NCAA EVP of Regulatory Affairs Stan Wilcox will retire on August 1 after nearly seven years with the national office. President Charlie Baker: “Stan told me shortly after I arrived at the NCAA that he would be retiring at the end of 2023. Toward the end of the year, he and I agreed that there was much to do, and it would be great if he could stay with us for a bit longer, which I really appreciated. As a result, he will be wrapping up a 40-year career as a student-athlete who played in a March Madness Final Four; an administrator and manager who served at the school, conference and NCAA level; and one of only three Black athletic directors to win an FBS national football championship. His relationships throughout the college and professional ranks and his ability to see issues from a variety of points of view have made him an invaluable leader and teacher during his time with the NCAA. I especially appreciated his insights and advice during this past year, which has involved more change in Division I college sports than any other in recent memory.” (link)

Paciolan will hire former Ticketmaster Global EVP for Enterprise Brendan Lynch as its new president, per SBJ’s Ben Portnoy. Lynch: “The ingredients that Paciolan and Learfield really bring to the table are absolutely the ones you want when you have this, let’s call it an ‘upheaval,’ [in college sports.] All these new opportunities are rising, these ingredients are suddenly wildly sought after. The data components, the partnership components that Paciolan has with clients is really helpful as clients are figuring out how they’re going to chart their course going forward, as well as the technology chops to put some of these things in motion. All of that together is really an exciting time to see those ingredients there.” (link)

Freshly-minted Georgia Tech AD Ryan Alpert provides context on what drew him to the opportunity to lead the Yellow Jackets: “I'll start with (President) Dr. (Ángel) Cabrera in alignment. I think for college athletics in the new era, as quickly as things are pivoting and shifting, the athletic department has to have great alignment with the leadership of the institution. And Dr. Cabrera, you could tell over the last three years and really what (former AD) J (Batt) was starting to build with the foundation of fan experience, the capital projects, player acquisition in the NIL era, it was very clear to me from afar watching the progress that Georgia Tech was making. And I actually look at a lot of what we've done at Tennessee when we got to Tennessee four and a half years ago. We were seventh in the league, almost ninth in the league when you count Texas and Oklahoma in revenue. So we really had to re-establish ourselves as a brand within the SEC and I see very similar things of what Georgia Tech's doing in the ACC. So I’m excited to kind of take the baton and again, really complimentary of the things that J started and is building, but to take that forward and then the alignment from Dr. Cabrera within his cabinet, it was very clear that he's obviously established a world-class education at Georgia Tech and he really wants a world-class athletic experience to compliment that from a branding and promotion and awareness standpoint. Maryland’s hire of Utah State AD Diana Sabau as its new Senior Deputy AD goes official. New Terps AD Jim Smith: “Diana comes to Maryland with a history of building dynamic winning cultures in college athletics. She has rich and deep experience in the Big Ten Conference with her long tenure at Ohio State and then serving as Deputy Commissioner at the conference office. She has worked in all facets of intercollegiate athletics at the highest levels with some of the most successful programs in the country. She has extensive experience, knowledge, and relationships throughout the country, which will be a major benefit to Maryland.” Responsibility wise, Sabau “will oversee the day-to-day operations of the Terrapin athletic department. She will be responsible for implementing new strategies and initiatives, including revenue-share management, contract negotiations, football scheduling, creating operating efficiencies, enhancing the overall student-athlete experience, and correspondence with the Big Ten Conference.” (link)

The Athletic’s Stewart Mandel tackles the question of who he believes is the favorite to replace Oklahoma AD Joe Castiglione: “The most obvious name is Mississippi State’s Zac Selmon, whose father, Dewey, and uncles, Lee Roy and Lucious, were All-Americans at Oklahoma. Selmon worked under Castiglione from 2015-23. Florida State AD Michael Alford was there from 2012-17. Texas Tech’s longtime AD Kirby Hocutt got his start there as well, albeit 20 years ago. And here’s one out of left field: Mountain West commissioner Gloria Nevarez. While she’s spent most of her career out west, she was at Oklahoma under Castiglione from 2007-10. Only she could say whether an SEC AD job would be more or less appealing than a G5 commissioner. Obviously, it could be a total outsider as well, but Oklahoma athletics has had such a defined identity for so long that it’s frankly hard to imagine someone coming in and making wholesale changes.” (link)

