The SCORE Act has passed the Commerce, Manufacturing, and Trade Subcommittee by a 12-11 vote along party lines. The Washington Post’s Jesse Dougherty outlines next steps: “A markup hearing in the House's energy + commerce committee, which will be similar to this morning's process and likely end with a vote to advance the bill to the full House floor. Three committees in on the bill: Energy and Commerce, Judiciary, Education + Workforce. There's a world in which the three committees, all Republican-controlled, decide to send the bill straight to the House floor from here. But that's unlikely, according to folks in the know, so I would expect that Energy and Commerce committee markup hearing in the near future.” Congressman/Co-Sponsor Gus Bilirakis (R-FL): “I want to say it again: time is of the essence. It is long past time that we take action to ensure that we have sustainable future for college sports, especially for women’s sports and the Olympic sports. That creates predictability and certainty for all student-athletes. DI SAAC Chair Meredith Page, DII SAAC Chair Avery Hellmuth and DIII SAAC Chair Lillian Case have issued a joint statement in support of the SCORE Act in Congress, writing: “This bill affirms what we know to be true regardless of division: student-athletes are students first...not employees. We fully support the provision that preserves our non-employment status while still expanding access to NIL opportunities, agent representation, privacy protections, financial transparency, medical care, degree completion, and vital health, safety, and educational resources. By promoting fairness, ensuring consistent national standards, and prioritizing the holistic development of student-athletes, the SCORE Act reflects a modern, student-centered approach to college athletics.” Page adds: “Division I student-athletes need this legislation. The SCORE Act brings college athletics into the modern era while preserving its foundation – student-athletes. It recognizes the fast-changing realities we face and responds with protections that are long overdue. We are not employees; we are students first, and this bill reinforces that truth while giving us the tools to succeed in a complex new landscape. To compete, grow, and lead in today's environment, we need clarity, consistency, and real support. The SCORE Act doesn't just acknowledge that...it delivers. Sportico’s Daniel Libit digs deeper into new Maryland AD Jim Smith’s unique employment agreement with the Terps. Per Libit, in addition to his $1.5M annual base salary and numerous performance and retention incentives, Smith “will receive a payout equal to his then-current base salary if the athletic department’s revenue in 2029-30 exceeds the 2024-25 total by $50 million—adjusted for inflation and excluding increases in the school’s Big Ten Conference distributions.” That differs from his original deal as a May 16 amendment altered terms that originally would have triggered the bonus in 2030 through exceeding FY25 revenue by 50%. Here’s another key point: “Aside from Big Ten distributions, Smith’s contract language places no other restrictions on which revenue streams—such as student fees or direct institutional support—can count toward the $50 million increase goal. In response to a query, a university spokesperson said that the revenue in question ‘is a mutually agreed upon format based on NCAA annual reporting.’” (link)

The Oklahoma-focused 1Oklahoma collective will move under the Learfield Sooner Sports Properties umbrella with 1Oklahoma to serve as “the fan-facing NIL brand,” per SBJ’s Ben Portnoy. Sooners AD Joe Castiglione: “We’re trying to find ways of maximizing opportunities, operational efficiency and results. We strategized for a while how to marry the opportunities we now have with our athletes and big corporate brands and then took it one step further and realized it’s not just the corporate brands. It’s regional. It’s local. It’s even small businesses and [we looked at] how do we do that most effectively through a variety of different conversations that we’ve had with Learfield.” Learfield EVP/NIL Growth & Development Solly Fulp: “[We’re] providing a centralized approach for our local sales team in the support that we’re providing there, but also we’re streamlining all our corporate national campaigns as well under this operation. This is a model that’s going to be precedent-setting for us to make sure that we’re fully realizing the power of the student athlete with integrated brand campaigns.” Portnoy adds Utah State Deputy AD for External Engagement Bobby Nash will join the new entity as Director of NIL Revenue and Activation. Louisiana Tech will officially join the Sun Belt no later than July 1, 2027. Georgia Southern/Sun Belt Board of Directors President Kyle Marrero: “The Sun Belt has remained steadfast in its commitment to regional rivalries, geographic alignment and competitive excellence. When it came time to add a new member to the Sun Belt Conference, it became clear that Louisiana Tech was the right fit. This addition renews long-standing rivalries, enhances our divisional structure, strengthens the competitive profile of the league across multiple sports and eases travel for fans and teams.” An official press conference is set for tomorrow. How real are Auburn Men’s Basketball HC Bruce Pearl’s political intentions with reports of a possible U.S. Senate run with former Tigers Football HC Tommy Tuberville entering the Alabama Governor’s race? AU AD John Cohen frames it this way: “I absolutely expect him to be the head coach at Auburn, but I, I also expect all the policies of NIL Go and, and you know, our new governing body to be upheld. But things can change. We’ve seen that. [...] Maybe more than any coach I’ve ever been associated with, Coach Pearl, he’s a patriot and he loves his country and he loves his faith and he loves Israel. And I think at some level he’s always searching in his mind for a way for ‘How do I make a difference in this world.’ So I don’t think anything in his future will ever be taken off the table because he’s such a great leader.” (link)

