NCAA President Charlie Baker releases a letter outlining the need for staff reductions and reassignments within the Association, as well as the consolidation of regulatory affairs and governance into a single operating unit as a result of the House settlement. Baker writes that with the transfer of enforcement and regulatory activity away from the NCAA to the College Sports Commission, the newly-combined “governance and policy” group will be guided temporarily by Senior VP of Governance Kevin Lennon in the role of Acting Senior VP of Regulatory Affairs while a search is conducted. Moving forward, “AMA and governance teams will reorganize under one leadership team and align by division. Enforcement and the Eligibility Center will continue to be separate teams but will now report to the senior vice president of governance and policy. Hearing operations will continue to report to legal affairs. Additionally, many communications, information technology and human resource functions that currently operate out of regulatory affairs and governance will move into the NCAA’s enterprise-wide, functional departments that handle these issues.” Baker goes on to note that a combination of not backfilling open positions, transferring functions and a voluntary separation program will result in 20-30 fewer full-time employees throughout regulatory affairs and that all other national department offices won’t be impacted. USA Today’s Steve Berkowitz reports that U.S. District Court Judge Claudia Wilken on Friday awarded House settlement plaintiffs’ lawyers more than $520M in legal fees and costs. That figure could eventually climb north of $750M as Wilken also granted the lawyers’ right to apply annually for an award of fees and costs based on a small percentage of school student-athlete benefit and compensation spending “for work in monitoring and enforcing compliance [of] the settlement, which is set to last 10 years.” Per Berkowitz, Wilken noted that “the fees-and-costs award is ‘well below’ local judicial benchmarks that allow fees-and-costs awards of 25% of a damages pool.” The settlement calls for a combined total of nearly $2.8M in damages to be paid over a 10-year period. Weatherford Capital founder Drew Weatherford tells Front Office Sports’ Amanda Christovich that private capital has been slow to come into college athletics because leaders weren’t completely certain the House settlement would come to fruition. Now that it has, Weatherford says his College Athletics Solutions joint venture with RedBird Capital Partners has conversations “underway” with schools, though there’s no indication on a potential timeline of any deals closing. Then the next question is if there is a need, are they going to solve that question with private capital.” (link)

Houston AD Eddie Nuñez pens a letter to fans highlighting the Cougars’ successes this past year, including a record $9M+ raised for the Cougar Pride Annual Fund and over 160 major gifts which is a 97% year-over-year increase. Nuñez adds: “Looking ahead to the 2025-26 year, we are embracing the new era of college athletics with a positive mindset of bold ambition, strategic investment, and relentless pursuit of excellence. The DI Women’s Basketball Committee approved a number of championship and selection enhancements, reviewed tournament format and met with 2026 Women's Final Four organizers during this week’s summer meetings in Philadelphia. From a selection standpoint, the group affirmed that the 2026 championship would feature an automatic qualifier from each of the 31 conferences in addition to 37 at-large teams as determined by the committee. While possible bracket expansion was discussed, no recommendation came out of the meeting. The tournament’s top 16 seeds will be announced the day before Selection Sunday in order to provide 2026 hosts with more prep time. The committee also voted to add the Wins Above Bubble (WAB) evaluation metric to provide a “resume-based metric that shows how many more, or fewer, wins a team has against its schedule versus what a bubble team would expect to have against the same schedule.” Already utilized by the DI Men’s Basketball Committee, the WAB uses NET as its opponent strength metric and will be made public on respective team sheets each day beginning Dec. 1. CBS’ Richard Johnson, John Talty and Brandon Marcello have filed over a dozen freedom of information requests seeking revenue-sharing agreements with student-athletes and all responses to date have been denied. Responses vary from the agreements being proprietary (Clemson) to documents not existing (Alabama) to citing state laws (Florida and Colorado) and to Family Education Rights and Privacy Act, aka FERPA, which protects a student’s educational record. As for whether that definition for FERPA is too broad, St. John’s professor Robert Romano states: “That'd be up to a judge to decide whether or not it is or it isn't. As of right now, they're using it and are using it successfully. I think what they're scared of is if they release this information and the judge or the Department of Education finds out they did it in violation of the FERPA rules and regulations, they can risk federal funding. And I think that's the issue right now. All the schools are scrambling. With everything that's happening in this new administration, with regards to federal funding, they want to make sure that they're not doing anything that steps over the line or could expose them to the possibility of losing any additional funding that the federal government provides, and if they release some information that could be interpreted as in violation of FERPA, well, they're exposing themselves.” (link)