NACDA CEO Pat Manak stopped by the College.town set during last month’s 2025 NACDA Convention in Orlando. Manak’s perspective on the annual convention & his career with the association: “If you think about it, we're at the end of the academic year, so a lot of folks are coming and they're saying to themselves, ‘Okay, I can really take a breath. I don't really have to worry about racing back to campus and dealing with the next event, the next game, the next production that I need to take care of.’ So it's an annual gathering of people in our industry at this time of the year where they can really come together and say, ‘you know what? This is what I celebrated this year, or maybe this is something that we didn't do all that well this year. What did you do that could help us on our campus do a better job at it?’ The unique thing about our industry is that everybody competes really hard, but at the end of the day, we're all in the same business together to try to help the student-athlete growth and development. And that's the nice thing about it is that when everybody comes together, it's really just sharing of best practices, professional development, and networking. [...] I'm extremely blessed and fortunate to be where I'm at. And like you said, I did start my career as an intern with the association, and back then I had a dream of becoming an athletic director at one point in time. But the more time I spent at NACDA, the more time I felt like, ‘you know what? I don't think I'm necessarily cut out to be an athletic director, but I love the industry. I want to stay in it.’ And NACDA is a great place to be because we can touch all people at all divisions and all levels, and that's what keeps it fresh and exciting. So 30 years later, here I am, and I mean, I can't believe it. I pinch myself every day. I'm extremely fortunate to be at a great organization. But I have to say that our team is the best in the business, and I don't just say that. I mean, I've come up and I've seen the folks grow in their positions and whatnot, and I would put our team up against anybody's when it comes to putting on events and doing what we do. Tennessee State’s inaugural men’s ice hockey season has reportedly been delayed a year to 2026-27 according to The Tennessean’s Alex Daugherty. Originally slated to take the ice during the 2025-26 athletic campaign, the program has faced uncertainty over its home ice location and practice facilities, a lack of fundraising and overall financial unrest surrounding TSU, which has battled through leadership changes and financial difficulties over the past 18 months that included budget deficits and declining enrollment. Interim President Dwyane Tucker helped strike a deal with state leaders in February for a $96M infusion to stabilize the university’s budget and address immediate operational needs, but it was unclear if any of that money would be earmarked towards TSU’s athletics programs. Per Daugherty, no schedule or roster for the 2025-26 men’s ice hockey season has been posted to the athletics website. (link)

With Texas Tech fresh off reportedly securing the three-year, $5.1M commitment of five-star offensive lineman Felix Ojo, ESPN’s Dan Wetzel opines on how the development is good not just for Tech fans but for college football as a whole with talent beginning to disseminate away from the sport’s most dominant programs. OSKR Partner Andy Schwarz, an economist specializing in collegiate athletics, notes that while this movement is currently happening, it might not stay that way for long. "We definitely saw [talent dispersion] improve since 2021. It spread out. I don't think we will see a big change from that world to this world. In the short term, we will see athletes attracted to the Texas Techs more. I think we will see an improvement in the spread of this year's recruiting class.” Wetzel notes that with schools now able to allocate up to $20.5M to their student-athletes any way they wish, it allows coaches to prioritize specific recruits and outbid competition. That "active dollar” going directly into a student-athlete’s pocket also makes the importance of fancy facilities or other bells and whistles perhaps matter a little less. Schwarz warns, however, that economics would suggest this dispersion will be limited as the traditional powers soon learn the best methods for allocating their money. "It makes sense for an up-and-comer to try to make a splash. It's a chance for now, at least temporarily, for the have-nots to gain on the haves." (link)

On3’s Pete Nakos adds to reporting around the NIL Go process & the new landscape of getting deals done. From an unnamed SEC collective operator: “It is 1,000% more difficult to win a recruitment than it was two years ago. Everyone is aware that it’s critical. So many people two years ago thought some elements of this were fake and not as important as it is.” Another anonymous source: “Deals ain’t stopping. If we don’t hear, we will figure out other ways. That’s the reality.” Nakos also provides further context: “Speaking with sources across the Power Four, a slew of prominent schools’ collectives are waiting on approval from the clearinghouse on deals ranging from $1,000 to $150,000, sources told On3. Other prominent collectives, who wished to remain anonymous, told On3 they have not submitted deals to the clearinghouse so far.” (link)

Incoming BYU men’s basketball student-athlete AJ Dybantsa signs a multi-year deal with Fanatics Collectibles that is reportedly worth eight figures and will continue beyond his expected one season in Provo per Sportico’s Eric Jackson. The partnership is slated to begin immediately and will be centered around Fanatics-owned Topps trading cards and additional items. Dybantsa will provide autographs, inscriptions and game-used jerseys and will be utilized in various brand marketing campaigns, including in several products from the company’s Bowman University line. Fanatics adds Dybantsa to its high-profile cadre of future NBA lottery picks having inked previous deals with Duke’s Cooper Flagg and Rutgers’ Dylan Harper. (link)

