Yahoo’s Ross Dellenger has details on an amended college sports bill that could be introduced Thursday in the U.S. House of Representatives and “is on track to progress further than any all-encompassing athlete compensation legislation.” The SCORE Act could still face major revision via markups, and if passed through the House, would need bipartisan support to pass in the Senate. Among the many provisions that would impact the current NCAA revenue-sharing model, the bill would codify the House settlement, preempt state NIL laws and…
+ would require all NIL deals to hold a “valid business purpose” and fall within NIL Go’s fair market value compensation range and anti-circumvention rules
+ would allow the NCAA to require athletes to disclose NIL deals so collected data could be anonymized, aggregated and shared
+ would stipulate that schools earning at least $50M annually in media rights could not use student fees to support their athletic programs (impacting SEC and Big Ten schools)
+ would limit agent compensation to 5 percent of an athlete’s compensation (Yahoo was told by coaches that some agents are charging 10 to 20 percent on some deals)
+ would allow the establishment of a one-time transfer rule and eligibility standards
+ would keep schools from cutting scholarships for injury or performance
+ would require schools to provide athletes with academic support and out-of-pocket healthcare within three years of leaving school

Big 12 Commissioner Brett Yormark says the important next steps for his conference are to get multiple teams in the College Football Playoff and win a playoff game, ESPN’s Pete Thamel reports. Can the league forge a new national identity after losing Texas and Oklahoma to the SEC? Yormark: "I came here to try to make a difference. I wanted another run where I could try to build something, and we're building something. I think we're building something pretty special here. And I don't think anyone would argue that what I inherited and what is there today, we've made incredible progress in a relatively short period of time.” (link)

Ohio is among the schools interested in joining the Sun Belt now that the league is losing Texas State to the Pac-12 next year, the Daily News-Record’s Shane Mettlen writes. Conference officials met this week to discuss their options, which include two Conference USA schools in Louisiana Tech and Western Kentucky. Another option would be to stay at 13 schools in the short-term future. Ohio is the lone remaining charter member in the MAC. Mettlen: “There’s little indication the Sun Belt is close to extending an invitation to anyone, including Ohio, nor that those Bobcats would be ready to accept.” (link)

Houston is turning to one of its most well-known alumni for the name of a new philanthropic giving society, as the Nantz Leadership Society is named for Emmy-winning sports broadcaster Jim Nantz, who played golf for the Cougars and is a 1981 Houston graduate. The society will have six tiers of donations, starting at $25K over five years, with members given access to private events. Nantz: “As proud members of the Big 12, we are in the big leagues now, and we must contend for conference and national championships. There are no limits. We have the ability to win and win big. Please consider having your voice heard. Let's come together and take our beloved Cougars to the next level. The future is ours to shape." (link)

Minnesota AD Mark Coyle presented a budget to the university’s Board of Regents that projects a deficit of $8.75M, the Minnesota Star Tribune’s Chip Scoggins reported. Coyle cited a “dramatic change in college athletics” with the arrival of revenue-sharing, and noted that last year’s budget projected a $3.5M deficit but ended up within budget by the end of the fiscal year. Coyle said Minnesota will not cut any sports, with reduced operating budgets and a new student fee among the plans for lowering costs and adding revenue. More Coyle: “Everybody is having the same stressful conversations. [...] We have been operating very lean and thin since COVID.” (link)

Let's maximize what we can do before jumping deep in the ocean. Let's go generate the resources to do it. So for us, it was just a better play to maximize those current opportunities with financial aid before we eventually opt in to the terms of the settlement. [...] I don't think you're going to win any championships just based on a one-year decision. I think it's about putting a strategic plan together to really take advantage of this opportunity. The Athletic’s David Ubben reports Colorado AD Rick George expects football coach Deion Sanders to return to Boulder “in a week or two, probably” after an unspecified health issue had him at his ranch in Texas since late April. George said he has been in constant contact with Sanders since he left campus. Sanders spoke at Big 12 media days but declined to elaborate on his absence: “I’m not here to talk about my health. I’m here to talk about my team.” Despite losing two-way standout Travis Hunter and his son, quarterback Shedeur Sanders, to the NFL, Sanders expects Colorado to compete for a conference title: “We want to win. A 26th lawsuit against the NCAA’s eligibility guidelines has been filed, this one by San Diego linebacker Jagger Giles, who didn’t play any sports as a Cal State San Marcos (DII) freshman and played two years each in junior college and at Idaho State. A new rivalry ready to launch? UCF and Houston have had talks about a “Space Cup” type of rivalry game, UCF AD Terry Mohajir told the Houston Chronicle at Big 12 media days. Both schools are about 30 miles from key NASA facilities, with Houston close to the Johnson Space Center and UCF not far from Kennedy Space Center. UCF has held an annual “Space Game” with space-themed uniforms since 2017, and this year’s game will be Nov. 7 vs. Houston in Orlando. The space rivalry was stoked a few years back when then-Cougars Football HC Dana Holgorsen said: “They don’t say, ‘Orlando, we’ve got a problem.’” (link)