Sportico’s Michael McCann details the potential for a legal challenge to the College Sports Commission’s rejection of NIL collective deals, noting: “Parties that submit NIL deals to NIL Go agree to an arbitration process that would preempt litigation until the arbitration is played out. […] The arbitration decision would be accorded high deference by a court in the event the losing party petitions the court to vacate the arbitration award. Even if arbitration could be overcome, the athlete/collective would only advance in an antitrust claim if they prove the CSC’s interpretation causes more harm than good to economic competition. […] Alternatively, the athlete/collective might argue the CSC’s interpretation violates one of the recent statutes and executive orders in Georgia, Virginia, Texas and other states that protect NIL rights in ways that might pose conflicts with the CSC. That type of dispute could spark an opportunity for the CSC to raise U.S. constitutional arguments against the state law, particularly claims based on the Constitution’s Commerce Clause and Contract Clause. These clauses forbid a state from adopting laws that unduly interfere with other states’ economies and impairing contracts, be they membership agreements or settlements. It’s also possible that some collectives might reorganize and expand their scope of operations to better comport with the CSC’s interpretation. Collectives that sell products or services to the general public for profit would appear more likely to meet the requirement.” (link)

San Diego unveils its new Torero Stadium Suites, a premier gameday experience on the west end of the stadium that’s set to debut during USD’s home opener against Cal Poly on Aug. 30. Overall, four suites have been created to deliver an elevated experience with each suite including 12 premium seats and two guest passes, reserved personalized parking passes, a $250 food & beverage minimum and a private in-suite bar and personal server available for purchase at extra cost per game. Kentucky will be raising student ticket prices for men’s basketball by more than 70 percent, per Kentucky Sports Radio’s Matt Jones. Student tickets will go from $200 each to $345, and student football tickets have gone up from $90 to $145, an increase of 61 percent. The Wildcats lost in the Sweet 16 in men’s basketball, and Kentucky football went 4-8 last fall, with a 1-7 record in SEC play. (link)

No decision was made Thursday as NCAA committees wrapped up summer meetings to consider the option of expanding March Madness from 68 teams. “The still viable outcomes include the tournaments remaining at 68 teams or expanding the fields to either 72 or 76 teams in advance of the 2026 or 2027 championships,” NCAA senior vice president of basketball Dan Gavitt said in a statement. The Athletic’s Ralph Russo wrote that “with the 2026 tournaments a little more than eight months out, the chance of anything changing next year seem to be waning.” (link)

When The Collective Association objected to the College Sports Commission, saying its commentary was “not only misguided but deeply dismissive” of collective organizations, Utah AD Mark Harlan pushed back on X, writing: “Maybe this is just me, but has this group been under a rock? Makes me appreciate the team at the Crimson Collective who knew that after the settlement agreement, the game charged. True NIL….not that hard.” (link)

Jacksonville State AD Greg Seitz, in a Q&A with the Gadsden Times’ Maxwell Donaldson, said his school is adding 53 scholarships and “almost every program is touched” by them, with every student-athlete in every sport getting “some NIL money.” Without sharing a number for the school’s revenue-sharing allotment, Seitz said JSU will be “very, very competitive among the other state FBS schools (in Alabama).” (link)

More from Montana AD Kent Haslam who tells MontanaSports.com’s Greg Rachac that he doesn’t fault Sacramento State for leaving the Big Sky. “I say congratulations. To take a bold stand and do what you want to do changing conferences ... it's not like it's something that came out of nowhere. But I hate to see them leave.” Moving up is an ambitious, expensive step, and Haslam said the Grizzlies can thrive by staying in FCS: “We are in a position of strength because we are so relevant in FCS football. We have such great financial support from our fans. I think the uniqueness of what makes Montana so special, you have to preserve that and you have to cherish that and make sure that you're positioning yourself for relevance and make sure you're serving what the state wants you to be." The Utah State-focused Blue A Collective Director Dalton Forsythe takes issue with the NIL Go clearinghouse as “we’re hearing from peers across the country: nearly 100% of collective-backed NIL deals are being denied, regardless of size or structure.” Forsythe also questions the College Sports Commission’s position on collectives and the “valid business purpose” standard for approving deals. Forsythe: “This is not a fair or functional system for athletes, schools, or collectives. Without clarity and collaboration, the current path undermines the very goal of NIL: empowering student-athletes. To our supporters and donors: we took steps to mitigate risk prior to the July 1 deadline. We got deals in early, followed the known rules, and even used cash to pay down or pay off deals we believed had a high chance of being denied. But no one expected 100% of collective deals—regardless of size—to be rejected. It feels like turning in the biggest assignment of your life—on time—only for the teacher to say: ‘We changed the instructions. You failed.’” (link)