The U.S. Department of Justice indicted Oak View Group Chair/CEO Tim Leiweke on Wednesday for his “alleged participation in a bid rigging scheme related to the construction” of the University of Texas’ Moody Center. As a result, Leiweke has announced that he is stepping down from his role and transitioning to Vice Chair of OVG’s Board of Directors, while remaining a shareholder in the company he co-founded back in 2015. Leiweke: “While I’m pleased the company has resolved its Department of Justice Antitrust Division inquiry without any charges filed or admission of wrongdoing, the last thing I want to do is distract from the accomplishments of the team or draw focus away from executing for our partners, so the Board and I decided that now is the right time to implement the succession plan that was already underway and transition out of the CEO role.” OVG360 President Chris Granger has been appointed to replace Leiweke. Former UCLA Cross Country/Track & Field AC Sean Brosnan tampered with two student-athletes enrolled at other institutions prior to entering the transfer portal, according to the NCAA Committee on Infractions. Brosnan failed to cooperate with the investigation, leading to a bifurcated case that allowed the Bruins to begin serving their one year of probation that expires next month. UCLA was subject to recruiting restrictions last fall, a vacation of records and a $5K fine. Brosnan has been hit with a one-year show-cause order. (link)

More notable comments from Oklahoma President Joe Harroz Jr. on the search to succeed longtime Sooners AD Joe Castiglione: “...the athletic director we're looking for next is someone that can identify the landscape and act. I think a lot of people could have identified it and had identified it before Oklahoma and Texas made their move. But Joe identified it and said, ‘We got to move,’ and then that took place. So we look at the attributes that we need for the next athletic director. It's someone that has both the vision, an understanding of the landscape and the ability to act, to move on the changes [that] are going to continue to come. And so I think the most important attribute is someone that understands the changing landscape and has the ability to navigate it. I think that's the central attribute today, and one that we’ll be looking at. We've already announced Randall Stephenson will be leading that search, and that's for a different day. But those are the attributes that we're looking for, and we've been fortunate to have them. I thought it was interesting when chair Holloway talked about the A4, right? I mean that statement alone, the fact that that was the A5 (just) 24 months ago perfectly identifies the acceleration and the breadth of change. And so as we look at this, and as we receive Joe's counsel on this, that is going to be a central attribute that is something that might not have been contemplated four or five years ago, and will be a touchstone as this search takes place.” (link)

Oregon State AD Scott Barnes tells KVAL that the House settlement will serve to rein in the NIL economy. “It brings the guard rails we all wanted. It brings a sense of taping down this crazy, nonsensical, hyper-inflated marketplace. Now we have rules that will be enforced, we have direction in the process and we have an opportunity to benefit our student athletes." Barnes said Oregon State does not intend to cut any sports, though the settlement will impact some programs financially. (link)

To combat the rising costs of revenue sharing, USC is cutting 12 jobs from its athletic department, the Los Angeles Times’ Ryan Kartje reports. Six staffers were laid off, including Executive Senior Assoc. AD Paul Perrier, and six vacant positions will not be filled. (link)

More from Big 12 football media days, as Yahoo Sports’ Ross Dellenger writes that the newness of revenue-sharing has caused its share of uncertainty. Arizona State Football HC Kenny Dillingham “We don’t know the rules. The settlement passed, but who knows what Deloitte is going to clear. Until there is clarity, you’re living in limbo … You are seeing a lot of people lie and promise fake things.” Making matters more complicated, Dellenger writes: “The newly minted entities charged with enforcing these policies, the College Sports Commission and its Deloitte-run NIL (Go) clearinghouse, are bogged down in legalities tethered to the settlement, those familiar with the process tell Yahoo Sports. In fact, dozens and potentially hundreds of submitted third-party NIL deals — some, perhaps, from booster collectives — remain under review as college leaders negotiate with House plaintiff lawyers over a final set of cap-circumvention rules and penalties.” Dellenger also has some hard numbers on the clearinghouse, reporting that of more than 1,200 deals submitted so far, about one-third have been approved and about 80 have been denied but can be resubmitted. USA Today’s Matt Hayes profiles Texas Tech Board of Regents chair & prominent booster Cody Campbell, who as you know is a growing voice on college sports in conjunction with the Trump administration. Campbell: “I’ve built and sold $15 billion worth of companies. I’m not a dumbass. [...] I met my wife, met all of my best friends, and my life is what it is because I had the opportunity to play college football. I feel like I owe it to the system, to the institution of college sports, to try to help fix it and make it work again. [...] The best thing that could happen to Texas Tech is the same system persists. We are gaining ground on blue blood programs because we have donor money, and people willing to put it to work. Why would I do anything to fix things long term? I have no reason to do it other than the system, and the opportunity to change the trajectory of student athletes’ lives and preserve the system long-term for more than 500,000 student athletes. This isn’t a hobby, this has become my calling. [...] I think some people feel like if they sabotage the White House project that I’m just going to go away. Well, I’m not. I have enough money to have my own lobbying effort. I’m very confident the ideas I have are well researched and correct. They’re workable and won’t hurt anyone. And won’t wreak havoc on the system.” (link)

