-season games every year, with the regular season starting 13 weeks before the FCS championship selections date. Additionally, the council “did not oppose the change” to set a straightforward 32-game maximum contest limit in basketball. The new limitation will begin with the 2026-27 season. The council also voted to introduce proposals that, if also supported by DII and DIII, would establish NCAA championships for women's stunt and women's acrobatics and tumbling; introduced a proposal to add women's flag football to the Emerging Sports for Women program following recommendations from the Committee on Women's Athletics and the Strategic Vision and Planning Committee; and voted to separate the scoring at the fencing championships to recognize champion teams in both men's and women's fencing. U.S. Senator Rand Paul (R-KY) has introduced the Collegiate Sports Integrity Act, “legislation to restore free-market principles to college athletics by exempting intercollegiate athletic conferences, associations, and participating schools from federal antitrust laws,” according to a release from Paul’s office, which adds: “By removing these restrictions, the Collegiate Sports Integrity Act allows schools and student-athletes to voluntarily negotiate fair, flexible agreements that reflect their own values – not a federal mandate. … The legislation comes amid growing legal uncertainty following a wave of rulings, including a December 2024 decision striking down NCAA eligibility rules and a June 2025 settlement opening the door to direct payments to athletes. Rather than allowing a patchwork of court-imposed mandates, the bill reasserts the primacy of freedom of contract in higher education athletics.” Paul: “This is about economic liberty. College athletes and schools should be free to come to the table and make their own deals – without unelected judges micromanaging every detail. Whether it’s compensation, eligibility, or academic standards, Washington shouldn’t be calling the plays.” (link)

Texas State officials have informed the Sun Belt they expect an offer from the Pac-12 in the “near future,” according to ESPN’s Pete Thamel, who reports the “talks between Texas State and the Pac-12 have intensified in the last 24 hours. A formal offer from the Pac-12 to Texas State has yet to be delivered, but is anticipated soon. Pac-12 officials have also alerted the Sun Belt of the talks with Texas State, which has been the heavy favorite to join the league for months. An offer has been expected this week because Texas State’s exit fee to join the Pac-12 for 2026 doubles from $5M to $10M on July 1.” (link)

The Daily News-Record’s Shane Mettlen and Catie Harper report that “Sun Belt officials have discussed among themselves since early in the 2024-25 academic year what the next move should be if Texas State were to leave.” James Madison AD Matt Roan says league officials have spoken "probably a little bit more informally, like peer to peer. I kind of go all the way back to the fall and there was discussion during the fall semester if Texas State could make the move then. We have been in a little bit of a wait-and-see mode since that time. There’s really not been a discussion that I’ve been involved in, in a formal capacity, that Texas State has not been in the room for. Obviously, you’re not going to talk about Texas State as far as realignment goes when they are in the room.” If there is an opening in the league, ULM AD John Hartwell favors bringing in Louisiana Tech: “I know some of our fanbase will cringe about it, but I welcome the opportunity. We talk about expenses, to take a road trip to Ruston isn’t going to cost us very much. … The folks in Lafayette, Jonesboro, Arkansas, Mobile, Hattiesburg – Troy is kind of there in a tweener area – all think the exact same thing. I would say the fairly new members in our league in the states of Virginia, West Virginia, maybe even South Carolina, they like to throw a couple of other potential options out there, maybe Middle Tennessee or Western Kentucky. But I would have to say [Louisiana Tech is] the odds on favorite at this point.” (link)

Florida AD Scott Stricklin says of the overhaul to Ben Hill Griffin Stadium: “I can tell you that from a fan standpoint you’re going to have the same experience in the bowl, the stadium is going to be louder, the concourses are going to be wider, they’ll have more and better concessions, more and better restrooms, the outside’s going to look a lot more unified, the video boards will be bigger, they’ll be wider, you’ll have more square footage, you’ll have more ribbon boards, you’ll have better audio and sound. Everything that touches a fan they’ll be able to enjoy. There will be a new structure built to accommodate some of the seat loss that the ADA code will impact. But it’s going to be the most ambitious project in the history of college athletics. And I think it’s going to be a model – once we accomplish it – that all these schools that have 100-year-old stadiums are going to come look at and try to figure out how we did it, because I think it’s going to be really impactful and it’s something Gators are going to feel really good about for a long time.” (link)

