+ Bethany (WV) VP for Enrollment and Athletics Brian Sansom will depart after nine years with the college, effective today. Sansom transitioned to the VP role in October after two and a half years as AD. “It’s time for a new adventure. From Head Coach to Assistant AD, Director of Athletics, & most recently VP for Enrollment & Athletics—I’m incredibly proud of the journey and the people who made it so meaningful! More from NCAA President Charlie Baker’s Q&A with The Wall Street Journal’s Jessica Mendoza. When asked about Title IX’s impact related to the House settlement, Baker points out that “one of the things this settlement does is it gets rid of the limits on scholarships that have been in place historically, which have dramatically underserved a lot of college student-athletes. So I mean, almost I would expect coming out of this, there will be thousands and thousands of women playing college sports who will be scholarshiped in the future who weren't scholarshiped in the past.” In regards to a congressional solution, Baker explains he’s “looking for limited liability so that we can make and enforce rules around certain things like academic performance and eligibility. There are a lot of folks in Washington when I've talked to them about this issue around eligibility and around the four years to play five. And the fact that you now have a lot of people who are looking to basically break that through the courts and to have a standard that basically says there is no limit to how long you can play, which would be, I think, a terrible thing to do for all the kids who come after the kids who are playing now.” Full podcast. The NCAA spent $62.2M on outside legal counsel during FY24, “bringing its total legal expenditures to over half a billion dollars (unadjusted for inflation) since Ed O’Bannon filed his landmark antitrust case in July 2009,” according to Sportico’s Daniel Libit, who adds the NCAA “reported $1.29B in total revenue, reflecting a 3% increase from the prior fiscal cycle. But after accounting for liabilities, the organization ended the year with a net asset deficit of $1.97B and total liabilities exceeding $3B.” Additionally, the NCAA distributed $688,257,173 in grants and assistance to 1,185 colleges, universities and athletic conferences. TV rights remained the primary revenue driver, generating $948.4M, while championships and the NIT contributed another $263.2M. Libit also reports that at the close of FY24, the NCAA employed 619 full-time staff members, up from 591 the previous year but still below pre-pandemic levels. The NCAA’s highest-paid independent contractors were all law firms, with the top five in FY24 as follows: Wilkinson Stekloff: $11,036,245; Barnes & Thornburg: $5,294,211; Orrick, Herrington & Sutcliffe: $4,759,416; Bryan Cave: $3,652,193; and Latham & Watkins: $3,553,943. With DI seeking to enact a new governance structure, the Championships Committee explored how DIII will handle playing rules changes and is looking at a joint DII/DIII Playing Rules Oversight Panel and sport-specific committees while maintaining the current federated rules process. The committee also received an update on National Collegiate Championships as the association is having internal discussions around a new stability policy that would require a minimum of two National Collegiate Championships to have taken place after a vote has been passed before a division-specific championship begins, which would provide time to “properly budget for the championship, coordinate the administration of the new championship and allows the membership time to schedule their regular-season contests and postseason tournaments accordingly.” The group sought clarification on the meaning of having top seeds “protected,” as that is only intended to ensure they will not play other top seeds and have no guarantee to host. Also of note, the DII and DIII Women’s Lacrosse Committees will work with the DI committee around the idea of joint championships, similar to those for Men’s Lacrosse. Full report. (link)

New Howard Payne AD Adam Bright was introduced on Wednesday. Bright’s vision for HPU: “There's no reason we can't become the model Division III school in the state of Texas when you come and look at what's going on. I think an ultimate goal for us is to have schools come here and ask, 'What's the secret sauce?' And for us to be able to simply say we love the Lord and we love our kids and that's our secret sauce and we're going to find a whole lot of success along the way.” Further: “We can't become who we want to be by remaining who we are. We've got to go through, do the dirty work, do the things that are uncomfortable, and have those growing pains because we're going to get there. We will not leave a stone unturned. We will go find excellence. We will achieve excellence, but in all of it, we'll be champions for Christ in what we do.” One key item Bright and the Yellow Jackets will work to improve: “We're going to reimagine what game days look like. It needs to be an experience to come. It needs to be something you look forward to. Saturday there's a ball game, I want to be there. I don't want to miss it because they're going to do something else I've never seen before. I've got a history in Minor League Baseball, where, if you've been to a minor league game lately, you know it's more than just the game. You don't go to watch bad baseball. You go because they're doing crazy stuff and having fun. We need to do the same thing here. We need to make sure that we reimagine our game days. You want to be there, but along with that, we need to reimagine how you get to know our student-athletes and what our social media content looks like. I want you to come to the game because you feel like you've gotten to know that student-athlete because you've seen them this week on social media, you've seen a story about them, you've seen some kind of press conference with them, you get to know our student-athletes and you want to be at a game because you feel like you need to be there to support them because you know who they are.” (link)

SBJ’s Ben Fischer notes that while the NFL is working with collegiate governing bodies on the growth of flag football, “high schools remain the linchpin of team sports in the U.S., the place where talent and traditions are developed and maintained to the benefit of the pro leagues. And until very recently, girls were simply shut out of football altogether. Addressing that shortcoming has uncovered pent-up demand, spurring extraordinary enthusiasm. … The sanctioning debate differs in every state, but mostly, the governing bodies want to verify there is authentic interest in the sport across the state, not just in given pockets. They evaluate cost feasibility, potential conflicts with existing sports and sustainability of maintaining the competitions. They also want to know there’s collegiate scholarships available for players who excel.” Fischer goes on to point out that “flag has a lot going for it in these conversations. Its equipment is light and cheap; its real estate needs are flexible; roster sizes are small. And if it’s a girls-only team, it can be a valuable addition to the Title IX math that’s so often challenged by gigantic, boys-only tackle football rosters. College participation is still meager, but growing. NFL VP/Head of Flag Football Stephanie Kwok tells Fischer the flag strategy must be far-reaching because scholastic sports do best when parents, administrators and students see a legitimate pipeline. Fischer: “She calls it a virtuous circle that’s being created – LA28’s successful bid to include flag football in the Olympics legitimized the sport and created an aspirational destination for girls who excel. A pro league could do the same. Furthermore, every additional collegiate program makes it easier to justify a high school program, and every new youth program creates demand for high school teams. All told, flag football participation at all ages is up nearly 14% nationwide in the last three years, according to the Sports and Fitness Industry Association.” (link)

NJCAA Chief Legal Counsel/SVP Jeff White suggests to Sportico’s Michael McCann that the NCAA should modify the GPA requirement for JUCO-to-four-year-college transfers so that it matches that for transfers between four-year schools. “Ironically enough, many NCAA members already offer guaranteed transfer opportunities to two-year students at participating two-year colleges. So participants can transfer and attend as a student, but the NCAA will not allow them to participate as a student-athlete. In the face of the enrollment cliff, the NCAA is forcing its members to turn away student-athletes that otherwise academically qualify. Make that make sense.” (link)