The early stages of Georgia Tech’s $70M renovation of historic Bobby Dodd Stadium continue, as the school now seeks a construction manager at risk and architecture firm, per Sports Business Journal’s Bret McCormick. HNTB, which designed Allegiant Stadium in Las Vegas and will handle the new MLB stadium there, has submitted a conceptual design study. Final selections will be made by September, and renovations would take place between Nov. 2026 and Aug. 2027, including a 7,700-square-foot Founder’s Club on one sideline and 20,120-square foot Field Club lounge on the opposite. The entire seating area except for the student section will get seatbacks and new video boards will also be installed. (link)

Orlando’s Florida Citrus Sports is seeking a new naming rights sponsor for Camping World Stadium as it looks ahead to $400M in renovations, reports the Orlando Business Journal’s Ryan Lynch. The stadium, which has played host to the NFL’s Pro Bowl and the Citrus and Pop-Tarts bowls, would be upgraded to 65,000 seats with new luxury seating and a retractable area in one end zone to help draw bigger stages for music concerts. A clinical psychologist who worked in Providence’s athletic department is suing the school, claiming gender discrimination, WJAR-TV reports. Dr. Jessica Stewart is seeking damages, alleging she was “demoted, isolated and ultimately terminated in retaliation for raising concerns about gender-based discrimination and pay disparities, exclusion from institutional decision-making and the racially disparate treatment of Black student-athletes and staff.” Providence denies the allegations. Sports Media Watch reports that Apple – following the success of the new Brad Pitt “F1” movie – is bidding on the U.S. media rights to Formula 1 racing, potentially for as much as $200M a year. F1 is seeking to double its current deal ($85M/year with ESPN) and Apple would be a new bidder in the process. (link)

NCAA EVP of Regulatory Affairs Stan Wilcox will retire on August 1 after nearly seven years with the national office. President Charlie Baker: “Stan told me shortly after I arrived at the NCAA that he would be retiring at the end of 2023. Toward the end of the year, he and I agreed that there was much to do, and it would be great if he could stay with us for a bit longer, which I really appreciated. As a result, he will be wrapping up a 40-year career as a student-athlete who played in a March Madness Final Four; an administrator and manager who served at the school, conference and NCAA level; and one of only three Black athletic directors to win an FBS national football championship. His relationships throughout the college and professional ranks and his ability to see issues from a variety of points of view have made him an invaluable leader and teacher during his time with the NCAA. I especially appreciated his insights and advice during this past year, which has involved more change in Division I college sports than any other in recent memory.” (link)