On3 surveyed 17 stakeholders throughout college football, including head coaches, administrators, GMs, NIL collectives and agents, to ask the question “which 10 programs do you believe spent the most money to build their 2025 roster?” Per Pete Nakos, a number of the respondents “opted to only provide five schools, saying they believed there was a significant break in spending after the top group. Others listed more than 10, which we classified as honorable mention votes. In total, 23 schools received a top-10 vote.” The top overall vote getter was Texas with the Longhorns appearing on all 17 survey responses. Texas Tech ranked second with 16 votes, followed by Ohio State in third (15), Oregon in fourth (14) and Texas A&M and Miami (FL) tied for fifth with 13 votes. Michigan and USC were deadlocked in seventh position with 10 votes, while Tennessee (9) and Auburn (6) rounded out the top 10. More from Nakos. (link)

Oklahoma brought in a record $352M in gifts from more than 31K different contributors over the fiscal year ending June 30 to exceed its 2024 total of $334M. In addition, the Sooner athletic department also broke its previous fundraising record of $110.3M (from 2024) by receiving $113M in support. Included as part of the overall total were a record 72 seven-figure gifts, while OU’s annual Giving Day established a new single-day fundraising mark of more than $30M. As part of its “Lead On, University” Strategic Plan launched in 2020, OU has now raised over $1.5B of a $2B goal, while looking to raise $725M of that for athletics. (link)

Wake Forest raised over $33M in cash gifts in FY25, exceeding the $30M threshold for the fifth straight year. Wake has raised $165M in cash over the last five years, up 32% from the previous five-year period. In addition, the “In Her Wake” initiative garnered more than $39M to support women’s athletics, while another win came through a 20% increase in International Leadership Circle membership. (link)

New Mexico fans filled the Lobo Club’s fundraising coffers to the tune of a record $11.1M in FY25, an increase of 14% YoY according to the Albuquerque Journal’s Geoff Grammer. UNM’s success came despite having its AD, Football and Men’s Basketball HC’s all leave for other opportunities during the year and the Mountain West deal with mass defections to the rebuilding Pac-12 Overall, the Lobo Club’s fundraising totals have now risen over each of the past five fiscal years from $4.5M in FY20 to its current total despite the past three years coinciding with the beginning of NIL payments to student-athletes. Fans have also contributed several million to the 505 Sports Venture Fund collective that handled player compensation prior to July 1, while, per Grammer, UNM reportedly nailed down a recent unconfirmed $1.5M donation from a private donor. USA Today’s Steve Berkowitz details political pushback to the proposed SCORE Act from Sen. Maria Cantwell (D-Wash.), outlining “significant concerns” in a letter to House leaders. “The SCORE Act will only cause more chaos and damage to the college athletics system. We urge you to pull this flawed bill from the mark up until the defects are fixed.” Cantwell warns that the Act would put even more power in the biggest conferences and “hands the NCAA unfettered ability to set rules that would make the rich schools richer.” She wrote that there will be greater distance between the wealthiest schools and the rest, and will “inevitably lead to the loss of men’s and women’s Olympic sports as schools are implicitly forced to devote even more resources to the college football arms race.” In closing, she writes: “We urge everyone to think long-term and big picture about the future of college athletics that we want to achieve.” (link)

More SCORE Act news: The NFLPA released a joint statement from the players’ associations for the NFL, MLB, NHL, NBA and MLS, urging House Committee members to “reject any antitrust exemption or legal liability shield from legislation regulating college athletics.” They argued that any antitrust exemption would “permit the NCAA and its members to collude to harm athletes.” The statement says antitrust exemptions are rarely granted and should not be here: “The NCAA should not have a blank check to impose their will on the financial future of over 500,000 college athletes.” (link)

CollegeAD has a bit more on the contract terms for new Maryland AD Jim Smith. In addition to his $1.5M compensation annually ($1.2M base + $300K supplemental), Smith can earn up to another $45K in various bonus opportunities. He’ll receive a $50K moving stipend & if the Terps make a move to replace Smith without cause, Smith would be due 18 months of his base pay or the rest of the contract length, whichever time period is shorter. More notes from SEC Commissioner Greg Sankey’s opening comments at SEC Media Days in Atlanta – he closed by saying “Let me be clear. From my perspective, college athletics is not broken … It is under stress. It is strained.” Sankey made a point on the podium to thank the National Football Foundation for lowering the minimum winning percentage required for a coach to enter the College Football Hall of Fame from .600 to .595, a move that was made to allow the late Mike Leach (.596) to be inducted. “We appreciate an adjustment made by (the NFF) to change the qualifying criteria for head coaches that makes Mike and others eligible for election into this College Football Hall of Fame,” Sankey said, recalling a personal conversation with Leach about “why powdered wigs went away and neckties remained.” Amid now-constant change in all aspects of college athletics, Sankey said this: “As the world changes throughout college sports, we have to hold on to some values that are at the center of what we do on our academic campuses. We need to invite young people into higher education with the goal of moving them from adolescence to adulthood. We need to require unapologetically a person to make meaningful progress towards a degree, and if they don’t make that meaningful progress, then simply understand they won’t be able to participate in the athletics experience.” (link)