The Athletic’s Seth Emerson dives into the history of the SEC’s “It just means more” slogan nine years after it became a part of the college athletics zeitgeist. A decade ago, then-new Commissioner Greg Sankey partnered with TRG to create a campaign to promote the league, with Associate Commissioner for Communications Herb Vincent recalling: “I remember walking out of Greg’s office and telling Greg: This group is either going to create a killer campaign for us or they’re going to get you fired.” The slogan actually came from an offhand comment from Sankey, as Emerson notes: “Sankey mentioned that someone in another conference — appropriately enough — had told them in an offhand way: ‘It just means more to you guys.’” Before rolling it out at 2016 media day, ESPN VP of Programming and Acquisitions/former Ole Miss Deputy AD Michael Thompson recalls: “I remember the room collectively going: ‘Oh, wow, that’s it.’ Everyone was like, Oh, our work is done here. It was so obvious. […] It’s unapologetic. That word stuck out to me from then on, that there is this confidence. It’s not arrogance, but it’s unapologetic. It’s who we are.” TRG Principal for Brand Management Trent Walters on the slogan when the league wins or loses: “They think they’re razzing us with ‘It just means more.’ But no, you’re using our line! Now that the One Big Beautiful Bill Act has been signed into law, how will it impact college athletic departments? James Moore Partner Katie Davis lays out several key changes, from the excise tax on executive compensation for employees making over $1M to new complexities in endowment tax to cutbacks in energy credits and changes in charitable giving tax deductions. Following the Big 12’s lead, Conference USA will not publish a preseason football poll, instead opting for a “Bowl Confidence Index,” asking a panel of 24 SIDs and writers to choose which member teams they believe will be good enough to qualify to play in a bowl game. The Athletic’s Chris Vannini shares that the league will then rank its 12 teams in order of percentage chosen, which could end up looking much like a preseason poll. (link)

Baseball America’s Jacob Rudner talked to 20 anonymous college coaches and found that while they’d like to move the MLB Draft back to June, that isn’t likely to happen. Other supported changes in the baseball calendar are more viable, like shifting the summer portal window so it doesn’t directly overlap (and conflict with) postseason baseball. One unnamed coach: “You’re trying to scout your super regional opponent while hosting transfers on campus and figuring out NIL packages. It’s not sustainable.” As another coach more bluntly said: “The portal ending before the draft is stupid.” Starting the portal immediately after the College World Series and extending it beyond the draft would allow programs better timing to adjust to so many changes. One coach said: “It would give us a couple weeks after the draft for rosters to start to settle.” There’s also talk of expanding the NCAA Tournament field from 64 to 72 teams, perhaps even shortening the regular season to facilitate the change. The latest construction update from Northwestern on new privately funded Ryan Field came Thursday, noting that “Steel has reached full elevation with the canopy steel being assembled. Precast erection continues to the north and east sides of the stadium. On the upper decks and field level, concrete slab pours continue. Also, crews continue to rough in mechanical, electrical and plumbing. On the field level, main concourse and upper concourse levels, work proceeds on interior wall construction as well as spray fireproofing. Little Rock is installing FieldTurf for the soccer field at Coleman Athletic Complex, 501 Life Magazine reports. Installation began late last month and will be completed in time for the start of the 2025 soccer season, and the turf uses a “CoolPlay” technology that absorbs heat, helping reduce the field’s surface temperature by as much as 35 degrees compared to traditional surfaces. Vermont has broken ground on a new $5M athletic support building, MyNBC5’s Jack Main writes. The facility will include game-day locker rooms, officials’ rooms and athletic training support for every athlete in soccer, lacrosse, field hockey and track & field. Construction is scheduled to be complete by the start of spring sports in Jan. 2026. (link)

NFL Commissioner Roger Goodell, speaking on CNBC from Sun Valley, reiterated his desire to expand the league’s international games to as many as 16 games a year, with a chance to package the international games, potentially to a streamer, Puck’s John Ourand notes. The NFL will host seven international games in 2025, in Brazil, Spain, Germany, England and Ireland. The NFL could opt out of its current broadcast agreements in 2029 (or even sooner if Skydance takes control of CBS), but Goodell would only say: “We’ll look, and we’ll have that ability to see how the media landscape changes.” (link)