Paciolan will hire former Ticketmaster Global EVP for Enterprise Brendan Lynch as its new president, per SBJ’s Ben Portnoy. Lynch: “The ingredients that Paciolan and Learfield really bring to the table are absolutely the ones you want when you have this, let’s call it an ‘upheaval,’ [in college sports.] All these new opportunities are rising, these ingredients are suddenly wildly sought after. The data components, the partnership components that Paciolan has with clients is really helpful as clients are figuring out how they’re going to chart their course going forward, as well as the technology chops to put some of these things in motion. Freshly-minted Georgia Tech AD Ryan Alpert provides context on what drew him to the opportunity to lead the Yellow Jackets: “I'll start with (President) Dr. (Ángel) Cabrera in alignment. I think for college athletics in the new era, as quickly as things are pivoting and shifting, the athletic department has to have great alignment with the leadership of the institution. And Dr. Cabrera, you could tell over the last three years and really what (former AD) J (Batt) was starting to build with the foundation of fan experience, the capital projects, player acquisition in the NIL era, it was very clear to me from afar watching the progress that Georgia Tech was making. And I actually look at a lot of what we've done at Tennessee when we got to Tennessee four and a half years ago. We were seventh in the league, almost ninth in the league when you count Texas and Oklahoma in revenue. So we really had to re-establish ourselves as a brand within the SEC and I see very similar things of what Georgia Tech's doing in the ACC. So I’m excited to kind of take the baton and again, really complimentary of the things that J started and is building, but to take that forward and then the alignment from Dr. Cabrera within his cabinet, it was very clear that he's obviously established a world-class education at Georgia Tech and he really wants a world-class athletic experience to compliment that from a branding and promotion and awareness standpoint. Maryland’s hire of Utah State AD Diana Sabau as its new Senior Deputy AD goes official. New Terps AD Jim Smith: “Diana comes to Maryland with a history of building dynamic winning cultures in college athletics. She has rich and deep experience in the Big Ten Conference with her long tenure at Ohio State and then serving as Deputy Commissioner at the conference office. She has worked in all facets of intercollegiate athletics at the highest levels with some of the most successful programs in the country. She has extensive experience, knowledge, and relationships throughout the country, which will be a major benefit to Maryland.” Responsibility wise, Sabau “will oversee the day-to-day operations of the Terrapin athletic department. She will be responsible for implementing new strategies and initiatives, including revenue-share management, contract negotiations, football scheduling, creating operating efficiencies, enhancing the overall student-athlete experience, and correspondence with the Big Ten Conference.” (link)

The Athletic’s Stewart Mandel tackles the question of who he believes is the favorite to replace Oklahoma AD Joe Castiglione: “The most obvious name is Mississippi State’s Zac Selmon, whose father, Dewey, and uncles, Lee Roy and Lucious, were All-Americans at Oklahoma. Selmon worked under Castiglione from 2015-23. Florida State AD Michael Alford was there from 2012-17. Texas Tech’s longtime AD Kirby Hocutt got his start there as well, albeit 20 years ago. And here’s one out of left field: Mountain West commissioner Gloria Nevarez. While she’s spent most of her career out west, she was at Oklahoma under Castiglione from 2007-10. Only she could say whether an SEC AD job would be more or less appealing than a G5 commissioner. Obviously, it could be a total outsider as well, but Oklahoma athletics has had such a defined identity for so long that it’s frankly hard to imagine someone coming in and making wholesale changes.” (link)

NACDA CEO Pat Manak stopped by the College.town set during last month’s 2025 NACDA Convention in Orlando. Manak’s perspective on the annual convention & his career with the association: “If you think about it, we're at the end of the academic year, so a lot of folks are coming and they're saying to themselves, ‘Okay, I can really take a breath. I don't really have to worry about racing back to campus and dealing with the next event, the next game, the next production that I need to take care of.’ So it's an annual gathering of people in our industry at this time of the year where they can really come together and say, ‘you know what? This is what I celebrated this year, or maybe this is something that we didn't do all that well this year. What did you do that could help us on our campus do a better job at it?’ The unique thing about our industry is that everybody competes really hard, but at the end of the day, we're all in the same business together to try to help the student-athlete growth and development. And that's the nice thing about it is that when everybody comes together, it's really just sharing of best practices, professional development, and networking. [...] I'm extremely blessed and fortunate to be where I'm at. And like you said, I did start my career as an intern with the association, and back then I had a dream of becoming an athletic director at one point in time. But the more time I spent at NACDA, the more time I felt like, ‘you know what? I don't think I'm necessarily cut out to be an athletic director, but I love the industry. I want to stay in it.’ And NACDA is a great place to be because we can touch all people at all divisions and all levels, and that's what keeps it fresh and exciting. So 30 years later, here I am, and I mean, I can't believe it. I pinch myself every day. I'm extremely fortunate to be at a great organization. But I have to say that our team is the best in the business, and I don't just say that. I mean, I've come up and I've seen the folks grow in their positions and whatnot, and I would put our team up against anybody's when it comes to putting on events and doing what we do. Tennessee State’s inaugural men’s ice hockey season has reportedly been delayed a year to 2026-27 according to The Tennessean’s Alex Daugherty. Originally slated to take the ice during the 2025-26 athletic campaign, the program has faced uncertainty over its home ice location and practice facilities, a lack of fundraising and overall financial unrest surrounding TSU, which has battled through leadership changes and financial difficulties over the past 18 months that included budget deficits and declining enrollment. Interim President Dwyane Tucker helped strike a deal with state leaders in February for a $96M infusion to stabilize the university’s budget and address immediate operational needs, but it was unclear if any of that money would be earmarked towards TSU’s athletics programs. Per Daugherty, no schedule or roster for the 2025-26 men’s ice hockey season has been posted to the athletics website. (link)