The VRBO Fiesta Bowl will host a national semifinal game this coming January, and with that huge platform comes another challenge: a quick turnaround. “We’ll have seven days to be able to know the teams that are going to compete in our semifinal," Fiesta Bowl Executive Director and CEO Erik Moses tells Sports Illustrated’s Bryan Fischer during the 2025 NACDA Convention. “You hope that those fan bases will travel, because we’ll have a very short period of time to get that promotional machine moving and up and running. We’re hoping that the promotion of the tournament itself carries all of the games, right? It’s the excitement around the fact that this is now a tournament in pursuit of a national championship.” How does Moses work to keep the Fiesta Bowl properly positioned in a system changing constantly? “Things are moving so quickly, you just have to keep having conversations, keep being in the room or as close to the room as you can be, about things that are going on.” (link)

Ole Miss Football HC Lane Kiffin was asked yesterday in Atlanta what he thinks about revenue sharing thus far & the need for a salary cap: “I think that's what we attempted. Doesn't seem like that's working very well. So yeah, I mean, stating the obvious. That was the intention of what was going on because there were so many complaints when NIL started about, okay, everybody has different advantages, and different payrolls. Saw those a couple years ago. I was up here at one of these joking about a luxury tax based on A&M's spending or whatever it was. So that was supposed to be being fixed, and now it's not. Again, we've tried to follow the guidelines because that's what we were told we needed to do. I'm not saying they're wrong for doing it; I'm not calling anybody out. If the system isn't solid enough to prevent that, then we really don't have a system. So you're not operating on a salary cap, so…” (link)

More from SEC Media Days as South Carolina Football HC Shane Beamer took to the mic on Monday. On whether he expects other coaches and programs to do what’s best for college football and not just work in their own interest when CSC enforcement is handed down: “Yeah, I would hope so. Every coach standing up here this week and across the country would say obviously they want their program to be successful, but I think we all want college football and college athletics to be successful without a doubt, doing what's right for the betterment of the sport. … If there are rules in place that we all agree on and someone doesn't do what they're supposed to be doing, 20 years ago with NCAA rules or now with rev share and the clearinghouse and all that, there needs to be teeth to the enforcement otherwise nothing will change and we'll be right back to where we were.” On recruiting and retention: “You want to make sure you're bringing the right people into your program. It's harder than ever to do that. The amount of time that we as coaches are allowed on the road recruiting, it's limited. Particularly for a transfer portal guy, guy goes in the portal, … you got about six hours to get him scheduled and get him on official visit because other people are. So doing as much research as you can on guys, and then probably in a lot of ways, and I am talking portal specifically now, when a guy comes in on a visit, I've never coached in the NFL, but it's probably very much like a free agent visit in the NFL where you're trying to find out as much as you can about this while he's on your campus. It's recruiting, don't get me wrong, but it's making sure he's a fit, … guys have to choose to come to South Carolina or whatever school for the right reasons. There is a money aspect involved now that hasn't been there before. … If that's the only reason [they’re coming], they're probably going to be in the portal or looking to go in the portal every year. … I think if you just rely on bringing the right people into your program, being willing to walk away from guys that don't fit -- …. We've walked away from guys, being willing to do that. Now more than ever in college football I think culture is more important than it's ever been. You screw that up, it can torpedo your entire team pretty quickly.” (link)

Mississippi State announced its athletic department and its Bulldog Club raised $84.6M in the fiscal year that ended June 30, more than doubling the previous record. Notably there were 10 donations of $1M or more, more than in the last 10 years combined. Louisiana and its Ragin’ Cajuns Athletic Foundation launched the Cajuns Edge Fund, a “bold new initiative that positions the University of Louisiana at the forefront of a historic transformation in college athletics.” While Louisiana will not distribute the full $20.5M allowed in revenue-sharing, the new fund will help the school implement a “budget-neutral revenue share model.” This will allow fans, donors and area businesses to contribute to revenue-sharing while receiving tax-deductible benefits and exclusive membership perks. Rhode Island has a $42M renovation of Meade Stadium planned for after the 2025 football season, an 18-month project that will force the Rams to play elsewhere in 2026, the Providence Journal’s Avery Hill writes. As part of the upgrade, the football stadium will get a new 5,000-seat east stands, as well as a new press box. The school declined to say where it is considering playing football in 2026, but the Journal mentioned Centreville Bank Stadium, home to the Rhode Island FC soccer club in Pawtucket. (link)

Indiana’s nickname remains “Hoosiers,” of course, but Hoosier the Bison will return this fall after a 56-year absence as the university’s “official mascot,” making its return at Indiana’s Aug. 30 home football opener against Old Dominion. This won’t be a live animal but a costumed one – bison have been used as a symbol of Indiana since before it was a state, and Hoosier the Bison was a school mascot from 1965-69. (link)