Marquette AD Mike Broeker says revenue-sharing is a “disruption” unlike anything he’s seen in 22 years, “but the one constant is we really understand as a university how important this program is to driving the university forward. We talk about momentum like crazy right now, when you look at all the things that are happening – there’s a number of amazing things happening on our campus. But I also know that over the past four years that program has helped drive and change be a catapult or a lift for a lot of those things. So that cultural understanding of how basketball can shape a better Marquette for the future, that predates me. So it just causes us to harden our focus on that. Make sure we’re doing it in a sustainable way." Broeker also acknowledges that the absence of football presents an opportunity for the Big East in basketball, “but we have to create the resources to do that. We just can’t rely on asking a single group or a university to do it. We’ve got to be thoughtful. We got to be creative. And some of that might be creative together. What are some value-add things we can do as a league to help drive additional resources?” The Golden Eagles will share revenue with men’s basketball, women’s basketball and volleyball, and when asked how the percentages will break down, Broeker replies: “I would say, much like anything, basketball drives revenues, about 98% of what we do. So we’re going to be competitive first and foremost in basketball at an elite level. Then we’re competitive amongst our peer groups in volleyball and women’s basketball. And we’re going to try to grow that, because we think those are programs that can have real strategic return for us in the future.” More from Broeker’s Q&A with the Milwaukee Journal Sentinel’s Ben Steele. Texas A&M plans to trim its budget by $10M in light of the House settlement, according to the Austin American-Statesman’s Tony Catalina, who cites a fact sheet provided by Aggies AD Trev Alberts. Catalina explains the cuts “will come from about $1M in decreased expenses tied to the number of student-athletes; more than $2M in cuts for sports teams (roughly 2-8% budget reduction); nearly $4M, or more, in cuts to department administrative staff, department support and team support staff; and moving away from the $1.8M provided in Alston Awards. The fact sheet shows a yet-to-be-determined line-item reduction" in disbursements to the 12th Man Foundation,” and “analysis is also pending on ‘admin operational savings,’ which are budget cuts for support staff.” (link)

Here’s Indiana AD Scott Dolson on the Hoosiers’ approach to revenue sharing: “For right now, we’re just looking at straight revenue share. We’re not adding new scholarships. We’re keeping it simple, following the revenue.” While declining to go into exact figures, Dolson estimates IU will commit 70-75% of that budget to football and 20% to men’s basketball with women’s basketball and volleyball receiving the lion’s share of what remains. “We really have got Year 1 laid out, and then certainly there are projections for Year 2. Following the trends you read around the country, we’re close. We don’t really know exactly what everybody’s doing, but you have a feel for it. You want to be competitive in the marketplace.” (link)

Florida Gulf Coast is opting into the House settlement, and Eagles AD Colin Hargis explains how the department will approach sharing revenue: "We don't have football here…but with that, it gives us more flexibility. We can have those conversations with our coaches across every single program and say what could it look like? What do you need? What type of priority is it or is it not? And we have that ability to develop a formula to support each individual program if they chose to if that's a priority for our coaches.” Regarding the roster limits, Hargis says: “Our roster limit total student-athletes, I believe, was going to be around 260. And prior to that we were at 269. So again you're talking nine student athletes across 15 programs. So not a huge impact. But with the grandfathering, that's still fluid.” Scholarship expenses, however, are expected to increase by 40%. (link)

The IRS has released a new exempt organization technical guide on disqualifying and non-exempt activities, inurement and private benefits, according to James Moore & Co.