With Texas Tech fresh off reportedly securing the three-year, $5.1M commitment of five-star offensive lineman Felix Ojo, ESPN’s Dan Wetzel opines on how the development is good not just for Tech fans but for college football as a whole with talent beginning to disseminate away from the sport’s most dominant programs. OSKR Partner Andy Schwarz, an economist specializing in collegiate athletics, notes that while this movement is currently happening, it might not stay that way for long. "We definitely saw [talent dispersion] improve since 2021. It spread out. I don't think we will see a big change from that world to this world. In the short term, we will see athletes attracted to the Texas Techs more. I think we will see an improvement in the spread of this year's recruiting class.” Wetzel notes that with schools now able to allocate up to $20.5M to their student-athletes any way they wish, it allows coaches to prioritize specific recruits and outbid competition. That "active dollar” going directly into a student-athlete’s pocket also makes the importance of fancy facilities or other bells and whistles perhaps matter a little less. Schwarz warns, however, that economics would suggest this dispersion will be limited as the traditional powers soon learn the best methods for allocating their money. "It makes sense for an up-and-comer to try to make a splash. It's a chance for now, at least temporarily, for the have-nots to gain on the haves." (link)

On3’s Pete Nakos adds to reporting around the NIL Go process & the new landscape of getting deals done. From an unnamed SEC collective operator: “It is 1,000% more difficult to win a recruitment than it was two years ago. Everyone is aware that it’s critical. So many people two years ago thought some elements of this were fake and not as important as it is.” Another anonymous source: “Deals ain’t stopping. If we don’t hear, we will figure out other ways. That’s the reality.” Nakos also provides further context: “Speaking with sources across the Power Four, a slew of prominent schools’ collectives are waiting on approval from the clearinghouse on deals ranging from $1,000 to $150,000, sources told On3. Other prominent collectives, who wished to remain anonymous, told On3 they have not submitted deals to the clearinghouse so far.” (link)

Incoming BYU men’s basketball student-athlete AJ Dybantsa signs a multi-year deal with Fanatics Collectibles that is reportedly worth eight figures and will continue beyond his expected one season in Provo per Sportico’s Eric Jackson. The partnership is slated to begin immediately and will be centered around Fanatics-owned Topps trading cards and additional items. Dybantsa will provide autographs, inscriptions and game-used jerseys and will be utilized in various brand marketing campaigns, including in several products from the company’s Bowman University line. Fanatics adds Dybantsa to its high-profile cadre of future NBA lottery picks having inked previous deals with Duke’s Cooper Flagg and Rutgers’ Dylan Harper. (link)

The U.S. Department of Justice indicted Oak View Group Chair/CEO Tim Leiweke on Wednesday for his “alleged participation in a bid rigging scheme related to the construction” of the University of Texas’ Moody Center. As a result, Leiweke has announced that he is stepping down from his role and transitioning to Vice Chair of OVG’s Board of Directors, while remaining a shareholder in the company he co-founded back in 2015. Leiweke: “While I’m pleased the company has resolved its Department of Justice Antitrust Division inquiry without any charges filed or admission of wrongdoing, the last thing I want to do is distract from the accomplishments of the team or draw focus away from executing for our partners, so the Board and I decided that now is the right time to implement the succession plan that was already underway and transition out of the CEO role.” OVG360 President Chris Granger has been appointed to replace Leiweke. Former UCLA Cross Country/Track & Field AC Sean Brosnan tampered with two student-athletes enrolled at other institutions prior to entering the transfer portal, according to the NCAA Committee on Infractions. Brosnan failed to cooperate with the investigation, leading to a bifurcated case that allowed the Bruins to begin serving their one year of probation that expires next month. UCLA was subject to recruiting restrictions last fall, a vacation of records and a $5K fine. Brosnan has been hit with a one-year show-cause order. (link)