How significant is Texas State’s future in the Pac-12 for the university’s identity? Texas State President Kelly Damphousse: “It’s an odd thing that athletics plays such a huge role in the university's reputation, but to be honest, it’s a fact of life. And so we embrace that.” Bobcats AD Don Coryell says his teams might actually spend less time on the road, with long flights replacing longer bus rides to their old conference opponents. Damphousse: “I think we'll be able to recruit a student-athlete that maybe we haven’t been able to in the past or who maybe wouldn’t be as interested in Texas State now that we can talk about who you’re going to be playing against. It’s going to be a top-five football league. It’s going to be a top-five men’s basketball league. You know as well as anybody how well the other teams do in their other sports as well. I think it’s the best path for us to the College Football Playoff.” Coryell adds: “We show really well, right? We always say, if we can get recruits on campus, we got a really good chance of signing them here.” (link)

Boise State has commented on the Mountain West’s addition of Grand Canyon, telling Bronco Nation News’ B.J. Rains: “The Mountain West Conference's addition of Grand Canyon University as a member for the 2025/26 academic year significantly and negatively impacts the schedules, opportunities, and budgets of Boise State and the other departing universities. The Mountain West's actions are also contrary to express representations the Mountain West and its Commissioner made to the departing universities and, despite being members of the Mountain West through June 30, 2026, the universities were not consulted or permitted to vote on the early invitation to GCU. We will address this matter and the harm to the departing universities in the litigation.” (link)

Valparaiso is the latest school to opt in for the House settlement, noting in its announcement that the athletic department is “committed to securing new external funding for potential opportunities, thereby not drawing from the current University budget nor compromising the financial health of the institution.” Being able to grandfather in current student-athletes for the duration of their eligibility was “of critical importance” to the decision to opt in. Idaho opts out, with AD Terry Gawlik commenting: “There’s lots of reasons. Specifically the University of Idaho athletic department, we don’t have the funding to revenue share with our student athletes. We also do not agree with the roster count limitations. Our football program would have to cut back from 115 to 105 (and) women’s soccer would have to cut back. So right now we worked with our coaches and they didn’t want to cut back on our roster numbers.” Gawlik also said the school might struggle to meet Title IX’s “enrollment proportionality” requirements if they had to go through with the new roster limitations. Murray State’s Board of Regents approved financing for major “eight-figure” renovations to the CFSB Center. The renovation is scheduled to begin after the 2025-26 basketball season and will be completed ahead of the 2026-27 season. The project is still in the design phase, but Murray State is already selling premium loge box seating. (link)

New York’s famed Rucker Park basketball courts announced that “Streetball” is “officially NBA and NCAA sanctioned, allowing players from both organizations to play at the most iconic court in streetball.” NCAA and NBA players can now be rostered on Rucker Park Men’s Pro-Am teams, according to the announcement. The Las Vegas Convention and Visitors Authority (LVCVA) voted Tuesday to approve $26M in funding for the planning and execution of hosting the 2028 NCAA Men’s Final Four at Allegiant Stadium according to the Las Vegas Review-Journal’s Mick Akers. Per LVCVA President/CEO Steve Hill, the event should pay big dividends with estimated economic impact expectations of at least $250M, similar to that of the 2027 College Football Playoff national championship game to be held in the same facility. There’s also the marketing value of hosting the Final Four to consider. Hill: “When that event takes place in Las Vegas, everybody knows it. They telecast the skyline of our city over and over again and they talk about being here. … That kind of marketing and brand opportunity, we couldn’t afford to pay for that at all, let alone the $26 million that this costs.” (link)
